into the hamas is a catastrophic category five storm the question is how will this stored in fact the u.s. >> hurricane will turn towards the northwest early on monday or tuesday but not before becoming close to the florida east coast.

we'll have a forecast for the turn that occurred off the coast in 30 or 50 miles offshore and bringing with it topical storm hurricane force winds right up to the shoreline and if it comes further to the west the hurricane force winds will spread inland over the coastal regions of central and eventually northeastern florida. hurricane warning is in effect north of palm beach up to the cape and hurricane watch has been extended up to the florida georgia border. similarly we have a storm surge warning in effect for much of the florida east coast with warnings from [inaudible] north to the cape and a storm surge watch has been issued for the rest of the florida peninsula on "e" to the north of the warning areas. all the way up to the florida

georgia border, looking at four-7 feet of innovation possible along the florida east coast, northern part of the warning and watch area somewhat lower two-4 feet down to the south. again, tropical storm watch for broward county and north of there we have hurricane watches and hurricane warning extending to florida georgia border. over the next couple of days we don't expect much intensity will still be category five for the next 24 hours in effect, major hurricane has shown the next three days or so at the center moves near offshore florida and georgia and eventually off towards south carolina and north carolina coastal areas. that's the concern for the next few days but first the northwest bahamas tonight and tomorrow and increasingly along the florida east coast later tomorrow and into tuesday. that i'm ed rappaport.

adam: we're not really going to know that until makes the turn and that won't happen until late tomorrow or tuesday but the other thing i took away as they did at additional areas for a hurricane watch everything north of the hurricane warned area you see there in red. they are beginning to think this is closer and will be a very

tight call in the next couple of days. >> thank you, adam. for now i'm jackie in new york and now back to regular programming which is already in progress. jacksonville has giant growing list of cities and counties issuing mandatory evacuation orders. we can give you a quick look at a map that shows the areas that are affected. they are the low-lying areas. the red and orange areas on the map closest to the water where people are most of at risk. those folks are being told to get out and shelters are opening across the city at 10:00 tomorrow morning. back live, the city is considering a ban on alcohol sales, and a curfew. but it hasn't been established yet. and they are closing the beaches in jacksonville at midnight tonight. the folks on the beach right now are enjoying the last bit of time. monday of labor day weekend the beaches will be closed in the

city of jacksonville until worst of this storm passes which could be three to four days from now. hurricane shutters being installed on the rescue facility. the gas station and public storage facility is board up. when we were heading north on the until turn bike we saw seven prison buses being escorted by troopers. 900 inmates were relocated from facilities closer to the ocean and relocated to facilities better equipped to handle the storm. a hospital was also evacuated earlier today in cape canaveral located on a barrier island. authorities wanted to get 2,000 patients out of there. fema has prestabled a --

prestaged assets and requirement in four states. florida power and light has moved hundreds of utility trucks to stage they can move from there to areas that might lose power in the days ahead. the governor talked about how important it is for people to heed the warnings if they get them. >> if you are in an area that flooded in prior hurricanes and you are given a voluntary evacuation order, you need to seriously heeding that and evacuating. when the water gets high, there is not a whole lot you can do about that. given the uncertainty of the storm it's better to err on the side of safety. reporter: a couple airports are shutting down as this storm approaches. connell: let's go to daytona

beach. stock up oning everything -- stocking up on everything. steve harrigan is there with the latest. reporter: no sense of panic yet in daytona where the beach underneath my feet is disappearing as the tide rolls in. we are likely to see evacuations in low-lying areas tomorrow. we could see tropical storm force winds. the governor of florida is warning should the track of this storm moves slightly to the west, it could prove catastrophic for floridians. >> if you look at the national hurricane center's current track, i think it end up within 30 miles of the coast of florida. you do a touch of aave

a dramatic difference. reporter: you hear conversations in airports and hotels. they are trying to decide a simple but potentially life-altering question. where should they go. >> it's better not to stay. we have three kid. >> i'm trying to get gas for my generator. get my mom's car gassed up so she is safe. reporter: 50% of those gas stations have no fuel to sell. a number of nights have been canceled and a number of airports in the area. it will be a challenge for federal responders because the area for potential damage is so huge. four dates declaring states of emergency as one official here put it, everyone right now is on the hook. connell, back to you.

connell: our coverage continues on the phone. congressman, what do you see in your part of the state tonight? are people coming there to whack wait from other areas -- to evacuate from other areas? >> yes. alachua county is known as an evacuation center. they have them for people and pets. our recommendation is heed the warnings. we have been through so many hurricanes. and we saw the devastation that they did throughout the state, especially irma. and we had michael last year. the best thing people can do is be prepared with the water, with the batteries. with a contingency plan. the second thing is heed the warnings. these things are so unpredictable.

