>> we are a few hours away in fact of the president taking the stage here, and boy does he have a very captive audience. the people are slowly trickling into this auditorium and austin, this convention has been going on for a couple of days and it is a big one. there are roughly 5000 people hear from all over the country. we are talking about farmers, ranchers, top business leaders, in the agricultural industry they have all ascended on austin. no doubt a lot of the buzz here is about the trade deals the president has announced and negotiated with mexico, canada, and china, that could in crease imports of farm goods by $200 billion this year end next. >> i think we have a real good connection with this president and agriculture. better the meathead in the last several years, and that is helping, not only dairy

producers but other groups as well. >> but many farmers have been financially struggling over recent years, thanks to tariffs and trade wars. soybeans, corn, wheat have been hit especially hard and the u.s. government continues to dole out millions in agriculture subsidies. that also remains controversial. so we expect the president will really be driving home with these trade deals mean, and more specifically what they mean to the men and women in this room who are out on the front lines and trying to make a living in this fluid industry. arthel: very important, do you have any idea if they will get to ask the president questions? >> i don't think there will be a question and answer. this is so different from the rallies that we are used to covering where it is very political in nature and he comes to town to sort of rallied the base. that is not what we expect to happen here.

this is again a very targeted audience, and they have a lot of expectations from the president. this is the third year in a row that he has spoken at this convention. last year it was in new orleans, next year in san diego. so all of the people here are impacted, they will have their chance to hear the president has to say. and i pointed out what more specifically these deals could mean for them. arthel: absolutely, thank you casey. eric: back in washington how to impeachment managers are spending their weekend prepping for tuesday. that is when the opening statements are set to be made and president trump's impeachment trial. when senate republican text senator cruz set up maybe a little while before the senate is close to verdict. >> i think it is certainly possible this trial could last one to two weeks. on the other hand if the senate decides to go down the road of additional witnesses, that could extend to 68 weeks or even longer. so there are really two paths

here. eric: selected happen kevin corke has the and he's on capitol hill. >> a lot still to be done before we get underway on tuesday. in particular when you think about what the house managers are trying to get done between now and then, as you have already heard and reported throughout the day, they are meeting at the capitol today. that means they are trying to keep a very tight lid on the information that they have and laying out the strategic case against the president. as for republicans, meanwhile, this is a chance to hear the house is already drawn up in the articles. and then they will vote on whether or not to remove the president from office. that is the job for all of the senate. and if you are wondering how that will go, while texas senator ted cruz has a very strong feeling about that. >> the senate will vote not guilty, and the reason i can say that with confidence is because on their face, the articles of impeachment, they don't allege high crimes and

misdemeanors. they fail on their face so i hope we get 51 votes in a week and i have to say this is over. if not, if not, if there are at least four republicans join the democrats or witnesses, that we are looking at a trial that will probably last six to eight weeks or longer. >> that could be a real long time and that is certainly not what a lot of people want to happen here in washington. house democrats their managers are laying out the case for the abuse of power and a for no other reason the senate has to decide if that is reason enough to remove him from office. >> the president, in my mind, did do something when he tried to use funds that had been appropriated to congress for our national security, that he then held up for political purposes to interfere with the 2020 election. >> debbie dingell from michigan they are, and you have already heard, casey report, president on the move out in texas looking forward

his live with our latest. >> the city of new york is now liable for federal fines if they don't hand over the information that ice is seeking. it also comes after i subpoenaed the denver justice system over growing frustration with sanctuary city policies. ice demanded information from new york officials on four aliens including three who are released from prison following assault, rape, and drug charges. one man is still behind bars accused with sexually and murdering a 92 euros and from queens. ice also shared a list of fugitives from local communities after officials refuse ice detainers. all of these people on your screen or charged with assault and the second list is aliens on current with rape to child rate. he'll give us any information or possible release dates. issued subpoenas on other law enforcement agencies is a very new tactic for ice. they say in the past officials were willing to cooperate.

