12:04 pm
the phone. olivia, can you tell us what you saw and heard today. >> hello, i was going towards the bridge and suddenly i heard explosions. i wasn't sure what they were about. then all of a sudden police came in and blocked the roads. i don't think they really knew what was happening either to be honest. a few moments later, panicked people rushing, sprinting for their lives towards me. and they went along. didn't know what was happening. and then people spoke of gunshots which made even more people run even faster. that was very big turmoil of panic really. >> rick: a lot of people ran but we have seen video of some people who actually stepped in and helped toll -- appeared to subdue the attacker. did you see any of that? >> only afterwards on videos. i wasn't on the bridge when it happened.
12:05 pm
i just saw the people running away. >> did you fear for your safety? >> yes. i mean, also because i had no idea what was going on. once someone said gunshots and i saw everyone so ridiculously panicked running towards me. i don't know where the gunshots were coming from. i had absolutely no idea. if it was a bomb, an explosion. i had literally no idea. so, yes. there was a lot of fear. >> rick: did memories of the boston bombing come flooding back like here we go again? >> yeah. it was incredibly similar. also the sense of people being very confused. very panicked. not knowing what was happening and running and literally just printing away from what was going on. >> rick: olivia, are you wondered what would have happened if you were on the bridge a few minutes earlier. maybe if you had gotten
12:06 pm
there sooner and where this person was stabbing people. >> i really don't know. >> you can never really know predict how you would react to that situation so, i think obviously it's up credibly traumatic. i saw video saw the shootings happen. and even more traumatic thing unfold. i think it's incredible. >> rick: i'm sorry, what's the mood there now? >> i think there is a lot of fear. but i also think that this is a country, especially london itself has been having so general election going on. and in a way i feel like there is a sort of sense of solidarity among everyone. and just pride of the police force. so quickly and effectively or these people who went prevented the man for killing or attacking more people. i do think there is a feeling and sense of
12:07 pm
solidarity yes, fear but also solidarity. which is, you know, something that i think this country hasn't felt for a while. >> rick: yeah. for you, personally, where were you headed and what was happening just before all of this unfolded before you? >> heading towards the bridge. literally almost on the bridge. >> rick: nice day? just taking a walk? going to work? getting a coffee? what? >> yeah. well, it rains practically every single day. today was one peaceful day. everyone was out and about. everyone was happy because it was finally sunny. and, yeah. i was coming back from having a coffee. >> rick: all of that just unfolded right in front of you. >> yeah. it all just happened so fast, like literally it was all calm and all of a sudden, bam, explosion, bam, people running. and i will say it was a weird contrast between everyone running and then
12:08 pm
run to this other place on the other sort of -- on the waterfront and no one knew what was happening and couldn't hear anything. it was peaceful out. it was contrast, yeah. >> rick: what did you do when people were running and screaming towards you? what did you do next? >> i couldn't understand what was going on. i was trying to understand and asking people what was happening. what were they running from? what was happening? i just had no idea. >> but you stayed. you didn't run. oh, yes, and then i was running with them. they just came in such a massive force of people and obviously felt very afraid and i think it's one of those moments that your mind just goes completely blank and completely in the moment and you are afraid and don't know what's happening. don't know what's going to happen. yeah. lots of confusion, really. >> rick: ohio are you doing now? >> i think sort of very
12:09 pm
confused when it all happened. and then i got home and felt a little bit like oh my gosh quite afraid and when you are in an area where there is so much panic and so much fear not always nice feeling. i remembered the boston attacks just that fear and awful feeling in your gut of just like ug what is going on. don't know why he did it. what happened. >> rick: olivia, we appreciate you have sharing your stories and why wish you all the best. thank you. >> thank you, bye. >> rick: and knew to the other breaking news. word of another stabbing attack happening right now. this one in the netherlands. dutch police say multiple people have been injured in a stabbing incident in the hague's main shopping street. police just tweeting, quote:

just five minutes later. if you are concerned about anyone who was there today, please try to contact them. and if you cannot, then get in touch with us i want to thank all the service emergency personnel who are currently working tirelessly to deal with this incident. particularly the police officers from the met and the city who have worked so closely together to protect the public i want to thank the members of the public who have helped. either by showing extraordinary courage and stepping in to tackle this attacker or indeed by following the instructions they have subsequently been given by officers at the scene and in the area.
