"bill hemmer reports" is next. >> bill: thank you, dana. welcome back to bedford new hampshire. i am bill hemmer. voting is underway in the country's first primary. we'll get to that in the moment. a lot of headlights to bring you. we will bring that at the moment. any moment, we expect 200 american evacuees to start rolling out of a quarantine set up by the seven california military base. they have been stuck there at the march air reserve base for two weeks, ever since they flew out of china. they came from the city wuhan, epicenter of the coronavirus this killed more than 1,000 people. dr. say so far none of the evacuees has tested positive for the virus. william la jeunesse has the report live in riverside, california.

what are you hearing? >> they announced that everyone has passed their screening after 14 days. the vast majority of the 195 evacuees here, mostly state department employees, are headed home right now. a few of them, they said, failed to complete the flight reservations and are staying on base until they do. two weeks ago the u.s. was under pressure to bring people home from china and they had nowhere to put them. they decided to put them here at the march air force base. the cdc has been testing everyone twice a day. they assure us that if you do not show symptoms or test positive in 14 days, they are good to go. two kids here briefly hospitalized with a fever. they tested negative. not the case down at miramar at the marine corps air station there. they have several individuals hospitalized, two cases are pending. one showed up positive. we are told because of a screwup at a cdc lab that person had to

be readmitted to the ucsd medical center. we skyped last night with one individual at miramar. he said despite following all the protocols to sleep and eat alone, wear a mask, get no closer than 6 feet from anyone, there was concern about transmission. he did express gratitude that the administration acted quickly and thanked his congressional delegation and others for getting him out. >> i am very grateful that the government evacuating us, the whole crew. i really am really, really appreciative of them. thank you so much. >> bill, that press conference just got underway a few minutes ago, so we'll come back in 30 minutes and give you the latest. >> bill: good deal. thank you, william la jeunesse. that here in new hampshire, voters are faking their favorite democrat to face up against president trump in november. final polls close later tonight. five more hours. joe biden says he's leaving

town, heading to south carolina tonight and set of waiting for results. it comes after a fourth-place finish in iowa, a slump in the polls. biden says he expects to do well in south carolina and nevada and he is still mildly hopeful about new hampshire. mark meredith has the story watching the biden campaign, reporting from the polling site at bedford high school. how is the turnout today and what's the story on joe biden? >> bill, certainly a strong turnout here at this point. what you are asking about with joe biden, this is fascinating. he's been campaigning on the ground today here in new hampshire and as you mentioned, the campaign is shaking up its schedule. the candidate is not going to be in the granite state much longer. he's going to be heading south to the palmetto state of south carolina. our cameras were there as joe biden was out greetings and volunteers and supporters. he brought some doughnuts. reporters asked about this decision to leave new hampshire early. he was supposed to be here tonight. if this is a sign that his campaign may be in trouble, it's unclear how well biden will do

here in new hampshire. biden says he's not worried about his party new hampshire the matter what the results are. here's what he had to say earlier today. >> i'm going down to my supporters to get them moving down in south carolina, do an event tonight. talking to all the folks back there at the event electronically. we are going to fight till the end until the polls close. we are going to move on. >> biden supporters are still expected to gather tonight. they are going to be meeting at the radisson in nashua, not too far away. the biden campaign says his sister will still be greeting supporters face-to-face, those people who been working so hard on the ground here in new hampshire. where we are is a polling place. we have not seen biden supporters outside the doors as voters have been coming in and out. several of the campaigns of had people under tents and very closcoldweather in the rain, tro tell people to support their candidate. we haven't seen that here at this particular location. you asked about the turnout.

for him? >> i think people look at joe biden and they think he represents the past. there's been some time since he was in the administration, and he makes these extravagant claims about how big a role he played in various obama achievements but i'm not sure people believe them. i also think they look at him and they see the kind of mistakes he makes. he's always made them. the one he's made in recent times tend to be i think they are a function of his age. i think you both think he's too old and that he wouldn't stand up well against president trump. and i think he's -- he hasn't campaign very effectively. >> bill: do you concede that the party has moved on? >> is a little too soon for that but tonight will tell us a lot because vice president biden is theory was that he was the modern option that could best take on president trump and nowe mayor pete, amy klobuchar and then waiting in the wings on super tuesday, michael bloombe michael bloomberg, who felt that moderate lane.