>> those that politicize this issue once you to believe that you have to choose between an immigrant friendly city and one that cooperates with ice. again that is simply false. the only immigrants protected by such policies are those committing violent and dangerous offenses. >> but new york mirrored the blood she was defending those cities against sharing information with ice. new york city laws include hundred 77 crimes which trigger cooperation with federal authorities if and when someone is proven guilty. the trump administration's policy he tweeted about saying trump administration scare tactic destroy trust and law enforcement. the day our police ask for immigration status is the day they stop reporting crimes and sharing information. it's the day that we stop being a big city in america, we won't let that happen. but new york officials are also facing criticism over the states new bail reform law that spotlight with the case

this man a serial bank robber who was arrested, then promptly released and then rearrested for another heist at the same day. that new bail reform law says judges can't give bail if they have not been accused of a violent crime. critics say the loopholes like that one are dangerous. arthel: thank you jacqui. eric: gun rights advocates are expected to rally outside virginia state capitol tomorrow. the annual event comes after the democratic-controlled legislature their past to new gun-control laws. officials in richmond taking extra precautions after the arrest of three members of a white supremacist group last week. and of course remembering the deadly chaos that happened in charlottesville back in 2017. gary has more from washington. >> it's important to note this rally has become an annual event. there is no history of violence. both organizers and officials are hoping it stays that way. but this rally is expected to be much larger than it has

been in the past with thousands of people going to the capital to protest gun-control measures. it is expected to pass. governor routt ralph northam has uncovered a state of emergency temporary bea banning firearms due to intelligence saying others plan to start violence. on friday federal prosecutors said people of white supremacist group are in custody after allegedly planning to attend the rally and carry out some kind of attack. those arrests feel gun-control and argued tomorrow's rally is about intimidating anyone who supports tightening gun laws to any degree. >> this is no longer about gun laws anymore than charlottesville was about statutes. we are seeing armed extremism in this country and it's really dangerous. >> state lawmakers are considering a number of gun --

and an assault weapons ban. republican lawmakers are blasting the proposal saying then assault on the second amendment. state senator amanda chase tells fox news these actions by the governor and democratic leadership are outrageous but expected from that liberal agenda game book. virginians will unite before behind their god-given right to support the constitution, so help us god. there is now an abundance of security around the capital of law-enforcement officials at a top concern is keeping everyone safe and making sure people are able to protest tomorrow. arthel: we have an unfortunate update on that shooting in hawaii. we are now getting reports those two police officers have died. this happened this morning and the waikiki neighborhood of honolulu. a home that the suspected gun man is believed to still be inside and it is on fire. and the flames have since spread to neighboring homes. we are told police had responded to an assault call

arthel: some of the top 2020 democrats are set to speak at the we the people form in iowa today. with just two weeks and one day before the first votes are cast on february 3. it is an all out sprint to the caucuses. ellison barber is running with the candidates and she is live in jim moyne iowa.

>> hey that form is getting underway in the building behind me right now. six candidates are participating, pete buttigieg, john delaney, amy klobuchar, develop patrick, elizabeth worn, and andrew yang. it's hosted by groups in its meant in part to mark the ten year anniversary of the supreme court citizens united. getting money out of politics is an essential part of elizabeth warren's campaign so far. they will be asked about the regards to campaign-finance reform. that will be asked how they are financing their campaign. we also expect topics like voting rights, election security and judicial appointment to come up during this form. for democratic -- the first bill they are to send a congress' comprehensive anticorruption and voting rights reform legislation.

similar to the for the people act. according to the latest monmouth pole they are still clustered at the top. worn and buttigieg of slipped a bit in the past month, but klobuchar is starting to them prove. she is up 5% in november. klobuchar did also get a big endorsement from an iowa paper today the quad city times editorial board and endorsed her as a progressive realist. they say among democrats she is the one significant because eastern iowa, the area near where it was based has a lot of counties where president voted for obama back in 2008 and 2012 and then swept for trump in 2016 to write so that's a big endorsement for klobuchar. we are also expecting to hear in the york times will endorse later this evening. arthel: will have that ahead for you is sure. and i thought allison it looks very cold there and i looked up the temperature. it is for.

