cases, those in california and oregon, those who have not traveled to any affected country or contacted anyone with the virus as far as it is known. health and human services secretary alex azar expressed that the risk of americans remain low. >> a suspected community transmission, yes. chris: that's concerning, right? >> we have been clear from the outset, we will have more cases here in the united states in spite of the president's aggressive efforts at containment. eric: so more cases expected, christina coleman with the latest from the west coast bureau. >> well, eric, more than 15,000 test kits are going out this comes after problems with 3 components of initial test that was sent out to states an after complaints that some places like california simply didn't have

enough tests to adequately handle number of cases. vice president mike pence who is heading the coronavirus task force addressed concerns over test kits today on sunday morning futures. >> we believe we are in the process of resolving the issues about testing kits, as we speak 15,000 kits are going out to relevant areas and we will soon be sending out 50,000 that would be made commercially available out to states. >> pence says risk to coronavirus to public remains low but the government is prepared for more cases to emerge. rhode island is reporting first presumptive positive case of coronavirus in addition to cases in illinois and santa clara county here in california. the santa clara county case is the county's fourth case and the woman affected is direct contact officials announced on friday. the new cases come at the same time as we are learning of the first coronavirus death on u.s.

soil, a man from washington with underlying health conditions, federal officials are looking to possible cases of community spread along the west coast in washington, oregon and here in california. they are trying to track down the source to have illness in these different places. >> when you the cases that we are having now in washington state and in oregon, it becomes much more challenging because you've got to do much more intensive contact tracing in addition to the isolation. >> the new cases that are presumed positive are pending lab confirmation by the cdc, federal health officials are expecting more cases here in the u.s. but they're encouraging americans to remain calm and saying the risk of this virus to the general public is still low, eric. eric: hopefully it remains that way, arthel. arthel: eric amid concerns over community transmission with no origin in california and oregon,

the governor of washington jake declaring a state of emergency after the first coronavirus death inside the u.s. and a man near seattle meanwhile in another seattle suburb officials are looking into a potential outbreak at a nursing home, dan springer is following all of this from seattle, dan. >> yeah, and, arthel, a new case of coronavirus shut down an elementary school in portland, oregon area after member tested positive on friday, they will have the school shut down until wednesday until they clean it but most of the attention in pacific northwest is on a long-term care facility hering in kirkland washington. 2 people connected to center of kirkland have tested positive for the virus. a resident patient in her 70's and employee in her 40's, first healthcare worker to con tat covid-19. the employee is in stable.

the whole facility is being quarantined. no one is allowed to come to the facility. there are no visitors and they're not taking new patients. also firefighters from two different cities that had calls over the city have being quarantined and monitored. many 108 residents are feeling flu-like symptoms, they are being meant in their rooms and monitored. a man in their 50's became the first death tied of coronavirus and he did have underlying health problems, his death and other new cases prompted washington's governor to declare state of emergency. >> the covid-19 situation is evolving on a global scale and in washington we are starting to see some spread of this virus, therefore, we do feel that the risk to the general public is increasing but as dr. duche,

this said that the risk -- that transmission is occurring at a widespread basis by any means. >> however, another new case involves a student at jackson high school, nearby milk creek, washington, did go to school and got tested on friday, he's feeling better now but the school will be closed until through monday for disinfection. the school is trying to determine how many people had contact with this boy. they are reaching out to anybody who did have contact with him to get them monitored and tested if necessary. arthel. arthel: dan springer, thank you for that report there live in seattle. eric. eric: arthel, as you saw at the white house the trump administration ramping up response to the outbreak. travel restrictions announced countries reporting new cases, among them iran and south parts of italy. officials here are urging the public not to panic as they are working with drug companies to fast-track a vaccine for this