but our younger, newer feel fresher with the party and the country on both sides. looking for something new. there are a lot of people who deeply respect the vice president, as i do, who are watching his campaign wishing to be had run in 2016. hate the idea that his final political act may be as a loser. but believe that even the south carolina firewall may not be enough to carry him. >> bill: two thoughts. the lack of on obama endorsement is huge. how much did it hurt him? >> i think it's huge. the guy has run for president 500 times in the closest he's ever gotten is being picked by president obama to be the vice president. so without that endorsement, it's terrible. i think marie is right. these other candidates are trying to fill that moderate role. the problem is one o once one of them gets the recommendation they look at their record, they

are not terribly moderate. maybe joe biden, it's wishful thinking. mickey mouse probably would do a better job than some of these candidates. last i checked, mickey mouse isn't offering free health care to illegal aliens. >> bill: joe biden was expecting be sitting here and it happens in campaigns. my sense in new hampshire the past 24 hours, there's a significant gravitational pull. i don't know if it's in the media or if and the voters or if it's both, towards michael bloomberg. do you sense that? >> i do. i would make one last quick point about biden. it's not unusual for a candidate and his campaign to leave a state on the day the state votes. however, when you've a planned celebration at night in the hall is booked and you're expected to be there, that's a little unusual. that's something that tells us that he really thinks he's done here in iowa. on bloomberg, look, the more people like biden run into trouble, the more open the less

liberal lane of the democratic party becomes which would at least in the near term broadly speaking open the door for the bloomberg candidacy which, as you and i have talked about, we are singh money spent by him on a scale it's never been tried before, never been seen before. its effect cannot be calculated at this stage but we see movement slowly in the polling for bloomberg who i think is now clearly a factor. >> bill: marie, how would you get to that? >> i agree democrats look at him and know he can compete in the money wars with president trump who has a huge campaign war chest right now. he is taking up the polling. i will also point out all the democrats still in national polling beat donald trump head-to-head. >> bill: it's almost as if democrats in new hampshire are not only undecided but they may not be satisfied. >> i think they're very frustrated. don't rule out the possibility that biden could sort of, just by his ability to sort of remain

out there, that this whole thing doesn't turn back around and he rises again. >> bill: there is an audio clip out there about stop and frisk. i heard bloomberg just released a comment. >> what he says in that comment that circulating now about sending police into poor neighborhoods and minority neighborhoods, because that's where the crime is, is reasonable and it's true but it's anathema to democrats. so he's got to do whatever he can to ameliorate that. >> it's also the way he talks about it. he talks about like he's a king sending his minions into -- >> and you are the mayor, you get to do that. >> democrats' top priority is to beat trump. >> bill: thank you. over here on the board, this is what we've been looking out for the past couple days. four years ago this was all bernie sanders.

>> bill: welcome back to bedford. beautiful snow on the ground. feels like new hampshire, primary day. there are two men with momentum. pete buttigieg and bernie sanders. really that was in the result of iowa with buttigieg and orange and bernie sanders and purple. behind her, both would love to take this new hampshire battle tonight. go back through history, if you do not finish in first or second place in iowa and new hampshire, your ability to catch the nomination does not exist based on history. that's something we are watching here. if you come to new hampshire now, we are in the southern part of the state, half the balance will be cast from this part down to what's called the southern tier, the border of massachusetts. a little bit of filling that this is small. it's it klobuchar, sanders, warren with four. this county along the border with maine, carroll county. it's going to change throughout the night.

it's a bit of early return. really, really, really early returns. team fox coverage continues. matt finn is with the buttigieg camp. peter doocy is live in manchester with the sanders' camp. peter. >> bill, bernie sanders is arguing that this concert he hosted last night in new hampshire, which drew 7500 people, the largest candidate event of any democrat this entire cycle in new hampshire. it proves he has something, that he has a really good chance to win tonight. >> we were hit a little bit hard by the impeachment process which kept me in washington for a couple weeks. i am proud we have focused tens and tens of thousands of people in new hampshire. >> sanders hit multiple college campuses yesterday, promising to cancel student loan debt, guarantee free public college and university tuition, and

legalize marijuana in every state. these are things he's been calling for since early in his career. that's what won over his top surrogate, alexandria ocasio-cortez. >> know people think that progressive ideals are in vogue. who put them in vogue? which campaign may a living wage a center point? which candidate in this race never took corporate pac money ever in their lives? >> sanders had hundreds of people literally bust into new hampshire from other states like rhode island and new york who were hoping to canvas and knock on doors to try to get out the vote and it's something that was bringing a lot of people together. a very long line outside his event last night. we overheard people saying, how many doors did you knock on? 20, 50. he went on for hours and it continues today. >> bill: thank you, peter.