12:18 pm
this support from our public assists us much more than you could know in the coming days you will see more police, both armed and unarmed patrolling our streets to help reassure those who are understandably concerned. similarly, our counter-terrorism detectives will be working around the clock to identify those who have lost their lives. to support all the victims and their families. we are also working at if you feel tilt to understand exactly what has happened and whether anyone else was involved. for this reason, we expect cordons to remain in place around the london bridge area for some time.
12:19 pm
this afternoon, i met with the prime minister and the home secretary and also had a meeting with the mayor i'm very grateful for their support. indeed we have been working closely with the government at every level, and just as closely with our partners across london. this will obviously continue in the coming days. this joint effort mustn't stop with the authorities. as you know, we are treating this as a terrorist incident. fighting terrorism takes effort and determination from all of us. if you have any information, or indeed any concerns, please do contact us. the empty ideology of terror offers nothing but hatred and today i urge everyone to
12:20 pm
reject that. ours is a great city because we embrace each other's differences. we must emerge stronger still from this tragedy. in doing that, we will ensure that the very few who seek to divide us will never ever succeed. thank you very much. i'm happy to take a couple of questions. >> commissioner, do you think at this very early stage that the assailant was in any way known to police. this is a very fast-moving dynamic situation. we will keep you updated as we learn. i cannot comment on that at the moment. >> is the individual working alone lone wolf or part of a wider network. >> very fast moving inquiry. that's obviously a very important line of investigation for us.
12:21 pm
was this person involved with anybody else? if so, who and, of course, we will be working to minimize any threat that there may be out there. >> were you giving to anyplace indication about the level of injury those still in hospital? >> i'm afraid i can't. that would be a lead for the hospitals and indeed the las. >> [inaudible] >> i can't at the moment. i'm not prepared to do it. of course, it's an absolute priority for us to identify who they are and make sure that their families are informed. so i'm not going to say anything more, i'm afraid, about the two people who have sadly died. >> [inaudible] >> i absolutely cannot confirm anything until further at this stage. rest assured we will tell you as soon as we reasonably can what we know about the people. but, of course, you would understand our priority is first of all to make a cat categorical identification
12:22 pm
and secondly to ensure that their families are informed as swiftly and as properly as we can. loved ones. >> talked to anybody else particularly in situation. >> i'm sorry i couldn't hear the question. >> are you seeking to talk to any particular individuals outside of the attackers about the incident? >> i think we have already put out an appeal. i would repeat that appeal that anybody who is in the area, anybody who has, for example, any video which they think may be relevant. anybody who saw anything at that time we would want to hear from them. we will be working as fast as we can to understand who this man is, where he comes from. and whether there is anybody else that we need to find quickly, who might be in touch with him. thank you very much indeed. niewnk. thank you. >> rick: london police revealing that two people
12:23 pm
have died from injuries sustained in that attack by an aoun known or unidentified suspect at this point in london. the police saying that, in fact, it is being treated as a terrorist incident. that police were on seen and able to confront suspect. credited the public's support in helping with this incident. you will see more police armed and unarmed on the streets of london as they work to determine what happened here and to try to prevent it from happening again. i do have some information from law enforcement sources on the attack itself. the subject, i'm told, is described as middle eastern. stabbed at least four victims with a knife in london's burrow market and made his way to london bridge where he stabbed a female victim before being tackled by a number of by
12:24 pm
