>> thursday, august 29th and this is "fox and friends first" was happening at 4:00 on the east coast a fox news alert. hurricane dorian picking up power and speed heading straight for the florida coast. millions prepare for impact. we are tracking the storm. ilhan omar accused of using campaign cash to pay for her alleged affair. this morning her response to the report that is rocking washington.

"fox and friends first" starts right now. to the fox news alert, hurricane dorian picking up strength as it heads towards the us on a path to hit florida. you are watching "fox and friends first". very busy one especially in this area. the category one storm intensifying after slamming several caribbean islands while puerto rico seems to have been spared. the virgin islands blasted in st. thomas, you can see boats thrown around as towering waves reach massive heights. the island of st. john hammered

by heavy rain, intense wind, all of this could be headed here. we have the latest track. everyone wants to hear what you have to say. >> this has been a difficult storm to track. yesterday morning it looks like running over portions of puerto rico. this is where the center of circulation ran its way up to the virgin islands, puerto rico largely dodging the system. it is run to the north into open ocean, very warm water. will have a lot of time to heat up, get bigger, get stronger and intensify before it turns toward florida. there is the center of circulation back over warm waters to the east of the bahamas. here's what we are looking at as far as movement, northwest at 13 miles an hour, winds at 85 miles an hour making a category one storm but it will be running

over warm water, so it will be allowed to intensify, 100 miles an hour is category 2, continues to make that move up along the coast before making this sharp turn. that the wide area. anywhere from miami to jacksonville. this is several days off but it gets stronger, getting to a category 3 storm, looking at winds of 115 miles an hour by the time you get to the coast, this is late sunday into early monday before we think about landfall. that is several days off but something we are paying attention to. tropical models show how widely this could move. some models running towards the miami area others towards jacksonville. there is a lot of warm water from where it is to where it has to go so that allows this to get strong, at least a category 3 before we get close to florida late sunday into monday morning. >> all those areas used to this. thank you, appreciate it. the stage is set for the first

round of the debate, 10 candidates will square off in houston next month. kirsten gillibrand is bowing out of the race altogether. here's todd pyro. i said thank you todd a minute ago. todd pyro is here with that story, not the latest on the hurricane. >> a lot of names to go through. looks like one night only for the democrats, two weeks from today with ten candidates meeting qualifications by midnight, those qualifications hitting 2% in four qualifying polls, 30,000 individuals. here's news, joe biden, pete buttigieg, castro, harris, o'rourke, warren and yang. one name absent from this list, kirsten gillibrand who has ended her run for the white house.

sexual assault. breaking right now, college freshmen under arrest accused of plotting a school shooting. paul stabber was reported for having guns and ammunition in his dorm room in north carolina. he reportedly admits to having a timeline to kill people and some of his classmates are shocked. >> the impact coming forward, the student was removed and we hate to think what would happen if nobody said something. heather: his plan hinged on whether he got into a fraternity. the boston teen went to school in north carolina because it was easier to get guns there. a manhunt underway for an armed and dangerous couple. blaine and susan were being extradited from new york to arizona when they overpowered security guards stealing the prison transfer car in utah.

a warning on a arizona highway says the couple is driving a red gmc pickup truck. there wanted in the murder of an arizona man in april, $20,000 reward for their capture. the second homicide uncovered in a va hospital. federal investigators determined george nelson shot died after being injected with insulin despite not being diabetic. he is one of 11 people who died under suspicious circumstances at the va medical center in clarksburg, west virginia. the death ruled a homicide by insulin injection. the medication can lower blood sugar too much for patients who don't have diabetes. the va says it is cooperating with investigators. democrats hitting a major wall, fox news learning the department of homeland security has banned

democrats from an upcoming visit to a border facility. griff jenkins joins us with those details that 2020 candidate slammed the trump administration for diverging fema funds. we knew they would do this. >> reporter: we are learning democratic staff, chairman elijah cummings will not be granted further access to border facilities as part of a planned trip over disruptive behavior and refusal to follow instructions in the last visit. dhs said due to the operational burden on the field by their refusal to comply with instructions during last week's visit they pulled the trip in which more visits were to take place this week. dhs communicated that due to their conduct cmp cannot support visits from the committee this week. fox news obtaining the communication reference.

in a letter to cummings from the secretary for legislative affairs explaining, quote, during discussions between department and committee staff the kennedy staff stated they don't intend to abide by dhs guidelines. we are unable to accommodate your visit unless we receive a firm commitment the committee and staff will comply fully with all existing guidelines and policies. they take it very seriously. we are awaiting a response from cummings's office but do not have that yet. the 2020 campaign trail democrats ramping up on the transfer of fema and other agency funds to support border operations. senator cory booker saying it is reprehensible donald trump is more interested in ripping families apart and building a wall to drive people apart then he is helping people at risk from a natural disaster, a storm bearing down. the administration is defending

the transfer as routine. very likely we will hear more about this from the campaign trail and more from cummings's office as well, developing fight between dhs and democrat staff members. heather: cory booker said he would destroy himself to show america who he is. i didn't understand that comment at all. the time is 11 minutes after the top of the hour. the next debate stage is set, 10 democrats making the cut but do any of them have a chance of winning in 2020? she can run but can't hide. the police chase, you have got to see this.

