there. you have a combination of people having to worry about what is going on in their neighborhood and a combination of americans saying it's not a safe place to be. you send in military as far as i am concerned in a situation like that. if they are doing this to american citizens. it's not enough. the president is saying we can't wage war, what does he want to do? meet them at the table? these people will cut your olympic off. -- limps off. that's how they make their money. >> dana, i hope president trump doesn't use this to exploit the tragedy to attack mexicans or for the wall. >> americans were slaughtered and babies were burned alive and you are saying trump will exploit it? >> you said you don't think this is the war on drugs -- >> juan -- >> [overlapping talking]. >> i don't think anybody is

exploiting except the cartels are exploiting innocent people. this is a big story because they are americans. in 2018, homicides linked to drug cartels 36,000 people in 2018 and in 2019, 90 murders a day. there is a question as to whether it was mistaken identity. our state department said they don't think that's the case. now mexico has a war on its hands. the president of the united states is saying i will help you. i don't think the mexican government as enough confidence. i am a proponent of solving problems at their source. the question is what is the source? the supply or the demand? do we do something on the demand side here? legalization? i don't know. one other policy recommendation the president could do. designating the cartels as a

terrorist organization and that changes everything as to what you can do. you can say you are with us or against us. >> i think they already go after the money. >> they try. >> they designate them as a terrorist organization. >> this is how they make their money. it's an illegal industry. i would rather end the drug war than fight a drug war. we can't win a war. ultimately we will have to decriminalize drugs in the united states which will handle the demand question so it doesn't end up on the streets. we know there is a down side. >> that's surrender. >> no, it's not. everybody has a right to their oblivion. people will still chase it knowhow dangerous or risky it is. to change a cut throat business