standers. we have seen the video where that suspect was taken down shortly after that by police. let's bring back gillian turner. of course, gillian, in these situations, the first concern is that this may not be the only incident and, in fact, we now have a second incident in the hague which is not determined to be a terrorist attack. i'm curious whether have you any sources who are now linking these two incidents? >> well, rick, the million-dollar question right now, one that was pose to the the police commissioner there in london was this attack in london and isolated incident? was it carried out by a lone wolf, or is it connected to any other incident? right now, the official line from intelligence from law enforcement is that they don't have any reason to believe. it isn't yet known to them whether or not these two attacks are connected in any way. but, rick, speaking to intelligence sources, they points out that we have seen over the past few years
12:25 pm
multiple coordinated attacks like this carry out in western europe at this precise time of year. between thanksgiving and the new year. so, there's a lot of suspicious, a lot of hackels up about this attack in the intelligence community right now. i have been in contact with the cia since the news of ththe london attack. they have been staunching refusing to comment all day. they have been deferring everything over to u.k. law enforcement, u.k., intelligence officials, they say they are not going to wade into the waters publicly right now about what has transpired there today. we do know rick though that when previous attacks have happened in london, eight in just the last two years, eventually it became known to the public that american officials worked hand in glove with the brits every step of the way, at the local and the national level to help bring the perpetrators to justice and
12:26 pm
then help them with the follow-on investigation. so my sources here say they have every reason to believe that the u.s. is probably already involved behind the scenes in close contact, close coordination with their british counterparts. >> rick: sure. u.s. has intelligence officials and agents on the ground in london and other major cities across europe. and in situations like this, gillian, of course they will know more than they are telling the public. they may already have an identity on this individual. one of the first things they do is go to that person's home and go to the home of everyone that person has been in contact with if they can determine from cell phone or other information in the last 24 to 48 hours. and trying to determine if there are links to other people. other people who may be involved or other people seeking to deer out other attacks. >> gillian: one thing i want to mention to viewers this sun related as we know right now to either of these attacks there sorry

developing news regarding isis today. according to intelligence sources, isis as the london terror attack was unfolding this morning, pledged brand new recruits in the country of assure. we know this because isis media arm new members pledging loyalty to the group. after 9:00 a.m. eastern time. isis is claiming these photos are evidence of their new so-called caliphate in hiding. since the death of isis's leader a few weeks agricultural baghdadi. the group has mostly gone underground in iraq and syria and turkey, you will remember, rick, it was just last week the head of iraq's intelligence services told the united states that nine isis chiefs are currently hiding out in turkey trying to regenerated leadership. isis has not claimed responsibility for the attack in london or the hague. we do know these separate events were transpiring
12:28 pm
today. >> rick: i want to follow up on that with you in a moment. first we have new video from ther in the lands we want to share with the viewers and listen to this. [screaming] >> rick: scenes of panic there in the hague in a crowded shopping district. i have law enforcement source who is telling me that there are several victims who were stabbed but it's not clear yet whether or not this, in fact, was a terror attack or some other sort of criminal act. gillian, more on the isis situation. they haven't taken credit for this yet as far as we know. but is that typical?
12:29 pm
do they often take credit or avoid taking credit after incidents like this whether they are involved or not? >> we usually see in the immediate aftermath of attacks like this that isis has carried out, we usually see chatter on their online social media hanel handles, on their web sites, their chat rooms. where they gather together. most of that correspondence is done in arabic. we rely on translators to get us the meaning of their conversations. usually we see heightened chatter. it takes the leadership a while to usually take responsibility at least officially outside the group for attacks like this. i wouldn't expect to claim in the next couple of hours but we could see if isis is going to claim responsibility we could see something as early as this evening overnight. we will keep you posted on that, rick, if anything, you know, position up. one intelligence source i just want to flag for you said on the issue of these
12:30 pm