peter is in the southern part of the state. this is from 2016. bernie sanders, easy winner over hillary clinton. also the town of bedford where we are broadcasting from is located in this county. a lot of votes come from here. matt finn is tracking it with the buttigieg camp. >> hey, bill. pete buttigieg began the state with a public appearance at 6:00 this morning in manchester. we caught up with him a short while later at a voting center in nashua where he was greeted by very vocal supporters, some who were chanting what's become a signature cheer boot edge ed edge. the buttigieg campaign tells fox news that has 15 offices around the state and a very busy day doing last-minute doorknocking. mayor pete says he feels fantastic. we spent a few hours at the national following center which is in new hampshire's first

new hampshire. stephen, chairman of the new hampshire republican party with me. nice to see you. good day to you. 3,000 votes was the margin of difference four years ago. >> 2736 to be exact. >> bill: you would know, right? what has changed in new hampshire on the economy or within the electorate in the past three and a half years? >> the economy is screaming. between what the president has done and what governer sununu has done, we have one of the best economies not only in the northeast but in the country. one of the lowest unemployment rates in the country. that has translated into people very satisfied with their current state within the state. >> bill: last hour, brad parscale was on with dana perino. he is reporting some extraordinary numbers based on registrations. he believes they have 17% of 54,000 registrations who did not vote in 2016. he also says that among that

54,000 registrations online, 24% were democrats. where do you go to find the 3,001, let's say, voters to win the four electoral votes in november? >> we work to the rnc data team to look at new hampshire. one of the things that we looked at was new hampshire residents who are entitled to vote in new hampshire but not registered to vote in new hampshire, we discover there is 50,000 to 60,000 people like that, hardworking blue-collar new hampshire residents who have not registered to vote and we have been targeting those people to get them excited and by and large, they are trump supporters. they are getting involved like we've never seen. >> bill: you feel like you have a target after those motors. in des moines, the president said 30,000 came out to caucus for him.

they didn't need to. they are claiming that the new record. on a night where you have an unopposed candidate running for reelection. what is the measure of turnout so far today that you are hearing? >> i am hearing significant turnout, much more so than we thought, of republicans. people who want to come out and let people know they are supporting the president. i think we are going to be pleasantly surprised. >> bill: they believe 420,000 new hampshire rights could vote. did i say that right? new hampshire. you would expect about 100,000 republicans to cast a vote today. you think you will get to that number? >> i think we will exceed that number based upon what we are seeing on the ground, the number of people that have been coming out. the people that we have been reaching out to and contacting over the last year. i've never seen -- i call them

what is the scene there today? >> we are right outside a polling place in manchester were senator elizabeth warren left about 20 units ago and she walked up to cheers from her supporters. she is dreaming big and hoping to finish far better than she's been ferrying the polls but she's also fighting hard to the finish in a state that she knows she needs to win and that's a very different strategy than what former vice president joe biden has been doing. he's essentially written off new hampshire. he won't be here. listen to how elizabeth warren trashed that strategy earlier today. >> i think it says he's not here to fight for the votes in new hampshire. i think this is what democracy is about. we get out here and we talk to voters and fight for every vote. that's who i am. i am a fighter. >> that was by far the most

aggressive attack that we've seen from warren against any of her democratic rivals in days. she also drew this morning a very rare but subtle contrast with her progressive rival, bernie sanders, by essentially saying she's a more pragmatic and effective of the two. today we are really seeing small cracks and her refusal to attack any of her democratic rivals in these final days before the primary. it's a sign she knows and is really feeling that this could be make or break for her campaign. senator elizabeth warren really funny to the finisher in manchester. >> bill: thank you. kristin fisher watching that. at least one democratic presidential candidate, tulsi gabbard, calling on the head of the dnc to step down after iowa. chairman tom presley he will -- says he will not quit. he says the iowa democratic party run the caucus and it's his job to help them win elections. in new hampshire come of the state runs the primary. officials say they do not expect

