repeated meetings with republican senators. ways their strategy and what are they mapping out? >> the president is urging republican senators to stay with him. that he hasn't done anything wrong, and he expects them to support him once the trial happens. the president's aides are also having meetings with republicans and they are preparing the logistics of the senate trial. what kind of things the republicans might do as part of that trial. do they give advice to the president about who could be testifying. >> the president is gifgd advice to republicans and the republicans are giving advice to the president's team. they september inh -- accept the

inevitability. the white house could speak a dismissal once they reach to the senate. that would be up to a senate vote to decide to dismiss the charges or authorize a trial. if a trial does happen, you will see a big process. the reporter mentioned the fact that president trump wants to subpoena adam schiff. the white house feels like it's been treated unfairly. they are going to basically put that on trial should it come to that. eric: can adam schiff refuse to testify? >> he could. i suspect he will be one of the house prosecutors to present the case to the senate. it's obvious he would object at being called as a witness. the republicans will insist on it and you will up basically have a legal argument. eric: chief justice roberts

economy. the president is worried if he's to endorse this bill and play a much larger role in hong kong, there is a real danger he could lose this trade deal he has been negotiating with china for months, that obviously would benefit our farmers in a very big way. arthel: that legislation you spoke of is bipartisan. does this weaken the president's leverage and trade talks if he's willing to overlook a fight for democracy to secure a trade deal or is the president playing it right? >> i think that what the congress is doing can only massively increase the president's leverage. he can say to president xi in china, look, i have got the american people are genuinely furious at what is happening in hong kong. if we are going to get a trade deal, china, the chinese economy

needs much worse than the american economy. we need china to back off to allow the protests to go forward peacefully and find some kind of political resolution in hong kong that begins to address some of the legitimate concerns the hong kongers have. arthel: you saying the president could lean on congress. not only is president xi watching and waiting and the president's moves on the protests, so are kim jong-un, you have russian president vladimir putin and other allies. how does this resonate with them? >> we are going to have to see what the president is prepared to do here. if he stands up strong for hong kong and for the rights of the people in hong kong to have

basic civil liberties and freedoms, i think sends an important message that america will stand with those who were prepared in a very peaceful way to defend their essential god-given rights. one country you didn't mention there is the iranian case where people in iran, iraq, lebanon, are all now in the streets demanding freedom and demanding from governments with heavy backing from the islamic republic in iran. we are in a very delicate moment now. the president of the united states as the leader of the free world needs to be concerning a strong message to autocrats around the world. arthel: there is not a lot of time left before the hong kong protests completely blow up and replay potentially replay a

horrible history. how soon should president trump act? >> the legislation from congress is going to be hitting his desk very, very soon. after that he's got 10 days to decide whether he's going to sign it or veto it. his vetoes will be overridden by the congress or whether he will stand pat and allow the law to go into effect anyway by his doing, doing nothing. so it's a very short amount of time, the chinese have huffed and puffed and threatened that if this law goes into effect, there will be a real price to pay by the united states, presumably in terms of the trade deal. we'll have to wait and see. a very important event tomorrow will be local elections in hong kong that will in fact be a referendum on how the hong kongers view six months of these

protests. their economy is in recession. their streets are a battle zone. if they cop out in strong support of democratic activists running in these local elections, it will be a powerful signal to the world and president trump will have to recognize that. arthel: you mentioned that president trump could let this bipartisan legislation just sit there and become law without having to do anything. if the president takes that passive role, does that send a message? >> it sends a message he's in a difficult place with these trade negotiations. he wants to play good cop. he will let congress play the bad cop. but he will let the law go into effect and hang over the negotiations. if the chinese want a trade deal, they have got to back off in hong kong. that's just the facts.
