none is routine so looks like or sounds like at least at this point that trooper made a stop this individual opened fire on trooper wounded -- >> let me interrupt you breaking news from odessa there's the news conference we were waiting for and let's listen to local officials speaking live. >> we have one officer and one opd officer. that was struck -- >> as far as civilian casualties we have at least 21 victims, 21 shooting victims. and at least five deceased at this point and time. please understand that this is not just an opd and midland police department, both sheriff office a mid-land and secretary sheriff office was involved in hunt for this guy. our local school district police department, our university of texas -- excuse me police department was involved. this was a joint effort by just --
4:01 pm
multitude of the departments to find this animal and bring him to justice. at this point i'll take questions. suspect been identified? >> right now i'll tell you that he is a white male in his mid-30s. i don't have a positive identification on him yet. i have an idea who he is so i won't release that information until we're absolutely positive. >> are there any current shooters going on at this time? >> we have, we have had calls which is to be expected. because, obviously, our citizens are jumpy after this which is also to be expected but once this -- individual was taken in, there have been no more -- >> is there a reason to believe there's a second suspect that is on the loose? >> there have been reports that that is possible. but again there have been no confirmation of that. >> any update on conditions of
4:02 pm
the other people that were shot but are still alive? >> i can't, i can't tell you that right now if in, you know, the big thing is that it is chaotic at local hospital that very difficult to get that information. >> a lot of people on facebook are searching for family members who -- get ahold of. what is the idea and behind that and how they can keep in contact with the hospitals and other law enforcement? >> well, again, once we were able to compile of list a victim names we can put that out. >> also sorry, the hospital has set up a area for patients with medical and they have an area for families in the cafeteria and chaplain and staff. >> so we have reports of two vehicles. earlier today, what i guess -- is that not confirmed? >> i think what -- the issue with with that was that you have the original vehicle and then you have the
4:03 pm
trouble. and one point we didn't know that that was the same person. so that is confirmed now. same person. anything else? do we know what kind of firearm was used a gun or shot tabun? >> obviously, it was a gun and at this point i'm really not sure. >> how did the begin? >> started by traffic stop -- >> question for general public? >> i would tell people to still be cautious. in their residence at all possible we believe that of we have the threat but i can't be 1,000% positive as it pertains at this point. >> any motive that you know of? >> no, absolutely i can't tell you of a motive at this point. [inaudible conversations] >> i do not. >> do you know whapgd to postal employees that it shall i guess
4:04 pm
their trucks was hijacked? >> i don't know. i would assume that he's part of the victim list. but i'm the not sure of his -- i saw a bus are you using school transportation to help victims or patients or anything like that? >> not to my knowledge, no. okay. thank you guys. back to work and we will update you periodically okay. >> thank you. >> i want to make sure i have -- >> so that is a life briefing wrapping up at odessa texas with the local police department web and they did provide us with some new information. we had just heard from a official on telephone from that police department just before going to the news conference about -- i will say this, the police now saying that at least the 21 victims of this shooting it in
4:05 pm
west texas mostly taking place in odessa and they do confirm that at least a five of those victims are deceased. they describe the suspect as a white male in his mid-30s not going further than that. but inferring they may have confirmation and may share with us in not so distant future but now white male in mid-30s and it all started with a traffic stop going wrong with i-20 earlier official told us where that traffic stop took place. this suspect who was pulled over again we don't know circumstances of that of why the suspects was pulling over one of the opponents asked about that and there was no answer given after the suspect was pulled over, that police officer parentallies was shot and then suspect gets away. now there were reports earlier that two cars involved and possibly two suspects we learned in that news conference where with that was the case and that's because originally the police did not mow it was the the same suspect driving both cars. one told to us to be a toyota.
