new hampshire followed by pete buttigieg. the average also has amy klobuchar pulling ahead of joe biden who is now in a tie for fourth place with elizabeth warren. i want to bring in our team, juan williams and fox's clinical analyst, cohost of the five, and our corporate cousin new york post. hello to all three of you. are you ready? >> we are ready to roll. >> bill: that was not delivered with the amount of vigor that i was expecting. are you ready? >> i'm ready! >> bill: that's a little better. state of play at democratic race seems to be modeled. how do you see it? >> i think it's pretty clear that bernie sanders has a decisive leader. i would be surprised if he doesn't come out on loc top.

that's with pete buttigieg in second but i still think that he will come in second given the momentum that he took away from iowa. the absolute model comes in, who finished his, fourth and fifth? biden, warren and amy klobuchar. >> bill: maranda, how many new hampshire primaries have you covered so far? >> this is my first. >> bill: as the newbie, what have you learned? >> i was in iowa last week and noticing the difference in joe biden last week in new hampshire, is much more energized. he sacked a couple of people from his campaign and his events are kept packed full of people but the ones that i talked to seem to have one candidate in the back pocket. they are looking at joe biden and see if he's really falling apart like he seems to be on television. he is very engaging in person but he seems to lose track of his train of thought and so they always have someone in their back pocket. pete buttigieg seems to be the candidate that moderate voters are going to but he's not that

moderate. so it's interesting how you can see him sort of tailoring the way he talks about issues in a much more moderate way while he is on this campaign. >> bill: okay, fair enough. how do you see it? >> the third of primary voters tell us that they have made up their minds. we will have the first vote tonight at midnight. but there are a lot of people who say they still haven't decided what they are going to do, a full third of them. this is very much an interparty war it seems like between the moderates and those who are completely overhauled and the party, until they settle that question in the next three or four primary races, we don't know. >> i met a few of those voters who were undecided and they are convinced they will be able to pull the right lever before ti time. i saw a quinnipiac poll a few moments ago that had bernie sanders -- and it's

national now, bernie sanders is 25 and biden's 17, bloomberg is 15 and then warren and pete buttigieg 14-inch ten each. do you believe, the sense you get here is it's a waiting game among democrats to see what bloomberg can or cannot do, explain that? >> when you talk to people they say, i'm looking at joe biden but the guy you go for as mike bloomberg. so this entire campaigning for the next two weeks has been a bit of a sham, and everybody thinks that mike bloomberg is the man to beat. it takes some of the wind out of the sails of these candidates who played by the rules doing the right thing and yet they know that around the corner is this billionaire with a couple of billion dollars. >> bill: you know what the rules are these days. i do get that same sense? >> i wrote a column today on the hill and i said things are aligning perfectly for michael bloomberg because one you have the front runner joe biden in the centrist lane

stumbling and secondly the money, the fact that biden stumbles has led bloomberg to double down on his spending. already 300 million since november. finally he will be in all subsequent debates because the change in the party rule. so a lot of that seems to be good. now the downside is most democrats don't know michael bloomberg. michael bloomberg in person, and i will be this forward to come is not charisma. >> bill: it so we see how that goes for him. meanwhile president trump is here in a couple of hours and this rally will be large and loud and they have been camped out for some time. >> he see continues to say in each of the states who won the caucus and who won the primaries. they need to have passion and they need someone who will fire them up to turn out to the polls. he continues to say listen. i'm not even facing a serious primary challenge and i'm drawing more numbers than democrats are. if that holds true with a bad time for them. >> bill: thank you guys.

