"outnumbered" starts now. >> harris: let's get this party started. fox news alert, president trump wing and on reports that a former fbi employee altered a key document related to surveillance of former camping advisor carter page. the new evidence is expected to be outlined in detail in the doj watchdog michael horowitz's report on alleged fisa abuse. that's due out december 9th. horowitz's office is not commenting on any of this, but the president called into fox & friends and suggested they will be more bombshells in the ig report and said the wrongdoing went all the way to the top.

worried about football. >> donna: ellis he was number one and i have to go home. i've got on the wrong outfit but i will get it better this weekend. >> harris: and for the chiefs. i'm not doing that college stuff right now. let's move on. we are going to get this ig report. we've been waiting for it for months. the first announced possibility was in june, i believe. now it comes out. talk to me about the timing of this and what's going on capitol hill. >> jason: democrats are already starting to spin this, saying it's the president's response to impeachment. it's quite the opposite. the inspector general has been looking at this request 18 months. mr. durham, the attorney out of connecticut, has been looking at this, possibly prosecuting some of these things. this report was really the third. you got to look at the first two that he put out on director, and on the fbi. the inspector general has already made recommendations for the prosecution or action within the department of justice. the director of the fbi, the deputy director of the fbi, the deputy assistant director of the

fbi, and based on this report there's more to come. >> harris: is there a reason to say bombshells are coming? as a public, we are probably going to grow anesthetized to that turn. we've been told over and over again by both political parties, by the way. >> jason: the inspector general is not going to spend this amount of time to simply put out a report saying, "everything was going swimming the of the department of justice." there are a lot of other reports out there that this will go into some of the other agencies. the director of national intelligence, the cia, the pentagon. there are other departments and agencies that i think will also be envelope into this. >> harris: donna, when he you hear the words being reported, "all the way to the top," what does that convey to you can make the time and, again, is critical. >> jason: don't ask when i hear "all the way to the top," i hear james comey. he was the director of the fbi, he was in charge. i assume

that's what the ig or what the report will reflect. the ig is looking at the fbi, whether they followed the proper protocols or rules, and issuing the fisa report. as a democrat, i want to know -- there is so much i want to know. look, i was impacted by this. whether people acknowledge it or not. as an american citizen, i was chair of the democratic party. i want to know exactly what happened, as well. the more information, the more facts that will enable us to get to the type of conclusions that i hope the american people will come to understand, so that we can prevent this from happening again. i'm glad that the lawyer, the life and level employee -- they call them low-level, i don't know if he is. we will learn. with the fact that this individual has been removed, peter strzok has been removed, lisa page has been removed, perhaps others should have been removed. i tell you one thing, at the end of the day we need to know

exactly what the fbi will do in the future to prevent any type of abuse. i think i can speak for some people from the clinton team who want to know, "why did director comey feel it was necessary to say hillary clinton was under investigation but not donald trump?" >> katie: i think it's important to take the "low-level employee" accusation or scapegoat with a grain of salt. we've seen before, when things are at a very high level and there is evidence of people in very senior positions at the fbi or the department of justice, or atf, for example, the irs, that was pushed off to a low-level to act like it was a rogue employee. "we didn't have control over it, this is something one person did and we are pushing it away." based on how long this report has taken and the number of leads that delayed its publication, this is not just one low-level employee. i would hope the democrats, based on the little information we have now before the report comes out, are concerned about the altering of fisa warrant applications, because they would

be lying to a judge and going after an american citizen. >> melissa: a criminal complaint at this point in time. i think what's really important here is that democrats tend to say that this started with papadopoulos and page. that goes back to who was sent into the field. there are these charges that this professor helper was sent into the field in order to entrap them in the first place. what supports that is the idea that, when dianne feinstein had a spy driving her around forever, she was warned. so if these people were really such a danger, why didn't you were in president's campaign that they had brought these people into the fold intentionally or not at that point? the fact that he wasn't born to tell me a lot. >> jason: these defensive briefings, there's a reason why when you become the nominee for a presidential race that they give you secret service protection, the cia gives you briefings. but there doesn't appear to be any defensive briefings given to the trump organization or to donald trump himself, "hey, there's a potential problem here."

to the contrary, what they are doing is sending people are thinking about sending people in the oval office itself. when he becomes president-elect, what is it that james comey goes and says, "this document," the people who actually sign off on the fisa warrant, they are not low-level employees. if this was a low-level employee, there's a reason why director comey and rod rosenstein and others have to sign off and validate to the court that this is a valid, verified report. because it's a one-way court and it gives you the highest police powers we have. if you want to have to step in because we have some breaking news. we are inside of a two-minute warning right now. president of the united states, in the white house, is holding a gathering. it's an ncaa -- it's a collegiate national championship team. we were just talking about college teams. i expressed my love for the kansas city chiefs. not a college team.

