so you can see how things turn out in syria? >> i will use mitch mcconnell's words, it's a strategic nightmare, goes without saying, taking time is smart but driven by a strategy and absent that -- leland: the president seems to have a strategy but you don't agree with it? >> when it comes to foreign policy in this part of the world thoughtful strategy that's well executed and at this point i don't see evidence and grave concern and not just short-term instability in the region but the long-term, when you betray allies which we have been doing around the world to rebuild those relationships when we will need them in the future is of grave concern to me and we should be aware of that. leland: as we look at graham said withhold judgment, withhold judgment until what's going to happen in the end and optimistic that there can be solutions, you're not -- you disagree with all of that?

>> at this stage we have no choice, we have to see where the cards fall but we should be strategy in ensuring to the best of our abilities we create stability and the region needs a lot more of it, i'm concerned that there's no strategy, that's the evidence of back and forth of last week. leland: in light of time taken up by impeachment, is there an appetite to put real sanctions on turkey, if so, what do those look like? >> i think ranking member referenced that, a significant possibility. i want to see turkey be ally of the united states of america at some point. [laughter] leland: okay. you did say you were on optimist. >> so, yes, i think sanctions are distinct possibility, should have been part of clear strategy and articulated in advance. leland: let's get to the issue of impeachment are you willing today even after we heard from mick mulvaney are you

impeachment inquiry and yes on impeachment? >> i was one that we should let 150 million americans be judge and jury, i have been reading about constitutional amendment, that elections fulfill the need, however, after the recent events, relative to ukraine it changed my mind, a fundamental responsibility -- let me just finish, though, it is a responsibility, we took an oath to office and it's to the constitution and not to the president and not to the constituents, begs that we inquire an investigation and i will make my decision once facts on the table. >> so that point that without a vote on an inquiry, it's not constitutional and it's not in the best traditions of article 1 and of the chamber to which you are a member, should there be a vote on whether or not there's an inquiry as you go forward?

>> i believe in process and i believe in transparency so i would be one that would favor a vote, yes, not because it's required by the way, i think it would be -- i believe -- let me -- i will say this, i think members of congress both in house and senate should be on record and by the way, that's why i'm disappointed in leader mcconnell in the senate for not take so many bills for the same reason. leland: are you worried about the political effects and right and wrong effects, moral effects of so much of this process being done in secret and with the leaks from democrats about the president and what they're learning? >> i will say this, do i believe in process and transparency, i understand why people are disappointed right now, however -- leland: disappointed on leadership? >> i think we are doing it correctly. investigations are not done in the open. leland: without a vote. >> let me say all transcripts

funding to ukraine into dnc server happened, that looked like a quid pro quo, mulvaney said we do that all of the time. the point he tried to make this morning was essentially this. >> look to the facts on the ground, things that you can certify and what should put this issue to bed is that the money flowed without any connection whatsoever to the dnc server. >> the aid was ultimately released, the gop gets on board and acknowledges the corruption wanting white house looking. republicans say that's enough. >> well, you know, look, mick mulvaney he can be blunt, he said some things that the media didn't like the other day.

with regard to the president's involvement and making comments, any implication of quid pro quo, i don't see that at all, the president is charged with a responsibility to getting to the bottom of where any election interference originate sod that we can secure the 2020 elections and in order for him to do that he has to look back at 2016 because he can't secure the 2020 election without knowing where the problems came from in 2016. so i think it's entirely appropriate to take that action. >> do you think any democratic colleagues share the sentiment in any way, that's the real effort going on here and everyone should be on board to make that happen? >> well, i certainly hope so because we can't tell the president one thing and expect something different. if it's his responsibility to secure the elections then he

needs to use what tools are necessary to sewer the elections going forward. i think it's important to note that he was the target in this. he would have interest in making sure that this is addressed before future presidents so they're not targeted. >> speaking of the impeachment inquiry -- >> i don't know what the problem is. >> speaking of impeachment inquiry, by the way, a lot happening behind closed doors, do you think the american people should have greater access, more of a window in what's happening behind closed doors? >> well, i think that there's a case for impeachment, it would not be behind closed doors. support the narrative that they're driving about president trump and if they put this out in public, they would lose the control of the narrative because then we would be allowed to ask questions, we would be allowed

