[heartbeat] good evening from fox news headquarters in new york city, i'm leland vittert in what can be only described as running gun balings through two texas towns as of no now five people are te. some 21 injured after shooting spree that spanned from mid-land to odessa in western part of the lone star state. police say one suspect who was believed to have hijacked a u.s. postal service truck before began shooting is now dead. it does not appear there are any other suspects at this time. odessa police chief said publicly that he believes that threat to the public is is overall the law enforcement in the area is remaining individual is lent in calling active investigation that suspect who police shot and killed outside of a movie theater is being

identified as a white male who looked to be in his 30s. this is amateur video of some of the police chases as they occurred through the two towns that are about 20 or so miles apart when gunfire ended at least three police officers had been hit five people killed, and 21 civilians hurt along the way. their conditions right now are unknown. with that we bring in steve with with the information office from odessa, police department steve first of all our thought and prayers not only with you but your citizens as well. through all of this -- we'll start at the beginning, it started with a traffic stop by texas state troopers, elbow. any idea why the traffic stop happened and why this suspect began shooting? >> it is unknown why the stop happened or why began shooting but i know it happened at 3:25 p.m. central time on interstate

20 between mid-land and odessa. trooper lost with the police department some -- you there steve do you have us? i don't know if you could hear us we have a audio problem but any idea why this traffic stop happened in the first place arkansas and why this suspect began shooting? >> it is unknown for both. i mean, it started around 3:25 p.m. central time. >> okay. >> trooper made the stop between mid-land and odessa and suspect continued westbound on interstate towards odessa, and then he began shooting shot at a civilian and then proceeded north into northeastern portion of odessa. >> so how long did this go over this gun battle that included this suspect shooting at all of these random cars? >>entire distinct lasted under n hour ended approximately 4:17 when suspects was shot by an officer.

>> okay. any idea and anymore idea on who this suspect was 30 years old -- or in his 30s that chief said earlier that he had an idea who he was but didn't want to say somebody known police there? >> you know, it is still actively investigated at this time. as to who he is and why he did what he did. leland: when the chief said that he had a pretty good idea is this somebody who had -- y'all thinking this was somebody who had had a long criminal record or what? >> yeah it's still under investigation. and right now as to what his history was and if it was intentional or random so -- leland: one can't imagine if there's 21 people shot and dead that you say random you mean that he decided when he got pulled over to start is shooting versus planning whole thing out. >> yeah. it is unknown what his intentions were. but as far as shootings he just shot all over the the place it was just chaotic there's scenes all over odessa right now.

northeast. leland: so there was initial traffic stop where he shot state trooper and then this running gun battle began was this guy shooting at people as he drove along highway and there's cars with -- bullet holes all over the place or were there different scenes that he stopped at? >> different scenes. all over the place, thank you with, businesses and and hijacked the u.s. post l service truck, and then stole that vehicle and continued on on shooting spree. and right now individuals trying to track down the suspect, what were you hearing from your officers over this time in terms of two different cities and multiple law enforcement agencies able to sort of track this guy through or was it pretty challenging -- and we have no unknown where he was and could be anywhere any

time, so unlike most active shooter situations where most occur and one location, this was just it was all over the place so we just knew that he could be anywhere, and you know so we need to expect unexpected. >> and from -- in terms what have you all had as evidence to go off you have his car that he was driving. he then got ditch that car and then hijacked the postal truck, correct? >> right. >> okay. leland: new evidence in terms of how many weapons he had what he was using, et cetera? >> right. yeah that is still is under investigation at this time, and as you know there's just crime scenes all over the place right now. we have active crime scenes everywhere right now. and as you know the shooting occurred in southeast between mid-land odessa and it ended spree ended at the cinergy at that movie theater. >> so over that hour any idea how many different vehicles he