we know he has just spoken, so we are waiting for the tape to play out now. we do know, along the shore marks, the impeachment came up. we know from the presidents try to feed today last night that that is something that has been a focus. i want to lean on this for just a second, because we will get to hear him as he welcomes these college teams to the white house. what are your thoughts? >> jason: he spent an hour on "fox & friends" earlier this morning, suggesting that why he doesn't want impeachment to go forward he also says he wants a full trial. i think the president's viewpoint on this is that he didn't get a fair shake. that adam schiff suppress the evidence that the republicans wanted to bring up. people like elise stefanik and other serious players who are really trying to make points, saying there's another side to this story. at the end of this conclusion, i looked to will hurd. will hurd is retiring. he's a serious player. he looked at all the evidence. he sat all night. if you don't get him to come

have. something north of 70, 80, 90% on a single issue for a president. what do you make of it? >> donna: well, look -- i do believe that political parties are relevant. but i go back to what george washington said back in the late 17th century, i mean, early century. he said political parties are just vehicles. he worried about the role of political parties. i know you all make space might shocked about that. i'm not somebody who -- >> harris: i'm never shocked with anything you tell me. >> melissa: fox news alert, after two jam-packed weeks of impeachment hearings, we are now learning that house democrats could draft four possible articles of impeachment against president trump as soon as next month. sources tell fox news that articles for abuse of power, bribery, contempt of congress, and obstruction of justice are all on the table. this, as president trump says "bring on a senate trail."

>> you know who i wanted as the first witness? because, frankly, i want a trial. >> you want a trial? >> oh, i would -- look, number one, they should never, ever impeach. there is only one person i want more than "where is hunter?" and that's adam schiff. >> harris: yesterday the president of president met with top republican senators and they agreed it would be best to move forward with a full senate trial in the house, as they vote for impeachment. the white house as president trump would actually welcome and impeachment trial, because he believes the senate would be fair and give him his due process. donna, i wonder if that's why he is talking about that, or i wonder if he's being done axing the most recent real clear politics average among independents, with 41% of voting yes to impeach and remove, and 47% -- seven, six plus margin -- say no on impeachment.

he feels those independence are moving toward his direction and it's helping him. if you believe polls, which i always say i never do. >> donna: i'm one that don't put my finger in the air and look which way the wind is blowing. i don't think the hearing is over. the cycle of hearings. i think the speaker will likely allow the democrats of the congress to hold another round of hearings if necessary to continue to fill in some of the blanks. as you well know, several of the key witnesses the democrats wanted to talk to you were not called or did not respond to the subpoena. we don't know what mr. bolton, mr. mulvaney, mr. pompeo, and others have to say. >> melissa: and mr. giuliani. >> donna: mr. giuliani, my god, how can i forget? >> harris: i think we know what he's going to say. >> donna: he's the real elephant in the room. when ambassador sondland said everyone was in the loop, that is huge. i think that sticks with me more

than anything else. everyone was in the loop. >> jason: are you going to believe that, or are you going to believe what gordon sondland said when he spoke with the president and he said he didn't want anything? i think the evidence is probably the most relevant. back to her point, melissa, it was earlier that nancy pelosi said that the only validity for moving forward with impeachment would be if you have bipartisan support. they don't have a single republican at this point. >> melissa: in terms of him saying everything in the loop, that was powerful. he was also asked if anyone at all, anyone on the planet, ever told him that it was this for this. that there was a quid pro quo. he said, "no one ever said that." >> katie: including the president. >> melissa: no one. of all these people in the loop, no one ever said it. >> katie: he also said he doesn't believe the president should be impeached, said one of the witnesses. in terms of process and how we move forward, i'm wondering if

nancy pelosi is having meetings with members and trying to cool down the jets here and say something like, "how about accenture instead, so we don't push this through this is senate? means all of those running for president are going to be stuck during this trial when these primaries are going on. they will be out on the campaign trail. we are not going to remove the president, so the best way to beat him is in 2020 during the presidential election. this going to impede that." under lindsey graham, who's going to be driving the train when it comes to document requests and calling in witnesses and issuing subpoenas, he is already giving us a clue about what he's going for. yesterday he asked for documents from the state department about burisma paid not just hunter biden, but joe biden and whether he was using the state a permit to help his son. we are already seeing a preview of how this plays out, and i'm hoping nancy pelosi is trying to talk some sense to people are trying to draft these articles