shannon: time is up. the final cut off has passed and the lineup is set for the next democratic debate. who made the stage and what can we expect next month? the chairman of the committee to defend the president, ted harvey. thank you for joining us. >> thank you for having me on. heather: let's look at the ten candidates who have qualified under all the conditions the dnc set. what can we expect? >> this is going to be fireworks because there are so many candidates at the top. you have biden and harris and sanders, they will be fighting each other to take over and you will see fireworks but in the end all biden has to do is keep his mouth shut and not make mistakes and play defense and he will win because he is so far ahead. heather: let's look at two of

the latest polls, usa today quinnipiac polls which show biden in the lead. biden and sanders were tied at the top but we see biden back in the lead, harris, buttigieg at fourth and fifth place but the top ten, we can bring the qualifications they all had to pass to meet the threshold to qualify, had to earn donations from 130,000 people, four polls showing them at 2% or more. we have kirsten gillibrand who has dropped out, tulsi gabbard who did not make it for this around and she using the dnc needs more transparency. what do you think of that? >> she is a pretty spectacular candidate and she took on

harris, dropped her down from one of the top contenders to be an also-ran. i think the democrats, a tough situation because they have to whittle down the field. they had 20 in the last debate, now they have 10. i can't blame the democrats for doing it that some candidates like the congresswoman are not going to be in it and that is a shame for american voters. jillian: -- heather: slamming the trumpet ministration for moving fema funds to the border but there are reports that president obama did the same thing. if we can pull that up as you talk about it donald trump in 2019 moving $155 million, in 2014 way more moved by obama, 267.6. what about this? >> exactly right, glad you brought that up. i was going to read you a quote

from the white house where the administration is blaming congress for not doing anything and having to die for it money from fema to the border. this is a continual issue where congress is not doing anything. democrats are the ones creating the crisis on the border but they blame the president for using disaster relief funds to solve the problem. the democrats own this and the president i believe will wrap it around their neck and tell the american people this is a problem democrats need to solve. heather: you said what the obama administration said. is a statement from fema, the transfer fund to support the border emergency will leave remaining balance of $447 million, this will be sufficient to support operational needs and will not impact ongoing long-term recovery efforts across the country.

contained classified information, comey testified why he did, he was -- getting historian, he wanted to have his defense ready and we know that report had been prepared and provided to the department of justice and this summer the department of justice declined to prosecute jim comey. we will learn about the nature of those memos and what the classified information is and based on comey's response we will find out why doj declined to prosecute. heather: lindsey graham thinks it is going to be a day of reckoning. listen to this. >> the day of reckoning coming to doj and fbi leadership, against carter page. i can't imagine an investigation of the republican nominee for president, counterintelligence investigation of this campaign was not approved at the highest

level but who told obama and when you find out who that person is you build the bunker together. >> that is right and has less to do with the report of the comey leaked memos and the inspector general's forthcoming report about abuses of the foreign intelligence surveillance act. that could open a lot of avenues of inquiry. >> what timeline are you guessing? >> for the comey reported could come any day now. the fisa report earlier this summer got delayed in part because us attorney john durham of connecticut is investigating this matter and working in coordination with the doj inspector general. sometime in september or early october, no reason to doubt that.

>> it keeps continually getting pushed back. we heard it would come out this summer and in september. something we heard could come any day, the charges against andrew mccabe. should he be criminally prosecuted? what will happen kick you >> if doj is leaning that way, his attorneys include the former inspector general who met with the us attorney in addition to jesse lou and the deputy attorney general jeff rosen presumably to talk doj out of prosecuting andrew mccabe and this has to do with an internal investigation by the fbi in terms of a leak in october 2016. mccabe denies he was the source of that leak. turns out he authorized a leak. to talk to a wall street journal reporter and leak this information.

he said i didn't do it, didn't know who did it until the end when he said maybe i did that. heather: they confused him. >> it is tough doing these prosecutions. juries are notoriously liberal, they don't like donald trump. andrew mccabe sued the fbi, his firing was retaliatory, and politically motivated. he was authorized to leak information if he wanted, just not to lie about it and he said i did come forward as soon as i remembered and doj would have to prove that was a lie and he intentionally lied wendy 9 knowing about the leaks the first time. heather: we are waiting for all kinds of things to come down. thank you for joining us, appreciate it, have a great day. the time is 20 minutes until the top of the hour.

month the more disturbing it is to me. i think a lot of people would say you have never been pregnant, you don't know what this is like but i know what it is like to be live in life is awesome. i'm glad my mother gave me life and i'm here to experience life and other unborn babies have that right as well. heather: it is not unheard of, bring up a map of the states that have removed abortion restrictions so far. as you look at this map, in terms of the response from the beto campaign we have an email from their staff. they say basically it was a gotcha question and they are fundraising off of it. what do you think of that? >> it makes beto's campaign look ridiculous but this wasn't about beto and it wasn't about me.

it is about democratic party and it seems most democratic presidential candidates have the same or similar views as him. the focus should shift from beto to the rest of the candidates. they will be on stage in a few days and i'm curious if they have the same feeling as well but you have to try to profit off of that answer is disturbing. heather: this isn't something you did to make a name for yourself or go viral, this is something you participate in every day. you run a group called athletesforgod.com. >> i work with players and coaches to share testimonies about what they have been through in their lives and the biggest adversity they ever faced and how their faith got them through it. each of them have hard times but their life was worth living which is why they are out here today and it goes to show no matter what the situation is,