hit we've got 21 injured and five dead. any idea of how many other things that he shot at? >> it is still being investigated at this time we're still trying to take all of that into account at this time. so -- leland: but conceivably a lot more than that. and we're getting a little bit of interference on your line so we're going to have one last question but i want to understand this three officers one trooper and a mid-land officer and odessa officer who were hurt any idea on their conditions? >> i'm still waiting to hear back from them. i know it is from medical center hospital -- public information officer. leland: okay. still waiting to hear back on them and 21 civilians condition unknown and then the five people who were tragically killed does that include the suspect or is it five plus the suspect? >> i believe that 21 was including the suspect. so -- leland: got you our thoughts and prayers with you and your officers, obviously, our thanks to them as we watch this video

of them running towards the sound of gunfire thank you, sir. >> thank you. leland: with that we bring in of the joint fbi terrorism task force good to see you sir what i want to go back to key issue of the traffic stop they say one of the most dangerous is a traffic stop what do we take from the fact that this guy was pulled over and then all of a sudden the gunfire began? >> where do they live there's a couple of thingses that we have to look at and there are questions now that will be answered. is it possible that this was, in fact, a routine traffic stop by the trooper unknown to the the trooper that this individual had weapons in that vehicle. is it possible that this individual suspect had committed a crime? unknown to trooper is it possible this vifnlings on his way to commit a mass shooting so at the end of the day what we have to do is --

find out if this individual was, in fact, someone the police were hunting down. >> steve made an interesting point about scenes all over the city of odessa and mid-land which are about 25 miles or so a part this lasted over an hour. that is something that small town police department is is just not equipped to handle i can't remember the the last time we covered a situation like this that was in so many different places. >> well, something interesting. when incidents like this covered and that wide range police officers from all of the municipalities and counties are trained to assist each other to converge in certain areas where there are high crimes committed. so it may seem as if it would take a long time for police to coordinate their actions and their activity with regard to this but converge where a crime such as this has occurred.

still ho it took an hour has to make it harder one thing when crime scene is one place, and everybody converges through that place another thing when the suspect on the run like this. >> well you're absolutely right. but remember again, there's a lot of technology that we have today that we didn't have years ago. you have air asset and drones -- one of the biggest assets police have is the public we don't know if someone called police and said they saw the suspect in the vehicle in the area that they were captured. so all of this will actually come out in the investigation. but yeah it is a challenge for police but i've got to tell you they did one heck of a job in effective and quick manner and due to the fact that they have these challenges. pretty incredible the video we're waving right now if you turn up the sound and control room. there are dozens of police cars just fly through the intersections. that were going towards where this suspect was and evidently

ended outside of a movie theater what do you make of the fact when you've got 21 people shot five civilians dead three police officers shot, as well -- you're hearing the bleeps of the swearing that was taking place there understandably at a time like this. but you think about the shared number of victim here is and this guy was shooting as he was driving down highways. he had to have a whole lot of ammunition with him. >> well he sure did. and you know it is an interesting question that you ask -- i'll tell you what goes through the minds of those police officers -- is not their own safety. they feel they have to get to the scene or to the area where the shootings are occurring to prevent other people from being killed. these officers got in that area as quick as they could, but as i said, in total disregard for their own safety go into scene of of a hot situation like this and they're going to do everything they could to put a stop to it and hay did it. >> do question often see something like this where a

suspect hijack a mail truck but could have been anything. >> well i've got to tell you i haven't seen anything like this since the washington, d.c. snipers many years ago. >> complengt point. there the police had a tremendous challenge in trying to find a vehicle and if you recall certain description, vehicles what's blue, red all of the information that they have to process and eventually able to capture the suspect so yeah haven't seen anything like this in a very long time. >> so the suspect is deceased you can't can ask him any questions where did the investigative leads go from there and threads starting to pull on now less than four hours after bullets stopped fly. >> few things there are as we speak no doubt that swarnghts are being executed -- on suspect on his home or work place or his vehicle. they're goinged to a forensic analysis of all of the

