"fox and friends first" starts right now. good morning to you. you are watching "fox and friends first" on thursday morning, thank you for joining us. we begin with hurricane dorian regaining strength as the monster storm pushes of the us coastline with its sites set on the carolinas. the number of confirmed deaths doubling as rescue crews gravel to find survivors in the bahamas where the disruption is breathtaking. complete team coverage this morning, janice dean tracking

dorian's potential landfall in north carolina. we start with griff jenkins in south carolina which could take a direct hit. >> reporter: we are here on the outer barrier island outside charleston, south carolina, we are getting with reports of one wind gust in excess of 60 miles an hour but it is going to be a combination in charleston because the center of the eye wall is just 100 miles from where we are standing to the east but the outermost winds of that i wall are only 50 or 60 miles. it will get very interesting. a lot of high wind. they suffered damage from beach erosion during irma and matthew because of high winds. as we see the winds come in and we had a squall bringing a lot

of rain, it will be a combination of the threat. the storm surge 528 feet. waves you see crashing behind me at low tide will be all the way up here. that on top of the rain that is expected, 6 to 12 inches, up to a foot of rain, storm surge, high winds, rainfall, possible life-threatening flooding situation. power is key in these storms. the power is all on but we are just getting started as we look at what is going on. as we were driving out we saw debris and minor flooding of streets. most people did listen to the evacuation orders or batten down the hatches. there is pretty much not anyone on the street except a few cars and law enforcement and first responders.

shannon: battening down the hatches, thanks. great coverage from him so far. just off the coast people in north carolina are making last-minute preparations. todd pyro is in wilmington with hurricane dorian could make landfall in a matter of hours. >> reporter: from your beautiful state of north carolina, in the last few minutes we started to feel light drizzle, some winds from those outer bands passing through our area. if you wanted any indication how serious officials are taking this storm on our way into our live shot location we passed by a major bridge that takes you from this area in wilmington to wrightsville beach which is the big beach in this area and there were a dozen police officers not letting anybody even think about

passing over that bridge. as you may know that area did get hit hard by hurricane florence and they don't want a repeat of anything of that sort with people on the islands and those preparations began yesterday. you can see in this video cops taking individuals off the island, people boarding up their structures. this is throughout the remainder of the southeast, this is a 3-pronged storm. concern one, the wind. when you are about speeds in the triple digits that gets you concerned. there is also the rainfall. this is a low-lying area, flooding a concern. the state of north carolina in florence had 9 trillion gallons of water fall on it, that is 35 inches. they are not expecting that much in dorian but there's that concern and storm surge.

you heard it from everybody who gets on tv storm surge is the big issue. in this area between four and tweet 7 feet of storm surge. the trifecta is what officials, north carolina governor roy cooper is concerned about. listen to what he said yesterday. >> hurricane dorian has its sights set on north carolina. we will be ready and we will not underestimate the damage this storm can cause. north carolina faces deadly storm surge and inland flooding. the greatest threats are to our coastal communities and their inland neighbors. >> reporter: two final points. you may have seen some lightning behind my shoulder. the sort of non-meteorological thought is that could mean the storm is getting closer and that

shows the storm is building. in our hotel, our hotel is on a hill. as we were leaving our hotel we saw tunnels from the water you get out of your sprinkler system. you can understand if that kind of water that is a remnant leaves that much of the puzzle you can imagine what the storm surge and rain from the storm is going to do in terms of flooding in that area. i'm thankful we are in a hotel. heather: if the ground is saturated it will be worse. thank you so much. let's toss it over to janice. what about that to do some lightning strikes. >> you can see lightning and tornadoes from myrtle beach which i will talk about, wind gusts in excess of 56 mph, charleston looks upward of 51 mph and we could be dealing with

a landfalling hurricane in the next 24 hours. watching this very carefully. the storm surge could cause the most damage but we have a -- because of these outer bands scraping across land we have some rotation so we could see the potential for week tornadoes and structural damage. that is another caution we have as we go through time. make sure your noaa weather radios are on and if the power goes out that could save your life. future radar shows the storm coming close to the north south carolina border on the coast as we get through thursday evening at this time tomorrow morning we could potentially be dealing with landfall close to the outer banks of north carolina. perhaps one or 2 and falls so that is something we have to watch. when it comes to landfall it is the lowest pressure point, just

a point of reference. the effects are going to be widespread. storm surge, heavy rainfall upwards of a foot possible, threat for tornadoes and hurricane force winds that will come right on sure in some of these honorable beach areas. there is the in hc forecast, national hurricane center forecaster 9:00 am. we could deal with landfall this time tomorrow across portions of north carolina. heather: what hurricane had two and falls? was it matthew?

