>> dana: josh, you have been great on the radio and good at short answer so i can get it all in here and my questions. i appreciate you on the show, thank you and thank you for joining us, i am dana perino and i will see you on "the five" into ours. here is bill hemmer. ♪ >> bill: dana, thank you i'm bill hemmer and how real is the fear of a global pandemic, the battle in congress. at this hour, here is what we know. coronavirus case has now reported in almost every consonant and for the continent and more new cases outside of china than inside but meanwhile back on the hill business as usual. the trump team looking for $2.5 billion at a minimum to fight the outbreak. senate minority leader chuck schumer says that is not enough. and republican leadership is somewhere in between. >> that is why the appropriation committee met together. we want to make sure there is enough money. we can always come back. i think $2 billion is a little

low on the side. i think we are looking at $4 billion. >> bill: here we go team fox coverage with every ankle and the president addresses the nation in three hours. but first mike emanuel on the hill trekking things from there. what is on senator schumer's wish list, mike? good afternoon chuck schumer is seeking about $6 billion more than the trump administration is requesting. on senator schumer's wish list $1.5 billion for the center for disease control. $3 billion for public health emergency and state and local reimbursement from a $1 billion for usaid and $1 billion for vaccine development. this afternoon top house republican said, it is time to put partisanship aside. >> i think it is absolutely clear as house republicans that we are going to be prepared to stand behind and support whatever resources are necessary for this to work closely with the president to work across the aisle with her democratic

colleagues. and we were to urge the democratic colleagues to do the same. >> michigan democrat said president trump must take the right approach to the coronavirus. >> the president can see everything as a public relations for himself and measures every question how it might affect him. he better get over that fast were a lot of americans are going to be hurt appearance the wilco some suggest a $.5 million is too much but others suggest e president's request of $2.5 billion is too little, kevin mccarthy the republican leader likes about $4 billion for this crisis, build. >> bill: a billion here, a billion fair and real money as you know. the coronavirus. >> a number of democrats clearly want a point person, to head up the coronavirus. one name already floating, scott bartley the former administrator of the food and drug administration. he's a medical doctor who led the fda until last spring.

but today the health and human services secretary said no not o fast. >> you don't anticipate bases are? >> this is working extremely well if it doesn't work or if there is a need for a change, for instance implication of other functions under the nrp and that would be for the president to decide. >> in your conversations you don't expect a czar to be appointed today? i don't. >> obviously up to the president and many lawmakers these are eager to hear from the present of the united states in three hours, build. >> bill: fox team coverage continues at the white house, kristin fisher, what can we expect at 6:00 eastern time kristin? >> not entirely sure what we can expect and we still don't wear the press conference will be tonight, but the white house is still preparing for it. the president, obviously we'll be there and the head of the coronavirus task force and members of the cdc. the president announced to us immediately after limping back in washington after a trip to

india and the reason for it according to secretary a czar, the coronavirus task force it's all about radical transparency. those are his words. the president told him this morning when you come over to brief me this afternoon, let's open it up and invite the press in. the members of the cdc will be there and that will be particularly interesting because yesterday the spread of the virus in the united states was inevitable. the president said it was under control. the white house is singing today, those are not mutually exclusive statements and any report of a rest between the white house and the cdc are simply not true. they say they source familiar with the matter, the president was frustrated with the cdc messaging. here is a statement from the deputy white house press secretary judd deere, unfortunately what we are seeing is a political effort by the left and some in the media to distract and disturb the american people with fearful

rhetoric. the virus is low risk domestically because of the containment action taken by this administration since the first of the year. he's referring to actions like a mandatory quarantine for any u.s. citizen who recently traveled to that tiny province the center of the outbreak. and a ban on foreign nationals in entering the united states who recently traveled to china. and of course as mike emanuel with income of the white house requested $2.5 billion in emergency coronavirus funding. democrats saying that is nowhere near enough and now, we heard from republicans on the hill specifically kevin mccarthy who also says he believes that number is a little bit light. he thinks it should be about $4 billion. >> bill: somewhere in there, we will figure it out. there is a story breaking with the trump campaign suing "the new york times" about op-ed printed to come i believe about a year ago. what is the story on that, kristin? >> yeah, this was an op-ed in

"the new york times." the trump campaign announcing in the last hour suing for "the new york times" for liable. i will let them explain why. they sent out a statement that reads in part, the president's reelection campaign filed suit against "the new york times" for falsely stating the campaign had an overarching deal with vladimir putin. oligarchy to help the campaign against hillary clinton in exchange for a new pro-russian foreign policy starting with release from economic sanctions. the statement were and are 100% false and defamatory. so that is what the trump campaign is saying. we are still waiting for a statement from "the new york times," and of course we will bring it to you when we get it. >> bill: kristin fisher from the white house, check out the down now. we are off 150 points come a half of a percent of the doubt after the market had its worst two day drop it on record. we were plunging 1900 points over growing coronavirus concerns. the host of fox business network

sunday morning futures on fox news channel, how are you doing? nice to see you. so much of this concern about the virus is wrapped up in the markets of dominating the headlines. can you explain to us as to why so many believe this virus could touch literally every aspect of society here and overseas? for sure, bill, the market is going to trade on growth and growth expectations. the reason for the market has been on such a huge run in the last year, four years call it, there is an expectation economic growth will continue to go up meaning earnings that companies will continue to grow. now, with the situation taking place here, you have bottlenecks of supplied chain. you have companies that have products that they are trying to sell. many of those components of those products, components and those products, cars, phone, washing machine, whatever, those components and parts are being made in china.

