response here, hhs secretary alex azar. tracking the outbreak, our reporters your life. also in studio, charlie gasparino joins me, senior correspondent fox business network. hello. what do we think about going into the weekend? >> you sell going to the weekend. get rid of it. no one wants to be long when something might happen. >> bill: that's what the professional traders are doing but folks at home or wondering. if you're the average person. >> if you made a lot of money in this market, now is not a bad time to take 30% off the table. it's going to keep going on and on until we get some handle on the data. the problem is no wall street firm right now, and firms, with research. research gets to brokers. no firm knows how much this will hit gdp and if you don't know how much, you have a vacuum of information and everybody sells.

>> bill: my sense is that the virus whether real or imagined to whatever degree -- to what degree we do not know. my point is damage is already done. >> we don't know the degree it's going to hit corporate earnings. stocks trade on corporate earnings. we don't know how much china is going to be disrupted. part of the problem is the white house. they have done a good job addressing i believe the pandemic year, containing. talking to drug companies. their trials and how good their antiviral drugs are. they have done a horrible drop in messaging. they should have mike pence out there every day telling us what's going on. >> bill: there is still time to do it. you think mike pence should address the american people? >> every day. when mick mulvaney, who i like, really smart guy, when he blames it on the press, or the media, i've got news for you.

wall street traders don't have their boxes, their trading signals set up to msnbc and cnn. they don't care how much is going on there. this is real stuff. >> bill: looking at this story in there been very few headlines here or around the world that we can agree on. that may be a problem. what would mike pence say if there are no -- >> i think there is something gained by saying we have just checked with china. they believe they have the thing contained. the virus contained in this province. we are doing this. that sort of stuff does help. i remember covering 9/11. one of the great things, one of the better things that helped us through that was rudy giuliani getting up every day, giving a press conference, telling us where the city was. it helped get new yorkers through it. you kind of need that here as well. we stopped the panic. stop the economic casualties that could happen. >> excellent point. what about the psychological impact when you're looking at the dow, down 14% on the s&p in

a week. >> let's look at it this way. this is why i'm not too freaked out about markets losing this much. i am more worried about how they handle the data coming and going forward and whether it impacts the economy. we were at 30,000 almost. if you are a traitor and europe 30,000, you're an investor and you and you have a reason to sell, it might not be a bad reason to sell and take some profits. some of it is the reaction to the fact that the low interest-rate environment, corporate earnings. there was little bit of a trade war which is going to impact corporate earnings at some point. if you are uncertain and you got this, why not make it the excuse to take some -- the problem is it keeps going on and it keeps going on because the lack of information. >> bill: i stood here yesterday and watch this board off 1,000 points. today it's off 800 points. >> what is scary about this -- >> bill: are you able to say whether this reaction is appropriate or has it been overdone?

>> i don't know. we don't know enough about the information flow about exactly what's going on. i think will be able to figure it out the more the white house gives us. stay away from the looney tunes staff about this is the press' fault. all rhythms, traders don't care about the press as much as they care about real-time information or the lack of it. i will say one thing that's disconcerting. the fed said they are ready to act and put liquidity in the markets, something that i predicted would happen yesterday. the markets went down 300 points after they said that. why is that? in my view traders are saying if they are going this far at this stage it must be really bad. >> bill: so you're going to get into a debate about whether the fed cuts a quarter or a or a half. >> it will be interesting to see if they do it this weekend. you're testing my knowledge but i think during 9/11 i think alan greenspan did emergency rate cuts and added liquidity to the

short on placing blame add others and throwing daggers toward one another. what do you think about that headline from the journal? >> i don't think it's capitol hill's fault. the partisan wars continue and then isn't particularly helpful. you see congress, people they're attacking the white house and you see people in the white house attacking congress and i think it's a more serious problem on the white house is playing politics because i think in the end congress has a very limited role. they will approve money somewhere between $4 billion and $8 billion. as far as the white house is concerned, there has been a disconnect, mixed messaging where the president seems to be downplaying the threat. seems to be talking about the strength of the economy. that sounds good except for the fact for the people who know more aren't being nearly so optimistic. the concern among a lot of

