proving that partial trade deals between washington and beijing. they stopped short of billions of dollars of tariffs. they would have gone into effect today. and good news it also helps out our farmers. we are joined live with what we can expect. friday brought a major de-escalation in the trade war. the two sides are hoping to sign in january. they called off additional tariffs that were set to kick in today. as well as corn. tariffs are already in place in u.s. goods will remain. both sides agreed to hold additional tariffs by nearly a hundred $50 billion.

in return china agreed to import at least $200 billion in additional u.s. goods and services. on top of the amount it pushed purchased in 2017. they promised increased access to chinese markets. larry kudlow spoke with maria bartiromo this morning about the impact all of this is can have on americans. we are going to be doubling american exports whether it's farming and agriculture in machinery. the consequences are going to be so positive from virtually the entire american economy. but critics are saying the details of that agreement are

i had been negative on the deal for 18 months. china needs our agriculture products. they're in a situation where food products had gone up in excess of 100 percent. they need our energy. and most important they need to stop the bleeding. trump needs a win for the election he also needs to make sure that the world economy does not get pushed into a recession i think in the end they will come to some kind of compromise here. and then the negotiators will discontinue passing the election. yet something that won't be if you think of a full trade deal. it might be a decade down. china takes his time.

it is a very long deep process. i've hinted that them getting past the election possibly not having trump to deal with it might be might be a positive from their perspective they are dragging things out. the devil is in the details. when you hear a talk of another recession in the next six to eight months what do you think about that? >> everything we've seen the leading economic indicators over the next six to nine months is remotely impossible but really low. something we don't know about what had to would have to come in shock the economy in the consumer which has been very strong in spending very aggressively. we do not see that in the cards. in the consumer which has been very strong in spending very aggressively. we do not see that in the cards. it gets harder to see beyond nine months we look at this picture and think there is a stronger possibility because we have more unknowns. especially with the trade

leader mentioned about ten times so the republicans want the focus on impeachment the president himself has tweeted about it over a hundred of times over the weekend. they want to emphasize that they are capable of walking and chewing gum of doing the nation's business while they do their constitutional duties as they see it. why do you think they're focusing on that. there is tremendous concern about that within the party which is why a group of younger democrats are pushing to have a conservative really lead the party and be the party manager of this during this impeachment process. i think ultimately what the democrats understand they need to do is to rally their base in the same way that trump is using impeachment to rally his. democrats feel very strongly that this president has abused

the power of his office and the more the leadership brings that home impeaches him for ever having an asterisk after his name the more they think that their base will be motivated to turn out in november. it is a scam. it is totally unfair. that's what you might see as strategy where they are trying to drag this process out. impeachment is pretty much a foregone conclusion. they head at least three senators that well had to be in washington they have semi- democratic candidates.

the awareness across the organization. it can't be an it department issue. has to be a whole of government issue. in some respects by all accounts new orleans is kind of handling this by the book. they have proven to be pretty resilient with respect to responding to national disasters in the physical realm. it is to say that during the early stages of this attack. the earliest indications at 5:00 a.m. on friday local time they took action to disconnect all of their computers from the network. bring down their service. of course that has ramifications for city services but it is critical because what it does is it stops the propagation of the malware. if it reaches those servers and those backup servers it

can have consequences for weeks if not months. >> if you're an employee what can you look for. oftentimes the vector for these type of attacks and it looks like this is the case in new orleans is a phishing e-mail. an e-mail that seems like it's coming from a source. employees really need to understand what good looks like and what bad looks like. it means you have to scroll over the link to determine if there is something suspicious. but if they could reduce the amount of infections that incurring then we could achieve a lot of success compared to the past. you heard they have not found to do this yet.

>> we know the fbi is on the case. they declared a state of emergency. they've activated the national guard as well. there will be some forensic activity to try to attribute this. obviously the city is focused on recovery at this point but you can ultimately trace it back to another source. most of these organizations are operating overseas it is a profitable business model for them they are doing this strictly for financial requests. it's easy to say they shouldn't pay the ransom because that will incentivize them to execute upcoming attacks but ultimately we want them not to pay the ransom and if their subsystems our backup they can recover their data and not had to pay the ransom. david weinstein thank you very much for your expertise.