and israeli firm announcing that it says it will have a vaccine ready within weeks. rich edison live in the white house with what they are doing there today to try to stem this outbreak, hey, rich. >> hey, eric, much of the response has been focused on travel restrictions that's why u.s. warned americans against traveling to those areas where it's hardest hit in italy and south korea implementing screenings within those countries for those traveling to the united states. the u.s. had already been warning americans against traveling to iran because of kidnappings and in fact, the government might detain you there. add to that now that coronavirus cases reported at least is approaching a thousand, the u.s. is now banning all travel to iran, barring entry to anyone who has visited iran in the past 14 days, the administration has also offered to iran assistance to confront this virus. meanwhile here vice president mike pence said the centers for disease control is investigating cases within the u.s. >> they consult with them

because the objective is we get that patient treated, but we want to find out not just where they got it, but we want to find out who else may have been exposed so those people can receive the kind of treatment and have the kind of recovery that most americans will have that -- that even contract this disease. >> the food and drug administration is announcing expanded testing for the coronavirus within the u.s., making it much easier to spot patterns as the virus spreads. also as you are talking about the cases in washington state, the discussion now is also focused on those who may have gotten the disease or had to transmit it and never had traveled and gotten it within the united states. >> at this point suspected community transmission. any community transmission is concerning. that's why we have been clear from the outset. more cases in the united states in spite of the president's

also the white house says president trump will be meeting with pharmaceutical executives next week to discuss developing a vaccine for the coronavirus, eric. >> at the press conference they said the best thing we all could do is wash your hands and don't touch your face. arthel: eric on this we will bring professor and dean at baylor university. thanks for joining us and i have a couple of things that we are going over. give us your reaction thank you to new case of the coronavirus overnight in chicago and your level of concern overall about community transmission? >> yeah, so dr. redfield, our cdc director about 10 days ago said the virus looks like it will gain a foothold in the united states and we will start

to see community-level transmission in pockets in the united states, so it looks like that may be the case in washington state and we will have to investigate what's going on in chicago and road -- rhode island to see if things are happening there. i think we can expect that we will see pockets of community transmission over the next few weeks in multiple areas in the u.s. the big question is going to be is that going to be the extent of it or will we see something much greater that will occupy significant percentage of the u.s. population. i think the important message, though, is go about your business unless you're right in one of those pockets because it's not like you're going to wake up one morning and find out the country is infected. you will have time. you'll be able to identify the various pockets around the country, see if they start to become confluent and then be able to make appropriate

adjustments in how we live our lives. for instance, i'm still scheduled to travel to washington, d.c. this week and -- and possibly even seattle next week and at this point, we are still moving forward. arthel: speaking of seattle, i want to talk to you about kirkland, washington, 11 miles from seattle. life care center of kirkland, long-term care facility. there are two new coronavirus cases at the nursing home announced yesterday. 808 residents. 180 staff, you have 27 residents as well as 25 staff that are showing symptoms, so i know you're not there but as a medical professional i ask you how can medical officials contain outbreaks at not just life care center of kirkland but god forbid it happens anywhere else. at this point are there enough vaccines to treat patients in a scenario such as this? >> well, you know, this is a fairly contagious virus and the truth is the more contagious and

trance missable -- and we learned it's 2 or 3 times of influenza. it's not going to be easy, all hands on deck for the local health department together with the advice from the center for disease control and when you start seeing something like this from what we know about the virus, i'm worried about two population groups. one we have seen in china and unfortunately the chinese have given us the running start so we can identify the vulnerable populations based on the experience in wuhan and central china that those two populations are older individuals and those with chronic conditions, diabetes and hypertension. the other one that we are not talking about as much and i'm worried about are healthcare providers, and the reason i say

that from what we saw in wuhan, a thousand healthcare providers got this coronavirus in a pretty short period of time and 15%, 14.8% were very sick with severe illness. arthel: right. >> that's going to be our vulnerable link right now. our vulnerable piece, is making certain that we can protect our healthcare providers because, of course, they go down then things unravel and become unstable really quickly. arthel: you're there in houston. premier medical facilities in houston in our country. what are you doing there, are you in coordination with the federal government, hhs, to develop vaccines? where are we there? i know that dr. fauci said that we are 18 months out but i also understand vice president pence saying that they are expediting releasing and approving vaccines that are online right now. >> so you're right, the texas