they can change just a degree or two. and it could have a catastrophic effect on the state of florida. >> it does make the evacuation process challenging. we have seen people leave one area only, unfortunately at the time you would have it drive in to where thing were even worse. how have you been coordinating to make sure that kind of thing doesn't happen this time around. >> i have to admit the governor of florida has done a tremendous job so we are well poised. all 67 counties have declared an emergency. president trump has stepped up and done a prelandfall declaration. we represent six counties in central florida and we hug the st. john's river in three of

those counties. and we have worked with the sheriffs, with the emergency operations center and with our fuel delivery. the last hurricane we had, the fuel got shut down so we intervened and we have police escorts and state trooper escorts bring fuel to our area. one of the water treatment systems was within hours of shutting down and that would have been a major devastation. the coordination is there and something that makes you proud the way the state of florida handled this. heed the warnings, and stay tuned. connell: thanks for joining us, congressman. ted yoho in florida. president trump is back at the white house. he put off a trip to poland to

stay informed. reporter: the white house is watching and waiting and positioning resources just in case because they want to prepare for any eventuality. the preparation includes all relevant agencies from noaa to fema, hhs and dhs and more. it's all about coordination between federal and local and state stakeholders. and the president said they are ready. president trump: we'll work hard to minimize the effect of what's coming at us. we don't even know what's coming at us. a category five is something -- i don't know that i have heard the term other than to know it's there. reporter: as we have been telling you, counter-clockwise flow with this well-defined eye,

a category five with sustained wind in excess of 185 miles per hour. the fox weather team is taking a look at that throughout the day and evening. we have seen damage caused by dorian. officials say whether there is a direct hit or not to the u.s. mainland. rainfall and the accompanying storm surge could be the most of dangerous aspect of this storm. >> storm surge is one of the things we worry about most of. the majority -- 90% of all weather-related deaths come from water, flooding surge. 50% of those deaths are people in cars driving through flooded waters. you have to take this storm seriously. reporter: the president is also monitoring the situation in texas. of course, we'll keep you posted on what we learn at the white house, especially if the

a 17-month-old girl was injured and will undergo surgery tomorrow. it started with a traffic stop in odessa. the governor of texas addressing the magnitude of the tragedy when he spoke this afternoon. >> the lives of the people of odessa and the permian basin region have been shattered the past 24 hours. hearts have been broken. we want people from the permian basin to know all of texans stand with you. and embrace you at this time of challenge. connell: there is a vigil being held for the victims, right, alicia. >> that's right. we are on the california us of the university of texas. it's being led by civic, community and spiritual leaders.

a 17-month-old girl who was shot. at a news conference held earlier today, governor abbott read a text he received from her mother discussing the child's injuries and overall spirit. >> toddlers are funny because they can get shot but still want to run around and play. she says we are thanking god for that. her mouth is pretty bad but will heal and can be fixed. >> she is awaiting surgery to have shrapnel removed from her chest and mouth. she was injured after a state trooper in midland trying to stop the suspect. he shot them then headed west to odessa. it all came to an end outside of the movie theater where he was killed by police.

>> we have note named the subject. there is a reason for that. i'm not going to give him any notoriety. we'll provide that information to you. but not in this public setting. reporter: seven people were killed ranging in ages from 15 to 57. ' the post office said we are especially grieving the loves our postal carrier mary grando. president trump: law enforcement, police, the fbi, governor abbott, incredible the job they did. it's tragic but they did an incredible job under the

circumstances. >> investigators say they don't have any reason foreor motive' -- reason or motive behind this tragedy. coveragconnell: we continue livo cocoa beach in florida. hurricane dorian continues to make a slow march toward the east coast of the united states. it's already happened as the historic category 5 storm rolls on in a moment. -excuse me. uh... do you mind...being a mo-tour? -what could be better than being a mo-tour?

the real question is... do you mind not being a mo-tour? -i do. for those who were born to ride, there's progressive.

florida is on edge as hurricane dorian slowly makes its way toward the u.s. it's a category five storm.