4:06 pm
the other a u.s. postal service van and that is because we are now being told this suspect one suspect, was the one who stole hijacked that u.s. postal service van and driver postal service worker that have van according to the police is, quote, assumed to be one of the victims but we do not know that for sure jerry moralez is the mayor and he joins us now with a little bit more on this. any blanks you can fill in mr. mayor from where you sit in the information you've been given? >> no, apparently everything i heard you mentioned sounds like is the information that we have at this time. you know all of this happened so -- quickly and so try to gather all of the facts in a short rapid time has been very difficult. the fatality count is is only thing that really is surprise that went from one to five, and matter of short period of time. so very, very sad about that. and that's hurt our feelings
4:07 pm
over here at mid-land odessa, texas. >> in the time frame this we joined this a few seconds late and i want to make sure i have it straight in my mind from what you understand, a traffic stop any circumstances of that traffic stop what happened there? and what may have gone wrong any -- anything at all about the traffic stop itself that appear to start this whole incident or set of incidents and that's where it gain and it progressed from there. you know anything about that beginning? >> i do not. so we do not know why officer pulled over this vehicle. and -- apparently it didn't last long. shootser fired and hit the -- officer so at that point takes off and my understanding he begins to shoot at random. >> and two vehicles, when did the stealing or hijacking of this postal service van take place in the whole string of events do we know that? i didn't pick up that in terms of the timeline of it and how it
4:08 pm
actually unfolded. >> yeah. again, the only understanding i have is that -- going down our interstate 20 towards the west towards odessa, ends up at a store in the parking lot. not sure if at that point he jumped out of the vehicle that he was in into that -- ups truck. and then takes off again and then that's where he was going down what we call highway 191 which is in between odessa, sinner ji theater and then when the officers apparently had stopped this shooter. >> how long qowld that only been there once, mid-land odessa area trying to think of how long would that drive take this drive -- >> yeah so mid-land separated by 15 miles and so from the stop and supposedly taking this vehicle which was probably about seven minutes. >> okay seven minutes we want to be careful that situation is under control and nothing else
4:09 pm
for people to worry about until we know that's 100% of the case. do we know that yet? >> not confirmed. in everything is you know two initially because they said there were multiple shooters so we kiferled that one shooter has been caught, and killed and haven't heard of any shooting and no reports coming in. so that's had the good news, and so that's what we know as of now. >> what would you say to people in the area who may be listening to you watching our coverage right now is? >> i'm telling you we need more than ever, everyone's blessing on our community are in shock and in -- we're very hurt right now. we're very friendly community out here and if you would never expect something to happen like this in our area so -- asking for everyone's prayers. sm what's where are plan for the rest of the evening privates things that you can do or help out with? >> for us here we're making sure our officer who were shot
4:10 pm
recover -- and we want to reach out to them keep them lift them up in prayers and then the victims will -- find out who the families we've got a lot of touching families and we have to reassure our neighbors our community that -- that we have this under control and that everything will be okay and that the world -- praying for us so we've got a lot of healing to do over here. >> no doubt about it. i know they were saying in odessa police department that there were -- law enforcement officials who were shot, do we know the breakdown in terms of -- because you have two different local police departments; right? mid-land had officers as well as odessa officers or do you not know? >> one state department safety trooper shot. we have one mid-land police officer shot. he was brave had surgery actually and then one odessa police officer shot. i'm not sure of the circumstances with him. >> so at least three police officials shot one state trooper one mid-land one odessa all expected to survive, though, as far as -- you know?
4:11 pm
>> yes, sir. that's correct. >> okay. and the local hospitals how many hospitals are in that area that would be close enough? we've been getting periodic reports from one of the hospitals to take in six victims ands quickly told us now at least 21 shooting victims in all. how many local hospitals here are dealing with this situation, this as far as you know? >> yes, sir. so odessa has two local hospitals in mid-land has one. so -- i'm assuming both hospitals are assisting each other. along with all of the medical support, so again, these two cities you will see work together in unity in surrounding communities already getting calls from congressmen and other communities. so perve has been very supportive in the region. >> mid-land memorial is the numbers that we have on the screen now. that's the hospital i think we told you this earlier received six patients all with gunshot wowngdz three critical, and three stable.
