>> connell: continuing coverage of a terrorist attack in london, stabbings on london bridge, and a suspect has been shot and killed there by police. >> arthel: stay right here. there is more about developing story. out of london. "outnumbered" starts right now. speak to british police have now declared the stabbing attack near london bridge a terror incident. confirming that, officers shot and killed the suspect right at the scene. >> i am now in a position to confirm that it has been declared a terrorist incident. however, i can confirm at this time that we believe a device that was strapped to the body of the suspect is a hoax explosive device. >> julie: london's mayor is just moments ago he said they believe it's a nice little incident, but with this morning for the public. watch. >> what's really important is we all remain vigilant.

if anybody sees anything suspicious, please report it to the police. on the side of caution. i would rather they reported to the police than under report. >> julie: benjamin hall joins us live for london. he has been watching the story as it unfolds. was the very latest knock you back hi, julie. quite a sad day here in london. after. a period of relative calm, another terrorist attack on the streets of the city. there is some good to be taken from it. no one was killed except the attacker himself, and the incredible response time by the police and bravery of passersby is something that many people are applauding. just to give you a recap of what happened, it was about 2:00 p.m. when this attacker started to that she had a big knife and started to attack people on london bridge. very quickly after that, passersby reacted. the engaged time, they jumped on them, and they held him back until armed police could get there. when they did, the police -- this is all coming from social media video, would you

have seen -- they pulled off the passersby, they pulled back, and at that point they shot him. we know they did that because he opened up his jacket to reveal what looked like an explosive device. a suicide vest. we now know that that vest was a hoax, but police here have to engage as soon as they think there is a wider threat. the man, the attacker, has been killed. police will now be trying very hard to i.d. him to see if he was part of a wider network, to see if there is perhaps still a threat to london. the area itself remains shut down. london bridge, that area of london, hugely backed up. police say they are taking no chances at all. they are going through with a fine tooth comb. politicians being updated on it. boris johnson, who was out campaigning for the upcoming election, has returned to 10 downing street. he is monitoring this closely. this comes a few days before president, and other native leaders are due in london for a

major nato summit. security will have been heightened on the streets of london as a result of that, but also there will be a concern well these world leaders coming in but perhaps there could be of her threats ahead. right now, coordination between the u.s. and the u.k. moving forward, and the most important thing is to discover whether there is an ongoing threat here. julie? >> julie: that's the whole issue right now the people in london are thinking about. is there an imminent threat? and other likely threat? that's why the u.k. terror threat level is the indicator for those who are potentially worrying, since a similar attack happened just two years ago and eight people were killed. right now the u.k. terror threat level is not substantial. politically to her viewers exactly what that means. substantial is basically two notches down from the most severe. it's critical, severe, then substantial, which means and attack is likely. not imminent, likely. explain more. >> 2014, 2015 onwards, there are a number of attacks both in the

u.k. and across europe. you remember, in france. at that point the threat level, when isis was still strong, the caliphate was taken to the very highighest. that means an attack is imminent. he remained at that critical level for a few years until two weeks ago when it was released to severe. that means an attack is highly likely. we don't yet know what will happen to them attack level, whether it goes up or not. coming back to the event itself, a number of passersby commented. i want you to have a listen to some of the eyewitness accounts that we got. have a listen. >> i heard shouts, it was a fight. that was the first sort of noise that i heard. then i heard "get back," and two gunshots. in that order. what was going through my mind was just "run." i didn't know which direction the gunshots were being fired,

whether they would be fired in my sort of direction. so i was just trying to flee the scene and just get away from it, as far away from it as possible. >> certainly bringing back a lot of memories, also, for people who would have been in the area two years ago when the london bridge attack took place then. many people are wondering whether or not this might be a copycat attack. of course, back then it started with three attackers and they drove the van across the bridge before entering borrow market with knives. they were also wearing a hoax suicide vests. it was thought they do this because they want to be killed. they don't want to be taken alive. certainly, evidence is harder to get. they can't question this attacker. but suddenly don't ask urgently london will be on edge. heard from the mayor, sadiq khan, he spoke very quickly. i have a listen to what he said >> around the world, we are

