president was not happy with what happened in 2016. he was not getting answers. weighs knee deep in the russian probe. the russian probe gets done. he decides to put rudy giuliani over there to investigate and that's when bill taylor says really two channels of communication when it came to the ukraine. but keep in mind. on the worst day, on the trump years, better than the best day in the obama years. because donald trump understood that to fight russia you need guns and weapons. what president obama said whoops, you took crimea. you better give it back. you are going to keep it? now use rebels to infiltrate into ukraine. we will give the ukrainians blankets and something to eat. and they never changed it. at least the president gave $391 million of aid. steve: right. brian: question was it delayed and tied to investigating a political opponent. i think the bigger question is does the president want to say what it really was? that political opponent is more looked at as the vice president in charge of the obama administration's policy on the ukraine than it was the future of

candidate that might indeed get the nomination. steve: the big question is,. ainsley: anything illegal. steve: exactly right. that's what ultimately we would like to know. lindsey graham says because there was never a vote, is he going to have a senate resolution that essentially condemns what's going on in the house. ainsley: congressman ratcliff who was in the meeting. who has heard all the testimony has said there has not been one person who said that ukraine knew that the money was being delayed. therefore there is no quid pro quo. if there were, the president would have had to call ukraine and say look, you investigate joe biden, if you don't, i am withholding the money. steve: that's one of the reasons the president is so frustrated, his advisors say. and, in fact, he tweeted something out that has gotten a lot of attention. because he uses the word lynching. he tweeted out so some day, if a democrat becomes president, and the republicans win the house, even by a tiny margin, they can impeach the president without due process or fairness or any legal rights. he is talking about the house should vote on it.

all republicans must remember whether a think are witnessing here is a lynching. but we will win. because the president used that terrible word, he was condemned by not only democrats, but republicans and joe biden, who said. this. ainsley: he said impeachment is not lynching. it is part of our constitution. our country has a dark shameful history with lynching. and to even think about making this comparison is abhorrent. it is despicable. brian: he took a principled stand. of course, in his lifetime he would never ever say anything like that. after all, he has been in this business for 50 years. never would he stoop so low except for this time. >> even if the president should be impeached, history is going to question whether or not this was just a partisan lynching or whether or not it was something that, in fact, met the standard, the very high bar that was set by the founders as to what constituted an impeachable offense. brian: wolf blitzer sitting

in for larry king might have been on vacation. joe biden looking very different at that time, younger among other things. he brought up and used that term. i don't remember any outrage after he used that term. steve: well, and, in fact, "the washington post" has got an item today that talks about how at least five house democrats compared clinton's impeachment to lynching in 1988. ainsley: biden was using exam same term. this is what he is now saying. this wasn't the right word to use. i'm sorry about that. trump on the other hand chose his words deliberately today in his use of the word lynching and continues to stoke racial divides in this country daily. brian: the word is a terrible word and don't act there and condemn the president the big difference is when i used it on live television and he used it in a tweet he used it deliberately. he looked pretty sure of himself when he used that term. he had 22 years to walk it back. he hasn't yet. steve: accord ing to "the washington post. jerry nadler used the term

lynch mob three times. also gregory meeks, a democrat from new york. charlie rangel, jim mcdermott and danny davis a democrat from illinois all who were critical of mr. trump's tweet of about 348 hours ago both used the expression lynching. brian: i think it would be pretty crisp thing for the president to do to get back on message is to get a separate team to handle all of this. there is so much coming at him as well as govern the country. today in the hill they recommended they are kicking around the names jethro and mike davis who used to work for senator ted cruz. the president had a pretty effective legal team counter acting. we know having his chief of staff go out there, maybe something the chief of staff shouldn't be doing. and maybe he needs some professionals to handle this. this is really a weighty thing you cannot win. some type of defense to impeachment. steve: we have had the judge here who said impeachment is not necessarily legal. it's more of a political