new pledges said the group coordinate today's attack whether they knew about it in advance or not in order to demonstrate relevance and capability in baghdadi's death. isis feels they have a lot to prove right now. >> rick: just remind our viewers, gillian, we do have two separate attacks involving multiple victims. the first happening earlier today in london. ending on the london bridge there where the suspect was taken down by police and shot and killed after stabbing, i'm told, five people and two of those according to the london police have now died from their wounds. and then we have a second incident in the netherlands that involved multiple victims, we're told, and police say they're looking for a suspect in that multiple stabbing. but why don' we don't have a loe information on that. i would imagine that people across that region are now
12:31 pm
on edge and bracing themselves because you now have two attacks involving multiple victims in each case. and one attacker still on the loose, apparently, gillian. >> that's right. they will be working tirelessly over the next 12, 24, 48 hours. we heard the police commissioner say in london a few moments ago to expect increased police presence on the ground, on the streets over the coming days. i bet you, rick, the police commissioner in the hague is going to be saying something very similar, very soon. looks like active ongoing situation there going to take time for these developments to play out. >> rick: absolutely. gillian turner we appreciate your insight on this. going to get back to you in a couple of minutes after the break that's coming up. again, police in london confirming that there are two dead as a result of this terror attack that happened earlier today on the streets of london and ended on the london bridge, authorities say that police officers were on the scene and were able to take down that

other attack that happened earlier today in london where authorities confirm two people have died from injuries sustained after a suspect went on a stabbing spree there which ended on the london bridge when authorities were able to take that man down and eventually shoot and kill him. let's bring in former state department official david tafuri who is all too familiar with instance like this. dave, thank you for being with us. , what if anything, can you draw from these two incidents happening in one day? >> well, we don't know yet if they are linked. but there is enough reason to think that they might be. there is similarity in the way they everywhere carried out. they used the same weapons. nistles, they both carried out in areas that were crowded in the holiday period. so i think all of europe and all the big cities in europe are now on high alert until we know if they were connected to each other. we do know that the london attack is terrorist-related. that's what the london authorities are saying. we know that the culprit, according to your contacts it has a middle eastern dissent and perhaps the
12:38 pm
london authorities got something from off of his body or they were able to identify him and they know that he is somehow connected to terrorist groups. we don't know yet if the hague attack is connected to terrorism. but it certainly could be. london is interesting because just a couple weeks ago it reduced its terrorist alert. and now we have this new attack. this attacked caused two deaths, not as significant as the attack in 2017, which was also at the london bridge where 8 people were killed. but, again, europe should be on high alert right now. >> rick: my next question, dave, was about the threat level and whether or not they might have seen this coming and it sounds like they didn't. >> i think that's right. they certainly didn't. that tells you that the u.k. authorities did not see this coming. you put this in the back drop of what is happening to isis. isis is struggling for attention now. they have lost their leader. they have lost their

territory in iraq and syria. so they don't have their caliphate anymore. they want to make a showing of strength. this could be an attempt to make that showing of strength. of course, it's not the type of attack that is spectacular. they didn't use substantial weapons. so it may also show that even when they want to try to get attention, they can only do small attacks like this. but, let's see. >> rick: yeah. because we don't know. and they have not taken credit for it. this could be a lone actor. a lone wolf, something with a completely different set of grudges. we haven't heard much about who this person is or what his motivation might have been. >> right. we are going to find out over the next few days. and, of course, with the hague, we may not know until and unless and until the catch the culprit. hopefully they will catch him. it sounds luke they do have a description of him. he ran away. i'm sure there is substantial effort in the hague now to catch him. unless and until they do. we may not know if that is terrorist related.