resolute. we stand united in the face of terrorism. we don't allow anyone to divide us. >> london is certainly coming together as a result of this attacker. it remains to be seen moving forward whether or not there is a threat still out there. >> julie: benjamin hall, thank you so much. come back to us as soon as you learn any new information. in the meantime, thank you. jerry bernstein is a former obama administration counterterrorism and community outreach official, also former spokesman for the office of emergency management. thank you for talking to us. i understand that at this point the cia is saying they have deferred to u.k. authorities for now on this attack. in other words, the united states is leaving this up to the u.k. it is, in fact, a terror attack. benjamin hall just reported this terrorist, we will call in for now, wanted to be killed. that's why they had this hoax explosive device. unfortunately, he did get what he wanted. because the police force there

did shoot him at the scene. how do you believe the u.k. police officers did handle this particular incident? >> thanks for having me on. i think, unfortunately, or fortunately, the system did work here. obviously having a suspect to interrogate and find out motives and potential collaborators is always a good thing in the aftermath of this kind of an event. but the bottom line is that you have to end the threat and end it decisively to prevent any other potential harm to people, bystanders. hoax suicide vests look exactly like the real thing, to even the trained observer. you really can only tell if it is attached to something, whether it's real or not. if you have a shot, you have to take it to end the threat, and that is the bottom line. in this case, the police officers did exactly what they were supposed to do. the system worked. unfortunately, we can never get to a level of zero threat. in this case, a sensitive target was guarded by the appropriate manpower. they saw a threat, they saw

something that started to unfold, and acted decisively to end that threat. >> dagen: there is incredible video online. we are not showing it, it's not our personal video, but all these eyewitnesses there. talk about the bystanders that were actually on the london bridge when this all went down. you had all of these people, civilians, jumping in on top of this guy who was, number one, he was armed. not only was the arm, he's already committed multiple acts of violence by stabbing multiple people on the bridge. they all jumped of guide. they had them subdued until the police officers arrived. so the cops get there, they've gone down. they got him pinned. you see one civilian and one of these videos actually holding the knife that the attacker used, running back and sort of trying to keep the rest of the crowd down. at that moment when the police officers have this man subdued, they had him. obviously, the hope is is to get in my life. you can get more information, find out if he's affiliated with anyone else, or if it was a lone wolf attack. at any point there, because officers have avoided not

killing him on the scene? they just lost a wealth of information, unfortunately, having to do that. speak out first of all, i think and engaged citizenry who are involved as first responders is amazing. they have a saying in israel that everybody is in the first response. i think we saw that play out in london today. as far as monday morning quarterbacking, and one video, police officers don't take the decision to use the weapons lightly. in this case, they saw something that maybe we didn't see on this videotape, or something unfolded that they had to use their weapon to end the threat. i'm not going to sit here and monday morning quarterback then pay they cipher they needed to end, and they did that. >> dagen: jared, it's dagen mcdowell how much slavery as great britain at this point. back to 2017, where we saw a

number of deadly terror attacks, starting with the attack on westminster bridge, one individual in a gray hyundai hitting pedestrians and stabbing individuals. five dead and that attack, dozens injured. there was the manchester bombing in may of 2017. it killed 22 people. they were the eight murdered on the london bridge attack, where there were three terrorists associated with islamic state, that again were wearing fig explosive devices as they started chasing and stabbing people. those were just some of the attacks. as benjamin hall was pointing out, the terror level was downgraded from severe to substantial. downgraded just earlier this month. the fact that this terrorist was handled in this way, how did that speak to law enforcement and counterterrorism improving in that country? >> i think with every attack, every event worldwide, law enforcement in every country can learn something. i know in new york there is a

tremendous emphasis placed upon taking a look at every incident that unfolds around the world, seeing what lessons can be learned, a quick reaction perspective. i think the u.k. has a very strong track record of doing this. they take after-action review of incidents very seriously. i think you saw that play out today. they had armed officers at the appropriate place, it was a high-value target. a symbolic target. they cipher it began to unfold and they took decisive action to and that threat. >> julie: thank you very much, jarrod bernstein. we appreciate you talking to us. we understand that the prime minister will be speaking at any moment now to comment on the situation. as you know, he was briefed earlier by the terrorism task force that they have there on the ground. earlier we heard from the assistant commissioner for counterterrorism, he is the one who came out and actually declared the suspect dead, and that he indeed did have hoax