thing. and i -- by the looks of things, i think the president feels he can handle the politics. meanwhile, the "new york times" and "the washington post" in the last 24 hours have both come out with news articles talking about how after the last democratic debate there essentially are. so the party elders in the democratic party who are saying, you know what we have seen joe biden he can't raise money we have seen elizabeth warren and bernie sanders too far to the left and too liberal. they can't get elected. is there anybody else out there. ainsley: they are saying there is weakness among some of these candidates. urging other candidates to get into the race some of the names thrown out senator sherrod browne and admiral oprah. ainsley: michelle obama. brian: trying to get bob iger of disney to weigh in and do something. this woman named hillary clinton she is talking about

jumping back in again. steve: would that surprise you? brian: yes. steve: well, according to the "the washington post," she is not completely out of the picture. while she has said. ainsley: she says she wants to win again. steve: her people say she has run against this guy before. she knows how to handle him. brian: it's not how bad the candidates are whether you think they are charismatic or comfortable in their own skin. their policies are so out there getting traditional democrats like rahm emanuel freaked out. we want to give this green new deal to destroy the energy industry. you actually want to give free healthcare to illegal immigrants? what planet are you on that wants to take down obamacare? are you a democrat or not? that's what everybody is saying on these stages. steve: the person who backs rahm emanuel's statement it was vice president at the time. joe biden. joe biden is regarded by the party elders as the most electable democrat but then when you look at the fundraising and it's like why isn't he catching fire?

association. i met with them several times when i was house director they came out against sb 54. this sheriff is on the outside looking. in he has walked away from his own organization on this. since this was signed by governor jerry brown, a lot of sheriffs have come out and used, for example, people they released that went on to commit murder and rape. so the sheriffs themselves are pushing back. it's going to be up to the voters. the voters have got to get out there and make their voices heard on this. brian: right. because if you are saying i don't want ice to cooperate with your local sheriff's department. there is lack of coordination for people who already broke the law for coming here at the very least. >> not only that but, you know, these politicians claim that these sanctuary laws protect the immigrant communities. and you and i both know, brian, look at montgomery county just here in maryland, when they had the nine rapes in two months and 8 of those victims were actually in the immigrant community. these people get released to the immigrant community, commit crimes against the immigrant community. it's not protecting the immigrant community. this sheriff has taken a political stance. he forgot the oath he has

taken. he stopped being a cop, became a politician because he is not protecting his community as much as he could. brian: you know it's amazing. i know you don't get into politics. but if you listen to all the candidates on the left, they all want to abolish ice and crack down on law enforcement. if you are law enforcement family or actually in law enforcement, it's pretty clear whose got your back. in fact, the administration is still trying to stop sanctuary city policy. this is still in the courts, right? >> yeah. doj is still fighting sanctuary city policy. they are appealing it to the highest court level. you are right, brian. this president, all law enforcement across this country knows that this president, president trump has their back. he has done it from day one. he supports law enforcement. is he fighting for them. he wants -- you know, he wants communities to be safe. we have the right guy. these people running for democratic nomination, every one of them thinks sanctuary cities, open borders, abolish ice. that's why they will not beat this president in 2020.

brian: very interesting. i don't know how it's going to play out. i saw yesterday they are building a new wall. so when people say think are not building new wall they are just replacing old wall, what do you know about this? >> they are absolutely building new wall in new areas. however, they are replacing some dilapidated fencing because the border patrol says this is where we need it first. this is where the traffic is coming through right now. so some are replacing existing fencing. that's not because of any other reason than the border patrol says we need this fencing replaced right here because this is where the drugs are coming through. this is where people are coming through. fix this first. so the president is doing exactly what the border patrol is asking him to do. he is living up to his promise and it's working. the border patrol agents, i talk to them every day. the border patrol agents say it's working. the promise of the fence has been real. and it's made -- it's had a great effect. look at the numbers on the border they are going down. brian: democrats in the past have believed that tom homan, thanks so much. >> thanks for having me. brian: by the way we reached out to the l.a. mayor's office and we did not hear
