regulations. and what this agreement does is it really for the first time gives us a fairness issue that we can take to the bank. so our farmers and ranchers in south dakota are thrilled that this is through phase one that they now have the ability to do what they do best, and that's feed the world. ainsley: s when the tariffs were implemented two and a half years ago i know the your area called producers gave them subsidies. how did that help them? were they doing okay? enough money to pay the bills? >> for four or five years we had low commodity prices last year in south dakota we had the largest natural disaster in our state's history. pretty much statewide. we have come through difficult times. these trade agreements getting across the finish line are coming right in the nick of time. because we have usmca getting finalized. now with phase one of the u.s. china agreement. moving forward we are going to be able to make sure that we are marketing our goods into areas where we haven't had the ability to.

ainsley: senator, the president signed that deal with china and the dow reaches record levels. what a stark contrast to what the democrats are doing. i know you are from arkansas. how does this affect you, your constituents and the rest of our country? >> well, the president's signing ceremony of the phase one trade deal with china is a lot more important and memorable than nancy pelosi' fake signing ceremony of those impeachment articles because this is good news for our farmers and our manufacturers. but it also doesn't take the pressure off china. we are going to continue to hold china's feet to the fire there are still tariffs on hundreds of billions of chinese products to assure they uphold the commitments they made yesterday and continue to press them on other fronts such as forced technology transfer or using huawei to try to insinuate themselves into western telecom networks and aggression towards neighbors in the region. steve: while it's only phase one, nonetheless, it's a win for the president. i mean, senator, he ran on trying to fix the trade deals and this certainly does help with the injection of $200 billion worth of

chinese money coming into our country buying our stuff. but, at the same time, your colleagues from across the aisle chuck schumer says while he would like to see new trade deals he goes oh, this is just not a good piece of -- this is not a good idea. i'm very disappointed. i can't believe he dropped the ball. really? >> yeah. i can't believe that chuck schumer found fault with the president's policies. look, the president gave up very little. mostly just some promised future tariffs in return for significant concessions from the chinese. we still have tariffs on hundreds of billions of dollars of chinese goods that are a way to keep them honest finally to uphold their commitments to a deal. if they don't uphold their commitments to the deal then we will just impose new air force on the remaining products the president had promised. this is a win for the president but really it was a win for america's workers and america's manufacturers and america's farmers. and today we are going to give another big win to them on another promise that the
