are reporting begins with breaking developments in the impeachment inquiry and president trump, the house prepares to vote this week just moments ago, the top democrat in the senate chuck schumer talking about what he hopes to see in the senate trial including subpoenas for witnesses as well as documents. >> i have not seen a single good argument about why these witnesses should not testify, or these documents be produced, unless the president has something to hide and his supporters want that information hidden. >> ed: we are waiting to hear a possible live response from mitch mcconnell, spokesman for mcconnell says he and schumer are set to meet about a likely senate trial soon. president trump says it is not fair to impeach him, because he has done absolutely nothing wrong. cheap consecutive respondent mike emanuel from capitol hill. >> chuck schumer is pushing for live testimony in an upcoming

judiciary committee is to use the situation differently, insisting that the president's dealings with ukraine warrant his removal from office, reading partly from the report, president trump by such conduct has demonstrated that he will remain a threat to national security and the constitution if allowed to remain in office and has acted in a matter grossly incompatible with south governess and the rule of law. to the president also taking aim at senator schumer's statement about wanting the president to get a fair trial in the senate, which is why the judiciary committee put out the report. the press secretary tweeting today "let us hope that fairness will prevail, a laughable quote from senate schumer after the dems released and impeachment report in the middle of the night. i think older people of this country continue to see the partisan champ that this is." we should be hearing from the president momentarily. he is going around the wheel with the seven governors and some other state officials who were there. so it will likely be a while.

before he takes a question about impeachment, but i'm sure that we will ask him about it. >> ed: no doubt about it, the brand-new fox poll finding half the country once the president impeach and remove from office. obviously that means the other half does not want that to happen. and has not really move much. >> i think that is the remarkable part of all of this. we have gone through all of these impeachment hearings in the behind the closed doors depositions, and still, look at the numbers barely moved from late october to now. 50% of the country once the president to be impeached and removed from office, 49% says no, 41%, 49% said in october. 41% say no, and that number has not changed between late october and now. at the same time, the president's job approval numbers have ticked up in late october they were 42%, now 45% the number of people who disapprove has gone down four points from 57 percent in late october, now to just 53%, so this does not appear to have had much impact

waiting for lawmakers to choose the impeachment managers to present their cases during a senate trial. the full house set to vote on articles of impeachment. two against president trump later this week. for cha -- chad pergram reportig live. who will the prosecutors be in this case? >> that is the thing that we have to find out first. and what they have to do is figure out what a senate trial would look like. now the senate majority leader, minority leader chuck schumer indicated he would like the child to start with bookkeeping and housekeeping on the 6th of january, and swear in the chief of justice on the 7th of january, and bring over the prosecutors as you say on the 9th of january to present to their case. that is very similar to the timetable of president clinton in 1999. now, there are risks to having live witnesses on the senate floor if there are in fact like a courtroom trial, and not a

courtroom trial, the key in 1999, tom daschle, and trent lot, the majority leader from mississippi, they cut a deal that all 100 senators agreed to. and this is where trent lot thinks that there might be risks if they have live witnesses on the floor. here is trent lot. >> if they don't do this in the right way, if they have witnesses on the floor, i think that it takes on a context that could be harmful. it is bad enough, and if this turns into an absolute mudslinging process, it will make things even worse. >> hear something that chuck schumer said just a couple of minutes ago about having live witnesses, he wants four in particular, among them john bolton and also mick mulvaney, the acting white house chief of staff, he said "we don't know what evidence they would present, it may be exculpatory, it may be incriminating, and he said 1999 was a different case. there were reasons they did not want monica lewinsky to testify

and the senate trial in 1999. >> ed: no doubt about it. you will remember as will trent lott who some of the managers were in the clinton days. lindsey graham, one of the moments to propel his political career, who will be the impeachment leaders this time around? >> i would keep an idea -- an idea on adam schiff, jerry nadler, the judiciary committee, and the chair in 1999 was henry hyde, the main impeachment manager, somebody else who still serves in the house is jim simpson burger, they were impeachment managers, and you could look at jamie raskin, or a democrat from washington state. the name that has come up over the weekend is justin amash, he is the independent congressman from michigan. used to be republican, switched sides. now an independent, and some freshman democrats, a coalition of democrats would like him to be in impeachment manager.

