investigation. >> and that is the problem. >> i'm done with you for now. i'm done. >> laura: goldman turned a whiter shade of white. he looked like a ghost. that was as exciting as it gets but otherwise the judiciary committee run by the politically and ethically impaired. if the ratings for fiona hill and sundland no-name attorneys that actually worked for the committee. now, another issue, it is time to separate fact from fiction on the inspector general report. as predicted democrats hailing the release as a big release and vindication but don't believe that for a nanosecond. in fact, the report as i mentioned on "hannity" devastating indictment of the fbi and intel gathering apparatus. it exposes the use and abuse of confidential human sources and excruciating detail. i'm not kidding about footnote

473. in footnote after footnote the surveillance was being used to control a political presidential campaign, and the campaign, of course, scared every member of the d.c. establishment for what it stood for. now the report paints such a picture of the fbi's conduct in an opening to the trump campaign that even mbc chief legal reporter could not spin it otherwise. >> the fbi repeatedly screwed up at every level, failing to pay enough attention to potential problems with steele, feeling with the justice department and it says one point the fbi decided to sneak this fisa warrant even out being criticized later, the inspector general report said the fisa application was inaccurate, incomplete, or unsupported. >> laura: other than that, it is perfect to destroy people's lives and trigger and direct his country through nonsense for two

years. although horowitz inexplicably found no evidence of bias. the trump campaign -- i will get to that later. he laid out at least, at least 17 major problems with the fbi's use of fisa warrant, fisa intelligence surveillance act warrants. now remember, the reason many of us said the entire mueller investigation itself was tantamount to be the fruit of the poisonous tree was because horowitz is now concluding that first warrant filed with the secret fisa court was almost entirely reliant on the discredited steele dossier. now although that's not what the anti-trump coalition has been saying, of course, for the last two years. >> the steele dossier only made a very small part of what the fbi used to get permission to survey carter page. >> the fbi only used a small part of the steele dossier.

>> absolutely, mr. steele. an additional amount and the dossier was part of that, but was not all of it were a critical part of it. >> laura: complete lies. horowitz knows the receipt of steele election reporting on september 19, 2016, played a central and essential role. read it again, central and essential role for james comey and the fbi and department's decision to seek the fisa order, despite the fact that the fbi obtained information with significant questions about the reliability of the reporting. do you see what i'm saying? they knew that it was bogus or at least very weak yet they still went for it. the ig also found that the fbi failed to disclose that information, that quote was inconsistent with her under a

undercut the assertion contained in the fisa application and resulted in inaccurate information being included in the application. okay. fisa what is he thinking tonight? and information that carter page had been working with the u.s. intel agency, likely the cia for years. that is what he gets rewarded with, an investigation after helping the cia for years. so what happened? instead, that exonerating fact was edited out of an email by fbi lawyer kevin kleinsmith who also with peter strzok and lisa page, you know, taken off the russian pro once anti-trump biases were made public. now, i know you are probably asking what i've been asking myself all day. how could an impartial investigator, you are the

inspector general and lifetime goal to be an inspector general looking at all of the facts, all the text messages, the exculpatory and the damning information with informant agents involved with "crossfire hurricane," how can you determine there was no political bias in the handling of the russian probe? it defies not just common sense but the evidence as horowitz himself developed. nevertheless, horowitz gave democrats the talking point they craved. >> there was no treason, there was no conspiracy, no tapping of trump's wires. the investigation was not a coup or a coup attempt. this confirms the predicate for the fbi's investigation was valid. >> there was no political bias no political motive. it does not surprise me at all. that is the fbi i know and love. >> laura: the fbi you love? was trolling for damaging information, trolling for

sources, trolling for anything to fuel the phony russian theory that were cooked up long before the summer of 2016. democrats should not breathed a sigh of relief. u.s. attorney john durham publicly came out to contest his findings saying, based on the evidence collected to date, last month we advised the inspector general that we do not agree with the other reports conclusions as to the predication and how the fbi case was opened. attorney general bill barr disagreed with the conclusions and the inspector general report makes clear the fbi launched an intrusive investigation of u.s. presidential campaign based on the suspicion. that, in my view and suppression with the steps taken. fbi misled the court and