it has been slamming into the bahamas throughout the day today with winds up to 185 miles per hour. the storm surges between 18 and 23 feet above normal tide. florida, georgia, south and north carolina are all getting ready for the fury of the storm. the winds remain the same, a little change in the pressure but still a monster. >> oh yes. listen, then winds will probably come down a little bit. it's hard to maintain that kind of strength of the storm for long without it going through restructuring phases. when you see it come down to 175 don't think this isn't as big of a deal because it certainly is. that will happen. it will go through fluctuations. category five across the bahamas, hurricane warnings inc6

hours. this is a look at the storm, well organized, continues to move to the west. i wall is about a hundred 25 miles off the coast of palm beach. it continues to move in that direction. at some point it will make this right hand turn. that said, the hurricane force winds extend out of brown 45 or 50 miles from the center. if it makes that turn a little bit later it could have really big consequences. this is a look at the i, incredibly symmetric. we still have lightning going on across the center part of the storm. i cannot imagine what the conditions are like right at the i wall. these are still two models, one is a little faster than the other. you get the idea of the storm hugging the coast all the way along the coastline. right now they're showing some

sort of lamp all across parts of the carolinas. that said, we can't say exactly where that will happen just because it's such a tight gradient. this is the official track, anyone along the coast needs to watch it. hopefully we will have it stay to the eastern side of that. that is the only thing that will spare the coast. >> thank you. the preparations continue for the storm on the coast of florida. we bring jeff paul. he has been reporting from cocoa beach. as it makes that turn, if it hugs the coast as rick says it might come about the low-lying area that would be affected. >> very low-lying. that's a big part of the reason this area is under a hurricane warning as the conditions out here continue to change ever so slightly. much windier today, the waves out there in the ocean, little bit bigger and higher. fewer people out there but

certainly still some folks out there trying to catch a little bit of sun before hurricane dorian makes its way, possibly more north toward where we are in cocoa beach and the county we are at. one of the things that was interesting, we talked to some people along the beach and said what are you doing out here, you're enjoying the sun and you should be getting ready. they said we been ready. it's moving so close that people rush to the store, got all the items they needed and now their relaxing. take a listen to how some of the people described her mood as the storm gets closer and closer to cocoa beach. >> i think the first hurricane was back in 1948. i'm not worried about them. >> everything's going to be fine. a lot of rain and wind but we will survive. >> there are certain preparations being put in place ahead of the storm.

one of those being they have utility trucks lined up, just getting in place in case the power should go out. they can go ahead and get those trucks out there, maybe get the power restored and clear those roads. the other thing were hearing about from a evacuations getting out some of those high-risk patients ahead of the storm. we are also seeing a lot more people boarding up their windows, putting up hurricane shutters, starting to realize the window to get out is short, is getting more narrow and closing up by the minute. because of that, the local sheriff's department out here is putting out a pretty strong message with people being worried about leaving their home and having looters come in and steal their stuff during the storm. >> if you want to be a knucklehead and go out there and commit a burglary and liberate your neighbors of their flatscreen tv because they evacuated, if you want to burglarize a gun shop or a

pawnshop, the penalties are enhanced. i am personally going to make sure that when you get arrested you spend time in the state prison. >> mandatory evacuation orders are in place and those could further expand this area tomorrow. >> as residents and officials across the state of florida continue their preparation, they are getting set for the worst, hoping for the best for getting ready for the worse. this is a category five storm. lauren joins us now live in daytona. what have you been seeing. >> prep for the worst, hope for the best. folks seem to be mixed reaction. downtown it is very quiet. take a look, there is a bridge back there. basically here in volusia county they have said if you are along the beach in a low-lying area, there will be, the police have told them they need to get out and get out

now. they are hoping people leave tonight but if not they have to leave tomorrow morning. here in downtown daytona beach, a mixed level of concern. some businesses taking no chances boarding up, sandbags, closing until further notice, others risking it and hoping the storm passes the area. reaction from locals as much of the same. >> it's actually the most nerve-racking part, the anticipation. your adrenaline kicks in and you just go with it. >> this is a hurricane. we deal with what we have to do. make sure everything is ready to go.

[inaudible] [inaudible] [inaudible] this is the men who represent the eighth district of florida. thanks for joining us tonight. you are right along coast in the central part of the state, people here, especially with a storm like this and all the buildup as it moves so slowly can they hear so much about it but they don't move until it's

too late. they don't take it seriously enough. what you see in your district. >> that's always a big problem and we tell people, don't panic, but be sure to be prepared. a lot of people are dismissing some of the danger as some of the models show it moving off course like pi not hitting land, but you get the bands of the wind and at those speeds it's very, very destructive. >> in some areas, especially the low-lying areas, rick was saying that a while ago, you have to move pretty far offshore to avoid the hurricane force winds but it could hug the shore. if so that could be a real concern where you are. what are you doing to get ready. >> i'm doing what most of my constituents are doing. i've been on the phone with the emergency ops people communicating with constituents and preparing my home for the hurricane by putting up shutters. i forgot how much hard work that was.

