west palm beach, florida. hi, mark. >> hi, leland, good afternoon. the justice department is fielding questions after a slew of questions. and there has been so much speculation on recent developments involving multiple cases. president trump did not speak with reporters as he made his way to florida. his trip came days after bill barr told that the president's constant tweets are impacting the justice department. >> the president has never asked me to do anything in a criminal case. however, to have public statements and tweets made about the department, about people in the department, our men and women here, about cases pending in the department, and about judges before whom we have cases, make it impossible for me

to do my job. >> the attorney general is denying that president trump is involved in the department's case against former trump associate roger stone. stone was convicted on multiple counts of lying to congress. and prosecuted recommended between seven and nine years. and we learned that justices wanted to overrule and shorten the sentence and democrats are calling for barr to resign over the matter. >> what the attorney general could have said to satisfy me was that he was resigning. i called for his resignation. i think that he is part of a pattern of political interference in the department of justice that's absolutely intolerab intolerable. >> now, on friday, fox learned that the justice department is ending its investigation into former deputy fbi director andrew mccabe. mccabe was facing allegations whether or not he had lied regarding a leak to the media. mccabe said he's thankful the

investigation is over, but he felt it went on for far tie long. and president trump is in florida as you mentioned, he's got a fundraiser in town this evening and tomorrow heading up to daytona for the daytona 500. and this is interesting. john roberts broke this last night, it's possible that we could see the presidential limo go on the race track with the president inside and the details are worked out and should make for quite a spectacle for the folks not only watching in person in daytona and those on television as well. leland: they call it the beast. perhaps a little lower on the track than some of the cars later in the day. mark meredith in a windy west palm beach, florida. we'll check with you. thanks. >> the trump administration announcing sending tactical border patrol agents to sanctuary cities in an effort to crack down on undocumented migrants marked for deportation. and this fascinating story to

not everyone is happy. the mayor of los angeles as well as its police chief criticized the move on humanitarian grounds and they also don't want to turn their streets into war zones. >> i want you to know that you do not need to be afraid. the city is on your side. and rest assured if you're in los angeles we are not coordinating. >> the los angeles police department is not assisting ice in any way. we will not enforce immigration laws that are civil in nature and that fall under the jurisdiction of the federal government. immigration is a federal matter. safety is a police matter. >> secretary wolf would like to see more cooperation between cities and the trump administration on this issue. >> it's fascinating to see the pushback from the leaders in the cities so swiftly. lucas tomlinson, thank you. >> we'll bring in darrell issa running in the district a little south of with are he used to represent. congressman, good to see you. we appreciate it.

let's start with this, do you think these border patrol teams will actually make a difference or more of window dressing for the president to prove he's doing something? >> well, leland, the 18,000 men and women of the border patrol make a difference every single day. the question where are they making a difference? at the border where we need more fence armor wall to free up some of those people? absolutely. but in the interior where you have my state obstructing the removal of ms-13 and other criminal aliens, they're going to make a big difference. the people that are being affected by crime on the streets are the very people they claim they want to protect. police cannot protect from criminals if criminals are first of all, not arrested in california, not prosecuted in california and then if they're illegal, they're not even deported from california. >> we saw that clip lucas'

report from the mayor of los angeles and also the sound bite from the police chief. it seemed a damning indictment of the way the federal government is asking los angeles to enforce immigration laws. how is it you've got a police chief basically saying we're not going to enforce laws since they're federal. is it sincerity or he's being told what to do? >> when i talk to law enforcement including deputy sheriffs i work closically with, they want to release from their jail criminal aliens directed to ice. they're prohibited by the legislature and laws they passed and signed and approved by two democratic governors in a row, they're prohibited from doing it. by state law, they want it changed, you ask any law enforcement person off the record, they're going to say t you talk about somebody who an a political appointee like the

police chief, of course he wants to keep his job, he's going to say what the mayor wants him to say. >> the president is headed out to california for fund raising, and he's the president of everybody in the united states, but i don't think anybody thinks he's got a chance to win california come november. in part, he does these trips and highlights the differences between california and the rest of the country. does that message translate outside the borders of your state? >> oh, absolutely. and remember, leland, there are pockets of red here in california, including the 50th congressional district. these are places where my voters are energized, but throughout the state, millions of people, even the ones who might not have voted for president trump, they want safe streets, they want jobs protected and they know that president trump is doing it. so, he is triangulating the bad

behavior of new jersey, new york, california to help the rest of the country, but he's sending people to those states to protect the citizens that right now are not being protected by their own law enforcement because of these adverse policies. >> you certainly were an outspoken member of congress, both from the hearing rooms and then also on cable television. take you back to 2016, as you talked about this video, the meeting between loretta lynch, then the attorney general, bill clinton, former president and husband of hillary clinton who was running for president. this is a video of that famous meeting on the tarmac and this is what you had to say about it. >> madam attorney general, what were you thinking? when would you ever allow yourself to be compromised like that? it's practical jury tampering when you have that kind of exec

