u.s. but so far the president and his administration have not defined exactly what too far looks like, eric. eric: all right, garrett, in a few moments we will hear more from all of this who will be here live with the united nations security council view. arthel. arthel: thank you, for more on this now, republican congressman peter king of new york and member of the house homeland security committee, congressman, thank you so much for joining us. >> thank you, arthel. arthel: i want to start here as we we were reporting, president trump ordering withdrawal of a thousand u.s. troops from northern syria, leaving the kurds, syrian democratic forces behind to be slaughtered in their words, what's your reaction to this move? >> now, i strongly disagree with the president's decision, i think it's essential that we have a presence there and that fact that we were a presence to me is what did allow for some sense of normalcy there.

once we pull out the way we did, that's going to undermine the credibility, this is similar to what president obama did when he allowed syria to cross the red sign as far as using chemical weapons back in 2013-2014 and what is more important than anything in the middle east is not the amount of troops we have but keeping our word, keeping our credibility, that's what enables countries like jordan and israel, saudi arabia and others to make decisions based on the reliance of the u.s., once we pull out so quickly as we've done that undermines our credibility and increases the chance of war, this is not an endless war the u.s. is involved in, the fact is that those troops were there, they were not suffering casualty, if they were it was minimal, this was not a war going on that the u.s. was heavily engaged, we were there as stabilizing force and by pulling out it will increase violence and weaken our credibility and strengthen iran.

arthel: in the process of unraveling situation with turkey and turkey's rebooted war, isis prisoners released or able to escape, should americans be afraid or concerned about retaliation or a new attack from isis or their foot soldiers? >> yes, isis caliphate has been destroyed but thousands and thousands of isis members an those isis troops that are right now being held by the kurds, if they are turned loose, that means they can be on their way to the united states, this is a real issue and, again, again europe and the united states, as far as flights going back and forth, so many terrorists have come through europe into the united states so this definitely creates a security issue for the united states and it's to me, if they are released and the kurds, no choice but to release them, that's definitely a threat to the united states. arthel: will you and your committee start now formulating some sort of plan of -- attack

for lack of a better word at the moment but plan to protect our homeland in the event of these possible new arrivals of mortar risks coming here? >> yeah, homeland security committee, again, bipartisan, democrats control it now, but our main purpose is to protect us against the attacks, protect the homeland from being attacked and hundreds or thousands of isis prisoners going back into europe or loose in the middle east, that increase it is chance of them coming to the united states, so they'll have to definitely as far as i'm concerned, definite increase in security measures taken by the united states against this threat. arthel: now to former acting homeland security secretary kevin mcaleenan quitting temporary job after 6 months of being there, what's your reaction to resignation and what does it take to stick in this position and who has what it

takes? >> yeah, again, kevin mcaleenan, he has done a very good job, i think some of the agreement that is he worked out with central american countries will be helpful to the united states, again, professional, as to who would take his place, i don't know, the president says there's a number of people, there are qualified people in the government and obviously right now the focus of homeland security is on border control, so i assume it'll be somebody with experience on dealing with the border but i have no names in mind. arthel: fair enough, should the next candidate whoever he or she may be be formally nominated for a senate confirmation? >> i think that may have to be done at this stage, i don't know how many acting you can have, to me it's better to get somebody

confirmed and have them in office because that gives them, not just freedom to move more, but it let's people in the department know that this guy or this woman is going to be there and it gives them more authority in dealing with the bureaucracy because it can be different views within the bureaucracy and the secretary has to have the assurance that those under him know he's going to be there and have to do what he says or she says. arthel: this means now that president trump has to choose a fifth dhs secretary in 3 years, i mean, does this resolving door leave security in the homeland in jeopardy or compromised? >> i would hope not. there are professionals in homeland security department, congress is in contact with them, local police, state police, other law enforcement agencies are in contact with them, they are providing information needed, from my own perspective i view homeland security's main obligation to protect us from another 9/11 or

to, one is about prosecution which threatens to undermine. eric: do you have discussions with turkish counterparts and ordering them or trying to have them stop? >> yes, we have, our prime minister boris johnson has been in touch with president erdogan and former secretary has been in touch with the turkish foreign minister, we've made clear we don't support the operation, we want it to stop, we've urged the turks to show restraint on the ground, we recognize turkey's legitimate security concerns, they've had the concerns about that area for decades really, but we believe that the best thing to do is to get back into dialogue and discussion with the americans and others about how

best to ensure the safety of that area so we are calling for operation to stop. >> is there concern in your government about the president's reported phone call with erdogan last sunday when he went off talking points and some say gave the green light for this, others as you heard kelly kraft say that the americans do not support this is the concern about the president's actions? >> i think the concern is more about the decision that the turks have taken, as i say they are a nato ally, they have been extremely generous in looking after refugees in prolonged syrian war but this is a step that's very, very difficult to understand, we want it to stop, we want the un to be able to help the civilians in the area and we want the focus to get back on fighting isis. >> 3.6 million or so and erdogan supposedly claims to release them that means in your

backyard. >> migration is a very difficult when it concerns this part of the world, european union including britain has been having intensive talks to tackle difficult problem. i don't think it's helpful if threats are made in this respect, these are real people, real lives we are talking about, very difficult to see how they can properly be helped, but the european union is urgently on the case. >> talk about turkey being a nato ally, of course, the u.s. has a base there and we have nuclear reportedly have nuclear bombs and weapons there. is this how a friend should act? they buy russian military equipment, the missile system, should turkey be kicked out of nato, should they be suspended or censored? >> we believe that turkey is a strong nato ally, we believe he's a strong partner of the united kingdom. >> despite what they're doing? >> strategically long-term turkey has been, we hope will be a good nato ally.