deferring everything to u.k. authorities on this terrorist attack. the moment they do they will bring that to you here in washington. the white house confirms to fox news the president is up to speed, joe deere sent out a tweet a little while ago. i will read it to you. he says, "president trump has been briefed this morning's attack at the london bridge and is monitoring the situation. the united states strongly condemns all horrific attacks of violence on innocent people, and we pledge our full support to our ally, the united kingdom. "we do know that in previous week at del my recent attacks in london and elsewhere in western europe that the fbi counterterrorism unit based out of new york really worked with the my sources here, julie, are telling me that there's every reason to expect what happened here is probably already happening behind the scenes with today's london bridge attack.

>> julie: you are also hearing, i understand, but never terrorist-related develop it at the same time. can you tell us about that? >> that's right, this is exclusive to fox news right now as they are continuing to hear more about this attack in london. there is also developing news regarding isis at the same time. not necessarily, as far as we know, related right now. according to my intelligence sources, isis pledged new recruits today during the london bridge attack as it was unfolding this morning. isis media arm have new photos just after 9:00 eastern. that's after the attacks were unfolding. isis is claiming these photos sure their supporters in the country of azerbaijan pledging loyalty to the group's new so-called caliphate in hiding. fox news hasn't independent lee verify these photos. we are going over them now. my sources tell me isis is claiming based on these photos that they are having success setting up a new province in azerbaijan.

i will keep you updated on this as i get more. one thing we do know is that since the death of isis leader al-baghdadi, the group is largely gone underground in iraq and syria and turkey. the head of iraqi intelligence said last week that nine isis chiefs are currently hiding out in turkey trying to regenerate their leadership there. julie? >> julie: gillian turner, thank you. keep us apprised of any late-breaking info. we'll come back to you. i want to bring in former cia station chief in fox news contributor dan hoffman, who joins us by phone. what is your reaction to gillian turner's reporting that isis is pledging new members dug this london attack? let me remind you, president trump this week talking about how a new leader of isis has not reared its ugly head since baghdadi was killed. in fact, number two didn't come forward, and he joked about there being a number three not wanting to come forward. what does this say about isis? >> isis continues to be very

media-savvy. there's a couple excavations for this. one is that they saw this attack taking place and they had some media-ready scenes already filmed of these recruits, as gillian turner noted, pledging allegiance to isis. they thought now might be the right time to show it for maximum effect. it's also possible that this lone wolf terrorist, who launched today's attack, i have been radicalized online. might have been contacted, might have been in contact with isis before, and that isis may have some foreknowledge of today's attack and thought to gain maximum benefit for it. >> julie: isn't it likely, though, that any time there is linked to any kind of terror attack that it's the cowards? the isis terrorists that are not actually related to this attack, coming forward and taking responsibility for trying to, i guess, get notoriety? so this is that moment where they can say, "wow, isis is not weakening. in fact, isis is still strong and they still have numbers on

the streets, nobody's safe." this is when they want to beat people down. this is a moment of fear, so they want to try and strengthen that fear by latching onto terrorist attacks like this. would that not be something that people should maybe take some comfort in knowing? that this isn't a larger plot? or should we be concerned perhaps the opposite, that it is? >> there's a couple things to keep in mind. first, this is the site that isis has returned to again and again. there was an attack on the london bridge back in june of 2017, there was an attack in the nearby westminster bridge on march 2017. as you all know, the trump administration has destroyed the physical caliphate. but there are roughly 18 to 20,000 isis terrorists who have melted into an insurgency in that syria-iraq battle state. if they still retain some relevance and capability to target the west, their leader,

al-baghdadi, whom the trump administration successfully targeted, just recently last month, he called on isis followers to pick up whatever weapon you have on launched attacks against the west. so they've got these potential for lone wolf terrorists. that's why it's so important for us, when you see something, say something. we saw a lot of very alert bystanders there take action before the police did. i thought that was quite notable. >> julie: dan hoffman, thank you very much for talking to us. we have just confirmed, by the may, prime minister boris johnson will be coming out and holding a news conference. he has been detailed in person with all of the latest facts by the assistant commissioner for counterterrorism, we heard from earlier today, confirming that, indeed, at this point, the lone wolf terrorist has been shot and killed on the scene. the apprehended and after several bystanders had jumped in and got the attack weapon, that being a knife that he used to stab several. subdued him, had everybody pull off, shot him dead.