ex parte event. >> the attorney general never had a conversation, the president allows him to do his job. but the president has an obligation in his mind and reality to communicate his thoughts to the american people and this president, president trump does it like no other president. so i think there is a disconnect that you have to accept, that president trump will tell people what he thinks, he will allow the attorney general to do what he thinks is right, that's what is supposed to happen. people just aren't used to a president who expresses it. leland, remember, the president has the absolute right of pardoning -- there's no question that the president can change the outcome if he chooses to, but when he tweets-- >> there's a difference between presidential power and presidential propriety. forgive me congressman, i think if president obama had had tweeted such things about fast and furious, you would have been up in arms. you certainly were about eric holder saying he was president trump's wing man--

president obama's wing man. >> remember, president obama actually covered for hillary clinton saying he thought she didn't commit crimes when, in fact, she had classified documents in her home and had left office. so, there is a history of actual interference and actual statements by the chief executive that are very different than simply an opinion that a sentence is going to be too long. >> so you're saying that by president obama saying that hillary clinton didn't have-- commit any crimes, he was putting his hand on the scale and you don't like that. but what president trump tweeted, vis-a-vis roger stone isn't putting his hand on the scale? >> well, i think when you deal with sentencing, and i think this is an important distinction. when you're dealing with the crime, was it committed or not, we could have a discussion about when it's appropriate or inappropriate to speak. but when you're talking an opinion whether a crime and the punishment fit, quite frankly the court welcomes people to

that all is tomorrow, media buzz 11 a.m. eastern. >> the u.s. and the taliban are agreeing to a week long reduction in violence in what could be the first steps in ending america's longest running war. mike tobin has the details live from our middle east bureau. >> promising, but not without risk. that's what they told after a deal was struck that could ultimately lead to u.s. troops coming home from afghanistan. it happened on the sidelines of a security forum in munich, germany. >> we have to give peace a chance the best if not only way forward in afghanistan means a political agreement. that means taking some risks. that means enabling our diplomates. >> the deal hangs on a seven-day reduction in violence which means the taliban have agreed to halt roadside and suicide bombs for this time period.

if the taliban hold up their end of the bargain, the u.s. and taliban agreement, a possible country-wide cease-fire and the commitment from the taliban not to harbor fugitives from terrorist organizations like that, and they would not comment about the size or time frame from the troop withdrawal. the expectation is that the number would be reduced 8,600 following the announcement of a deal. the announcement of a deal came after secretary esper met with mike pompeo-- >> mike tobin, thank you very much. ♪ >> france now confirming the first coronavirus death outside of asia.

this as china says it's taking new steps to keep the virus from spreading. a lot of questions in terms of exactly how candid china is being about all of this. christina coleman tracking the outbreak from los angeles. hi. >> leland, well, this illess has been to more than two dozen countries. the 80-year-old, and the cases through friday, a significant drop from more than 5,000 cases reported in the previous 24 hours. this brings the country's total to 66,492 infected. the world health organization has named the illness corvid-19. a team of world health organization meet this weekend.

and travelers head back to densely populated city and people returning to beijing to isolate themselves at home for 14 days. the department of health and human services a supporting the state department in getting american citizens back to the u.s. who were on board the diamond princess cruise ship currently docked in yokohama, japan. the ministry says that 67 more people aboard the quarantined ship have been infected with the strain of coronavirus, bringing the cases to 285 on board who are sick with this illness. the japanese health minister says it will start preparing to evacuate americans aboard the quarantined vessel. the state department says it has a chartered flight to bring american citizens back to the u.s. everyone will have to go undergo a health screening before they're allowed on the chartered flight. anyone who shows symptoms will not be allowed on the plane.

those who arrive in the u.s. will have to go through another two weeks of quarantine. some will go to the travis air force base in california and some will fly to lackland air force base in texas. even though the c.d.c. maintains a general risk to the public is low, government officials do not want to take any chances. >> the measures that we have in place are staying in place for the forseeable future. whether they come back to the u.s. in the next several days or weeks, they're still going to be medically screened. and the c.d.c. announcing that they will be testing for the strain of coronavirus in five u.s. cities including here in california, in san francisco and los angeles, and in new york city. leland. >> all right, still so much unknown, unknowns as they say about this. christina coleman, thank you. molly. >> the second wave of the flu is sweeping the u.s. the number of child deaths and hospitalizations now at its

highest in 10 years. and experts say the wave is expected to continue for weeks, causing a particular worry because the flu and the coronavirus can show similar symptoms. leland: federal appeals court has upheld a blocking of the trump administration medicaid work requirements. the three-judge panel agreeing with a lower court ruling that found work requirements for medicaid in arkansas to be, quote, arbitrary and capricious. about 18,000 people in arkansas lost benefits as a result of those requirements. 20 other states are in the process of trying to implement the same requirement. watch what happens because the court decisions on that. china, molly. >> china collects billions in tariffs, will it end to a shot in the arm for u.s. exports? a closer look. ok everyone!