>> this is our second cool day of the investigation as we have a number of interviews with two crewmembers and first responders, coast guard and others and we are collecting a number of documents and other data and our focus is raising the vessel from under the water. heather: how long will that take in terms of a timeline? when will you have even a preliminary report available? >> for a preliminary report we will have one in ten days and a final report in 12 to 18 months but during that time, if we identify safety concerns we will issue urgent safety recommendations. heather: how you do that? looking at the remnants of the boat and what is left clearly it

was a tremendous fire and explosion and i understand the boat is not required to have a black box on board. >> it did not have a black box and that is not a requirement. heather: is there a chance of that changing as a result of this event and this fire requiring boats like this to have a black box? >> it is a possibility and something we look at. we have a number of recommendations and other modes of transportation, certainly something we will look at. heather: in terms of the survivors they have been tested so far and none of them show traces of alcohol. >> that is correct. those that were tested, one missed the window for testing on

alcohol because that individual was being transported to the hospital at the time. those that were tested the others were all negative. heather: i was surprised to read the boat was not required to have a spengler system either. >> it was not required to have a sprinkler system, that is correct. heather: i know you don't want to guess, but looking at the explosion, the fire, what we do know happened, the aftermath, what are your initial thoughts? >> we have conducted a number of interviews. we have a lot of documents still to collect. but yesterday we were able to see a similar vessel operated by the same company and that helped us get a good view of the bunk room where lifejackets were,

where lifeboats were, fire hoses, and it helped us understand the layout of the existing vessel that is still to be recovered. that helped quite a bit. heather: no way for the people in their bunkbeds to escape other than going up the one staircase. >> the staircase and an emergency hatch in the back of the bunk room. there is a ladder on the side of 3 bunks and on the top bunk you would have to crawl into a hatch and open a wooden door. both exits end up in the galley. heather: thanks for joining us. a lot of folks waiting for answers to what happened here. >> thank you for having me.

heather: we are back with brand-new video showing utter destruction and devastation across the bahamas. massive restaurant release effort underway because of this after hurricane dorian ripped through leaving this path of destruction. florida republican lawmakers calling for visa requirements to be waived for the storm refugees. in washington, the international relief effort is underway.

>> reporter: good morning. the us military seeing aid workers from usaid to see what conditions the airports are in by fixed wing aircraft before and after pictures from the bahamas, a difficult and often to match them up, the destruction is so awful it is hard to tell which building is which. one picture from what was the airfield at marsh harbor, one of the most hard-hit areas. this is one of the keys in the bahamas, very difficult to tell, that you will get any ships to bring heavy equipment and the like to bring in more aid. last picture we should have of the airport itself was almost all of the aid is coming in via

helicopter including water, food and medical equipment. here is the president. >> we have numerous helicopters and we are sending some people to give them a hand. they need a big hand because what is going on is incredible. few people have seen anything like that. >> reporter: florida senators asking the administration waive or suspend certain visa requirements for affected citizens in the commonwealth of the bahamas who have relatives in the united states with whom they can reside. as the process of rebuilding their lives begin. it is going to be a long process, we are talking years. this is the latest drone video around the avocado island, the hardest hit part of the bahamas in the northern part of the country but it is important to understand in some of the very

heather: half past the top of the are, hurricane dorian regaining strength, a category 3 storm. millions bracing for the worst, threatening to make landfall in the carolinas today. we have fox news team coverage but let's begin with aishah hasnie in charleston, south carolina. >> reporter: we are standing in the middle of one of the many flooded streets in charleston. it is absolutely impassable. this has just begun. there is a mandatory evacuation in order.

folks are not going anywhere, watching people sandbagging their homes trying to protect their homes and property from the water that is starting to rise. a flash flood warning went into effect a couple moments ago and every once in a while we see the sky light up green and that is because transformers are blowing across the bay, 34,000 people already out of power. wind gusts are hitting here, this comes and goes as bands of dorian slam us in the bay. we are worried about the storm surge. we are 40 feet away the water and that is expected to breach and spill into the street where i am standing. i want to show you a man i talked to yesterday who decided to stay put. people thought it was going to be a category 2, it is a category 3 now. what did he say about protecting

his home? >> if you take a look at that event it will get above that. i don't think it will get as high as this top step but we are ready. a couple years ago we were swimming in the street. >> people who decided to stay cannot leave any longer. a lot of streets closed. we will stay put and show you more. heather: aishah hasnie in charleston, south carolina. janice, you heard her report of the wind and rain coming down. much of what you told us would happen after a flash flood warning. just north of her, we reported 3 inches of rain in a matter of hours. flash flooding will be a concern as well as tornadoes. a couple tornadoes in the myrtle beach area.