people is, is the white house playing politics with this or is it just telling folks what we know and also what we don't know? >> bill: watching by the hour and meanwhile, big weekend. charlie gasparino just referred to it. south carolina saturday. super tuesday. chris, i'll show you something. where we stand at the moment. down in south carolina, we have been watching the map. four years ago. hillary clinton, easy winner in the state. she is in blue. bernie sanders is in purple. looking at some of the polling in south carolina. if you average them together, joe biden has a pretty sizable lead. 12 points over sanders. tom steyer at 14%. the delegate math is interesting because you have 54 delegates on saturday. watch what happens.

72 hours later, this is super tuesday. 415 in california at stake and bernie sanders has a huge lead. the point to you and i know you've got joe biden on the show over the weekend will see how he answers a lot of these questions. what if biden wins in south carolina? is it the margin of his victory, let's argue, that will determine whether or not you get any momentum towards tuesday? >> first of all he's got to win. people are saying make or break. i don't think it's a make state but it could be a break. he has invested far more time and money in south carolina than other people. the african-american voting block there is going to be as great support. if he doesn't win here i really don't see a path to the nomination. if he does win and even if he wins by ten points, he's got a very limited opportunity on super tuesday. the reason i say that is, it's only three days later.

all the other candidates have spent much more money and much more time and have much more ads and much stronger ground game in those 14 states and more than 1,000 delegates on super tuesday. biden has taken all his chips and put them on south carolina. can't do much in two days. tuesday are people are voting on the fact is in a lot of the states people have been voting for weeks already. i'm not sure how much of a balance he's going to get even if he does win in south carolina. >> bill: they are saying that up to 60% could be in in california already. >> exactly. the idea that election day is election day, it isn't anymore. it's election month. only a limited impact you get from whatever happens in south carolina. the other thing about bernie sanders, his lead there, as you know with the 15% threshold, you could be in a situation and a lot of the states where he's at 25 or 30%

and the centrist candidates are under 15%. she would get all the delegates in those congressional districts. the other candidates would get none. he could actually do much better than whatever his percentage victory is in the super tuesday states. he could end up with a lead of a couple hundred delegates and as we saw with obama over clinton in 2008 and clinton over sanders in 2016, once you get a lead of 100 delegates it's almost impossible to overcome. >> bill: let me show you what fox polling found. among democratic primary voters, they were asked whether or not the nominee should be picked, the democratic convention. have say flexibility if you don't get to that majority number. 13% say whoever wins the most delegates. the second number is important for sanders. the first number is it's really important for everybody else. bloomberg and biden and everyone else who appears to be chasing

bernie sanders. >> that's right. it's interesting. asked that question in one of the debates. if you have the plurality, you have more delegates than anybody else but you don't have the 1991 actual majority, should you get the nomination? every other candidate on the stage that absolutely not. a majority is a majority. bernie sanders said yes, you should and it's going to be a huge issue. imagine, let's say bernie sanders has 1600 or 1700 delegates and several hundred ahead of the others but he doesn't have 1991. if he doesn't get it, you talked about the nomination being stolen from him in 2016, imagine what he would be saying in 2020. it has real implications for the party coming together after the convention. on the other hand, there are a lot of democrats who say we will take the hit. we just don't want a democratic socialist is the nominee going up against drop and leading the tickets with a lot of congressional incentive seats in play as well. >> bill: it's action-packed.