was the largest crowd of any democratic candidate in new hampshire with 2,000 people attending. nevertheless sanders is on the trail asking for support and encountering criticism that he may be too progressive to beat president trump if he wins the nomination. >> four years ago when i came to new hampshire i had a series of proposals that the political establishment said was very radical and too extreme. because you stood up for justice. we won 22 states last time around. >> sanders is also taking pete buttigieg to task over his funding telling voters its own campaign is funded by ordinary people while pete buttigieg rates campaign funds from 40 billionaires including ceos in the pharmaceutical industry and wall street. sanders is trying to paint pete buttigieg as part of the corrupt establishment and not a safer choice than democratic socialist. also today the sanders campaign officially filed for a partial

recount as of the iowa caucuses including 25 precincts and three satellite caucuses. if corrected his campaign says that would give sanders one more national delegate. >> bill: i thank jackie. jacqui heinrich, and the state of vermont is just to the west here. bernie sanders cleaned up in his rural county is four years ago and this is grafton county, home of dartmouth and plymouth state university which is where pete buttigieg was campaigning earlier today. matt finn has a closer look at his campaign. what's he looking at? >> he's been filling up facilities with approximately the same size crowds. today mayor pete has been holding at least two public events after crisscrossing the

>> bill: fox news alert, about a week away after iowa and final results are still being worked out. the state's democratic party releasing an update showing pete buttigieg edging out boone bernie sanders, 14-12 on delegates. but fox news has now chosen not to award that final delegate to pete buttigieg because of errors in the results and uncertainty that might still remain. vice president biden at six and senator amy klobuchar with one

delegate. they are both calling for a a partial read canvas which is how would that work? >> first of all, both campaigns were intereste not interested ae canvassing and invalid the paperwork to be canvas. pete buttigieg filed paperwork to be canvas and 66 precincts, the sanders campaign found problems with three precincts in three satellite caucuses. despite the campaign saying we are focused on new hampshire they are still taking jabs at their counterparts in iowa. sanders is still complaining that he won what is essentially the popular vote in iowa. >> in iowa as all of you know, they finally got around eight months later to count the votes, they we ended up with 6,000 more votes on the ballot than anyone else.

>> the sanders campaign believes they can won't gain one national delegate derby canvassing. and not the national delegates. to your question to how all this will come down, the canvassing will simply amount to go over and verify the math on the worksheets that were used in the individual precincts and this will be a process that's open to the public. beyond that i would let you know that we are expecting to get an update from the i would democratic party, they will hold that press conference in less than an hour. >> meanwhile here in new hampshire, the the dem nominee has become nominee five times but jimmy carter was only one at one oh mike ended up the white house. that is the only candidate in the last three years to lose between iowa and new hampshire

there, that might affect how we are looking on it. there's still a big pool of undeclared voters and president trump is dominating the republican primary. so if you are an undeclared voter and you are looking for someplace to play and have your voice matter, chances are you'll pick a democratic ballot tomorrow. >> interesting. your students, what did they tell you? >> what's interesting to me is four years ago they were with bernie sanders. they would have asked me a year ago and i would have thought they would shop around but a lot of them came back to bernie sanders. mostly we are seeing bernie sanders to his very best of my people who are 18-29 years old. >> bill: but what is that? why would they not be drawn to somebody who is younger? pete buttigieg is 38. they upset the apple cart to

change the system, and promising radical change. so you are hearing from the democratic's, they are not interested in candidates who compromise. >> bill: at the end of the showing we take our voters back to iowa. i don't know if that happens here were not. sanders from massachusetts, and bernie from vermont, and i will show you that in a moment. is there a hangover in new hampshire? >> i think it's a case that there's a hangover for joe biden. he disappointed in iowa. had he won iowa, a lot of them would have fallen in line behind joe biden but the fact that he failed meant that a lot of moderate democrats, moderately liberal democrats went shopping. some went to pete buttigieg and some might go to amy klobuchar. >> last point here, do you think it matters overall?

two assassination attempts on new york city officer is now facing a multiple attempted murder charges. according to investigators he fired point-blank at a police precinct inside of the box. two officers were hurt and both are out of the hospital. investigators are saying the suspect is a long criminal history and he already had an attempted murder conviction in 2002 and is due in court today on other charges. no comment for him yet, or his attorney. that is from gotham earlier today. president trump is now set for a big rally in new hampshire tonight, lines are already forming more than ten hours before that event began so more on what his address is about tonight. and in a moment we will talk about that and chris stirewalt and donna brazile will join me as we drill down on the future for joe biden and elizabeth warren, the strategy heavy, cutting into tomorrow. it's february in new hampshire. love it, come on back. ♪