with these landfalling hurricanes are coming close to land the outer bands already have skin and with the friction of land you can see beach tornadoes causing structural damage. in addition to storm surge and potential for hurricane force windss and heavy rainfall we have the risk for tornadoes in south carolina and north carolina. wind gust forecasts, charleston later on today, wind gusts in excess of 70 miles an hour, hurricane force windss more than likely come on sure even if we don't have landfall. we are predicting threat for landfalling hurricane overnight tonight into friday for parts of north carolina. the last time a cat 3 made landfall in north carolina was fran in 1996 was the forecast has this weakening to a

category 2 but if the storm were to make landfall as a 3, that hasn't happened in several decades. storm surge is the major concern, that kills more people with these landfalling hurricanes, 528 feet in some of these vulnerable areas and that is why we had evacuations in place and potentially going to see quite a bit of flash flooding along the coast. this is a dangerous situation and a dangerous storm. >> scary when you look at the maps and see that red in a circle headed towards the coast. we will check back with you, good job, our entire weather team. other headlines, the government's terror watch list is unconstitutional. that ruling from a federal judge overnight. a group of muslim american citizens claim they were unfairly targeted. fbi rules for adding people to the list are too broad. the judge ruled that violates due process and he wants both

sides to provide arguments before deciding what happens next. the database was created after the september 11th attacks. more than million people are on it. jussie smollett's lawyers trying to get a $130,000 lawsuit thrown out against the city of chicago, filed the suit to recover costs from the investigation into jussie smollett's alleged hate crime in january but his defense team says the former empire after should not have to pay because he shouldn't have known how much time and money the department will spend. special prosecutor investigating while 16 charges against jussie smollett were abruptly dropped. a judge will decide next month. from chicago to san francisco the city of san francisco passing a new resolution to brand the nra as a domestic terrorist organization and also encourages the city to limit

relationships with companies that do business with them. >> the nra has it coming to them. i will do everything i can to call them out on what they are which is a domestic terrorist organization. >> is san francisco setting a dangerous precedent for second amendment rights? here to debate is aaron elmore and democratic strategists kevin wallace. thank you, we appreciate it. i will start with you, dangerous precedent? >> this is an act by the board of supervisors quoting from their website, their job is to respond to the needs of the people of san francisco. the people of san francisco need housing. the most extensive housing in the country, the second highest homeless population. they need safety. they are the highest property crime statistics in the country. one out of 16 people. what about keeping your residents safe? if you talk to people on the

ground they call it a needle infested toilet. the government looks the other way when so many pails their arm with a needle. defecation in the street is nothing new. is this event conventions, leading the city in droves and we are calling out the nra, an organization that protects women. i am a member of the nra. heather: i want kevin to respond and this statement from the nra on the resolution which was an 11 member board in terms of does it legally mean anything? ludicrous stunned by the board of supervisors is an effort to distract from the real problems like rampant homelessness, drug abuse, skyrocketing petty crime to name a few. the nra will continue working to protect the constitutional rights of all freedom loving americans. do you think this is a way to try to distract from the bigger

problem? >> good question. i don't know if attacking the city of san francisco is a winning argument but i do know and violence is on the rise. 100 americans every day are killed by guns in a violent situation. you are seeing palpable frustration on the part of the board of supervisors in san francisco that wants to raise the conversation. don't know if it is effective to label a domestic terrorist organization but something has to get done. the vast majority of americans, 90% of americans, republicans, democrats, independents are for background checks. and the assault weapons ban like the brady bill in the 90s and the nra object to all those reasonable measures. this is a way to elevate the dialogue and have this conversation. >> no one is committing these crimes is a member of the nra. no one is attacking san francisco. we are pointing out facts and statistics. violent crime statistics 80%

kurt the cyber guy. we are talking 419 million records over several databases. how did this happen? >> 133 million americans on facebook and expect that. some hacker has your phone number. this is the breach that happened in april 2018 and only recently has the database been found where someone scraped that information often included your user id and phone number along with other information and that was found at a database at a tech company in mexico and also residing on amazon cloud servers. facebook's request, amazon has taken that down. also associated with an apps. i was not able to verify that but others say that is there. what can you do about this?

bunch of nothing. your number is out there. a number of hackers could have it. if you had a private number, incredibly important to you, not to have that publicized, i would recommend changing your number. heather: here is what facebook says, this data set is old and appears to have information obtained before we made changes to remove people's ability to find others using their phone numbers. that data set has been taken down and we've seen no evidence facebook accounts were compromised. too little too late. >> that is a true statement. i have had my phone number longer than that and don't want to change my phone number. thank you for letting it out into the universe. heather: they are saying too bad. youtube has to pay a $170 million fine in a settlement

nobody believes this does anything meaningful to stop any social media company that is worth as much as they are from getting to our children as they have. evidence was found that facebook went out and they were speaking with mattel, bragging about how they had the youngest children engaged in youtube. the ftc identified that information but this meaningless act from the ftc -- heather: it ultimately does nothing to further the safety of children online. >> it does the roofer human safety but that one law enacted in 1998 is one of the best privacy protection laws we have for kids as it stands.