ever. side over. man he's got his hands full. we expect? >> well, i think you will see some action pretty early on. because they want to know the chiefs ruling on what the witnesses will be like. typically as in the clinton impeachment proceedings, the witnesses were agreed beforehand. that is still disputed this time. so we don't know if the democrats will be able to call john bolton or mikel mulvaney or others. the chief will be called upon to rule on that. although any single senator can object and it will be put to a vote. and the majority will establish the rule. arthel: and i guess republicans could ask for joe or hunter biden. the race it really interesting point. it is a trial but this is more where the jury can overrule the judge? the senators have a right to challenge and overrule any of his decisions? >> it sounds confusing, but

there are many trails like that we think about a trial word judges or law person stating the law, and many trials the judge will find the facts and state the law. that is how you should conceptualize this. the senate is sitting is 100 judges. they can state the law and they are also required to apply the law and find facts. eric: said he decides for witnesses, this senate could then decide to just have hunter and joe biden and nobody the democrats once? >> it could. eric: and conversely it could happen the other way around perhaps. they talked about one-on-one. he has often said he is an empire calling balls and strikes. does this put him in more of an uncomfortable activist position where he is basically at the behest of the as you said the 100 judges that he'll be facing out at in the senate

chamber? >> he will mostly be at the epicenter of national attention. the chief justice has throughout his professional career been very concerned with the integrity, the legitimacy of the bench. he follows his great mentor judge family of one of the greatest appellate judges of the 20 century. he will be quite conscious of how this appears before the public and what they take away from the role of the judiciary. eric: and finally professor, what should we, at home watch for when we are watching this trial in terms of the justices behavior and how he meets justus out? >> i look for two things, first of all, the justice is committed and has. reporter: this most annual report to equal justice. that means treating the president he doesn't like, just like you do. treating democrats just like republicans.

new reporting now that the suspect was evicted this morning, and then stabbed his landlady. when police responded to an assault call the man opened fire killing the two police officers. the suspect's home was set on fire and the flames spread to at least four other homes. there are suspicions the god man is still in the burning home. this all started this morning and the waikiki neighborhood of honolulu. police have closed several streets nearby, the public has been asked to avoid that area and we will stay on the story throughout the hour and will have more details in the fox report later today. ♪ ♪'s benighted peers to be business as usual for queen elizabeth that she attended church services with her son, prince andrew. this following yesterday's rail shakeup in buckingham palace and now harry and meghan are no longer working

members of the royal family. so what's next for the palace and the duke and duchess of sussex as prince harry and meghan continue to be known. let's bring in royal commentator james brooks. james eric is going to take over with the logistics and the play-by-play is what is happening next, but what is striking me at the moment, i heard some of the soundbites if you call them from the folks who live there in the uk. and some people are melancholy now. and i think that's what i am most interested in. just even from where we sit as laymen, i would imagine that the residual effects will begin to take hold of harry. he has now walked away from his family, he still part of the family. but he is leaving his nest and this is some kind of nest. he is no longer part of the military, the door remains

open and he is doing this because he wants to have a new life, a fresh start with his new family. what are you thinking in terms of the emotional weight that this is going to bear, that he and meghan will have to bear? >> absolutely, he really obviously have to look back 20 months or so when we had that fairytale day that has been described many times over, when they married. it was that good will that was flowing through, i was there on that day they tied the knot. the goodwill, and the energy flowing through when they were huge. if you look at the engagements they have done as a couple since they have been married, and the way they talk to the crowd and actually engaged different people. there is always the chats that people feel really privileged and honored to have met them. i have spoken to them, and

they do link one on one very well with people. particularly children and we saw that with harry even before he met meghan and married. but in essence they were the golden couple of the royal family. there were big hopes and dreams, the monarchy, the queen knows the moniker needs to revolutionize and modernized itself and adapted times. it was a big help that harry and meghan would be a big part of that and help the monarchy to achieve it. unfortunately it seems as if they have had completely different ideas for quite some time i might add. i don't necessarily think some of the coverage suggesting this is all meghan's fault is one 100% true. it is quite a mark. i think actually harry himself has always been quite strong-willed and independent. and although marrying meghan in starting a new family may have accelerated those thoughts. i think the thoughts have been there for quite some time. and when you compare him to

the likes of william, for example who has had a very clear path from a very young age, of what he will become and achieve. and a harry has at times felt like he is a little bit lost. eric: you know james, you set a little bit lost. thomas markel, meghan's estranged father calls this a cheapening of the royal family. he called them both including his daughter, lost souls. to think it's a chance they could take this year. they say after years break they could return? >> while i think it obviously remains to be seen what they are actually going to achieve this year. i think that is one of the things out laying the fact that it's really never happened before as to the extent were a royal wants to achieve something that only financially independent as harry and meghan have said in that statement, but also it's about created freedom as