there is no activity going in and out of china. no airlines, no activity there in terms of economic activity. that means no growth for china. and given a bigger portion of the global economy today, that will impact earnings. wait a minute, what am i buying when i buy this stuff? it is earnings. the earnings will not be where i thought it was going to be. >> bill: $1.7 trillion in market value lost in the last two days? >> that is right. >> bill: that is extraordinarily high when you don't know what the story is or where it's going. >> don't forget this market has been rising for four years now. we are at unchartered record highs for the average. there is already getting overvalued and so the littlest thing is going to push the market down with the expectations being different. having said that, this is a serious issue. this is a serious unknown. we don't know how far this goes.

we don't know the duration of this coronavirus. we don't know how many people will be working from home no activity in and out of china and where it goes from from here. investors will sell first and think later. i don't think this is over just yet. >> bill: the easiest way to understand it in your first answer, not using planes, hotels, travel stops, things come to a -- not a hold but certainly a slow down. >> they are in a hole for china and a big portion of the global economy. a lot of companies are betting on china has in terms of growth story. >> bill: pack your in-home a battle in congress over money. "wall street journal" with the right to spending viruses that headline. congress chose political opportunism with another health play. the point is being made in there you took a lot of money and set it aside for ebola scare a few years ago, that money has not been spent. the administration wants to reallocate some of that money and put it into this virus now to help fight it.

so you will have a battle over cash. and what is the appropriate number? at this moment, we don't know. >> we don't know and the battle has been going on. there is some truth to the president saying look come if i said this number chuck schumer would have said it's too high. but this number, he said it's too low. so yes there is a debate how much this is going to cost him about the bottom line is, we need certainty that this country is prepared to. you know, there are right now ships supposed to be coming from china holding plastic gloves, masks all of this stuff we need for this coronavirus to make sure that the u.s. is prepared. though ships have been told by the chinese government, turn around. we need these products here appear there is a real prepared issue. we need to get the manufacturing back in the united states though u.s. is not reliant on china. that is partly what the money is for. >> bill: the economy is in good shape. who is to suggest it's not a question mark speak with the economy is in good shape when you look at it today. the question is, where is this going? we are talking about fifty-year

number anybody has ever won iowa and number 12, new hampshire, 45 delegates, 2.3% what he needs for the nomination. it's over. forget it, it is done. i mean my think we are being a little premature. >> bill: marianne, you can return serve on that. why do you say it's over. >> four years ago today hillary clinton had one delicate lead over bernie sanders and she went on to put 53 delegate lead on super tuesday. she never looked back. she won the nomination on that day as did donald trump. everybody knows super tuesday no catching either one of them because it's all about math. you can't catch up once you are behind. super tuesday we have california in there as well. today as we speak bernie sanders has 23 delegate lead over his closest competitor. he will make that even greater on super tuesday. if he was going to be stopped, it would be in the debate last night and it should have been derailed and that did not happen. >> bill: or south carolina on

saturday. i will show you something on the board. karl rove, you have your whiteboard and i will show what year in new york. the pulling and south carolina as of yesterday, so the latest polling, a new one came out yesterday tuesday, the 25th of february. has biden, karl up 31-21 over sanders, tom steyer third slot 15%. hold onto these numbers a moment, karl, because i want to show the audience what is on the line saturday. that is a grand total of 54 delegates. so if you are dealing with this based on proportion, come back one more moment on the polling. karl, if this is where they finished, hypothetically speaking, they split these delegates. so my question to you would be then, what saturday matter if this is the ultimate outcome on the mic in south carolina? saturday matters because if biden finishes, he's cooked, he's done. if he wins strong he goes into super tuesday with momentum. and he's also able to save the

biggest contest so far i came out of it and i came out of it. look, if only two candidates were maybe three, that is the issue and south carolina. how many will be about the 15% threshold? if it is two candidates and a ten-point lead, he will take maybe 60% of the delegates. >> bill: so they are just splitting, sharing the spoils anyway and south carolina. how much further you move the ball? >> welcome a look that is the problem with the democrats is that if you are against biden come excuse me again sanders and in new hampshire for example, three candidates more traditional candidates biden, buttigieg, bernie had 26 but he won. and he tied for the lead number of delegates state 9. as long as a fragment of field, bernie will be the plurality winner and he will have a plurality of the democrats at the end of tuesday night in all likelihood appeared but the question is, let's say he has 40%. he needs to win 57% of the