kevin, is the buttigieg surge a surprise and can he hold his lead? >> i would say it a surprise. i don't think people saw this coming several months ago. a lot of voters particularly in iowa with electorate overwhelmingly white, a little older. they love the idea of a pete buttigieg presidency. a lot of people think he reminds them of their son or grandson. big problem is he is not resonating at all with african-american voters in south carolina. his polling numbers are as low as 0 percent african-american contingent there basically impossible to win the nomination nowadays as a democrat without black support. it's my view that he really has probably peaked in his support because of that biden has a lot of support in the african-american community. and i don't think so that's changed in the last -- well, couple of weeks. >> rick: i know shan del, you say buttigieg has another problem that's with millennials. >> he has another problem

with millennials because of his moderate ideological stance. millennials tend to go for far left like sanders and warren. i think buttigieg will probably be out of any race for the nomination after south carolina. he has nevada where he has problems with latino voters just like he has problems with african-american voters. so, when you have nevada before south carolina, that's going to start to see his numbers tumble. i think he will all be finished after south carolina. >> rick: you said you like kamala but she is not polling well. >> she isn't. she did have a little bump and she has fallen offer since then. i think she is really has suffered from her inexperience and a lack of clarity around who is running things on her team. i do think she has made a smart choice in the last month or so by embracing her role as a prosecutor, embracing her skill as the one who can best prosecute the case against donald trump. i think that's something she should have embraced earlier
12:51 pm
because that is where she is at her best. she became a star with the way she performed on the senate judiciary committee hearings. the way she put a lot of the trump administration officials sort of in a box with her questioning. and we are starting to see her embrace that more. it may be too little, too late. but i really think that's where she shines and hopefully she continues to attack. >> rick: she certainly had some early momentum. chandelle, do you think she can get it back. >> no i think she is all but finished. major distortion with her campaign. one of her operation managers just shifted over to the bloomberg campaign. she has been a good attack dog on a couple of debates. she took on joe biden and then most recently tulsi gabbard. so i think she has a place, but i don't think that she is going to be rising in the polls. >> rick: kevin and chandelle, we will have to leave it there because of the breaking news. thank you for being with us. we will have the latest on

>> this is video from the the suspy shopping area on what is the busiest shopping day of the year in many parts of the world, not just the u.s. but worldwide. one of the people that was out shopping when this all happened is that sebastian pryce lives just around the corner and was very close by apparently to the attack and the hag. sebastian what did you see and what did you hear? >> good evening. i was around the corner and then i come up and they heard
12:57 pm
emergency services and i was just going immediately outside and i saw the place closing the main shopping street and people were panicking. of course we saw what happened earlier today. there are high tensions. >> people were out shopping? >> yes people were just having fun doing their christmas shopping and then this happened. >> have a law enforcement source that told me early indications were the stepping happened inside one of the stores. have you been able to confirm that? >> that is what happened. it's a big shopping center in the main shopping street and that's the place where it happened. >> this is highly unusual for that neighborhood i am guessing. >> we are not used to it. there are high tensions.
12:58 pm
every time it happens people are freaking out. >> so in the moments after the stabbing viewer there, you are seeing people run, screen and headwear? >> i was just around the corner so i saw people calling their friends and families that they were okay. i was not in the street when the stabbing happened, i was like maybe 2 minutes away. when i got there they were already closing the streets because there were emergency services already are around. they were doing a great job. >> is that area basically shut down now? there are people on the streets now but obviously a lot of police as well. >> there are people on the street. the close area is closed at the moment. they are just sealing up the street. >> if you been given any directives? have the police been telling the people in the hag what to do or
12:59 pm
how to handle this? >> the police, are giving out information via twitter and they are telling everybody to stay calm. if you have video of the event please send them to the police. >> sebastian, this has to be unsettling for you. >> it's shocking. it was a good shopping night and everybody was having fun now it's over. all of the shops are closing in the neighborhood. it's a sad event. >> sebastian kruis we appreciate your input on this. our witness who saw the aftermath of the attack in this beat had come in the netherlands where the authorities are saying three people were stabbed and the suspect is on the run of course this happened after an attack in london that ended on the london bridge where several people were stabbed and to have died from their injuries. bullies taking down the suspect on the bridge and killing him
1:00 pm
and they saw wires that they thought might've been some sort of explosive device on his body. of course we will continue to follow all of the breaking developments on both of these stories and anything else that happens around the world and we will bring it to you. i'm rick leventhal, have a fantastic weekend. charles payne in for neil. >> charles: twin attacks in europe. one in london and one in the netherlands. this as americans hitting stores up here for black friday. welcome everyone i'm charles payne in for neil cavuto and this is "your world." at least two people are dead in london after a man attacked seven people near london bridge. we are also learning about another stabbing incident, this will not shopping strip hague. jim is in london with the very latest. >> jute good evening charles. this is back in london and comes after a period of relative calm in the u.k. just two weeks after security services decided to reduce the threat level from severe to