medical center is a power of 60 institutions and i'm at baylor college of medicine in children's hospital and our lab has developed a prototype vaccine and we are about to develop a second one which can move into clinical trials pretty quickly like the others, so what we are looking at, i think, realistically about 5 or 6 vaccines that are going to start clinical testing. that's the good news. the not so good news is clinical testing for safety and showing that it works is not a quick process, despite what the antivaccine lobby likes to claim that they are not adequately tested for safety, quite the opposite is true. they are the most thoroughly tested pharmaceuticals that we have for safety and hard to compress the timelines. it can take several months, so doctor fauci and i completely agree that we are probably not going to have the vaccine available in time for epidemic even though we are moving

quickly into the clinic, clinical trials, but we may have some antiviral drugs ready and it's really important that we accelerate our diagnostic testing especially to protect our healthcare providers. what we need, i think, the ideal thing that we would have is a rapid test, point of care contacts, point of care diagnostic so if a healthcare is confronted with an individual they suspect might have the virus, they can quickly get an answer and appropriately triage that person in isolation and we don't have that right, but i know the cdc is working hard to accelerate that. remember, we are doing the hardest thing possible which is to fight an epidemic with a new virus agent, so where you have to be able to learn something new about the virus and how it's transmitted which we still don't entirely understand how contagious it is and how all of the ways that causes disease while combating at the same time

week to super tuesday, bryan llenas live in colombia, south carolina with more, hi, brian. >> hi, arthel, well, look, vice president joe biden not only won his first primary state, he did it in decisive fashion, biden handedly winning and beating bernie sanders by nearly 30 percentage points. biden bet south carolina to be fair wall after losing primary races. overwhelming support from african americans winning 63% of the black vote. campaign arguing this victory is proof biden is the candidate to unit diverse and moderate voters needed to beat president trump. last night at rally biden thank jim clyburn which nearly half of voters said influenced their decision. the vice president also attacked the current front runner senator sanders. >> my buddy jim clyburn you

brought me back. most americans don't want the promise of revolution, they want more than promises, they want results. >> nationally sanders is still leading in the delegate count and he made the case on fox news sunday with chris wallace that if sanders were to get the nomination it would be bad news down ballot, democrats will lose seats in the congress and in the senate. he also made a case that, you know, it doesn't matter that he may out of disadvantaged going to super tuesday though he acknowledges that because he will use momentum to make a difference, biden's disadvantage on super tuesday is real. in the sense that he had not visited a super tuesday state in more than a month, sanders has spent about 13 and a half million dollars in super tuesday states. you know what, arthel. the bottom line is, i don't know if those ads could make a difference. the case could be made here for tom steyer, the billionaire, he spent a ton of money on ads and

mailers and at the end of the day he lost big, tom steyer dropping out of the race altogether last night. arthel: good point, bryan llenas, thank you. >> of course. eric: super tuesday holds a jackpot of delegates for democrats. 14 states from across the country will hold their primary elections in 2 days from now and america samoa too has caucus. 1,357 delegates are up for grabs. in -- you need 1991 to clinch the nomination. congressman, do you think last night's overwhelming victory by mr. biden will boost him or will it can it plump? >> it will do both. clearly coming out of the south carolina in biden has the big momentum and he deserves.