a repeat of what happened in the caucus confusion of a week ago. i want to bring in xochitl hinojosa. nice to see you. we wish you were here in new hampshire. i understand in washington you are working on the vat already. to the program. do you think the party should get out of the business of running a caucus like we saw in iowa? >> the rules have been set for 2020 and i think once we look back, every four years we look at what worked and what didn't. we are going to have an important conversation about the caucus. i think we're going to have an important conversation to see what we do about the caucus and what changes do we make. >> bill: so you are open to it? >> it's not my decision. he will be the decision of 447 dnc members and we always take a look at the process but i do think we need to have a conversation about the caucus in general because as you might remember, the 2016 has a preference to have primaries over caucuses and that's why we moved to have more primaries and

caucuses. we moved to seven states in the primaries and we still had seven states in caucuses and in some cases, i want to be very clear, bill, in some cases there are states where the governors won't pass legislation in order to have a primary. they must have a party-run contests. will work with our party to make sure. >> bill: walked about the calls for tom perez to resign? should he? >> tom perez isn't going anywhere. he has won elections in 2017, 2018, 2019. he's committed to beating donald trump and is doing everything he can to do that and that's why we have built an infrastructure at the dnc in order to make sure that our nominee is in the best position possible in order to win. we are doing things that you haven't seen a dnc do before which is invest early. >> bill: i understand your defense of him. maybe there's a different way to ask the question.

who takes the fall for this? donna brazile said she was embarrassed by what happened in iowa. think about the party and the loyalists across the country, think about the campaigns and candidates, shouldn't somebody be responsible for that mess? >> was no doubt that what happened in iowa is unacceptable and there is no one who is more upset about it and wants to fix it than tom perez. there's no doubt about that. i'm not going to sit here and do the blame game. we are about fixing it. this is why i am in washington, d.c., and not new hampshire because we are working to make sure that we are implementing the lessons learned, that we are working to give nevada the resources, and we are deploying staff to nevada as we head into that contest. new hampshire's government run and we are doing a rethinking tenant nevada. >> bill: here new hampshire, here's the headline from politico. "the democratic field is so flawed that even biden still has a chance." what does that mean to you?

>> i want to be very clear. we've had one state so far. i think that the democratic field is one of the best democratic feels that we've had in a long time. all of our candidates are out there campaigning, working hard. we have only had one state that's gone thus far. after the first four early states, this only 5% of the delegate count and you might remember you need 1,991 delegates in order to win. so that's what we're looking at. >> bill: you've got a long way to go. what are you hearing anecdotally about turnout? what would be your expectation? >> i don't look to make expectations because i don't want to be wrong but there's a lot of enthusiasm on the ground and i think that you have a new hampshire republican party chair earlier. one thing that they forgot, that they left out, is that if you are looking at previous elections, when it comes to democrats, we flipped the state legislature.

i think it's important to know what has happened in previous years and that the momentum is on our side when it comes to democrats. we are excited to win again. >> bill: it's going to be a close race. at the moment, it appears to be that way. 11,000 at the trump rally last night. the michael bloomberg stop and frisk comments, is that a problem going forward? speak i was disappointed in his comments. i believe he tweeted and apologized and i'm glad he was able to do that but that is something that all of our candidates will require vetting and all of our candidates moving forward, they will have to explain themselves when it comes to their own policies. >> bill: xochitl hinojosa, come back soon. see you on the road. one of our top stories, the corona virus infecting more than 43,000 of them are of the world, 13 confirmed cases here in the u.s. the latest patients here in the

u.s. has been quarantined. william la jeunesse in riverside, california, on what we have learned about the americans leaving the military base after a two-week quarantined are they free to go? >> they are. this is the first group that the u.s. state department brought over from china. they say this was the first successful mandatory u.s. quarantine in 60 years. it's over. everyone has been cleared to leave the base and the vast majority, 195 evacuees are either at an airport or on their way. there's a few stragglers left still finalizing their travel plans. to say this group of people are the most closely monitored individuals in the united states in the last two weeks and they pose no health risk to family or friends. >> these people do not have novel coronavirus. it's important that they go back in their communities and be accepted in those communities. >> everybody felt like the