exculpatory facts from their findings and suppressed or ignored information negating the reliability of their principal source. the bottom line. the forthcoming durham report which the attorney general has been assisting him on is far more comprehensive in scope. we are going to learn, i think in the coming months. and despite the democratic talking points and the factual coverage today, this ig report has provided us with a partial view of the corruption at the fbi and the politicization of the deep state. what do we need to do now? we need to know the rest of the story sooner rather than later. so we can protect the elections and the candidates of 2020. and that is the "angle." joining me now john eastman senior fellow at the claremont institute with bob barr, former house impeachment manager during the clinton era and byron york chief political respondent and fox news contributor with written credible reporting the last three years on all of these topics.

john, let's start with you. i find it remarkable that other networks are trying to spend this gnomic spin this as vindication for the deep state. what are the key takeaways for you? >> i love the opening monologue but the one thing i would add to it inspector general horowitz did find political bias, and we knew that already, peter strzok and lisa page. we already covered that. i don't find anything here to prove that there is rampant political bias to spy on the political campaign. that is nonsensical, but there was full of political bias in this report and in the prior one. and he just shuffled it under the rug. >> laura: well, and mr. barr on this issue, we have people across the country listening to the lethal comments of democrats tonight. but when you in totality, look at the way that carter page and

papadopoulos and confidential human sources were used to attend meetings, to set up meetings with trump campaign officials, trolling, trolling all night long. that is what they were doing. when you finish and put the bay behind the boat can you hope you get something. and yet, the fbi throughout this report, we didn't ask him to gather that information. we weren't looking for them at one point, any position, for instance, on their future immigration plan. it is bizarre. comments? >> it is bizarre and really truly frightening. what we have here, laura, is not a rogue special agent out there investigating something that he or she is not supposed to. what we have here are a very senior officials, not just senior officials, but they include senior lawyers with the fbi who are conducting a secret

investigation of a presidential candidate, a president-elect. so this is something that is in at the grassroots level. this is at the top of the fbi. and if anybody comes away with this, well, it is just a few rogue people there, then they are missing a very frightening picture. there needs to be some very serious reforms, not just at the fbi, but congress needs to take a very serious comprehensive look at changing the fisa system. >> laura: byron, this is what former cia director john durham said to congress about the steele dossier in 2017. watch. >> do you know if the bureau relied on the steele dossier as part of any court filings applications, petitions pleadings? i have no awareness. >> did the cia rely on it? it was not the basis for the intelligence assessment that was done. >> laura: byron, lying to

congress. >> this report is absolutely devastating for the dossier. look at the actual details. the dossier say there was a well developed conspiracy between the trump campaign and russia that had been going on for years. this report looks into the original source with two or three pieces removed, gave it to christopher steele. and there is absolutely nothing to it. it said, i remember that the allocation carter page had met with a big oil baron and offered a bribe to get trump to drop the sanctions against russia, nothing there. and it did say, as you quoted earlier, that the dossier played a central role. >> laura: but go back to brennan, who is a paid contributor to another network. he knew that. >> he did and there was something more complicated here. remember the intelligence

community assessment, the thing that looked into that although russia played or tried to play in the 2016 campaign. it was given to president obama and president-elect trump. there was a big debate according to this report between the fbi and the cia whether to include dossier information in fact, the cia didn't want to put in there so give brennan credit for that. james comey and andrew mccabe wanted to put the dossier information in the intelligence community assessment. it is an astonishing from astonishing indictment. >> laura: mccabe spoke out tonight, speaking of that byron, listen to this, watch. >> it has been disgusting to watch how the president talks about all of us, how he basically degrades our organization, how he and the attorney general, to some extent, have leveled all kinds of false, baseless accusations about the work we did. >> laura: what is disgusting how he led that agency along with comey. johnny's man, four people were

surveyed come we thought it was one or two at one point but four people were surveilled. >> george papadopoulos, michael flynn. >> laura: manafort paul manafort. >> paul manafort. and the allegations, the russians trying to make and roads into the presidential campaign and normally would have led to a defense briefing of the higher officials in the trump campaign so they could be on their guard. they deliberately chose not to do that because they were trying to entrap the campaign. and the notion that this ig report exonerates -- well we were a little afraid someone might release information. yeah, that is utter nonsense. this is spying on the opposition political campaign. and mccabe, i'm sorry if you think that is calling it as it is, but it is calling it as it is. you spied on the political