we don't know if he was working with others. we'll get more information. the terrorism task force out there giving a news conference earlier confirming he did have some sort of hoax explosive device on his waist come some sort of belt, which is very similar. perhaps a copycat attack from what happened two years ago, and that is why he was shot dead. we also understand that the terrorism commissioner, the terrorism task force there, has debriefed boris johnson, the prime minister. he is going to be coming out on 10 downing and giving a news conference any moment now. as soon as that happens, we'll go to boris johnson, the prime minister. for now we will go to live on the scene. reuters reporter elena petrov is joining us there. we've been watching a lot of eyewitness reports and videos taken by cell phones, as you always do after incidents like this now in this day and age on social media. what do you tell us, as to the moment that led up to this attack? more eyewitnesses perhaps of the actual stabbings rather than the aftermath. have you heard any more about that? >> julie, i met with two people

who were near the scene, around the scene, when this all happened. i spoke with one man, rob underwood. he was visiting the area. it's a very popular area around here with tourists. he said that everyone started running. "get down on the ground," the police were yelling. and he heard something. he heard like a firecracker sound, saw a flash, and then it was all over in about ten seconds. another woman i spoke to right here on the street, she said she saw people running en masse away from the incident, which have been behind here. there are two individuals that just said it was absolute chaos around. we still have a lot of people in the area, there are cordons all around the area. police are trying to keep everybody away, and we are also seeing that there are helicopters up in the sky. it's a pretty noisy scene here. we are just trying to keep

up-to-date on what is happening, keeping you updated over there. >> julie: elena come after the 2012017 attacks, barricades were erected to avoid vehicles gaining access. one would wonder how, in fact, this load detector did gain access if he was on foot. if he was dropped off a vehicle. was there an abandoned vehicle found in the area? do you know anything else about how, in fact, he got to the scene before he carried out these cowardly attacks? >> with the last incident, the attackers had a vehicle, which they rammed into people. in this incident, we are not aware of that taking place. what we do know is that police were called around 2:00 p.m. london time to a stabbing incident. they say that multiple people do have stab wounds, and one individual, the suspect, was shot and killed at the scene. when you are around this area in

london, anyone can come in and out. it's the borough market area, the london bridge area. a lot of workers getting lunch perhaps around that time. a very hot tourist area. anyone can come in and out. it's a very open area, very popular, very, very busy. we do not -- this incident is different from the one in 2017, in terms of that vehicle. as far as we know, right now. >> julie: elena petrov, reuters, thank you very much. if you have new information, please let us know. meantime we have chris swecker, former fbi director, who joins in on the phone. let's talk about the video we are about to show. finally we have video that has been circulating. several eyewitness taking video from their cell phone of the in. the aftermath, in fact. you see one man running around the bridge very dramatically, leanne i. that is a bystander. he grabbed the weapon after it was taken away. then you have the police officers that arrived.

this is the south side of the bridge. just listen for a second. [gunshots] >> julie: you heard two gunshots there. you watch a man running toward the camera, he is wielding a long knife. that was the actual attack weapon that was taken from the suspect who is now pinned down by several bystanders, then the police. then you hear a struggle. you hear the police officers, in fact, screaming. so it's obviously a very intense moment. then at one point even a woman was in there, and the man in blue jeans. these are just average everyday people, the day after thanksgiving here in the united states, walking across the bridge, trying to help and not become victims of this attack.