he's the fellow that can really pull the government back together and can really be the leader for the democrats and be a very, very effective component against trump because biden comes into this with extraordinary experience and frankly is needed in the government, international as well as national, understanding the way in which government can help people even if this crisis with the coronavirus. people are looking for somebody on the democratic side that is capable of pulling together the various elements of government to protect us all and that's biden all the way through, so, yeah, bernie is in trouble and biden said it so very well. democrats want a democrat, they are not interested in having a socialist. eric: mike bloomberg could make some of the arguments he did from government experience. let me stick with bernie sanders. >> sure. eric: if your party nominates him, do you think the democrats will go down in flames? >> yes. i don't think there's any doubt about it. the argument against bernie has been very, very effectively by

republicans, not just the president but also by the republicans that i know here in california that would vote for biden, but would not under any circumstance vote for sanders and so it cuts across and the independents even more so. the second biggest party in california now is the independent, they are not going to go for sanders and so it's a very serious, serious issue if sanders is our candidate. beyond that, i can tell you that across this country democrats that took the republican seats to give us the majority in congress are very, very concerned about sanders. having to run with sanders at the top of the ticket, they fear that they will not get back the congress. eric: do you think the republicans could take the congress if sanders is the nominee? >> i think it's a very real risk, but more important than that with biden as our candidate

we have somebody that knows government, that is respected. my wife was talking to her girlfriends, excuse me, her friends this last weekend, yesterday actually, and they said i was about to put my ballot in the mail. i had taken it back after the south carolina. biden can really do it. i didn't think he could. he could do it. i changed my vote already. i think that will happen in california that biden has the momentum and potential of carrying not only california but other parts of the nation. eric: what do you predict for super tuesday? >> well, i think in california bernie clearly has the lead early on, very strong lead in california. i think that that lead will diminish significantly for people that are going to vote on tuesday. now we've had early voting in california for the last almost month now. the result of that is that biden

was weak at that time. no doubt about it, but biden is going into the election day very, very strong, once again, back on his feet, able to present his attributes, his qualities to the american people and to voters in california so i think he will do well on election day. he clearly came into election day with a deficit. >> he has to get to the primaries if he is to get the nomination and then, of course, facing president trump, you know what's going to be thrown at you and already has. listen to what president trump said yesterday when he addressed cpac and discussed the former vice president. >> they think that crazy bernie, how could you be easier to beat than joe? the guy can't put two sentences together. [laughter] >> it's insulting, how can you be easier but, you know, he is more down the middle. not a communist and with bernie a real question about that.

the difference is joe won't be running the government, he would be sitting in a home some place. [laughter] >> and people are going to be running it for him. eric: so your response? >> well, it's pure trump. trump specializes in demeaning people, he specializes in calling people names and the like. i think he's seriously, seriously fears biden at the top of the ticket and he should. eric: representative john geramendi from california. kamala harris, biden-harris, would you like to see that? >> i don't think that's going to happen. i think it's going to be one of the other folks that are out there. maybe somebody that's not even amongst the candidates, but i don't believe that kamala would be the vice president candidate. eric: we are getting ahead of ourselves, i know that. >> we sure are. eric: thank you for that prediction. arthel: it's okay to say,

>> we've had tremendous success in afghanistan and killing of terrorists but it's time after all of these years to go and to bring our people back home. now it's time for somebody else to do that work and that'll be the taliban and could be surrounding countries. there are many countries that surround afghanistan that can help. arthel: president trump sounding cautiously optimistic after the u.s. and the taliban sign historic peace agreement in afghanistan that lays timeline

for troop drawdown but the afghany government is not yet full on the deal. what can you tell us, greg? >> absolutely, it was fascinating. in fact, the ink isn't even dry on that u.s.-taliban peace deal and there already hitches, perhaps the most controversial. call of release of 5,000 taliban prisoners by afghanistan in exchange for 1,000 afghans by march tenth. that is when broader talks between afghanistan and the taliban are set to start. afghan president gani was outside of the process and now says no way that's happening until his country meets face to face with the enemy. yes, we met with the president for his first interview after the peace deal was signed. he, indeed, spoke of conciliation but also spoke

tough about the taliban. >> terrorist financing, becoming instrument of others. this afghanistan runs in a sense of deep tolerance, forgiveness and ability to end conflict. if they join us, we would be delighted. if not, we can defend ourselves. >> we can defend ourselves. another concern are the risks of afghanistan of 14-month condition base deadline for the withdrawal of u.s. and nato troops regardless of the u.s. force's future president gani spoke warmly of american sacrifices. >> i would like to convey my deepest gratitude to the members of the u.s. armed forces in particularly the gold star families. >> thank you, mr. president. >> today is the day that we

