alert. the trump administration official says there is evidence of political bias in whistleblower complaint against the president. rob: we await the release of the transcript of the phone call with ukraine's president. jillian: congress just launched an impeachment inquiry. >> reporter: we expect a lot of news on this story. at the direction of donald trump the white house will be releasing the unredacted transcript in a july phone call with vladimir zelinski. the white house will also be releasing a document showing the inspector general of the intelligence community felt the whistleblower who filed the complaint regarding the phone call had political bias in favor of arrival candidate of donald trump. regarding the transcript of the july phone call the senior administration official told fox

news there is no smoking gun but there are a few words in it that will raise eyebrows but nowhere near as inflammatory as democrats have suggested according to the administration official. despite the white house agreeing to release the transcript on tuesday nancy pelosi announced the house is moving forward with an impeachable -- official impeachment inquiry. >> the president must be held accountable. no one is above the law. the actions of the trump presidency revealed dishonorable fact of the president's betrayal of his oath of office, betrayal of our national security and betrayal of the integrity of our elections. >> nancy pelosi was facing pressure to back and impeachment inquiry with 180 house democrats now supporting that effort. at the un donald trump called the latest witchhunt against demand maintained he did nothing wrong by asking ukraine's president to investigate the son of joe biden. >> it is that for the country. how can you do this if you haven't even seen the phone call?

jillian: is he right? is constitutional law attorney and attorney general alice reeves. a lot of this is going to change as far as the conversation goes when transcript are released but what is your opinion on what the president had to say? >> he is absolutely right, democrats since 2015 have been looking to take down this president. this is a political conviction looking for a sufficient legal basis that is simply not there. we have gone through this before the election, we went through it in the mueller investigation revealed absolutely nothing as far as legal basis for impeachment and simply the democrats coming out in front of seeing anything about the transcript saying we know there must be something somewhere that is an impeachable offense, that's not how the legal system works, that's not how the constitution works at it should

not be how congress works in terms of impeachment. from a constitutional perspective it should not be a partisan issue. it should be something democrats if they were truly looking for fact and truth should wait and say let's look at the transcript, then we will see. what i would like to know from nancy pelosi, is she ready to call a vote or is this something they want to drag out this narrative to get to the election? rob: she jumped in on this so fast. look at this tweet from the president. she might be nervous, the president almost seems excited to share what this is. mike pompeo, received permission from ukraine government to release the transcript of the phone call i had with their president. they don't know what the big deal is, total witchhunt by the democrats. they release the transcript and it says nothing, if the president of ukraine in that bilateral meeting says nothing happened how are democrats going to look optically after that? >> it is going to be embarrassing for them. he is coming out in the washington examiner that goes

into them and discusses that further. that is it. the democrats are simply trying to spin whatever they can to fit their narrative and they have become the party of hate. they are hating donald trump and what is interesting is the timing of this in the news cycle because donald trump at the united nations on monday was very clear standing up for religious freedom, standing up for pro-life, standing up for conservative family values and that has been completely negated in the news cycle because all democrats want to talk about is taking him down, same thing we saw with brett kavanaugh, the same narrative they are continuing to say. this is something where they should have waited. they haven't seen the transcript. when this comes out today we should look at what it looked like objectively, not how democrats will try to spin it. >> lawmakers in support of impeachment, you will see 180 house dems, 20 democratic

be made overnight. and attempt to cut down on traffic congestion. rob: i love it, to go from our sister network foxbusiness with reaction. is a commercial delivery to a business? >> this is a bill that will go to the full council. it has been approved by the transportation committee and what it would do is require deliveries to city facilities to happening overnight hours to cut down on traffic congestion. the bill would mandate the city to create a plan for these to take place in a few highly contested areas between 7:00 pm, and 6 am where feasible. the city council said, quote, it is about evaluating city facilities for the possibility of implementing what i believe is going to be a real congestion reliever. we asked businesses to do it, we