quarantine was their civic duty to do what they need to do to keep themselves and their communities safe. >> the u.s. public health saying the risk of americans getting coronavirus here in the u.s. is extremely low. the march air force base, reserve base is 1 of 6 bases around the country housing right now about 800 individuals brought over and evacuated from china. they could receive more. the president's declaration also included individuals who have had some time in the last 14 days in china. three individuals from lax were brought here. one is just finishing up and two are still being monitored. they also say the virus is evolving, so they are watching any kind of differences in transmission between this group and others around bases in the united states. she did reiterate that the 14 day quarantine period is adequate to know if an

post iowa mojo makes him the man to beat so where's the democrat who will put the obvious to mr. buttigieg, are you really telling us the model for america is south bend? >> i'm a little perplexed by this op-ed. pete's numbers around black voters, hispanic voters are extraordinarily low. when you get into nevada and south carolina and more diverse states on super tuesday, the iowa new hampshire, pete actually isn't pulling that well. he's picking up nationally but that's why i think there's a lien for bloomberg. that's why think mayor bloomberg is the one that is really waiting in the wings to capitalize. >> bill: you have the gravitational pull that we talked about. >> buttigieg's case and without op-ed points out is that he's really not been examined on his record yet. it's a fairly target rich environment considering south bend is not exactly the garden spot of the nation in terms of how it's been governed. he's vulnerable on that.

he had a very clever answer to the biden ad which suggested he'd never done anything but put lights under bridges and decorate roads when he came back at biden by saying you're putting down small-town america and that's where a lot of people come from. it was a nice bit of political jiu-jitsu but he's going to have to answer for the record. people will say he's awfully young. if you say he's awfully young but look at all he's done, it can overcome that but you can't really say that in this case. >> bill: very smart political professor from the university of new hampshire yesterday don't discount the performance of amy klobuchar in the debate friday because people here watch it and pay attention to it. then he referred to 2016 is saying that that was the moment that helped hillary clinton seal the deal over barack obama four years ago. that's out there. the thing with pete buttigieg in iowa, first ball he spent a lot of time in iowa and put a lot of resources there. basically full-time while half the field was back in washington, d.c., trying to

engage president trump. so obviously he did very well and he should have done well. i think he was kind of a "none of the above" candidate. she isn't insane like bernie sanders, isn't losing his mind like joe biden. they are looking at the rest of the field saying who sounds like, who seems like a reasonable candidate. he seems like it. the problem is, like brit was saying, if he becomes the moderate challenger to bernie sanders, people start looking at his record. he's not that moderate. >> bill: in a lot of cases you look for that shiny object and run toward it. shake it off of tree to figure out whether or not you're happy with what falls on the ground. donald trump came here and had 11,000 people camped out overnight. this is a state, as they will tell you, the economy is on terror. -- is on a tear.

>> a lot of us, myself included four years ago, the crowd size doesn't really tell you about an election and i was wrong about that. we need to pay attention to the fact that this president turns out these tremendous crowds. a lot of it has to do with it that while a lot of people in the media are scoffing and sneering at these rallies in the way he acts in them, you sit down and watch one of these things, it's probably the greatest stand-up routine that's ever been available for free anywhere. >> bill: i would add the margin of difference between clinton and trump, 3,000 votes. on a percentage basis, the only state where you can find a slimmer margin is the state of michigan. it was razor-thin. >> that's true but new hampshire had two very popular democratic female senators, two members of the house. jeanne shaheen is on the ballot this fall. she was a former governor, very popular. new hampshire republicans, there's a basin you solid at the rally, they tend to be more moderate.

this is february. a very busy political month. we were in iowa last monday. here's what's on the line ultimately at around 2,000 delegates to get the nomination. there are 24 on the line in new hampshire. the thing you want to get in the story and the runoff and nevada and south carolina, both come up later in the month of february here. how much will new hampshire tell us? i will sell you from 2016 here in new hampshire, i have shown this map a lot. i will come back to that. from 2016, sanders won every county. new hampshire. you moved to the next state, the next story. what was the next date and story in 2018? it was south carolina. look what happened there. hillary clinton turned the tables entirely just like biden won all ten counties in