this particular operation as we just said gives us lots of cause for concern, whether or not it affects turkey strategic posture something we hope will not happen but obviously something we need to talk to the turks about. >> would your government call for arm's embargo against turkish officials similar like washington is talking about or is it too premature? >> i would personally say it's premature, i haven't seen anything to suggest that either measures are eminent, european foreign ministers are having regular meetings on monday, i'm sure this issue will be discussed, but i think at the moment it's premature to talk of sanctions, but what we do want is to encourage the turks to stop the operation, to allow humanitarian access, the turks themselves have said that they will abide by international humanitarian law which governs conflict, we look for them to do that. >> finally, ambassador, can this be ended this week, how do you

see this rolling out potentially, what's your prediction? >> i would hope that it could be ended as soon as possible, but i feel that the disposition of forces on the ground is going to make that terribly difficult but what i would say that every day it goes on the risks of refugees goes up and the risks of humanitarian suffering goes up and the risks that we start reversing some of the gains we've all made including turkey in the fight against isis, that goes out as well. the only people who benefit from this are assad and the russians and that's not the situation we want to be. eric: explain that very briefly o how russia and iran basically can be helped by this? >> i think i think that has division between nato allies is good news for russia, doesn't have to have a direct effect, it's a good thing for them, it also may mean that the kurds in that part of syria need to turn to the syrian government for

assistance, and then that in turn would lead to some of the stability that we've seen throughout syria being put in jeopardy and it would take the focus off getting back to an international consensus about how to take the political process in syria forward. fundamentally we all need to get back to forging that international consensus and this actually syria, whether turkish side or syrian side doesn't help us get to that goal. eric: it is a heartbreaking situation certainly not only on the ground but as you say strategically for nato allies and the west, ambassador karen, thank you very much. thank you for coming in, of course. arthel. arthel: democrats on the move in iowa in today's big event and why questions about joe biden's son business dealings won't go away, plus president trump hammering the impeachment push, republicans claim that the democrats have not been transparent about the latest

quote, relied on the president's assurances and good faith and passed these along, talking about the text message, i ask you mr. lewis, what is the impact of this testimony this week, what will the impact be? >> well, it's interesting because, look, you've got the president who is getting major pushback in this entire effort and really when you take a step or two back, arthel, you know, i think his position is legitimate to give pushback because, look, who in their right mind will participate in a process where, look, the other side's lawyer can be present but yours can't? arthel: okay, we are getting off subject already, please let's stick to the point and i asked you what do you think will be the impact of ambassador's deposition this week, if you can start there? >> i think he's got to get firsthand account of what exactly happened, which is contained in the -- the emails

and the texts that occurred at the time, so there's your best evidence. arthel: okay. >> but still the process matters, look, you can -- you can spin this any way you want. arthel: i'm not spinning, i'm asking questions and the next question i have for you is can the state department once again ban or prevent ambassador from testifying? >> well, they can insist on process being followed, again, process matters. arthel: right. being subpoenaed by the committee that has the power to subpoena him and compel him to testify, that's what's happening. that's the process. >> but there's a process for this. look, my point is there's a process for this. you can't issue a subpoena on friday which has happened before in this committee. arthel: that's what's happening, i mean, it's kind of a game here. >> well, look, both sides are

trying to get an advantage during the testimony, my point is, issue the subpoena, conduct the interview and, yes, i agree with the prior representative, let the american people decide, process matters, procedure matters, be fair, that's all i'm saying. arthel: absolutely, that is -- i agree with you on that. >> we are on the same page. arthel: we are on the same page, listen, this is really a sobering time, nobody wants to see any -- any of our presidents going through an impeachment process, so this is certainly nothing to be, my concern is about patriotism and not about politics. let me read a statement of democratic chairman of 3 house committees conducting impeachment inquiry, any efforts by the trump administration officials to prevent witness cooperation with the committees will be deemed obstruction of a

coequal branch of government and fair inference maybe drawn against the president on the underlying allegations of corruption and/or cover-up, is it in his right to determine who testifies before congress or is it obstruction of justice? >> well, i don't think it's obstruction of justice and i do think that the executive branch when -- when the legislative branch is issuing subpoenas to members of the executive branch, again, they are entitled to participate in the process, whether it's through their lawyers, whether through asking questions or issuing subpoenas, again, that's the kind of fairness -- arthel: how are they being banned or barred from participating? >> well, their lawyers are not allowed to ask questions. they're not allowed to issue subpoenas, they've not even

voted, and that's why the republicans are up in arms on this. they've not even voted on the process. follow the same procedure they used in clinton, is that too much to ask in arthel: i want to ask you, i was told i have a minute and i know that you served with william barr at the department of justice under president bush 41 and strictly from a legal and constitutional perspective, what's your assessment of attorney general william barr's actions throughout the process? >> i think he's followed the book, crossed t's and dotted i's, i think only fidelity is to the constitution, it's interesting because barr is not a trumper, barr's initial interaction was with h.w. bush and then george w. bush the son, that's where his service has
