>> if they don't have those votes to force a motion or call witnesses there is nothing else they can do to prolong it. the senate will then move to having a vote, a debate, whether to acquit or convict the president. the only option they would have is if the president is acquitted, to open up another impeachment investigation in the house but if they did that i don't think the american people would be very happy, pulling shows they don't like what democrats have been doing at this would provide the evidence that they are only interested in a political partisan witchhunt against the president. >> some have made the case they should call witnesses because without them there will always be questioned looming over the president's head, you disagree. >> i disagree.

they are misunderstanding the constitutional role of the senate and the house. the senate's job is to look at the evidence produced by the house and determine if it justifies impeachment. it's not the senate's job to complete an incomplete investigation conducted by the house. the house hurried through this. if they thought these witnesses were needed why didn't they call them when they were investigating in the house? todd: we were talking about republicans on the fence one way or another on witnesses but there could be a handful of democrats that could be interested in acquitting the president for their own political careers, they are in heavy trump districts, need to preserve themselves. manchin in west virginia, cinema in arizona, doug jones, if those three or one of those three votes for acquittal, what does

that mean in terms of how this is perceived by the nation? >> it would help republicans make the case that this was a bipartisan agreement, the president should be acquitted and that is what those senators ought to do because the case presented by the house, they simply did not prove the president should be impeached, that he broke any laws, they didn't show his behavior in the foreign-policy area was any different than any prior president including his immediate predecessor, president obama. they haven't proven the case for impeachment. >> looks like it could all come down to today. we appreciate it. todd: all eyes on patrick holmes, an epic super bowl showdown. we will explain who has the edge. carley: we will ask two term super bowl champion.

carley: do not travel to china. that is the warning from the us state department after the coronavirus is declared a global health emergency. todd: the first person-to-person cases diagnosed in the us. >> reporter: the state and warning do not travel to china but some us airlines are still going there including delta. delta only cutting his fight by half starting tomorrow and american airlines suspending service from la starting next week. pilots union is suing american to stop all china bound flights. the number of sick has reached 10,000 worldwide and travel warnings may not be enough to stop the spread. on sunday we saw the first person-to-person case, chicago man got sick from his wife who recently returned from china.

interesting. todd: we are days away from the iowa caucus, the official start of residential nominee voting. carley: what is a caucus and how is it different from the primary? todd: we went to the caucus capital of iowa to learn firsthand. >> reporter: it is cold here in iowa but things are heating up politically. this process of caucusing is so much more intimate and because this is the first state to do it the people who live here get an experience with these candidates unlike any other. take a look. every four years the phrase iowa caucuses is burned into america's years as this quiet midwestern state with four congressional districts becomes the center of attention hounded by political candidates and national media but what is caucuses? if you don't live in a caucus state you probably don't know.

we asked iowa voters to explain what it is like. >> everybody is in a room and you go to the corner for the candidate you like the most. everybody holding up signs and chanting and cheering and a lot of excitement. >> the passion and vibrancy coming into the room, an opportunity for people to talk about their opinions, their thoughts and seem open about why they want to vote, who they want to vote for. >> reporter: most states use a primary to put political candidates, they kept secret ballots, caucusing is a more visceral community experience, caucuses at schools, libraries, caucus goers publicly announce who they support. imagine a room with 100 democrats. into groups based on who they support. this year among others he will see groups for biden, bernie, warren, buttigieg, klobuchar, stier, some groups bigger than others. larger groups luring supporters of less popular candidates to join their group as you typically need 15% support to move on to the next of three

rounds for democrats. the process gives iowans a distinctly intimate look at the candidates. >> it is a tradition that works well for iowa and dates back to early days of statehood. >> we make john kerry a regular guy. he was here so long it became a regular guy. they liked him at the end and won the caucuses. >> such a neat thing that as americans we participate in this invoice what we think, standing up for what is important for us and we have an impact on the process that is the incredible freedom we have in our country. >> reporter: back out here live, winning iowa is and everything, only 50% of the time does the iowa caucus going to get the nomination but it could be rocket fuel is you head into the process of selecting a nominee. look for some changes this year. they will be counting the total, three steps in this process for democrats, they will be counting
