lose sight of is none of this is any indication for donald trump. it doesn't change anything about what comey was writing about in those memos which was donald trump demanding loyalty of him and trying to get him to shut down the investigation. those are still obstructive act. today's finding on comey has nothing to do with clearing trump. >> laura: how did he turn the ig-report slamming comey and turn it into trump is not vindicated? >> i am sad to say after i read the ig-report. trump didn't obstruct justice. he freed the justice department of a man who rejected our constitution and democracy. he decide the normal basic rules of the justice department did not apply to him in his crusade

to top president trump. we don't freely share the results of confidential investigations with the "new york times" or the press to attack people we don't like. we keep those things confidential to pursue successful investigations. in jim comey was a normal justice department prosecutor or a lying fbi agent he would have been fired on the spot. >> laura: no question. here's msnbc's legal analyst's take. >> people talking to former justice department employees, they say horowits is missing the pint. it's like punishing someone speeding to put out a fire.

there is no inflation. we have a strong economy. no risk of recession over the next couple of years. >> and the people that have been helped the most are people who do not help for donald trump. youngest voters and african-americans and latinos. they have benefitted from the economy but you never hear about that. >> laura: and i want to shoe biden's most significant issue with memory this week. >> because they invaded another country. [inaudible]. he was saying it was my boss's fault. >> laura: people said he could not remember obama's name. now they are seizing on him. a friend of mine didn't like some of the criticism of biden and she is a big trump fan. she said this makes me feel like no one can get a break here. or is this fair?

homeless crisis in venice beach, california. >> tell me about these planters that were not here a year and a half. you put these in? >> you had the problem of them coming on to your property to use them as a toilet and a problem of breakins to the property and the carc. we made all of these calls to the cops. in one meeting, the patrol captain, and the senior lead officer and the deputy said if you put in planter boxes, they can't set up tents. we will enforce the no blocking the sidewalk law. they will leave. all of the resident s came with the shovels and filled these up and volunteered all of the plants and planted them. until the city with figure out a way to house all of these people. there needs to be a 300 foot

buffer where you can set up a tent. public spaces have been taken over by campers and by homeless up and down the boardwalk. none of the laws are being enforced. everyone is supposed to leave at 12 o'clock at night. all of the stuff is supposed to come out. >> there are 15,000 homeless people on the streets of l.a. county. there is a proposal to build a facility for them in venice. why are you opposed to that? >> the only reason they are doing it in the middle of a residential neighborhood is the mtan owns the cite. that's not a good reason -- cite. cite. we know this will invite more

people. you will find lines of school buses filled with homeless people who spend time evading local restrictions on where they should park or not. >> do you consider yourself homeless? >> no, i am not homeless. i consider myself here. >> are you upset the local government is not helping you more? >> no, it makes my life more interesting. like a challenge. >> to evade the authorities? >> yeah! if they helped me, i would be like, i would be like what is my point in life? i can't do anything. >> ♪ >> it was reported that mayor pete cut down your drug and traffic bureaus? why given the crimes we are seeing? >> sure. to my knowledge, we have one officer that does traffic enforcement. >> one? >> we have six officers in our

drug investigation unit that only focus on heroin related overdoses. we are approaching as bad as it was in the mid '90s. we are understaffed. at 220 working officers. 19 per shift. that's not enough. we can't police this entire city with 19 officers. >> the retention of black officers dropped by half? why and is the mayor responsible for that? >> sure. there is a national crisis hiring minority officers. i believe that started just 4 or 5 years ago when nationally police were held as villains of some sort. if i were a minority, i don't know that i would want to be a police officer here. any minority and i spoke to several on our police department, gets called all kind of names and traitors for doing the job they are doing. the job they want to do and love. >> tell me about the homeless

stereotypes. what i saw was this idea of hope. within the first month of starting the program, one of the guys came up to me and said if i never get a job, it's okay. you are treating me like a human being for the first time i am being treated like that for someone from outside. we are trying to do educate and prepare people to be successful. people that are not in prison make mistakes too. is that zero going to happen forever? that's our goal. we will reduce recidicism and that will reduce spending by billion dollars. they look at zero percent and none of the people who are out want to be the first one. it takes the onus from me and

they want to support their community. >> you four and many others all over the state of indiana are proving that indiana is a state that works for all. congratulations. i can't wait. the best is yet to come. >> whie need to remember they a just people. everybody is one bad choice away from incarceration. i know my success will have a huge impact on the women coming in, in the future. i am in the pilot program. all eyes are on the people in the pilot program to see if they succeed. is this zero percent recidivism rate? it's important to me to be successful so they know they can be successful too and number two, so the society knows these promise are worth investing in. >> that's the only way to rehabilitate people, is give them an opportunity.

if you put people in prison and don't give them any opportunity to succeed, they won't succeed because they don't know how. we need an example. with that i am glad to be a role model. >> some of the folks incarcerated for years to come going through this program are the ones having a huge positive influence. >> laura: why? knowing it's such a long time before they get out but they show up day after day? why? >> maybe life's true purpose is being revealed to them too. they are part of this bigger notion of what are we doing for our neighbor? our neighbor is close by. our neighbor comes from a much different place than us. some of these folks did not have a first chance let alone a second chance. if you are serious about helping them, in turn, help others through the process. then get involved. >> laura: final thoughts when we come back. now's your chance to save big on america's favorite boats