delegates who get elected tuesday night and if it gets down to a two-person race or a three-person race, we may have a convention that goes more than one ballot. the idea that this is somehow over, you know, it was not necessary -- you go talk to the candidates 2010-2016. the morning after super tuesday. >> bill: he makes an interesting argument. what would you say to that marianne? >> it takes 1991 delegates to win on the first ballot at a democratic pledged ballot. and super tuesday, over half of them, 700 of them are available in california and texas. as of this past week and, more than 2 million ballots have been cast in early voting. 1.3 million of them are from california where bernie sanders leads. he was in texas the night of the nevada caucuses giving his victory speech. there is a reason. we are at that point now where

you have to win 50 or 3% plus vote two or three times more delegates in each contest to beat bernie sanders now which is why he's likely to wrap this up on tuesday night. insurmountable delegate lead. >> bill: let me show you back on the board again, talking about california, marianne you mentioned the pulling out there, not a lot of polling in the golden state but bernie sanders looks like he's got a 13-point lead in the polls. we will see how it comes out. but to your greater point, marianne, you are giving marched my first tuesday of march, and this is -- is it ironic, karl, how california always went in june but they sure they moved it up to matter? look how much it matters on tuesday? 415 delegates in the golden state. we have to run. thank you for being here karl rove that mary anne marsh, good to see you both. you make a good team. thanks, guys. cracking down on foreigners with u.s. citizenship who did not reveal their criminal records.

lethal that can be transmitted from person to person. it is cross international borders. so what we are waiting for now, someone say it has crossed into enough countries and enough volume we can make the official. >> bill: what does that mean, doctor? >> that means we can have draconian measures to control the epidemic or pandemic. for instance, try to imagine if we had to close the schools in new york city or any large city. that means the kids would have to go home, stay home, be watched by somebody. they could not be in groups because the whole idea is to keep them separated. that means mom or dad who may be working independent on the daily paycheck will have to be home. >> bill: okay, but we are not there. >> we are not there but i'm just saying -- >> bill: is that a prediction or expectation? >> neither. the trend would tell us we are going they are. we are not there yet and i certainly do not recommend we even think about employing thoss right now. it is not appropriate right now.

it could come though. and like the cdc said yesterday, it is not a matter of if but when at this point. >> bill: okay, here is dr. colfax in san francisco and this got my attention today a little bit earlier, listen. >> given the high volume of travel between san francisco and main lynch china and the spread of other countries, there is a growing likelihood that we will see cases in san francisco. >> that point you just made is easily understood for all of us. >> sure. welcome me this is the problem. we are in a zone of uncertainty about the behavior of this virus. there is so much we don't know. we are waiting to see how things unfold. i think it is difficult for all of us including the medical profession to deal with this level of uncertainty. so the question which is very germane which you just asked is this a pandemic or is it not a pandemic? it technically is but it is not

sufficient to pull the levers to create chaotic level situation. >> bill: a couple that you made with the producers, the fact people don't have symptoms and test positive makes it more difficult to control. it makes it a lot more difficult to predict. you can feel fine and still have it. bagel by the way we don't know the incubation period mack actually is. they are saying 14 days but it could be 21 days. it could be spread by more than just let's say respiratory. it could be material. it could be on surfaces that people have touched and remained viable for four hours. the sort of the behavior of the thing that we are worried about is not yet. >> bill: but the more relevant point that you were making, you could test positive and still feel perfect and normal. >> perfect or a mild cold symptoms. so this makes it extremely difficult because what we need to do to control spread, of course, to track the people who are carrying the virus to make sure we are in touch with their

contacts. but if we talk about people with no symptoms but still infected with a virus, it is almost an impossible or herculean task. >> bill: we are talking about in the studio, the crew here, how you tell the difference between this and the flu. how do you do that? >> the only way to do it is have the specific test. what happen is they ran out of the testing material. >> bill: can i stop you there? because it feels like you have the flu? >> it feels exactly like you have the flu, you the fever, the cough, and you may have difficulty breathing and so on. there is no way to differentiate it. internet they have a resort to a clinical diagnosis and proving it with an actual test kits. we have tried to distribute test kits from the cdc in atlanta and over the country, but we send out too many kids that are defective. we don't know when we will get the new kids and so forth and so on. so we are dealing with the technical challenges. >> bill: last point here.

is our concern rational? are we overdoing it? >> bill, this is such a tough question. first of all, are we talking about our own families? i cannot tell you how many text and phone calls from friends, relatives and people i don't know, can i go to california next week? can i take this trip to paris over the weekend? i think it is changing day today. there was a death in france yesterday from coronavirus. >> bill: how many people died from the flu in france? every news channel that i watch, it is like the media is just throwing the story out there like a flamethrower. folks at home watching whether or not they should have concerns or not. you being an expert on this. >> yes. >> bill: how do we rationalize all this reporting? >> exactly. here is what we need to do. until we see a massive outbreak in the united states, people should not be walking around with masks. they should be careful with a lot of hand washing and taking care of the normal sanitation
