millions of people evacuated leaving their homes behind. others bracing for the worst and praying for the best. live team coverage once again. janice dean is tracking the storm. we begin with griff jenkins in port saint lucia with the latest. >> reporter: good morning. the outer band here is 116 miles from where we are on the indian river, 116 miles out, where they are continuing to be devastated by dorian. you can see indian river rising. we are getting gustss of tropical storm windss, 45-50 mile-per-hour range.

this is not going to get better if the storm stays where it is because epicenter of the storm, 150 miles out our tropical storm winds, 45 miles from the center are hurricane winds. those northern winds along the river running parallel to the barrier islands, the hutchinson islands over there. it will continue to cause problems. we have been talking to officials at the emergency operations command center. they said they are getting calls from residents asking what is going on with the storm, where's the hurricane? never thought they would get those calls. we talk to the emergency operations center. here is what he had to say. >> all the way to the state

level, when dorian hits us, it is groundhog day, keep waking up and it is continuing to stall off the coastline. >> reporter: looking at hundreds of utility trucks standing ready to come into action should they have to but what we are seeing are the outer band, we don't know the track. janice will fill you in on that. people are going to be inpatient but they have to stay put. as you see the water coming over this level, this storm surge will be a problem if that hurricane tracks west. structures like this will be in danger. >> you and the crew as well. be careful, we appreciate it. let's toss it to janice dean in the weather center.

he is in port st. lucie, 45-50 mile-per-hour winds. the big thing, seeing it is still stationary, barely moving. >> a little bit of good news in that the storm has started to weaken a little bit. still a major hurricane bu we expect that northward curve sometime this morning or later this afternoon but the storm has been better in the northwest bahamas for 24-36 hours and it is some of the images coming in, devastation for these areas, complete annihilation of some of these areas on the northwestern side of the bahamas. we were at a 5 yesterday. category 3120 mile-per-hour sustained winds but still a major hurricane and can still do devastating damage.

wind gusts as we get the outer bands across the eastern shores of florida, 37 miles per hour, up to 30 mph in west palm beach and the center of the storm around 90 miles east of the east coast of florida. we have to watch the latest track as we go through time. the good news is we are getting a better idea where the center of the storm is going to be for the next 24-48 hours and all indications are this is not going to make landfall across florida. as we get into the carolinas tomorrow and thursday, that is when we get the closest brush. here is that cohen, very good indication we are going to see most of the storm, the strongest winds offshore, off the coast of florida.

as we get into thursday it comes very close to the coast of north and south carolina. those were areas damaged by matthew and this is a similar track to what we saw with matthew two years ago. what is steering the storm? high-pressure is the reason we saw this westward move, 8 to 10 mph and now we are seeing a weakness and the storm is stationary but we will start to see a northward turn today. so far, fingers crossed, good news for florida, we will not see the strong winds, tropical storm force windss and storm surge of 3 to 7 feet but the worst of it off florida, the carolinas we now have to watch for major impact. >> it continues to drop in intensity as well. thank you so much, we will check back with you for sure.

"fox and friends" cohost jillian in florida, where police are going door-to-door enforcing evacuation orders. >> reporter: you heard janice and griff talking about the winds and we feel that in these outer bands. and outer band had rain this morning. those bands keep passing through. the ocean is behind me completely churning. let's talk about what emergency officials and police have been doing, they have been going door-to-door to get people out of those evacuation zones. watch this. >> do you plan on leaving or staying? you to understand the flood level is extremely dangerous? we are under mandatory

evacuation, okay? >> reporter: one of the frustrations is oftentimes residents even in mandatory evacuation zones residents want to stay and that it is really hard if not impossible to get help once the storm hits. listen to what a police officer had to say yesterday about a particular area that always gets flooded in these storms. >> usually a big flood zone. every storm but as far as a hurricane it is catastrophic. >> where we are standing now is there a likelihood? >> yes. definitely a likelihood this will be underwater. >> they have done everything they can but we have seen transformers blowing so part of the barrier island already without power and this is just beginning. >> terrible for sure. we appreciate your coverage.