remember. their sacrifice along ours that has made this day possible. >> while the white house is getting its knocks or if deal, president praised for disrupting the status quo. eric: remembering and honoring the gold star families. general jack keane, chairman of the institute for study of war and fox news senior strategic analyst. general, under the deal troops will be with drawn within 14 months, if the taliban meets specific goals, you know that's a big if, do you she this would work? >> the emphasis on the deal between the united states and the taliban is just as you said, we will go to 8600 in 135 days and take the rest in 9 and a half months and go to zero and that's very specific with the timelines as you and i have just

described. what is not specific what are the conditions upon that withdrawal would be based. are we to have a peace settlement that's enforceable and verifiable? all that is specified, we will begin negotiations, are we to have a cease fire that has been sustained an demonstrated successful because there's been cease fire for months. that's not specified. what is specified, eric, begin negotiations to have a cease fire. are we to have human rights respected and the rights of women under the constitution of the government of afghanistan that has been fought so hard for all of these years. none of that is specified. there's a lot more here that has to be established and the administration, i think, has got to educate the american people in particular the congress on what are some of the specifics that they're going to hold the taliban to that are not in the

deal. >> eric: do you think the taliban will deliver? you were concerned about the taliban response to this announcement. jack: i am, let me say something to president gahni which i have spoken to. to begin negotiations at the end of hostilities after you have settlements is outrageous and he has a right to be opposed to that. when it comes to the taliban, we have said on this show, eric that what they want is u.s. withdrawal, they will say anything and do anything to achieve that. they are claiming victory right now. let me read a statement from the media chief of the taliban. in other words, the spokesperson for the taliban delivered from the hotel prior to the signing of the peace agreement actually the day before the peace agreement is signed. here is what he says. from here the defeat of the arrogance of the white house in

the face of the white turbine would be announced, the white turbine is, of course, the taliban. eric: doesn't sound like a partner in peace to me. >> no, it does not. and that really is strikes there. they want us out so they can have away with it. they will use opportunity to sure up fighters that are weary and worn out. they don't want cease fires because a lot of fighters won't come back to the battlefield. we want a victory against the united states. we have a ways to go here and i hope the administration comes forward and puts a little bit more specifics in how we will hold the taliban accountable before we pull our troops out. eric: one critic of this is former ambassador john bolton. signing this agreement with the taliban is unacceptable risk to america civilian population. this is an obama-style deal legitimizing taliban on signal

to isis and al-qaeda terrorists and to america's enemies generally and here is the president's response to ambassador bolton calling this an obama-style deal. >> nobody should be criticizing this deal after 19 years. he had his chance. he didn't do it. he was very much in favor of going in. we should have never gone in in the first place. when they went into iraq, listen, listen, when they went into iraq, they went into the middle east in such a fashion, i was very much against it. shouldn't have gone in. he thought we should have. that's been proven wrong. i'm surprised that anybody would be against something where we try and end a 19-year war. eric: how can the president or can this country and the afghans hold the taliban to account? >> yeah, i don't want to get between the president and ambassador bolton, certainly, but the -- when what i'm suggesting no one disputes the fact that trying to achieve a

peace agreement in afghanistan is worthy objective and we've got to be clear-eyed about it and not have the momentum to rush towards the exit like we did in vietnam and 2 years later we get a lousy answer. we've got time here to make certain that this deal is balanced and certainly it protects the constitution of afghanistan which has been in place for 16 years and also protects the national security interest, most important, eric, of the united states to protect our homeland from al-qaeda and from isis who are operating inside of afghanistan. eric: after all the blood and treasure of our country that we've given to that country, we certainly hope that it will not be in vain and at some point peace will come in the taliban, live up to their duties but we will have to see. general jack keane, good to see