electronic equipment we're talking about ipads and computers iphones and do a forensic analysis of the vehicle and, of course, all of the crime scenes. but you bring up a good point the police when they respond to the scenes of an active shooter they were rather take a person life because in that person mind is warehouse full of information that's where you can find out was anyone else involved and well planned where did you get weapons? the person is dead, through necessity it was either police or the suspect and the ended up being the suspect. but this is what is whatting right now. all of the questions need to be answered and they will be answered through what i just described to you. >> yeah police chief there that we heard from in a news conference about an hour and a half ago said he had a pretty good idea of who the suspect was. but wanted to confirm it before telling us steve rogers we appreciate you being with us this evening and be back to you as events develop here and we get more information working our sources in contact not only in

mid-land odessa where this shooting spree occurred but also with the fbi, and atf that have converged now on this scene we understand that the attorney general and the president have been briefed as well. the attorney general of texas saying i am horrified to see such a senseless act terrorize fine people and worked quickly to stop this evil attack a. more perhaps on exactly the timeline of this shooting and the all of the different locations and the people who were simply out for a saturday often drive in texas when somebody drove by their car and opened fire. we'll be right back.

fox news alert it is 8:15 or so on east coast 7:15 odessa, texas just about three hours after the shootout that you are watching right now ended a running gun battle between police and one suspect that lasted an hour. it spanned 25 miles began with a traffic stop by the texas state troopers in i could three police officers have been hurt. 21 people injured and five civilians dead and one point

suspect hijacked mail truck to switch out of the car he was in and began shooting at the civilians as he was driving down the highway and biways of mid-land odessa with that we bridge in pat former of the nypd robbery detective there. when you think about this -- you hear all always that scariest part of law enforcement sometimes is the traffic stop and that proved true today. >> 1,000 and teach in the academy and in the field very quickly and cost extremely dangerous. they're treacherous just by the nature of stopping individuals in the vehicle that you have no knowledge of who they are. and a reality is -- those in domestic instances are right with problems all a of the time historically and here you have it because this is -- apparently and based on known facts which are sketchy at best that this --

cup cumbersome a mail truck -- think about that. a mail truck. it is bizarre. >> it does seem bizarre to say the least. sad we're hear aing now from senator ted cruz who put out a statement a couple of minutes ago, heidi his and i are heartbroken and the lifting up prayers to all victims and families, et cetera. how long is it going to take, do you think, before misare able to identify this suspect and at least give us some idea of why this traffic stop happened it in the first place and what wept wrong there? >> very quickly, very, very quickly because what is happening leland is in the background while this is unfolding right now there's enormously efficient and effective machine investigatively working in the back. and what that does is that identifies all of the way back to this clown's kindergarten terne maiden name up to what he had for lunch ted and in between there we identify who if any was

involved with had if there were any coactors on this. did he convey to anybody and share it is it written anywhere? and they develop a story. there's a story all of the dots connect that's happening as you and i are speaking that's happening very efficiently. >> sadly we're learning how efficient law enforcement is at this when we think about shootings weekends ago in el paso able to so quickly identify both the suspect and a motive. in that case, back to this issue of multiple crime scene and the running gun battle that we are watching now and you can hear the police cars in that amateur video race towards the scene. mixed with bleeps of those watching it issuing their own commentary in colorful language but as you think about this -- one thing to have an active shooter at a wal-mart or movie theater and converge there how

much more difficult is it when the guy is on the run? >> it is extraordinary and as i mention earlier, it almost unprecedented i've been in the business for 34 years and i've got to tell you this adds a layer of complexity that is -- is unbelievable that is multiple victims and fatalities and one police officer shot in uniform all by a mail truck of all things is moving and in flight. unbelievable. this is multiple crime scenes overlapping crime scenes it is extraordinary extraordinarily difficult. smg yeah. altogether. yeah. a tragedy which is sounds like could have been so much worse without -- have brave efforts for mid-land and odessa attorney general barr is monitoring the situation in west texas. teams from both the atf in dallas and fbi field offices are