some other headlines. student in odessa, texas will wear yellow today to honor the victims of the deadly shooting in the fbi revealing the gunman called the agency tip line after he was fired but did not make threatening comments. he was in a long spiral even before losing his job and he failed a gun background checks. he called police during his rampage. one of the victims, cameron brown, was in afghanistan. the holiday weekend taking a turn at 7 people including a 15-year-old were shot and killed, 30 injured in citywide shootings according to the chicago sun-times. four killed and 23 injured. shootings and homicides in

assistance, sometimes the world works for people and sometimes it doesn't. we have seen a lot of folks who become clients using volunteer labor or didn't access the assistance they needed. we encourage people to apply for all the assistance you are eligible for. if you don't understand, make sure you appeal, ask questions. heather: is so hard for people in the throes of what is happening. your second point is the government should have resources. >> we have the finest americans called into action after natural disasters, individual inspectors visiting the disaster survivors and just damages.

>> welcome back, official sounding the alarm is hurricane dorian inches close to the florida coast. the category 3 storm threatening millions of americans after claiming 5 lives in the bahamas, many are following the evacuation orders. >> we have wind but no rain. i've seen forecasts that put this 100 miles off the florida coast, tropical storm force windss extent 150 miles from the storm center. if that holds florida's barrier islands like cocoa beach will still experience damaging wind and dangerous storm surge, pouring rain from west palm beach to charleston, south

carolina could experience storm surge 4 to 7 feet above ground, florida is under a storm surge warning. despite mandatory evacuations there were still surfers in the water riding waves. governor kemp gave a dire warning to people who would not listen to evacuation orders. >> given the risk of strong winds and potential flooding, folks who decide not to evacuate, i want to be clear, they will be on their own if first responders are unable to reach them. >> reporter: state troopers in south carolina facilitated evacuations by reversing traffic on our 26 so everyone could drive west away from the coast. governor mcmasters said no one could be certain where the storm would go, better to be safe than sorry. >> if you are in one of the evacuation zones the time to

leave is now. we know some people may be inconvenienced but this is the best way to keep south carolina and's alive. >> reporter: i spoke to a local businessman in cocoa beach who said he is grateful the storm didn't make a direct hit but he did say because it came during labor day weekend, millions of dollars in lost revenue. shannon: if they tell you to evacuate do so because it puts first responders in danger if they try to get to you. hurricane dorian stalled over the bahamas as florida braces for impact. janice dean is tracking the monster storm. live team coverage next.

heather: hurricane dorian inching closer to the florida coastline. the storm now a category 3 leaving a trail of devastation in the bahamas. millions in florida, georgia, carolinas and even virginia bracing for what is next as the massive storm churns north. live team coverage, janice teen tracking the hurricane. we begin with griff jenkins in port st. lucie with the latest. looks like the wind is picking up. >> reporter: the wind is picking up. we are getting a wind gusts of 41 miles an hour.

according to officials we talked to we are -- behind me the indian river runs parallel to the barrier islands, hutchison island. in the last 30 minutes, one transformer popped. one of the impacts of tropical storm winds, 116 miles east of freeport unleashing devastating damage on the bahamas but we are getting outer bands, 150 miles out from the center. should attract west, 45 miles from the center that will change the dynamic but what they are worried about is the indian river in king the tide season, the water coming up. water coming over this could cause serious damage. we talked to the spokesman for st. lucie county about his concerns. this is what he had to say.

>> picking up tropical storm force windss, if they choose to say there may be a time first responders will not be able to get to them. >> reporter: we have gone out on this. to show you, if this is a sustained storm the remains stalled and brings these types of wind bands, the added rain from the north to the south running parallel, you could have a storm surge of 3 feet. this dock will go under and that is what the spokesman is talking about. the number one call coming into the emergency command center our calls of residents asking what is going on with the hurricane, they don't know, we have never seen this was one of the

challenges is getting people to remain patient and vigilant. they have a lot of utility trucks, hundreds of them ready to act on a moment's notice. >> a lot of people left the area, does it look like they evacuated? >> reporter: we were on hutchison island, a good number of people did evacuate but there are some who stayed behind. in north carolina, south carolina that are used to hurricanes, they can't force them to leave but if they get into trouble if it follows the track of matthew three years ago it will be a difficult situation for those that choose to stay behind.