and you do not have to be a member of the house to be in impeachment manager. it has never happened that way before, but the rules are silent on that story, add. >> ed: that is a mouthful, a whole lot on their plate, and they also have to deal with u.s. and ca, trying to prevent a government shutdown, what about the other business? >> we are still waiting at this hour for them to deliver the actual text of a spending bill, two in fact to look at the government past friday night to prevent a government shutdown. expected to get that sometime this afternoon. we were told it would happen midday, but things don't always work on swiss timing of here on capitol hill. the other thing that the usmca will go before the house committee, at the same time the house rules committee which is the gateway to the house for will begin prepping the parameters in the contours of debate for impeachment. we don't know what it will look like. i spoke earlier to jim mcgovern, a democrat from

his behavior, and democrats are looking at that quote and saying, well why are you not standing up to the president on some of that behavior? >> i have specifically. i follow the same process under this president and the previous president. i agree when i agreed, and disagree when i disagree. i did not believe that it was appropriate for the previous president to spend billions, give billions of dollars of hard cash to the largest sponsor of terror, but i don't think that that was necessarily something to be impeached. we can disagree on policy, but when it comes to impeachment, this is the most serious thing that we can do here in congress. it is something that even speaker pelosi says should be bipartisan. and unfortunately this process has been rushed in order to get it done before the democratic primary, the first primary in february. >> ed: congressman, another big topic of conversation and something that is serious in terms of government surveillance of private citizens. it is something that you as a

member of the house intel committee want to talk about. and this is what the fbi chief correspondent said on chris wallace yesterday. >> i was overconfident in the procedures at the fbi and justice have built over 20 years, i thought that they were robust enough. it's incredibly hard to get a fisa, i was overconfident. he is right, there was a real sloppiness. 17 things that should've been in the applications or at least discussed or characterized differently. it was not acceptable. >> ed: for two years as you know better than everyone, james comey and others in the justice department told us that there were not such abuses. now he is saying, oops, sorry. >> not only is he wrong, he should be pissed. adam schiff should be upset. they have all been lied to. and why were there 17 incorrect pieces of information or lies that were put in the use four fisa reports? this is not something that respected general horowitz was

thank you for coming on. the fact that you introduced a article of impeachment in 2017, doesn't that make will hurd's point that he made a moment ago the reason why this process is partisan is because you and others have been pushing for impeachment two years? >> i was not pushing for impeachment when the president was elected. i intend in his inaugural, then he obstructed justice with the review of the national security. he threatened comey, he fired comey in order to derail the russian investigation, only then did i introduce articles of impeachment. the republicans who were in control of the house did not take those article seriously, we had no investigation. i don't think we are going to impeach the president in 2019 for what he did early in 2017. but i think those were solid articles, they were not introduced with a feeling that the president was not legitimately elected, but rather

because of what he did in his first five months. and if we had not been talking about impeachment in 2017, the president would have been far more blatant in 2019. he would have just tweeted to the ukrainians and everyone else, you better give me, you better give me dirt on biden. >> ed: now you're just opposing that, doesn't that make their president's point, you are throwing spaghetti at anything you hope steaks? >> no, i am simply making the point that if none of us had talked about impeachment in 2017, this president would have been bolder in 2019. i'm glad that we made him aware of impeachment back then. >> ed: let's get serious about the votes ahead in the house, you would expect that the democrats, your party is going to have the votes to move it forward. that seems likely. there would be a senate trial, just an hour or so ago democratic leader chuck schumer wants a whole slate of witnesses. and if he does not get some of these top trump administration

officials, he alleges it is a cover-up, how do back that up? >> we will be voting on articles of impeachment based on obstruction of congress precisely because the president instead of arguing that this or that was subject to some privilege has just totally stonewalled the entire investigation. so i think that senator schumer will have a chance to look at those articles of impeachment based on obstruction of congress and add to them any obstruction of the chance to hear live witnesses or inside the administration. >> ed: congressman, you know that the president would say he did not stonewall the investigation when he turned over the transcript of the phone call with the ukrainian president. but to your point, who do you most want to hear from? is it john bolton, secretary pompeo? who do you think would have the most relevant information for us to figure all this out? >> i think those will be excellent witnesses prayed i would like to hear them. i doubt very much whether we

southwestern mississippi in northeast louisiana, they have been going on for a few hours and unfortunately the rest of the afternoon and into the afternoon looking to be very active with a continued threat towards tornadoes, damaging wind and even large hail. >> ed: i see the associated press reporting that their winds blowing at about 70 miles per hour in louisiana. and that there are downed power lines as you suggest some of the video backing up that we are showing on the screen right now. thankfully, we are not yet, at least, getting reports of injuries or deaths? >> yes, we have not heard any either, hopefully the trend continues. this event is one that we have been forecasting since last friday, and local officers have been issuing tornado warnings. hopefully people are getting the warnings and taken the proper action and that certainly helps to minimize the injuries and fatalities. >> ed: you put it in the proper perspective that we have been watching this since last friday, but also at the top you said that the weather system has been going through for several

