catherine herridge has more on what is going on. >> thank you, harris, this morning it has been a rock-and-roll time on capitol hill. we were expecting ambassador sondland and about 90 minutes before he was scheduled to appear, we learned from congressman adam schiff, it had been blocked by the state department and within minutes got a statement from sondland's attorney that said his clients was willing to meet with lawmakers voluntarily without a subpoena and he still hoped he could meet with them in the very near future. that statement reads ambassador sondland hopes that the issues raised by the state department that preclude his testimony will be resolved promptly. he stands ready to testify on short notice whenever permitted to appear. we heard from the democratic chairman of the house intelligence committee adam schiff, he says sondland's personal text messages and e-mails go to central issue of setup between meeting with the ukrainian leader and president

trump. it is important to note, when schiff spoke to reporters this morning, he made a statement and did not take our questions. >> we know that the ambassador has relevant evidence on whether the meeting with the president that the ukrainians desperately sought with president trump was being conditioned on these investigations that the president believed would help his re-election campaign. >> gordon sondland is not a household name, he has been thrust into the media coverage because of text messages that were released last week as part of the closed-door interviews with two diplomats, individuals from the trump administration. now the key texts take place in september, so just last month, and it is over the issue of whether the security assistance was linked to the investigations of joe biden and his son. on september 9, a top u.s. diplomat to ukraine, bill taylor letterman, text, as i said on

the phone, i think it is crazy to withhold security assistance for help with a political campaign. sondland responds, the president has been crystal clear, no quid quo pros of any kind, the president is trying to evaluate if ukraine will adopt transparency and reform the president promised during his campaign. this morning, house republicans called on the democrats to release the full transcript from thursday's session with ambassador kurt volker. ambassador volker is important, he is linked connective tissue between the ukrainian officials and the trump administration. here is the republicans from earlier today. >> when you have a press release being drafted by our democrat colleagues, cherry picking text messages, when the full text of ambassador volker's testimony last week would have exonerated this president, let's release it. we sound like we are pissed as we stand here, it is because we

are. the american people are getting screwed by enraged liberal base demanding impeachment the, they don't care what the crime is. >> also developments over on the senate side this morning on twitter, the republican chairman of the senate judiciary committee, lindsey graham, tweeting he's extending invitation to the president's personal attorney giuliani to testify about what he alleges was ukraine corruption involving a number of individuals and the firing of this prosecutor, harris. >> harris: catherine herridge, thank you very much. that last bit on senator graham, we'll get to in a bit. let's concentrate on where we are today. what do you think the american public sees when they see lawmakers on capitol hill yelling at each other? >> look, i think they are sick of congress. look at approval rating. it is more polarizing to this country and divisive for this country. quite frankly issue the best evidence is transcript, democrats were caught flat-footed when the president

said, i will release the transcript. had he not released the transcript, a lot of evidence or testimony would be more relevant. as a lawyer, best evidence is four corners of the transcript, which the president released and also the testimony that the president has given with regard to his intent, it is clear, so is the testimony and admissions of the ukrainian president. no quid quo pro, he didn't feel pressured, this is nonsense. >> harris: two follow-ups for you. we can go around and around in circles about whether or not the transcript is actual transcript, most transcripts are what they are, we weren't in the room, so on and so forth. when the president says he had a ste stenographer and it has ellipse seize in it, that is a question. another issue, the stonewalling by the white house. how should they be playing this? >> it is not stonewalling. what i see the president doing is protecting his constitutional

perogative of branch. just because a branch of government asks for something doesn't mean they are entitled to it, they should have it. that is what founders wanted, equal branches of government to negotiates with each other and the court is the final answer. >> harris: wow, you said a mouthful there, leslie marshall, ability to negotiate for what you want, setting aside what you think you need. >> did they do that during the clinton impeachment? yes, once there was actual impeachment. this is inquiry, there is a big defense. we haven't put it to a vote, this is one reason, this is political, brad, i disagree with you. this is political, republicans are saying, this is their strategy right now, it's a good strategy. they are trying to force house speaker nancy pelosi to put to a vote, for two reasons, one, not sure she has votes and makes democrats -- >> harris: lots of different

outlets writing about that, eight or nine she has to pick up. >> different day, different votes. if they in fact vote to impeach, republicans can subpoena witnesses and go down the hunter and joe biden trail. >> harris: does she do it? >> leslie: i really don't know, she won't do it until she has the votes. >> harris: lisa, there are many different media outlets writing about where the votes are, eight or nine of them, depending how you count them. many of them are in places where president trump won by a lot. mitt romney comes out, he won the same districts in places in 2012, i guess tries to help the matter. democrats didn't take the help for an answer as yes. but he comes out against the president interestingly from the same districts that democrats need. without it, impeachment does or does not pass? >> lisa: nancy pelosi is trying to have it both ways, appease on impeachment while not walking

moderates off a cliff and forcing a tough vote at this moment. i don't blame the white house for having concerns. you have adam schiff holding interviews and testimony behind closed doors, so information is not out to the public. in a -- >> harris: ship, knew where that came from. he could holdings meetings and hearings behind closed doors so information doesn't surface and selectively putting certain information out there, like the text mess annuals. look at vel relevant information, the transcript is in the conversation or close enough to a transcript out to the public for all to see. if you look at text mess annuals that surfaced, sondland said he believes that bill taylor was incorrect and president has been crystal clear, no quid quo pro. kurt volker told congress in opening statement reiterated multiple times there was no mention of joe biden and an investigation into him and

they want to get into the joe biden side of this and this is lindsey graham saying, you know what, we're not going to wait for invitation or let you set the time table, we'll jump right in right there. obviously, a lot of danger in there. we've heard rudy giuliani testify on television quite a bit. it will be interesting to see what happens. one thing that is interesting, i think he would make the point, i don't blame people like chuck todd on nbc to be woefully ignorant about finance and so many say the thing in ukraine has been debunked and like to use the phrase. frankly tis because they don't know anything about finance or business, call colleagues at cnbc or fox business and know what happened with this company and him just being on the board. you don't need more evidence to know that was wildly bizarre, inappropriate, never happened in finance that somebody who with no experience would be on the board and get that money when you have the c.e.o. under investigation. i would note l.a. times says