all of the sudden the police officers tell everybody, "back off, back off." they had to pull one of the bystanders off this man's body, and that's when you heard the gunshots. that's because, now we have later learned, he was wearing a hoax explosive device in the police officers were given no other choice but to take him down dead, not a life. what do you make of this scene as you watch it unfold? it's pretty dramatic. it's incredible. >> it is. i would say this was an extraordinarily effective reaction on the part of members of the public. as well as the police responding. they got their quick, obviously someone called from a cell phone, summoned the police. before they even got there, the bystanders were able to get the knife away from this person and basically wrap them up. the other extraordinary thing, of course, is that the police, even though he didn't have a firearm or other kind of weapon in his hand, they were forced to shoot him because he displayed what they thought was a body

body-borne explosive device. everyone was in jeopardy at that point. >> julie: when you have one of those explicit devices, how exactly are they designated? >> some are called a dead man's released it releases when you go limp. others are detonated by a switch of some kind. they can be remotely detonated by people nearby, but that's unlikely in this case. this of course was a hoax device. it is still a forensic windfall for the police. there are different types of evidence you can take off of an unexploded device or hoax device. the hairs and fibers, tool marks, the types of material used to put it together. fingerprints, et cetera, dna. so there's a lot of evidence there. >> julie: the one thing that struck me is that sometimes when they go limp these explosive devices could potentially go off. so what in the world do you do? if you're a police officer and you are apprehending a terrorist come you see this belt and think it's a real one, you shoot him

dead, she's going to go limp. you don't know if somebody's holding a remote control somewhere off-site or if, in fact, the second he goes limp that belt explodes. in that moment, where is the thought process? how do you make a decision at that point? or do you shoot to kill and take your chances? >> you shoot to kill and take your chances. you just don't have time to analyze. there's just not enough time. it's a split-second decision. you have to make it. they reacted, and i think appropriately in this case. the bystanders, they got the back as far as they could before they had to react. this was an extraordinary -- that these people would wrap them up before he could do any damage. the good news here is that he didn't have a real expose of desirous. >> julie: at 6 air. it shows that londoners are not to be messed with, and we appreciate you, have to talk about. chris swecker, former fbi assistant director. thank you. we will continue to watch this as the story is unfolding. the gunmen alone, the terrorist

apparently the police had seen some sort of hoax expose of device attached to this man's race. a belt. that's when they asked everyone to get off of him, shots were fired, he was killed there at the scene. so now the information is coming and whether he was part of some sort of caliphate, where isis is possibly recruiting others, or if he was a lone wolf or he in fact acted alone. i want to bring everybody back up on the couch. it was very quick that they deemed this a terrorist attack. within moments. terror can be deemed everything. you it don't have to have an islamic terrorist ambition. if you go out and your attempt is to come multiple people, that's an act of terror. this one is a little different. >> david: they didn't go to a mass attack, which is what we sometimes hear from the u.k. authorities. they went right to terror. i think that is the point. they had identified elements. i think dagen mentioned on one of the brakes, we've seen this before. very similar elements in the last attack. it was easy to draw that distinction. the guy running away from the

australian, recently in exchange for militants. this doesn't come as a surprise, although the visit to afghanistan certainly did. >> david: these visits, they are well-capped. they are well-planned. they don't just happen overnight. so that's part of it. part of trump's strategy all along has been leveraged. we talked about it, no matter what it is. i will pull out of the talks, i'll walk away from the table, i will go back. you have to remember a lot of the work is being done by national security team members or other members of the state department, even including our military officials that are involved in this. so this is an ongoing thing. it is not above the person walks away from the meeting. vice president went to iraq. i think they are sending a message basically that we will be engage where we need to be, but we need to reconsider why we are engaged in some of these areas. it's been our longest war. >> dagen: what about just the symbolism of the president being with our troops, when they can't be with their families on thanksgiving? >> julie: that was incredible.

i love to hear that the president is talking about these taliban being in talks. but they never agree to a cease-fire. they in fact had said, "we will start talking about a cease-fire as long as u.s. troops get out of afghanistan." they are not the ones running this show. apparently that seems to be a condition, which is not one that united states is ever going to play too. so are they in talks when that is what they want? >> david: first you have to recognize what's going on in afghanistan. it's very tribal, so when you say "taliban" it doesn't mean they represent all of the people afghanistan, the various tribes in the various factions. the administration can only deal with those who come to the table. that's the difficulty. the fighting season ends when winter comes in, the passes are closed. this is when it becomes more easy to deal with. >> the president doesn't want to meet his campaign promise to pull out troops of louis he can, maybe to 8,000. the problem for him is, given just the events today in london,