4:12 pm
that particular hospital when we received this information wasn't expecting any new patients so the the other hospital that you allude to may be handling the balance there. which is not sure. but it would make sense if you have 20, if you have 20 plus victims we don't want to hold you too much longer. mr. mayor, because we know you have more to do this evening. but we do, thank you for coming on. we, obviously, as you said you're asking for everyone's prayers i'm sure everybody will be sending them. to the area, anything else you would say this evening is anything like this ever happened in your memory in that area that -- >> you know, we have not born and raised here and i -- do not recall anything like this ever happen and again this is -- hard to swallow hard to understand, and there's a lot of understanding that's going to have to take place so -- a lot of learning going on again it was a very -- very rapid. and so i think some are still trying to figure out why, what, how, and when so there's just a
4:13 pm
lot of research to do and digest of this situation. >> mayor moralez tong they are for time all of the best to you and to all of the people of mid-land. >> thank you, thank you y'all for reaching out. we appreciate it. >> thank you and odessa for that matter that hospital on lockdown closed to general public and accept more patients if necessary. as will the second hospital presumably again five dead at least from the local reports we're getting in from odessa and mid-land texas at least 21 victims of a shooting there. that has happened in the last couple of hours. it started with a traffic stop gone wrong where state trooper pulled over a car thatter wases then shot bit man many that car too took off driving. for about -- now we're learning maybe less than ten minutes at one point, pulled over and hijacked, stole a united states posted service vehicle continued on and continued shooting. you know seemingly at random. so ted williams is still with
4:14 pm
former d.c. detective and defense attorney and has kind eh to stay around for our coverage as we go back in and out with local officials. so you heard it there from the mayor of -- of mid-land , ted basically you know, adding to the information not wanting to say yet that this is -- over. because i guess you just never know multiple reports with two shooters now two cars now we believe it is only one but what we don't know and may not know for some time until the police update us is whether this one person had been working in concert with somebody or whether the idea that it was a traffic stop that started this tells us and maybe tells you that someone with the experience that this -- does seem quite random ands was started by this traffic stop where it was snapped for whatever reason. >> yeah. as if i have said here on this -- many occasions, here we go again. we have 21 people human beings
4:15 pm
in texas injured. five people, five people are not going home to their familieses tonight. and they're going to be making plans to bury them. you wonder when does this end? when does it end? and this instance it appears as though this started with a traffic stop. and what had we found in law enforcement is that the domestic violence cases and traffic stops are most dangerous stops and investigations for law enforcement officers but it seems as though in this instance this man -- the white male in his 30s that has been described by a law enforcement indiscriminately went down the the highway shooting a weapon. and i would have to believe that is possibly a semi-automatic weapon that he was using because of the amount of individuals who have been shot. had is devastating for the
4:16 pm
community. and as mayor said, and i think americans all over this country say, when these thingses happen. i'm shocked that it has happened in my community. but the fact about it is happening over and over and over again and that is the commentary on what is going on in america at the immediate time. >> one of the things i don't think we know is the circumstances many of the circumstances surrounding that actual traffic stop, and one of the things and i would be curious to get your opinion on this is someone with the experience is -- would you be comfortable as a police officer in handling this day and age a traffic stop without a partner with you without somebody else in the car or with, you know, and again we don't know if that was the circumstance here. i don't believe that parking lot local police department can confirm whether that officer was alone or would you be comfortable in this day and age in that circumstance? >> you know, thing about law enforcement officers, they are always in --
4:17 pm
unkivel uncomfortable situations they are handled to handle traffic stops on a individual basis. the first thing they do normally when they stop a call is that they get on their microphone and call it in, that tag number, and let a dispatcher know that car has been stopped at that stage they know how normally to ep approach the car and they've been -- trained not to go directly up to the door to car but approach a car from the side. but once this happened, and even after a law enforcement officer actually asking for your driver's license and headed back to patrol car it is still a very dangerous situation because the law enforcement officer is unaware of what if any weapons the individual have in their car so individual can therefore get out and start shooting at a law enforcement officer. and it is apparent in this
4:18 pm
situation that once the shooting occurred, this individual was able to take off and to then -- maneuver himself where he was came in contact with a postal service vehicle car jacked that vehicle, and continued on. and as mayor said, and i've been in that area mid-land texas area between mid-land and odessa you're talking about a 15-mile radius and that is where law enforcement apparently was able to corner this guy at a movie theater there. and shoot and kill him. >> ted stand by for us. steve joins us on line from odessa public information officer with odessa police department, and steve maybe you can add some more information as we try to piece this puzzle together after the news conference that just wrapped up, and if we can begin at that traffic stop. you know the circumstances surrounding what was happening there, why this individual was pulled over and what happened once the car was pulled over?