trade deal, but china is embroiled in the thick of dealing with the coronavirus and all that that entails, including the potential economic impact. could that potentially muddy the impact of the outcome of this phase one as we move into it? >> molly, quite possibly. you know, what i've been saying is just when it was start safe to trade with china, we have the coronavirus. i think that we are guess seeing the beginnings of what this could mean to their economy and potentially to ours as a result. you have tourism off. you have transportation industry off. you have manufacturing shutdown, you have our retailers that are doing business there, closing stores. so, i think it's going to have an impact on u.s.-china trade, no question about it. >> getting us into a few more specifics regarding phase one. china had made this enormous purchasing promise. all of these goods they're expected to have promised, essentially to buy from farm products, 32 billion testified

goods and 80 billion energy products and 25 billion. these were promises made before the coronavirus struck and began to have impact. would they have kept their promises anyway and will it be even more challenging now? >> well, let's go back to what they were trying to do. so the trade was off in 2018 and 2019 because of a trade war. so they're trying to get back to the levels that they were moving towards in 2017. you have agricultural products, you have consumable food products, so soy beanies are something that they definitely need. pork is something they absolutely need because lost in the headlines is the swine flu epidemic that exists in that part of the world so the industry has to buy those things. the thing that's troublesome, the chinese economy which historically has been one relying on manufacturing is now rely and the on the consumer and their consumers impacted by what's going on there and they stop consuming, then there's be

less demand for the varied products. >> the international monetary fund managing director said the next couple of weeks there on the ground in china will be very telling. here is what she said. when we look forward, the next two weeks will be quite critical. china's factories are opening up and on that basis, spillover for the rest of the world. and we're watching how the virus is going outside of china. if it spreads over into after ka, that may change. bottom line, we don't know enough. we have to be vigilant and recognize that we're dealing with uncertainty in a relatively weak, overall world economy. so what do you think about that that the next two weeks that there's a lot riding on these next two weeks as the chinese workers head back. >> right, so they were out for lunar new year and then out for the factory shutdown so there's going to be a drag on their economy there because many people may not have gotten paid

or furloughed. we're uber focused on china, but china is partners with the rest of the worldment and other parts of the world are relying goods coming from china and that could very much disrupt global supply change. the word in that bite there, was uncertainty. uncertainty regarding the economy is the thing that could slow down the economy. you have western europe slowing down, if this means that china is in fact slowing down, that that could have a contagious effect, pun intended. >> you're seeing fiat chrysler is saying it's halted in serbia because of the parts manufactured this china and we know that europe has been struggling. is that a part of the overall economy and the domino effect that we have to keep an eye on? >> many manufacturers around the world look to find alternatives

and certainly u.s. importers look to find alternatives to china in, as the trade war was going on and they look to vietnam and cambodia and bangladesh and different things, but it takes a long time to rebuild a supply chain and so many of the components of technology, things like flat screen tv's and auto parts come from china if those factories remain shut down for a while, the car that you're waiting for from a u.s. manufacturer could be delayed. molly: and the big question to where would the coronavirus move and could we see an outbreak potentially in countries that you mentioned. we just don't know. as you mentioned the word was uncertainty. thank you for joining us. >> you bet, molly. leland: the economy is hot topic and the campaign trail. live pictures, henderson, nevada. amy klobuchar is one of the democrats hitting the campaign trail this weekend. ellison barber is hot on their

tom steyer and i approve this message. it's eating into joe biden's african-american support. i don't think that tom steyer could beat them, but they could pull enough away with the barack obama ground game, even if he can't come on here, if he loses here, he's toast. leland: put up the poll here from politico and the joe biden fire where he counts on the african-american vote. 29%, february, 27th%. that's a precip tis drop. if you were to end up with a bloomberg-clinton ticket, this drudge report seems to indicate is a possibility.