to subpoena witnesses and white house could have counsel present, and he does this in secret and comes out and selectively leaks out of context and that supports the narrative and that's why it needs to be brought out in the open. >> a lot of pushback from both sides of the aisle, they've decided and complained about biden's son working in the same country where they are investigating corruption, hires only family members of advisers and personal attorney to young rain, are you -- some people are concerned that the president too often mingles the personal and the official, are you concerned? >> well, it didn't bother me necessarily the doral issue is probably the optics of it, if

it's a nice place and appropriate location and security issues addressed, i'm not sure how much money president trump would have made from that anyway. he owns it and so maybe he would, you know, the folks that are managing it were making offer and competitive bid, i don't know, we don't know the details of that and i do agree that the optics would look bad and he made the right choice and saying we will not go there now because people just didn't really appreciate that. i get it, that's fine. i think he made the right choice. >> certainly remember the beautiful seaside pictures in france, that's of course something any resort might like to see reported around the world. >> thanks for having me. leland: fox news alert, the third infantry division saying an investigation is underway to try and figure out what went wrong in an accident that killed 3 soldiers and injured others this morning. the incident occurred while

disclosing how to pay for medicare for all plan. and klobuchar continued criticisms today on state of the union. >> i have a better way, a way that will ensure more people and bring premiums down and that's what's nonprofit public option and it doesn't trash obamacare, it builds on obamacare and i think you have to show how you will pay for things and that was a point and i don't think any one person on that stage has a monopoly on good ideas. >> pete buttigieg is another candidate that went after warren's lack of details for funding plan and called on other number of plans from several other candidates during debate and today at this stage to have race it's important for the voters to know those differences. >> this is a season for us to lay out what we care about, what we are passionate about and what's different among each of the candidates and i want to make sure that there's no question in any voter's mind how their life would be different

what's happening there on the ground, your thoughts and we also have a map that might help you explain your thoughts at this point in time. >> yeah, certainly i was very disappointed in what took place here and we have enumerated that for the last week or so, where are we now, you can see on the map there, that's the so-called safe zone, buffer zone, right up by the turkish syrian border and the two towns that you have listed there, are the two towns that the kurds have successfully withdrawn out of without any interference from the turks, what the syrian kurds do not want to do through the entire swath of yellow there, pull everybody out of there because that's their homes, that's where they work, hundreds of thousands of people there and most policymakers would define that as ethnic cleansing and i think the united states and others will push back on the turks, but the president deserves some credit here, the sanctions on

erdogan have impact, we got a cease fire, seems to be done fairly well given cease fires in syrian are notoriously bad. what does that mean to us, we will go back to negotiating that yellow area on the map as the buffer zone and what actually moves south and what stays in place and let's not use guns to do that. i'm hoping that's where we are, the second thing is the united states has already made a decision to keep some troops in syria in the south at a base and i know for a fact that policymakers are reconsidering are there other places that we may, indeed, have to keep some troops in syria over by the iraq border or in southern syria as well for two reasons, one to keep the foot on the throat of

the kurds, on isis, 15,000 in the area and 2 to make certain that the iranians don't cease oil fields. take a look at the map, the purple area is where the united states coalition forces are controlling eastern syria, up until erdogan's operation included the yellow area in the top. oil fields are somewhat down in the middle of the map, 70% are our under control, the red on the map is the iranians, they're on the west side of the valley and if we pull out of there and give up air space control, they will cease the oil fields. >> you covered enormous amount of ground there that concerns ethnic cleansing, the buffer zone where many kurdish people have lived for generations, but sort of expressed that perhaps, you know, there are things that are not the worst ever that you have a little bit of optimism, this is senator lindsey graham on sunday morning futures who

massive cranes safely down to the ground as cranes have become unstable in the days following the building collapse in downtown new orleans. now we have a live look to share with you as the badly damaged under construction hard rock hotel which partially collapsed last week and killing at least 3 and injuring dozens more. there's still no word yet on what caused this devastating incident. happened 9:00 a.m. saturday and stunned on lookers and some of the builds floors collapsed and pancaked on each other, sending construction workers and pedestrians literally running for their lives, the plan today to use controlled explosions to take down the two cranes, both have been tittering over the remains as you mentioned, demolition planned for friday and then pushed to saturday and then again to today after workers who were setting the explosives got a closer look and found that the cranes were more damaged than originally thought.