>> bill: it's of the white house unveiling its new budget plan ahead of the primary tomorrow. $4.8 trillion proposal calls for cuts to foreign aid and social programs like food stamps but it would increase the defense spending and funding to nasa. john roberts has a story and he's at the north lawn today. >> seems to be all about new hampshire politics and the president will be leaving in just a little more than an hour -- sorry, a little less than an hour, to go up there to new hampshire. but the budget is out today. the total value is about $4 trillion, includes 2 trillion, billion dollars for the border wall which would include the first new actual mileage of barriers. so far the program has just been to replace existing barriers, and that would reduce the deficit by $4.620 over the next x a decade by initiating this year and subsequent years of 5%

cut in discretionary spending. they say the budget would balance within the next 15 years and that seems like an awfully long time these days. it would reduce medicaid, food stamp and housing system spending by $992 billion by a work requirement, reduce federal disability by $72 billion by making sure people are still eligible to receive it. it would cut foreign aid by 21% and slightly decrease spending for defense. does long-term defense budget productions assumed that the war in afghanistan will one day end. it would also cease funding, this budget, for the yucca mountain nuclear repository. the administration and this budget basically announcing they are giving up on the idea after so many years. a business forum with some of the nation's governors this morning and the president said while the administration is proposing to save money, there are no cuts to entitlement programs. listen here. >> president trump: we are not

touching medicare. we want to keep medicare. we are not touching social security. we are making our country stronger again. we are not decreasing medicaid but we are doing a lot of things that are very good, including waste and fraud. tremendous waste and tremendous fraud. >> bill: there is an entire section in when used spend at the end of the year with agents with a little bit of money left over, and they want to spend it so they spend it on all sorts of what the budget says are frivolous things, that's getting a lot of criticism from democrats. nancy pelosi claiming the president wants to cut aid to working families and chuck schumer saying the president is double-crossing working americans. russ vote who is the acting omb director acknowledges that things have not gone rough for them in congress, projecting that things will not go well for them this time around either. and don't forget, it's election year so even if they got this thing done i would be surprised.

his campaign. they have always been hyper focused on south carolina, and they expect to do better in nevada and south carolina, early states with more diversity and to get from there. biden says he wants south carolina to be a diving board that would then catapult him into the super tuesday sta state. >> i'm still winning nationally, you guys keep forgetting that part. the fact is that the first two states, they don't determine the outcome. number three, we haven't had a debate yet. we have a one minute 152nd assertions. you call these debates? >> biden now addressed a room of about 200 people and go for this afternoon. he introduced the crowd to a young boy who has a stutter and in the last month or so biden has started to talk more openly"

with a.r. about his resetting the race. >> then george bush lost john mccain by 20 points in 2,000 how did that happen, they could wake up tomorrow morning, because you've talked to a lot of the voters. you could wake up tomorrow morning and say, i'm going to go cast my ballot. >> do you think they just have a reputation for saying that? >> they are hard to pull. probably half of the democratic electorate will be independence because they pick and switch each time. if there's a good race on one side they vote over here and if there's a good race on the other side they will over there. so the democratic party will be drowned out in a lot of ways. >> that's a very interesting point because you can be undeclared in the state of new hampshire. >> you can walk in the primary, you can cast your ballot or you can go to another table or booth

and change your party affiliation if you so desire. it's a rather unique thing we were watching a post today, we found this piece very interesting. is there a story out there that we are not seeing, that we are not picking up on? pending the outcome of warren and biden on tuesday? >> no. let me just tell you it's too early to figure out what's going to happen. >> there are suggestions that it could be done. >> if you are a football lover like i am then don't forget, the last two democratic past presidents of both mr. clinton and mr. obama lost the state and went on to win the nomination. >> but democrats have changed their nominating process to frontloaded and they pretty much half the delegates will be allocated by the time you get done on super tuesday. so the shorter and more