leaders? joining us with expert insight is the president of security studies jim hansen. a lot to break down. what is going to help or hurt here? what are the possibilities we are looking at? >> this is a disgraceful effort by the democrats to use the president's negotiating authority and operations with foreign leaders for political purposes. he gets a lot of latitude when talking with foreign leaders to try to get them to do what the us wants. we don't give military 8 or any other kind of aid to other countries out of the goodness of our hearts. we use it for us strategic interests and the president has a role in pushing countries to do things we want them to do. settings withhold aid to get an investigation into abuse of state power by a former vp clearly falls within that authority. >> some people say democrats are nervous what this will look like for joe biden and that is why they are throwing all this attention on what the president

currently at the united nations representing our country but have authorize the release tomorrow of the lee declassified and unredacted classified conversations with the president of ukraine. when you look at the president saying take a look at this, i don't want it redacted. i want you to see what went down that is great for a lot of people but what do you make of the timing of nancy pelosi yesterday and the president releasing the transcript today as we were told and she did this before the transcript was released? >> it is going to look incredibly stupid for nancy pelosi to have called for this and for this transcript to come out. unless there is a quote where donald trump asks the ukrainian president to dig up dirt on biden for political purposes in the campaign then there is no there there. he is allowed to push the ukrainian president to start an investigation. that's part of the president's job.

democrats may have done -- let donald trump, throw him in the briarpatch and they are in trouble about it. rob: there was a lot of distraction yesterday but the president had a big speech to the un and a pretty good one and almost was somber in tone but his message with anti-globalism, went hard on iran and immigration as well. what did you make of it? >> there are some people criticizing him for standing up for nationalism. the president uses nationalism almost as a synonym for patriotism. he says you should put your country first, in this case the united states of america. that is why he was elected. to stop like obama did putting global community, the mythical global community in front of you a strategic interest and us national interest. we want him to stand up for us, put america first and that is something he clearly outlined as

oppose. certainly the industry lacks significant amount of regulation. there is not a lot known about e-cigarettes and that is what we are asking about in the hearing yesterday, what exactly is the cdc doing, what can the fda do. it was a very informative hearing and we all in congress get letters and messages from constituents concerned about children and grandchildren. this is something very few parents knew about until the recent news story. it is a problem congress is addressing. jillian: look at these numbers, the report of vapeing related illnesses and deaths, 9 death across the country, 530 cases of lung injury. look at those numbers, the something as you pointed out is relatively new and you have a ton of people, you walk the streets of new york city or other cities and you see all over the place. what do you think should be done about them? >> the centers for disease

control needs to take this seriously and they said yesterday they were. it is something we need to launch into every potential agency to investigate. we need to contract with universities and researchers to figure out what is in each of these pods in the e-cigarette industry meaning the pods that caused the lungs to collapse and many of the deaths were counterfeit pods. most of the e-cigarette companies make a product, nicotine based, but instances where people died with counterfeit pods that had everything from fentanyl to full-blown marijuana in each pod. we have to get control of the retailers and the online market that is selling these counterfeit and illegal pods. that is something the government can do immediately to try to cut back on the unnecessary deaths but we need an education campaign to make sure parents

and teachers and grandparents know that this is an epidemic, many students are sneaking around, using these e-cigarettes. we don't know what they are inhaling. that got the attention of congress as it should but yesterday's hearing was very productive. jillian: lack of information is caring people the most. let's look at this map of the date of e-cigarette bands and restrictions, in new york, massachusetts and michigan, action toward restriction in north carolina, california and new jersey. do you expect the number to grow? >> it is absolutely going to grow. a teenager who started vapeing because a friend of his gave him and e cigarette, he had no idea what he was inhaling.

he stayed at the hospital for a few days, they released him and a couple days later his lungs collapsed and now he is on life support. you are going to see more states take action. we have taken action in congress. the federal government gets the idea and i think there will be major change in the e-cigarette industry in the coming weeks. jillian: what about the president's involvement? will we see anything else from him kick you >> the president has taken the lead on this? he's very anti-e-cigarette, very anti-abca3ing. he has done everything in his availability as leader of the country to make sure this epidemic is solved. we are certainly trying to lead the educational effort about the danger of inhaling something that you have no idea what you are putting in your body. the federal government will be investigating more of the pods teenagers use when they are vapeing. we have no idea what is in each pod.
