isis has become a franchise or virtual organization and most important to remember, they are out of territory in syria and iraq and out of money. this is the end of the isis caliphate. >> let's take a look. we can pull up a map, the majority of the north was controlled by isis in syria in october 2015. compare that to a map of october 2019 were there was no isis foothold in syria. where do they focus next in terms of rebuilding? >> they have set up little organizations in many different countries. isis looks for areas that have week government or corrupt areas where they can start to grab some resources and build up. areas i'm watching include yemen, libya, isis operations in the philippines where us special forces have assisted the philippines in trying to tampa that down but that is the risk, areas where it may grow up again and we see them using their online recruiting.

>> if you look at the history of isis and a similar group, you see a lot of merging, intertwining, changing in terms of names and who takes over that kind of thing. do you expect that to happen in this case again? >> definitely give it a try but the main thing is to keep together this big defeat isis coalition. it has 76 nations plus other groups and it is their ability to harness intelligence, airpower, military power that has tamped down isis and that group knows they have a lot of work to do. foreign fighters, resettling refugees and keeping isis out of other areas. >> what is the main thing we need to focus on, not only keeping them physically out of

other areas. they are very adept at using the internet and online communication and also using that as a resource to recruit new members? >> yes in our defeat isis coalition also has some really good cyber tools, they don't like to talk about a but they do a lot of work online watching what they are trying to do and keeping isis away from the essential money and that's why it is important we have some control over those little oilfields. isis used to get revenue from there, now we see that revenue going to syrian kurd groups and keeping that financial control is important. >> that was one of the main concerns with talk of pulling our troops out of syria and leaving the kurds behind, guarding those oilfields will give them and provide them with revenue sources. >> that's right. the secretary of defense said that revenue will maybe go to the syrian kurd forces. we are keeping some us forces there, big us and coalition airpower watching over all of this and keeping that little base down on the southern syria border as well. the us military and our defeat isis partners are very engaged