the reality is there's one clear distinction about the storm that's predictable, and that is it's entirely unpredictable and it will go wherever it wants to go. loves that warm water and as you see, there is clear danger here. >> we were talking to when your colleagues in the northern part of the state were many are evacuating. what you telling people in your district. where is the safest place to go. as you said the path is somewhat unpredictable. you don't want to go to an area that's less safe than the one you're in. >> that has happened so often. everybody can tell you stories when they left the area to go to orlando and decided to skip us. they were worse off in orlando than they were at home. that's the potential, that's why you want to stay and see where it is and in the late '90s we passed legislation

our special coverage continues here on sunday evening trying to get as much perspective as we can as united states get set for this massive category five storm that's been climbing into the bahamas. we are joined on the phone by the u.s. representative for the ninth district in florida, that is cumbersome and darren.

the area in the central part of the state that you represent, not far from the shore but moving a little more inland. is it a place people don't have to worry about evacuating or you still looking to get them out. >> certainly some of the counties are represented. that i could go anywhere in that including through central florida. flooding is a big possibility. how do you expect it to really affect how the state recovers once it does pass through will

be wind and storm surge on the coast. it could affect flooding and it's a major concern. it only adds to the potential of folks we have 900 for the red cross. we are gearing up and were looking at counties to evacuate. they were on air earlier today and a briefing a couple hours ago. to try and the tone of his remarks to get across to people that you better be safe than sorry with the storm like this and even went so far as to say the track when a little

further west. they suggested the move to the north might take florida or might at least make the worst situation in florida be one that would be aborted. what you say to people on the fence now in thing about what they should do or stay put. certainly if you are called upon to evacuate, you need to do that. were talking about storm surges of 7 feet plus that could go through some of the barrier islands where a lot of people live over by cape canaveral and through volusia county and north of there. in addition i've seen people taken it seriously. we have lines from gas stations and water and sandbags and everyone else he would've imagined on thursday and friday. a lot of gas stations ended up

special coverage of hurricane dorian continues on this sunday evening. one of the strongest we've seen in the atlantic basin slamming into the bahamas as a category five with sustained winds of 185 miles per hour. as florida weights and gets ready for the storm, watching the track closely as we all are, the mayor is joining us as our next guest. as you watch, this track, we have it on the screen, a lot of. health close it gets to the coast before it makes that turn. how is that affected your preparation for the storm. >> it has really impacted us because this is one of the most dangerous storms we've ever seen in the state of florida. were not sure how long this hurricane will slow down and for how long it could be for a day or two so because of that, it was, yesterday was moving at 40 miles per hour. as of 8:00 p.m. it was moving at 5 miles per hour and sometime tomorrow will be moving at 3 miles per hour. when a hurricane slows down like this, you have no idea any shift can potentially impact the residents of palm beach county. that's the reason why we've evacuated certain areas in the county to be prepared for this major storm that could impact the county. >> what's going into that calculation as far as timing

and someone who could only go somewhere in there car and the storm turns a little bit earlier maybe it might be safer to go down to the south in fort lauderdale or miami but if it turns another direction you're as good getting as far west as you can. how are you making that decision and what type of advice are you giving people. >> we been preparing the residence in terms of not heading north because the storm, when it heads north it's going to head north. we are pretty much asking the residence to pretty much shelter in place but if you're not going to shelter in place, go west and go south because that's much the safest place. we don't want our residents to be stuck on the road on i-95 or the turnpike and all of a sudden be stuck to get caught by this major storm. the residents have been warned and so were hoping the residents do not get on the road and head north. >> them to make that decision by when. >> pretty much they have to make that decision as we are

dorian is a slow moving storm making its way to the u.s. it has been slamming the bahamas today. it's a category five and catastrophic as it makes its way through. it's one of the strongest storms they've seen in that part of the world. as they get ready there watching the track throughout the day. it's interesting to watch the calculating as they figure out what to do. it's hard to predict. >> it's really hard to predict. the reason it's hard to predict, the storm in another spot goes 20 miles one direction or another it might not make that much of a difference. the problem we have is we have a storm right here, this is the radar that comes out of miami. you see the center of the storm around a hundred 30 miles or so from the coast and it's moving right toward the coast. wherever it makes that turn, the closer it is to coast, the much bigger impact that it

has. that's why the forecast needs to be so precise on this and we just can't get there unfortunately. this is the center of the storm, it's been probably eight hours or so cutting across two areas of the bahamas, headed toward grand bahama, it will be the worst storm they've ever felt. look at all of our models, a number of models are most robust and reliable models. they cut right along the coast , the center of them. that said, again were talking 10 miles one direction or another, there isn't that kind of precision, especially the further out we go we have less and less precision. we will watch this closely, keep paying attention. once we make that turn you will have a lot better idea of exactly what can happen after that. >> all right. stay on it. great job explaining all this so people can understand it make decisions for themselves. thank you for joining us on the special hours of coverage. we will keep an eye on hurricane dorian through the