biden has had a good game here in south carolina. unfortunately pete hasn't been able to catch up with him the way it's in-state white balls -- state wide poles. >> bill: he had an event and it had to be canceled. >> whip clyburn is extremely popular. it's caused people to reevaluate their position i believe. >> bill: do you think for pete buttigieg, looking at the polling across the super tuesday states. do you think that determines his fate in 2020? >> super tuesday i think we'll have, will make a big decision for our campaign as well as others. we have had a good ground game. the buttigieg team has had more people on the ground and more states and likely saw in iowa, he was good at working in rural

hub with more. hello. >> the whistle-blower complaint is a major concern not just because of the claim that the federal workers were put at risk but because they then apparently reentered their communities without being tested. the whistle-blower, a senior health and human services worker alleged colleagues were not properly trained or equipped to operate in a public health emergency situation. they were sent to meet evacuate from china and from the diamond princess cruise ship at travis air force base in northern california. and an air reserve base in southern california. hhs secretary alex azar appeared to acknowledge that the workers may indeed not have been properly equipped. >> they should have never have been without appropriate ppe. personal protective equipment. >> so that's one of the things that's required, to have equipment to wear suits.

>> if you were with anyone who is in quarantine, to maintain quarantine that should be the case, yes. >> after their deployment, the hhs workers returned to normal duties with some even taking commercial flights to get home. they apparently did not show any symptoms and were therefore not tested for coronavirus. that's according to "the washington post" which was the first media outlet to report the whistle-blower complaint. >> bill: thank you. jonathan hunt. the cdc expanding its current criteria for who she get tested for the virus and when they should be tested. meanwhile in california, 8400 people are being monitored at the moment. that's where senior correspondent claudia cowan picks of the story. she is live outside the uc davis medical center in sacramento. claudia. >> the first person to have contracted coronavirus from an unknown source remains isolated, getting treatment uc davis medical center while up-and-down the state people are taking

steps to protect themselves from a disease that appears to be out in the community now in california. at ground zero for this virus. take a look at the numbers of the now 60-plus confirmed cases nationwide about half, 33 are from the golden state and more than 8,000 people here are being monitored. 24 of the 33 were on government flights from affected regions in asia. seven were travel-related. one case was person-to-person, the spouse of an infected person and then there's this patient here in sacramento who had not traveled outside the country or had any contact with anyone who did. health officials taking some heat for not testing this woman as soon as she showed up at her local hospital in solano county with flu-like symptoms on february 15. they say she did not meet the testing threshold. the cdc revising its criteria so that more people who present with respiratory illness you get tested. some weren't taking any chances. reportedly 50 people in

riverside county have decided to self quarantine inside their homes out of an abundance of caution after a resident from riverside on the diamond princess cruise ship tested positive for covid-19. despite fears of a pandemic, health officials say the risk to the public is low. >> bill: some students from uc davis are now being monitored. it exists on a voluntary basis? what's the story with all that? >> three students from uc davis, 17 miles away from here, school officials say that they were roommates and they have all been isolated after one of them began showing symptoms of coronavirus. that student has been tested by the cdc and is no longer on the campus. results are expected in a few days. we are told the other roommates are not sick. no classes have been canceled. so far no one in yolo county has tested positive for covid-19. >> bill: thank you, claudia cowan in california.

be higher than the 61 previously reported. is that the case? >> what we have are 15 announced cases from people who are not repatriated to the country. americans who had been in wuhan, that's 12 people, as well as to spouses of those people and then the one case that was announced on wednesday which is a suspected possible community transmission case. we don't yet know how she contracted it. we are fully deployed in california did do the epidemiology to try to figure out what happened. the other cases were repatriated from wuhan or the diamond princess. we brought them into the country. >> bill: let me come back to this patient in california. what do you watch as we approach the weekend? >> we are continuing our efforts to ensure that we have testing out there. we are going to be announcing very soon expanded testing

capabilities in the united states, flexibility from the fda that will allow more labs to do testing. we are continuing to do the epidemiological research on this 15th case in california to get to the bottom of how she contracted it. >> bill: what about a travel ban? will it be extended to other countries? >> we continue to look at that. we have travel advisories that we are looking at. the only country we have travel restrictions with regard to right now is travel within china within the previous 14 days. we are across the whole government constantly assessing countries and determine whether we should elevate either travel restrictions or travel advisories. we have not made any additional travel restrictions. >> bill: what is the proper dollar amount as you negotiate with congress? 2 billion or 8 billion? >> we requested 2.5 billion over the next seven months for the 2020 fiscal year. the president has been very clear we are going to work