campaign and you ought to be in jail for it. this is a travesty. the worst scandal in american history. and this report here is a white wash of it but full of detail that a real prosecutor up in connecticut is going to be able to have a heyday with. >> laura: you know, this is something i didn't hear anybody discussed today. byron, i didn't realize this before, that peter strzok actually was the one to prepare the fbi aspect of the first offensive briefing, not offensive briefing, but security briefing on august 17, 2017. so there's a fbi aspect of that which michael flynn trump and another campaign got but he does every investigation of the fbi. he actually did that, but in the report, bob, oh, it was just like the hillary briefing. nothing special, but we can note this one, but we didn't keep notes of the hillary briefing. so strzok he did not actually do it but prepare the outline how

to approach, flynn, trump, and the unnamed official. did anybody find that odd peter strzok was responsible for that as well? >> clearly something is deeply amiss or was deeply amiss with the fbi during this entire period. and a very good question proposed to christopher wray as the current director of the fbi rather than simply have him go on the tv show and say "well things need to be done" this and in particular because the house won't do anything under the current leadership, but the senate really needs to bring him before the senate and probe very deeply into exactly what steps have been taken at the fbi to prevent this from happening. who has been prosecuted? who has been disciplined? and what mechanisms have you christopher wray, already put in place to make sure this doesn't happen again? >> laura: i don't think he's done anything. i mean, he had gone on tv saying, what has been said about

the fbi. with all of these pages of damning information about what was done. i don't care what he said about political bias. this is disturbing what was done to a political campaign should never happen again. i know, byron, you are chomping at the bit and you want to get in on that, but i have another question for you but go ahead. >> they use the briefing as an interrogation. >> laura: thank you, trolling. >> in january, trump tower briefed him about some of the president-elect about the dossier. now, on these informants, we did learn remember when trey gowdy was saying there were transcripts of these informants and george papadopoulos or carter page? there were. they are quoted in here and it appears every time papadopoulos or page said something exculpatory, which was a lot. they were not involved in a conspiracy of russians. this information seems to get lost in the fbi bureau. >> laura: did you see papadopoulos said at one point

343, i think, he said something like, when he was asked by one of the confidential human sources about russia, he said, i think we should be wary of russia. i mean, every time they tried to track him, he basically said well, we are worried about everybody interfering in the election, the chinese, the iranians, everyone. >> the information did not make it to the fbi. >> laura: johnny, final thought. comey is blasting bill barr tonight. we haven't got into what bill barr said but real quick. >> final thought. let's look at this 30,000-foot level. what's likely what is to end up here, completely reject the fisa warrant surveillance tagged it as intelligence gathering tool. that will work to the detriment of national security for decades to come. it is because they played politics with it in an overt way that we will use an essential tool in national security. >> laura: it is disgusting but this was illuminating.

director and lieutenant colonel oliver north, former nse director and author of the new book "the rifle man" it is fantastic. and the author of the book "the plot against the president," chris, as we noted. this report is just remarkable. the word devastating, i don't think captures it. i'm not spinning, but i actually read the whole thing. but did the horowitz go far enough? we know from the clinton email investigation and ig report, he does a thorough investigation but turns to jelly when making the hard call. in this case, what he tries to do is dump on the workers of the fbi, which ig often do and let the executive level people scathe. but the content of the report is terrifying. the abusive fisa i've ever seen and frankly the most serious abuse of the confidential human

source program, that been christopher steele, since "whitey" bulger. john durham knows a lot about that. and he's come into this with a lot of experience with that. i think we are going to see some very, very impactful action and i underscore the word action from durham and barr on this. >> laura: i want to go to you. this is part of the ig report. the information known to the managers, supervisors, and senior officials should have resulted in questions being raised regarding the reliability and this steele reporting and the fisa applications but did not. >> look, i know a little bit about fisa. when i was at the white house, i asked to be monitored, every telephone i had, every email the beginning of all of that. and i had to get permission all the way to the top to make sure that could happen. it saved me. at one point -- >> laura: consensual monitoring. >> yes, indeed because i wanted to know i was not talking to this bad guys on my own hook.