converging there in mid-land odessa and former nypd we appreciate your insight and analysis here, sir through this we'll be back to you through the night as we learn more many this investigation. to recap what we know out of texas the suspect is dead and a the police there believe that there is no longer a threat to the community so often happens in situations like this. the initial reports are of multiple shooters that turns out that was multiple vehicles but the same shooter and police there view they think they have the situation contained and they say no current threat to the community but, obviously, a awful lot of investigation to come and awful lot of medical work to come for the 21 shooting victims. a long road to recovery for them. and then sadly five fatalities there are three police officers who have been hurt. one of those is the texas state trooper who was involved in the initial traffic stop of this suspect there on the highway and that is when the first shooting

began. the suspect then got in his car started driving down the highway shooting at other cars. hijacked a mail truck somewhere along the way then used mail truck at his own shooting theater as well shot at more cars and finally police caught up with him in the video you're watching right now -- on the left-hand side of the screen, and we're able to kill him outside of a movie theater in the words of the police chief in odessa, he said that finally put an end and found this animal, quote, unquote fbi and atf now working on exactly who this person was hopefully they'll be able to talk to that texas state trooper in next couple of hours. and get some more information from him on exactly why he stopped this car and how the shooting began. we have our team on the way down to mid-land odessa we're working phones with our affiliate there is to gather a little bit more information see if we can't get a little bit of more of a picture of what happened along

the way on the highways as he was shooting. at some of the cars there are pictures all over twitter and facebook of cars riddled with bullet holes. we're also working to see if we can get a little bit more on suspect now just about four hours after the first shots were fired at 3:17 in mid-land texas on a very somber saturday. a saturday that will never forget in mid-land odessa back here in new york we're going to keep track of the story in mid-land and odessa development there is and we're also watching hurricane dorian. which is continues to gain strength there in the atlantic ocean. right now about 380 to 400 miles away from west palm beach, florida. the national hurricane center putting out a new advisory about 25 minutes ago and you can see on your screen that the storm is expected now to track a little

>> first i have the to say thank you for thoughts and prayers and everyone out there they can continue to keep and basin in the thoughts and prayers we're a secluded area out here in city biggest city in about four hours so night nit group and we're 20 miles apart from each other and we rely heavily on each other because just if everybody in nation can just continue to keep us in their thoughts and prayers we would appreciate that going back to your questions -- it was a very chaotic still a very evolving as facts are coming in and rumors are dispelled there was a lot of information out there and things that -- note by means but that it was the chaotic situation and people were scared. so what i can't tell you is that it did start out on highway excuse me on interstate 0 and mid-land county interstate 20 runses from one side of texas to

other, and big corridor in mid-land and it started traffic stop there and state police state trooper pulled over a gold camry. toyota camry and that's when the suspect shot at that person and then just took off west towards o'odessa. and began shooting tirade all through northeast odessa closer to the mid-land county line, and in that area you have to imagine between the area there's not a lot of out there it is developing in a lot of things are growing but a sparse area and highway 191 is main highway to get from odessa so a lot of traffic. it is saturday a lot of people or were out you know get their stuff in that's what my family was doing we were out and about that day just -- this morning ready to get things done for the long weekend and -- a lot of people caught justify guard a lot of people vulnerable with their guard down because you always think it is not going

to happen here. and you know especially in our community so -- very chaotic just kind of not your typical act aive shooter he was mobile in a vehicle that med it very difficult for all of our law enforcement officials and officers to work the scene but they did so, and they were vigilant and thank god for them. >> you make a very good point that where you all are in west texas, there's not a lot of to rely on other than neighbors and and it all of the them literally to bring this situation under control. sad news that we're getting right now is we're learning a little bit more about the victims in this. one victim is 17 month old child has been airlifted to texas about two hours north of odessa. can you give us any more information on victims conditions et cetera we know there's five people who ted but anymore on the injured? >> i don't have -- you know victims updates or conditions and i wish i did

and i do want to say, you know, because my -- my heartbreaks for that. for that 17 month old baby -- and her parent and her family, i mean, i have a small child and i can only imagine -- and to be put, you know, to be put many this position for any of us it is heartbreaking and we are so lucky that odessa has mid-land and man have we relied heavily on each other today and we wouldn't have been able to do it without our sister city. >> you have a long road ahead can you tell us about about investigation have you been to a scene and what's happening there? >> so i have not been to scenes i've approach at the odessa plpgd and i can't tell you anything about the scene i can't tell you that it is -- that it is built pretty -- on going investigation is ongoing. >> it is 7:15 there 7:30 now if i'm not mistaken when is it sundown?