bipartisan, collaboratively with congress to get the right amount of money that they feel that we need to do the job right. we are not going to let money be a barrier to the preparedness and response of the country. >> bill: if you need more than 2.5, you will go higher? >> we will see, we will spend the money if they are willing to give over $2.5 billion. we have programs we could spend on. we think 2.5 is the right amount but we are very flexible. the president was very clear that we are going to work with congress and the leadership. we are in touch with bipartisan leadership and one secured within the next two weeks. whewe need to get the money appropriated. >> bill: you thing about south korea and japan, these are countries that have modern... medical programs in place. when you see the cases unfolding in south korea and japan the way they have in the past week, does it give you greater concern that this could come here at a more higher rate? >> we have always said from day

one, we have said we will see more cases here in the united states. that's our expectation. but because of the very aggressive containment measures that president trump put in place really unprecedented measures, we have bought ourselves significant amounts of time here to continue our preparedness and to be on guard so we can take what are called mitigation steps in the event we do see what's called community transmission which is unexplained transmission from person-to-person. we are working to ensure we are fully prepared for that. we have the best health care system in the world. >> bill: that leads us back to this patient in california that you described. she has from the same county were travis airbases located. travis is the area were all those americans were flown back from the cruise ship in japan. does it not seem likely or even possible or probable that she came into contact in that community was someone who returned home? >> we don't believe that's the case but we nee need to be

open-minded about it until we get all the evidence and the data. we have to get to the bottom of this. we have patients, individuals come back repatriated fro wuhano that airbase but none of those individuals have the disease. this woman had symptoms after that period but before the individuals came back from the diamond princess. it does not appear connected but we must remain open-minded. we have to let the evidence, the science, the facts take us where it takes us. >> bill: what about the cdc and the testing kits? are they on the verge of releasing more? >> absolutely. that's the number one priority for us with the cdc. we have over 1,000 going to california. we are getting them out to the country. on wednesday that we approved a more streamlined test that allowed 40 labs to be able to do that testing and we will very

soon be announcing guidance from the fda that allows private labs to develop their own test very quickly. we will have adequate testing capacity in the united states. >> bill: the effect of that would be more efficient test, correct? >> more efficient test and in more locations. >> bill: democrats say you are downplaying it. how do you defend that? >> first i think it's very important that we not make it a political issue. it's a time, as the president said, we need to be standing together and working together. not a time to be scoring political points. we have been very transparent from day one that the risk to americans of the present present time is low, that that could change rapidly and that we must be prepared. it's been our message throughout and we think we will see more cases in the united states. we are not downplaying. trying to be -- the american people will be leveled with. >> bill: have you considered a daily press conference slated for a certain hour of the day when you can inform more people

and do it every day? >> we have been doing that. the cdc provides a telephonic briefing at least three times a week. i am on tv almost every single day. tony fauci. we've had press conferences frequently. we also don't want -- we want to give transparent, immediate information. we answer the questions. i spent an hour sitting with the white house press corps to answer their questions so we want to be transparent. we don't want to hyperventilate because for the average american, nothing has changed in their life. your government are taking it seriously. we are working with congress, preparing a cross that federal, state, and local levels. for the everyday american, the risk to them is low and it doesn't result in a change in their daily lifestyle right now. that can change we want to make sure we are transparent. >> bill: on the whistle-blower

out of california, what happened there? >> we don't know yet. you showed a clip of me at a hearing where i was asked about information apparently from that whistle-blower's complaint. i didn't learn of that complaint and later that night. i have ordered an immediate investigation. what matters to us first, employees must be protected. second, they must follow all isolated and quarantine particles. we must have a full investigation to learn if there's any truth to these allegations and we will never tolerate any form of retaliation against a whistle-blower. >> bill: thank you for your time. i know you're busy but i appreciate you taking a few moments. there's a lot of concern all across the country and the world. thank you. alex azar. from the north lawn. in a moment, what happens if someone if the virus walks into a hospital. we will take you live to virginia where doctors are preparing for that very scenario. too early... or too la.