this is governed not just by legislation, not just by the rules of what happens behind you, but it's also covered by a treaty. at one point, john pointed out the extra counterpart came to him secretly and said, you have a guy on your staff, william good, talking to the bad guys all over the place. and he said, would you like to meet him? of course, william good but the name of my passport and our adversaries. that treatment of a british ally coming because gchq with a counterpart for nsa relies on the goodwill and the good intentions of the people at fort meade. what you've got today is a treaty, every one of those nations wondering what the heck. >> laura: what does that do? i think that is a good point. >> it is terribly disheartening to the american people and it should be.

it is also frightening but we rely on. we don't have enough antennas in the air to pick up everything. and what these guys did. i'm talking specifically about comey and brennan, i wouldn't trust those guys if they told me the sun was going to rise in the east in the morning. chris is absolutely right. this will not stop at some lower-level person. this has to be taking these guys. >> laura: oliver is right there has to be consequences later. the leaking of brett kavanaugh nothing happened. every time there is abuse of power, there has to be repercussions, but you don't see it. >> i believe that mr. durham and mr. barr's statement gives a forte that we hope the beginning of accountability. i will say one thing. people who are going to pay for this are going to be americans. remember, the fisa program is designed to keep americans safe from terrorism. of course, we are still vulnerable to terrorist activity as we have seen most recently in the united states.

the fact is by abusing these programs to spy on political opponents, to spy on the trump campaign to benefit the clinton campaign, this will make all americans less safe. that is the catastrophic story behind this very devastating report today. >> laura: we were focused on domestic politics, but chris, we have an fbi director right now mr. wray who is still depending what happened. and just watch what he says. >> the inspector general did not find political bias or improper motivation impacting the opening of the investigation or the decision to use certain investigative rules during the investigations. >> including fisa. >> laura: does that disturb you that's his take away? >> i didn't see that press conference, but i did see a letter he wrote to the inspector general laying out

about eight things the fbi was going to do, including revamping fisa, including setting out protocols for defensive briefings, which i think is a huge misconduct issue on the part of the fbi executives and not doing defensive leaking. so we did lay things out for the ig. but he tried, i think, the ig going back to the ig report, i think he tried to exonerate the executives, but at the same time, he points out that peter strzok and lisa page were going around the chain of command and reporting directly to mccabe everything that was going on. and the ig said that was a situation where they were basically spies for mccabe in the investigation. what christopher wray is trying to do is take the investigation dynamic, that is, headquarters actually investigating cases not field offices out of the fbi's repertoire. in other words, investigations will be conducted in the field not by headquarters. >> laura: ollie, at one point the text message we were

laughing about it is funny. obama wanted to be kept up-to-date on on what is happening. and everybody is forgetting that. >> it goes all the way to the top. look, the attitude was pervasive in that there is nothing wrong with this. there is nothing wrong with this, probing into an opposition, political campaign for president of the united states. the very thought of that has got to be disheartening to every american voter. i would suggest that it's got to come out of and durham will undertake and as long as he thinks he can pursue it, holding accountable the people who have authorized this. they did it in a memo or email or just one-on-one conversation the leaders of the organizations, the cia, the fbi sadly tarnished by all that went on in this entire thing. that is the bigger point of this report from horowitz. >> laura: lee, we had comey on

cnn tonight, and his big take away is about the reputation of the fbi. none of the things that happened. watch. >> a word that two years of lies will work. that we won't be able to get the fbi's reputation back where this country needs to know the truth about it. that people will have internalized blatant lies. how did the fbi get that back? >> laura: how do they get it back, lee? close it out for us. >> he asked one good question how did the fbi get it back? part of this will be mr. durham and mr. barr holding them accountable. because it's not for the fbi. americans are not worried about implications, but americans are worried about whether they will have their rights respected. that is the issue. >> laura: i think americans are worried whether they will vote for someone or some operation inside the current administration that is trying to disenfranchise them and nullify their vote. that is what people are worried about. it will happen again.