of impeachment without thinking about the long-term consequence is for the party overall. >> harris: we can express also it's of doubt about polling, but we do know politicians pay attention to polling. that was reporting today -- and maybe this is what some of the white house team is looking at, the president's approval rating is taking back up. and public impeachment battle, a poll released just two days ago, found that 43% of respondents support the president's performance amid all the stuff that's going on. we haven't looked at it at the very end after all the hearings, but this is amid all of it. it has gone up two percentage points since just the end of october, the polling that they took. so this is gallup, by the way, as reported by the hill. if they are working don't like looking at the compilation of what it would be during this proceeding, imagine if the republicans lead the charge insidinside the senate and the p it tight. try to keep it before the end of january, early february, before the caucuses start. and you get more democrats with

more of a bully pulpit because they are traveling all over the country. interesting. >> melissa: katie, to your point, it's worth noting there's a big distance between saying that what happened was okay -- you can be uncomfortable with what happen. you can think it was wrong that he shouldn't of done this, but he still doesn't deserve impeachment. >> donna: he took taxpayer dollars and he said, essentially, "you will not get the aid until what i want. until i get what i want." he dangled that carrot. that what he did was absolutely wrong. the question is, will it lead to the congress bringing forward articles of impeachment? >> harris: that's exactly the point, too. all good people can agree one thing or another. at the end of the day, it isn't just impeachment. it's impeachment and removal. that's what -- that's a different situation. >> donna: that's what the senate must decide, if the house

because i have suffered what i would describe as an overdose of adrenaline in the falklands war where i was shot at. it was almost impossible for me to sweats. >> katie: most will come after this interview he was criticized for not acknowledging the fact that they were victims. he justified his relationship with jeffrey epstein. the fbi and the attorneys are saying that he should probably cooperate with the investigation into this. justice for the victims. >> melissa: have done a lot of reading and reporting on the so far because it's such an amazing story, i do have to wonder how somebody could be out there like this for so long. since andrew also went on to say that he didn't know that he had -- that there was an arrest warrant issued for epstein, for sexual assault on a minor, because epstein never mentioned it to him. that's ignoring the fact that the royal family that everyone before they are allowed to get near the royals.

he said he never takes pictures while hugging someone, and the next day they were pictures everywhere of him grabbing different women and smiling into the camera lens. so nothing he said in that interview did anything but make the situation worse for him. as they talk about wanting him to come here to be a fact witness, he would be in jeopardy himself. because of all the time it all the allegations that have been made against him by more than one person in this case. i don't think we ever see him on u.s. soil doing that, because he is in jeopardy. >> katie: harris, he's being pulled back from his public duties, probably because there are a lot of legal questions. >> harris: what is he going to do -- >> katie: emails, they want to know what he knew and why he was staying with him. after he was convicted, by the way. >> harris: not that you have to be a woman only to appreciate what is happening here, but specifically because he took the shine off the victims in this.

admiral who was really, really hurt that he lost. right now we are sitting -- we are awaiting news, pretty much in a situation where a rear admiral, a 2-star, is defining an order from the president of the united states of america. >> harris: katie, what is your take on this? >> katie: the president has made his statement very clear about how he feels about this. there was a trial. the gallagher family has been through a lot. you see the results, and i think for the navy to continue to go after him because they didn't like the results of the trial of the decision by the president to restore a navy seal gallagher's rank, it says a lot about what their vindictive nature and the motive is on this case. it went through a trial, the case is closed, the president has spoken about it. it's time to move on and let them move on with their lives. >> harris: donna, how do you address the potential lower morale? which some critics of this move have said could happen.

unbreakable windows. you saw what happened in a demonstration. is this a p.r. nightmare for a company? >> melissa: at the terrible p.r. nightmare. glass is one of the hardest products. this was a big thing around the apple iphone, when they said they would be glass and they had to make them so they wouldn't break. this is one of the most difficult things to design. my understanding is that when they tested it they have the glass windows outside the car. they weren't installed at the time. and they threw all kinds of things at them. so it probably has something to do with the differential of it being sitting inside the window frame of the car as opposed to being held out separately. that's when they did the testi testing. it's definitely a p.r. nightma nightmare. it's obviously a nightmare. a lot of people waiting for this truck to come out. this was supposed to be one of those things that was going to really boost tesla. his whole thing is design. to have something like this is especially injurious.