hours today, what are you seeing right now in terms of the radar about how much longer it may last? is this something that is about to finish up? or is there fear that it will go on for hours more? >> this will go on throughout the afternoon and into the evening hours. we will see the storms that had been producing tornadoes to become more in terms of a line of storms, that will diminish the threat slightly, but increase the threat from widespread winds, so we are a long way from being over with this and focusing in these areas, they need to take the watches and warnings seriously. >> ed: what do you want to folks in central louisiana to be doing this hour in terms of listening to authorities? >> number one, you have to monitor forecast information for warnings in your area, second if you have not already thought where you would seek shelter in the building that you are in or that you will be in later today, now is the time to develop those plans and be ready if those storms approach your area. >> ed: some variable important

urgent advice. we appreciate you giving those facts at this hour. we will get back to you as it develops. we will go to our meteorologist following all of this in the extreme weather center. what are you seeing? >> this is all part of the larger system that has a little bit more media coverage, the cold front, big ice storm across the midwest. but down on the southern edge of this, that's where the temperatures are a little bit warmer and the tornado watches are in place. the conditions are right to that we could see more activity. everything in the highlighted box the tornado watch, the ingredients are there, reaching from just outside houston around the memphis area, including most of mississippi and louisiana. every one of those small currently purple boxes, we now see three of them. those are tornado warning storms on the ground now. radar possibly indicating that they are tornadoes across that area. every one of the orange or yellow boxes are severe thunderstorms, winds up to 60 miles an hour, those can do some damage also. that's what we are paying

attention to. and it does follow inside the severe threat looking through tonight. this is the forecast and we have known about highlighting the exact area that we just saw. so the moderate risk or the best risk we are seeing some of the weather that is currently firing off. we will watch it as it marches off towards the east, but if you are further east, you do see your odds of seeing the big severe weather decreases a little bit as you run out of areas where the ingredients are there to get some of the worst of it. there's a forecast model. you can pay attention to the timer. we do see this one all the way until midnight, one, two, three in the morning. but then you are moving into areas like atlanta, far in the east and the ingredients are not there. you will see thunderstorms and some weather from this, but i do think that those tornadoes that we are talking about this afternoon, they linger for the next several hours into the evening, but as this pushes the east, just highlighting where it is at. that's where it continues, i think that this winds down as we head east. >> ed: lingering for a few hours, we have tons of pictures coming in. to some images we want to talk

about. downed trees, obviously authorities are trying to make sure that people are not being injured. there is an associated press report saying that there is one torch in vernon parish area, a church where the fellowship hall is torn all to pieces. some homes were hit to right now. we are having trouble just getting to places because of trees that are down. that is from the vernon parish chief deputy turner. you can see the video coming into the news room here at the fox news deck. and again, so far we are seeing some destruction. thankfully, we are not yet getting any reports of injuries or deaths. but it is something that both noah and our own meteorologist adam klotz are saying could be going on for hours ahead as the storms move from central louisiana east. this one shot from obviously inside a car. and you can see those tornadoes not very far away at all.

again, so far no injuries or deaths reported. but a whole bunch of trees down. a whole lot of concerns. and you see the funnel forming right there from that tornado as this person who filmed the video, presumably in the passenger seat is watching it very closely. we are watching it as well to make sure that we stay on top of this. this is currently in central louisiana, but as adam klotz noted, moving east. you can see it moving towards alabama, potentially north and western florida into pensacola area. a lot of people in the south of the united states paying close attention to this at this hour. okay. you can see that. we will stay on top of it as well. in the meantime, a new study looks at whether vaping is less dangerous than smoking cigarettes? the results coming up. ♪

watching closely beyond impeachment, obviously happening and central louisiana. we have been talking about the tornadoes. now hearing that there is one dead in central louisiana, this coming in from vernon parish. chief, deputy calvin turner who i mentioned a moment ago, i believe we have him on the phone. calvin turner, are you there? >> yes. >> ed: please tell us what is happening on the ground and about the one death that just came in. >> we have had a tornado touched down in the southeastern part of our parish, the southeast of roads, louisiana. we have one confirmed fatality at this time. a lot of structural damage, trees, roadways, just having a hard time getting to some of the locations. there is even a rural part of the parish. >> ed: do you know any details, i know it is preliminary about the one death and how it came about? >> no, all i can say is that i think it is from a structure failure at this time.