4:19 pm
>> no we don't we were alerted officer has been shot and then the suspect continued westbound on the interstate 20. and then stopped in a southeast odessa where he shot at civilian. >> okay so you get alert from odessa that texas state trooper has been shot at this cinenery land and odessa and then the suspect continued website on interstate 20 and then we at some point shot somebody pells near the east loop 338 and interstate 20 and then some place at some point headed northbound into nice odessa shot at several more people. >> and then state trooper was working alone as far as far as u know. >> as far as i know. but yeah so trooper was shot and then we have total respond
4:20 pm
offices that were shot and odessa police officer, mid-land and dps trooper. speaking to another official about those three -- police officers, about or police officials who were shot, all expected to survive i was told is that correct as far as, you know? >> hopefully. i don't know the exact sat -- status so chaotic at this point we have about three different hospitals we have medical hospital, we have odessa regional and mid-land memorial hospital, of course, mid-land so there's state all everywhere you know? >> any type of weapon that suspect was using shot out of the car right the car was moving whole time? >> right. right, initially struck some point high jacketed a united states postal carrier vehicle. and then he shot the that postal worker and then he, you know, he went on continued on as far as i know. i don't know how many total number of vehicles were hijacked
4:21 pm
i know that -- he hijacked that vehicle that u.s. postal vehicle. >> what we e -- one of the reasons it is so hard to piece together in this information and whether it is on our ends or yours is you hear about two vehicles and maybe you make assums there's two suspects but it was same person driving all of the cars. as far as we know -- >> anything, anything is possible, and originally we had reason to believe there was possibly second involved but at this time we believe there was just one. so -- and who is deseesed. >> was it a face -- pistol or hand gun? >> i don't know what it was. but man -- unfortunately shot a lot of people. >> boy. so shooting as coming down this road disdiscriminately as we know what's the area where the shooting ended like? is it -- highly populated is there shopping area? strawngts?
4:22 pm
>> i believest there's a movie theater -- near a cinenergy. that's where that is is i want to get that straight. that's where it ended where that cinenergy was a movie theater that ended because a police officer presumably shot the person while still in the vehicle -- >> shot. still in the vehicle? >> but in that general area where she he was shot by the officer. >> what's it like down there we don't have many tv cameras providing us footage you know just from people around the area. have you been able to keep people calm what -- what's the theme like? >> it is chaotic we have official post on social media, and it just has been about
4:23 pm
chaotic there's different crime scenes all over the place. so, of course, this is not just odessa but mid-land too. >> crime scenes all over the place for -- you know, could you describe that? >> shooting victims for the shooting victims. yeah baskly victims that were shot. we have crime scenes all over the city. so -- >> wow so really spread out. yeah with a lot of active shoot percent someone will go to a location that's where it occurs in one place. this -- what complicated this incident was that it was all over the place. you know, we didn't know where he was. we knew that he could be anywhere any time. any place, so that was, it was complicated things. >> how long was it an active shooting event? >> i don't know. i don't know the exact time it lasted -- way too long. >> yeah. probably seem like it was taking forever no matter how long it was tough to keep track of time i was presume in a situation.
4:24 pm
>> but -- >> like that what about the communication between departments and all of that kind of thing and what would you say about the performance of the odessa and mid-land police department? >> received outpouring of support from our assisting agencies. you know our local county service office in texas -- base plpgd there at the university, all mid-land police department, there's so many. pibal the fbi responded or in ps of responding. >> any other information to get out here while we have you to the public that's watching? >> you know, we just it is a horrible day and, i mean, we appreciate all of the support that we have received from this you know from the community here. so -- >> steve, thank you, and all of the best. thank you. steve is the public information officer with the police department, and odessa, texas at

be a quick response quicker than i believe we've seen in law enforcement -- half like federal guard to give the manpower necessary for local law enforcement to proceed with their investigations but i've got to tell you something you have said something very consistent that we need to talk about. and the topic you've been bringing up is -- the motor vehicle stop trooper stopping that vehicle and i'm glad you brought that up because the answer to the question that might be asked regarding motive may be that what happened on that motor vehicle stop so i'm going to take you into mind of an investigate for one moment could it possibly be that that individual committed a crime already? and that he was fleeing the police officer would not know that. so the police officer stops the vehicle and that suspect beginses to open fire. why? because they committed a crime. don't know if that happened but it is something we will look into. secondly, did the police officer actually avert a mass shooting?