>> take care, appreciate your coverage. let's talk about the past, you heard griff talking about this path that matthew took. >> very similar to what matthew took three years ago. at the 5:00 hour i will show you similar is between the track of dorian and matthew. with dorian we had a strong category 5 that for the last 36 hours has moved 20 miles in the worst of the storm surge and wind and rain bettering freeport and high rock is unimaginable the damage they have endured in the last 36 hours. the images are going to be devastating.

the storm has a window of time to strengthen a little bit over warm waters and stationary, not moving, we expect that northward turn to happen today but you see outer bands in melbourne and st. lucie, not only tropical storm force windss but 4 to 7 foot storm surge and weak tornadoes. we haven't talked about that with landfalling hurricanes moving close to shore. we have a chance of thunderstorms and tornadoes. the closest approach to landfall is going to be across north and south carolina and this is thursday still as a cat 3 or cat 2 storm. all eyes are on these vulnerable beach areas in the next couple days. that is when we have the greatest impact.

the cone is offshore of florida. i am not saying you will not see tropical storm force or even hurricane force gusts but all indications are the worst of the weather will be offshore from florida and as we get into north and south carolina much like matthew we will see more direct impact along these areas. you see that cone moving more to the west. that is concerning wednesday and thursday. we will watch this closely and accelerating on friday across the northeast but still a category one storm. sandy was a category one and look at the damage that did. every track, every advisory will bring you the latest. i will make sure you have it. heather: we will check back later, thanks. fox news alert, vice president mike pence departing shannon,

heather: police going door-to-door enforcing mandatory evacuations as hurricane dorian approaches florida. in vero beach, a firsthand look at the preparations that are underway. >> reporter: we are seeing wind

gusts of 35 mph and we are feeling it. we have seen winds and rain bands coming through and intermittent blackouts because people are losing power. they are starting to see beach erosion. on the side of your screen, that is completely covered, that is totally exposed. we are seeing beach erosion. police have been going door-to-door making the rounds. we went with them yesterday to one of the areas that does get impacted pretty hard by these storms. they are talking to residents urging them to get out. here is what one officer had to say in 2004. >> i was just beginning my police career. these is what people talked

about during hurricanes, 6 feet deep, no vehicle will get in here from that. if you are told to evacuate, evacuate. >> reporter: a lot of people you go back in time to previous hurricanes, that is what you don't want to happen again but a lot of people say you have to learn from circumstances. people stay in their homes or on their boat, hard to believe people ride out the storms on their boats. we went to a local marina yesterday. they were checking the boats to make sure they were secured and talking to people staying on their boats making sure they are safe. >> it is like a vacation especially when the power goes off. it gets a little rocky. both can handle more than a person can, hang in there and trust the boat. >> people that stay on their

boat, it is their home. just like people won't leave their house during their storm, this is their livelihood. >> reporter: a lot of people don't leave their home whether it is on land or water but there are risks associated with that. police, rescue officials do not encourage that. a lot of these barrier islands, you can get out now and you see wind gusts picking up, we will keep you updated. heather: be careful out there, thank you. back at home donald trump vowing to protect the second amendment while reforming mental health in the wake of mass shootings. >> my administration is going to be working to stop these attacks. this includes strong measures to keep weapons out of the hands of deranged individuals and the broken mental health system.

force would educate our legislators, and what is mental illness about? heather: talking about mass shootings that are not connected in some way to a mental health issue. look at this, 2011, look at the amount of shootings associated with documented mental health issues. this alone shows it is a real problem. >> appreciate you saying so. we need to appreciate that mental illness is more sudden than you think. not everyone with mental illness or as the president says mental problems has psychosis. many might be living next door to someone with little but real psychopathology and don't even know it.

imagine how bad it is for those people. we didn't think it would be so fat bad. we boarded up our home and had hurricane force winds a few years ago, put her boats and say various not knowing it would be as that is was like people today but it turned and got bigger and the destruction is massive. it is so sad, we can't get in touch with many of our friends, life is precious and these people we will never hear from again and children as well. heather: one of the hardest hit areas, where your home is and what you're talking about, abacus, tell us about this organization, this hurricane relief organization you put together. >> we wanted to do something,