wellin terms of the commercial ventures that have been discussed and what they want to achieve. we are already hearing the talks and the rumors about deals with the likes of disney, netflix for example. does that actually amount to anything, will it amount to anything? you have to remember that for meghan this is returning to a life that she did once no and is relatively normal for her. for a harry, however, it is very, very different. he can kind of see that for him coming out of that royal bubble will be a very big culture shock, i think. it will take him a while to adjust. actually few talk about some of the commercial ventures they are wanting to achieve, a lot of those involved dealing with the media and engaging with the media especially. and that is always kind of been a horn in the side for harry. the gaggle of media has not

the billionaire candidate and former new york city mayor is commemorating black wall street. it's a community that was virtually destroyed nearly 100 years ago by the tulsa race and massacre that left hundreds of black residents dead. while there bloomberg announced an economic proposal to increase the number of black owned homes and businesses. >> the strategy we are announcing today is comprehensive, and inclusive. and it has three big goals. one, we will help 1 million more black families buy a house to counteract the effects of red lightning and sub mortgage prices. negative history. stop and frisk you know it which is unfairly targeted young men of color. it came by the nypd and searched on weapons based on reasonable suspicion. so will bloomberg's philanthropy in oklahoma forgive stop and frisk? >> it's difficult to see any part of that progressive's forgiving him for this. of course he started the campaign for apologizing for stop and frisk. but even then he was met with criticism who said that apology was not enough. he clearly only apologized at the outset of a presidential campaign in order to placate voters who is going to need the support of during the course of the 2020 election. this is something that has been consistently brought up in interviews with mike bloomberg, out on the campaign trail, and his own interactions with african-american voters. i do expect he will gain some endorsements and support from the economic mobility,

economic mobility and opportunity, and what he proposed in that campaign stop. these are questions that will continue to haunt his presidential campaign long past super tuesday. arthel: he apologizing and today. let's listen. >> i was wrong not to act faster and sooner to stop the stops. i apologized for that. but for a lack of better understanding the impact he was having on black and latino communities. i've always believed though that leadership involves listening to diverse opinions. and acknowledging when you did not get them rights, and learning from it. and that is what i have always tried to do. and as president, i will continue to make criminal justice reform a top priority as i have done in my philanthropy. arthel: so gabby, this is standard a different conference in the greenwood cultural center. forgiving him for past transgressions who said here's a man with a lot of greens who

can help the black community begin to get out of the red. will this sentiment catch on across the country? >> the big question is he might have a lot of money to spend on his own presidential campaign. but if he is elected president, he will not be using his own personal fortune to benefit black americans and black voters. so the question is whether the policies he's prescribing on the campaign trail can actually accomplish what he says they will. and right now, he has not only taking flack from conservatives who say they are outrageously expensive proposals, but also from progressive democrats who say they just don't go far enough to address racial reconciliation and also economic mobility and african-american communities. arthel: so the jury is still out. i know of course you have his rivals and their opinions, but at the end of this particular day, on this topic, the final word goes to the black voters.

eric: we have new information from hawaii, we are told to police officers had been killed. our affiliate now saying the gunman is also dead and in the home he lived in. and he set fire to it. the suspect was a 70-year-old man with a history of run-ins with the police. police say he was evicted this morning and then he stabbed his landlady. when police responded to an assault call, the man opened fire killing the two officers. the suspects house was set on fire and the flames spread to at least four other homes. the remains of the gunman are believed to again still be in the burning home. this all happened this morning and the waikiki neighborhood of honolulu. sister right here on fox news for the latest parade we have a few more minutes with you but jon scott will follow this with.

eric: over in the midwest this snow is winding down. but the cold is here to stay. temperatures in the middle part of our country expected to stay below freezing and even below zero for at least the next few days. adam klein is standing by in the fox extreme weather center. aptly named this weekend. >> it is winter so to do for this to happen. we were tracking the big winter storm over the last 36 hours or so it has really wound down at this point. there is very light snow in new england stretching back to the upper midwest. but behind the system and has pulled in some really cold air, arctic air you run up and tick cannot negative 15 and 30. that hasn't spilled down to the continental u.s. you are seeing spots down to negative 12, negative 14 degrees. that's feels like temperature with the wind that's also blowing. this is not something that's going to retreat real quick. this is our future forecasts