name deal with the guns that were involved and the firearms in the ammunition and when you think about this, bernie 21 people shot and wounded three police officers shot and five civilians dead. is this guy had to have an awful lot of firepower with him. >> it doesn't take surprisingly it doesn't take that much but my guess a rifle caliber weapon many this case, it also proves a major tactical problem for law enforcement and public safety you ask the question -- of the o'it is is a pio about potential other victims. you know, along the route of this event you know neighbors and friends and employers should check on folks to make sure they have contact because if this was a rifle involved its reach can be half a mile or more -- and people traumatized will crawl away and may not have have ability of contact aing ems for

support so as a communitien we want to check on each other because there could be potential people who have been victimized by this that have not been a toibl reach out for help. >> learning a little bit more about how -- chaotic things were cell phone video show people running out of the movie theater television station kosa air online and broadcast interrupted by police telling them they have to clear the area it gives you chillses to read you can only imagine the fear of people who weren't in confine area as you so often hear about active situation, active shooter situation but may have been in their car and parking lots -- standing around as somebody driving around at one point in a mail truck shooting at people. >> unfortunately we're having a national experience of these events xowngding on eachsore so all of a us as individual we react based on experience of hurt of learning of these things. and what our personal reaction

would be in addition to that, you know, there should be the why'd spread training of run, hide, fight and about everyone situation is different it is hard to identify it and outside you know this is immeasurable how complex this would have been and for those poor folks even the ones that -- have not received physical trauma there will be traumatized by this for life. and again, you know, a search is has to be ongoing. through the community to make sure there's no additional physical victims. >> yeah. this also from the associated press quoting aneye eyewitness there and heard six gunshots wring 50 yards behind him eyewitness sketchy at situations like this but at first he thought it might have been tire blowing but more spots shotted white sedan with a passenger window shattered that's when he thought oh man this is a shooting.

follow-up questions okay i'll hand it over to doctor for a second. >> thank you. so first of all our thoughts are with families and when a situation like this happens, it's actions that come together from preparation years in advance. so over the last several years, we've formed committees where we've coordinated many elements that will be necessary here police, sheriff department odessa fire rescue on medical director, the emergency room, and other parties that are involved. here when everyone arrived, it was well orchestrated we received 13 patient and because of this preparation, you know we were able to call in our backup, and operateing staff, tech, nurses, so great team effort for everybody when the patients arrived. after they arrived we were able to do the initial stable using

we really have three phases of operations inside the hospital and this happens we have an activation phase, and then we have operatal periods. we've just completed operational period one and two, and at 7:30 we went in for final phase which is a recovery phase and that's where we start putting everything back together. getting back to normal operations, and taking care of our staff and to continue to take care of the patients who have gone through this horrific situation so with that said i would be able to be happy to answer any questions that i can. , of course, we're not able to release names or any information regarding the victims. >> sir for the one victim who was transferred the child that was transferred -- >> i'm not certain -- but they were life flighted to

is that area still open for families rying to get into the hospital? >> we e do, of course, we know this happens when -- all of the media is released and social media reports people come to the hospital seeking reports on their loved ones so we have a location inside the hospital. where we congregated family members and reunify them and get as much information to each and every family member. it is my understanding that that room is down to just a couple of families now. and that we've commuted with everybody that we can. >> are there any streets that are going to be blocked off or closed down for traffic or -- >> going to keep the hospital into lockdown situation until approximately 10 p.m. just for staff comfort and safety. but the hospital is back to normal operations at this time. >> so do you guys -- sorry have you been less prepared how do you think the