that the prosecution humiliated weinstein showing naked pictures and one testified to the defo deformities on his body. and one praised his team's closing arguments. weinstein faces five criminal accounts and if convicted he could spend life in prison. while this case moves to the hands of the jury on tuesday, weinstein faces an upcoming sexual assault case in los angeles. molly: thank you. those california charges that alex mentioned stem from two separate instances of alleged sexual assault. they both took place over two days in february in 2013. the first three charges you see there are related to the first alleged attack. the final fourth charge is connected to the second alleged incident. so a lot to unpack there, and whatever happens here, he has still this to look towards in

his future. leland: it's so interesting how this is a pretty novel type of prosecution. it was tried a little bit before in the cosby case, but now you have in the weinstein case, them having other women testify that they suffered similar actions by weinstein without him being charged with those incidents and it's a very-- it's a novel way for the prosecution to do it and we'll see how well the jury receives that, conceivably deliberations on this one could last a while. one of the things they're going to be thinking about is the defense's closing argument, they, meaning the prosecution, are creating a universe in which they're stripping adult women of common sense, autonomy and responsibilities. that statement goes on to say, in their universe women are not responsible for the men they attend, the men they flirt with, plane tickets they accept and jobs they obtain and not responsible for sitting at their

computers and e-mailing someone across the country. the defense arguments going on and read more about it on foxnews.com, but it gives you a sense so often they're trying to frame the victims as perhaps having regrets and not necessarily being the victims of a crime here and that it's a risky defense as you've seen in trials that you've covered as well. sometimes the jury buys it and sometimes the jury has a harsh reaction of putting the victims on trial. molly: the defense argued that regret sex is not rape. and prosecutors pushed back in their statements arguing that harvey weinstein was no victim, quote, he felt like he had a sure fire insurance policy and witnesses were standing in line to get into his universe. he made sure he has contact with the people he's worried about to make sure they wouldn't walk out of the shadows and call him exactly what he was, an abusive rapist. and that's part of this as well, the allegation that he not only conducted these acts, but that he also threatens these women

would predict would be protected. that would take 3 months to determine if we are at that swing and if we are it'll take 6 to 8 months to determine if it works when we do a larger phase 2 trial very likely in china. we are talking about rocket speed in the history of developing vaccines but even in that context it's going to be at least a year or more before we would have a vaccine to be able to implement in anyway, so right now the answer to do -- to be able to contain this is typical classic public health issues such as identification, isolation and contact tracing. >> you know, the citizens there on the cruise ship, apparently they have the opportunity to come home, the government, aircraft will arrive, charter, buses, that sort of thing, at least on one of the people in te cruise ship said they don't love this idea, if they are well getting on a bus or chartered

threat, seems obvious that we are not. do you agree with that sentiment and is there more that the u.s. and the international community should be doing? >> well, i cannot speak for the international community but i can tell you we have a pandemic preparedness plan that we developed for influenza some time ago that's being put to effect. as you gave a nice summary in the beginning of the show, in the beginning of the segment, not only are we doing the identification isolation and contact tracing of the 15 people that are infected but the cdc is now beginning a surveillance and we are screening them for corona virus, that's expanded beyond the 5 cities soon. right now we are doing it in 5 cities. i really do think we are doing a lot to protect the american public from having this

scenario for kim fox. leland: when you say could be, what does he have the right to do? can he subpoena phone records and emails that perhaps she didn't have to turn over before? >> he's operating under state statute, kind of like robert mueller in terms of federal statute, he can look at everything, emails, text, he can interview witnesses under oath to determine what happened and why the charges were dropped. leland: this is clearly become a lot bigger than jussie smollett, you mentioned that he poked the bear, is the case now prosecuted against jussie smollett or does this go back to kim fox and her office? >> kim fox has been removed. she will have nothing to do with this case, daniel webb is calling the shots, that's a wonderful thing. he will get to the bottom of this. leland: this is about politics not justice, et cetera, et

cetera, what does jussie smollett actually face here? >> he faces 6 felony disorderly conduct charges, now, look it's not the kid napping of the baby, right, if he's convicted he will not serve 5 to 10 years, he did do damage to the reputation of chicago, fed the perception, think about it, other hate crime victims that come forward, immediately cases will be questioned, he hurt chicago's reputation and cost $150,000 of taxpayer money to go spent on frivolous investigation and chicago will get pound of flesh. leland: you have the civil lawsuits, he sued the police and the police countersued him. does the civil case be put on hold or does he fight both battle because rights under each one are different? >> that's right. civil case will be stayed, the criminal case will proceed, i think we will have resolution on it within a year.

leland: we see jussie smollett probably not in handcuffs but in court when? >> that's tough to say, but needless to say the case will be rocket docketed because of how high-profile it is. i would say probably within a year. leland: noteworthy to swing out excellent reporting done by local television stations there in chicago, that's certainly going to continue on the jussie smollett case. now to r kelly case real quickly, the pictures we have of r. kelly of him in an orange jump suit, is this piling on of charges change anything about his fate or what goes forward in this? >> yeah, i mean, there have been criticisms that the federal and state prosecutors are piling on. he faces charges in state court, in minnesota, in federal court, multiple different jurisdictions, some people have said it's piling on but in the same sense there's a perception that he's a serial pedophile and