own meteorologist, this is something they have been monitoring big picture since friday, but your community, how recently did you get a warning about the use tornadoes? >> we have an update from our national weather service, of possible tornadoes that could be in the area, but this one kind of caught us by surprise. it felt like it just came out of nowhere all of a sudden. >> ed: wow, tell us as well, because an official with noel was saying that they are monitoring this area and the surrounding community for the next few hours, how concerned are you about more tornadoes in the area and making sure even as you search the area and try to get past some of those trees and look for other people, make sure that they are safe, how concerned are you about more tornadoes? >> we are very concerned. it actually cleared up where our office is located, then we just had another thunderstorm move

through as we are speaking. so yes, that is a concern of ours. >> ed: thunderstorms for now, you will be watching it, we will be watching it as well. we appreciate you coming in, though vernon parish deputy, reporting that there is at least one death in louisiana because of these tornadoes. be safe, please. in the meantime, let's get back at, adam klotz, r meteorologist, talk about the concerns about where they are headed next. >> i heard something in the conversation you were having, and you can highlight a really large area for where the ingredients are there for a tornado. this is everything we are seeing in the big red area. and stretching up along alabama and mississippi and louisiana, that close to houston. all of that is a tornado watch, which means that the conditions are right. but as far as when that unique individual tornado touches down and where that move, that only happens within a matter of moments, obviously it can be

very hard to react and prepare for that particular situation. here right now on the ground, highlighted in the purple boxes, those are tornado storms right now. you're just starting to see the storms cross into the portion of mississippi from louisiana. and usually, this has been the case so far with the system, there is a little bit more heat on the leading edge. so typically you see the powerful storms with these initial leading edge storms. that's where the tornado popped up in louisiana earlier, so as this march is off to the east, that's where it will be. it does not mean that the storms are over, we artie heard more thunderstorms moving in. the likelihood of those reforming into tornadoes is a little bit lower. it will be the initial edge that is the leading lined of storm, as i am talking to you, they added more counties and parishes out in front of it, this will be mississippi. so more counties in front of it as the storm goes that direction. this could be a long form tornado that you have to track. if you are in front of this coming want to pay attention to local media sources that could

guide you on where these particular tornadoes are moving into the region. but the ingredients are there throughout the entire run out in front of the system. so it all does fall within the threat area that we were looking at from portions of louisiana back up to mississippi including jackson, mississippi. and this will take several more hours. only getting into the heart of the afternoon. this sort of thing can run until 7:00, 8:00 at night. udc as you trail off towards the east, you run out of the danger zone. but the highlighted area is mississippi and louisiana, play very close attention for the next couple of hours, you do get on the backside of this as it gets a little bit later and typically at this point, the systems run out of energy because they are getting late enough at night. for the next several hours, central mississippi. and continue to pay attention to the central louisiana areas where the conditions are just right and you can see the tornadoes come up come up. >> ed: adam, it is scary when you hear the parish official in central louisiana saying that it

basically snuck up on them and they were surprised. even though there were a big picture warnings about the region, that you and others have been making going back to last friday as you noted a moment ago, but he said that they were caught by surprise. as you are reporting, you saw more tornadoes forming, what should people in that affected region be doing at this hour? >> you said it right there. we talk about a really large area. even highlighted in the red, that is a large area. but i take you back to where the tornadoes are actually spinning up, and those are very small spots. so just know that if you are within the red area, to be aware. you need to be watching local media and paying attention. if you have a weather radio, it is a good idea to keep that on. because you can see these flareup from now into the overnight hours. even here, we have a tornado warning storm just south of memphis. they will be plenty of areas in the entire region that this could happen. i think you need to stay whether aware. >> ed: the associated press notes about a million people

how close it was to those people. talk about what you saw. a speaker that is a big scary storm, no way to identify what size of tornado we are talking about without getting on the ground and seeing wind speeds. but a couple of things, it is large and it runs for a while. sometimes these things touch down and will only run for 100 yards or less. that was a tornado that has been on the run. and i was noticing as we were talking and looking at our forecast here, when you see these highlighted boxes, and when we were talking earlier, one popped out in front of it. when you have a tornado that is identifying on the radar that it is on the ground, it will add out in front of it. so if you are to the north and to the east of where we are looking at these potential storms, you get a history of this, and they will run to the north and the east. that is another thing i was thinking when we were looking at the video. you never know where a store might twist or general system, f you are northeast of any of