4:44 pm
was this person on the way to a area where they were going commit a mass shooting? we don't know. but the fact of the matter is -- that that motor vehicle stop, i believe, is going to be very critical with regard to this investigation and we just may learn a motive as a result of that motor vehicle stop so my kudos to you focusing on that . >> butted an idea and we don't know what happened and by the way before you answer that i want to point out you see the credit to melissa taylor the newest video coming in private citizen, obviously, taken on a cell phone of the area, and i was asking local official there to describe it for us because it was trying to get a sense of how chaotic it is but if you look closely you can get a sense of how roads are are structuredded in o'e december is a mid-land area and may be you know idea in your mind of what local police officials are dealing with and this is, obviously, from earlier
4:45 pm
in midst of the investigation with the the local authorities not knowing what they're dealing with and a just coming a speeding in. but back to the police stop steve as you said, obviously, it is important and i was gipping to say before we cut to that video, you know other possibility here is and again we don't know is that -- something just went terribly wrong in the police -- stop that set this guy and off and why keep doing what he did after that, i put a snap all kiengdz of things and we don't know but it did start there you're right. >> yeah, as my colleague ted williams articulated that when we make motor vehicle stops yes we are trained but we always must keep in mind that we don't know who we're stopping but person in the car knows who we are. they know how we're approaching, we're trained to approach in different manners but i must tell you as time goes on police departments are beginning to be

able and actually be involved in making sure that they have two man patrol cars if these continue to happen. we've seen about -- >> earlier steven only thing i know i would say -- this is an area may be where the resources aren't such that the state police can have two in each car isn't that sometimes true in the country. >> that's true all over the country still a lot of police departments with one man unite -- but as time goes on you know all matter of money and budgeting can local municipality police departments afford two men patrol cars. but it just may be in the necessity as we move forward we see too many police officers getting injured getting killed. maybe some of these could be prevented having two man patrol carses. >> what are signs you look for when you pull someone over and -- signs that something might not be quite right? >> well, i'll tell you what first of all what i do and i used to do is you light up the interior of the car that you
4:47 pm
stop with not only headlights but stoplights if there's a lot of movement heck of a lot of movement in that vehicle, you're going to be extremely careful as you approach it. another thing is there someone is else in the vehicle i've had incidents to approach a consider and -- to my surprise and shock there would be somebody lying down in backseat of the car . luckily that individual didn't have a gun. so what you always do is light up the car and many times depending on circumstances you'll have the suspect get out of the vehicle with their hands up. >> so if something that's what i was going to ask something is is not right and say -- as xeample to hypothetical you see some movement. then you don't actually approach the car yourself. no you'll wait for a backup and difficult for a lot of people to understand unless they were in shoes of police officer. over the period of time of years and experience, police officers get a six sense where your

instinct kicks in and you know there's something not right with this stop. and once that six sense kicks in sooner rather than later. of course in this situation we're talking and i are talking about hypothetical because of what we know and we don't know what this particular police officer was dealing with. you know could have known that he was dealing with someone that might potentially be dangerous but could have thought it was just, you pulling over someone t didn't put his blinker or or could have thought it was routine but you have to approach these things with with the proper amount of caution just because of the risk involved, obviously. >> well that's right, and i'll tell you this police officer doing his job and doing best he could. that guy could have just got out of the car an openedded fire without any warning. >> right could have opened fire even, you know, right as this stop was taking place or shortly thereafter. that part we just don't know steve but what we know is that at least five are dead and 21
