that is available. >> in the meantime's, and tech is a coronavirus patient was mistakenly released from isolation in san antonio for before it testing positive for the illness. this is a "outnumbered" and i'm melissa francis. here today is harris faulkner, former ohio senate democrat minority leader, capri cafaro. host of kennedy on the fox business network, kennedy. in the center seat, wash and get times opinion editor at fox times contributor, charlie hurt. he is "outnumbered." first let's go to dan springer come he's live in seattle with the latest. >> melissa come of those 80 confirmed cases in the u.s., 13 are here in washington state, including the first two deaths that occurred over the weekend. both of those patients had underlying health conditions. they came from the same nursing home in kirkland, washington, is a suburb of seattle. that facility is now a quarantined site. there are close to 300 residents

and staff, several dozens have flu-like symptoms so they are being isolated and monitored. close to 50 paramedics, and nursing students who went to the facility over the last weeks are quarantined in their houses. all six people of the facility have tested positive for covid-19, including the first health care worker in the u.s. at least ten local schools have shut down as either a staff member or student has tested positive for the virus or is being tested for it. jackson high school is interesting because a local research or test of the strain of virus from a student and it matches the first known case in the u.s. a man that came back from wuhan china six weeks ago. that would mean the virus has been spreading through the community that whole time by people who never knew they had it. as testing ramps up there's been a 33% spike in cases nationwide, including a texas man who came back from china. he was in quarantined and twice was texted negative. a third test was positive.

new york governor said this morning that it was calming, that there are probably more cases out there that we know of. the reason why that's combing it is because these are people who are not eat struggling with the symptoms. they may be carrying it, but they have either gotten better, that they are not so sick that they run to a hospital and i have been diagnosed. while it sounds scary, there are people out there we don't know that have it. obviously that is true. it's also that they are not in terrible condition. it was an interesting point of view. >> is probably also wise that i don't think anybody has said it's never going to hit here. they've always known it was going to hit here. as we are sitting by the market correction today even as we are finding out about more cases, people are sort of voting with their wallet that maybe there was some overreaction last week about the concerns. at the end of the day, the most

say we don't know about. people may say now if we go to the yard may take days to come home because they can tell me what my symptoms are and how to take care of them. we do have those among us who probably don't even know that they have it. if it's community spread then it gets more complicated. we may see a rise in the number of cases popped, but that could be a good thing because it means we are finding more of those cases. the other silver lining i see is what's going to happen at the white house today. i'm really boosted by the fact that the president is going to attack this in a different direction. he has to meet the need of treating those who are vulnerable amongst us. right now we have a huge doubts, we need to do more than that. we need more readiness in terms of treatment. the president is talking to pharmaceutical companies today about the vaccine. we've always been told 18-24 months. maybe there is a way for more rapid production on that. >> i want to add to that.

the fda is really what slowed some of these companies down. government isn't necessarily going to solve all of our problems. bureaucracies are slow and inefficient. if something has gone wrong, like it has with the cdc, a number of the testing kits were faulty and they can even use them. then you have a problem that some of the samples were mislabeled. the cdc, they are going to get on top of that and create more kits. it is the free market, these companies that are competing against each other at racing against time, now the fda can get out of the way so they can fast-track not only new vaccines, but also you have -- i believe it's juliet? is that how you say it? they have the ebola antiviral. they've been working in concert with china administering that the patients on they've had success there. you've got multipronged free market efforts. several of these things could take hold out once and that means that health care providers

and doctors will have a variety of choices with which to test and treat. >> i know you've worked in the health care field and you've watched these things, i'm impressed by the columnist that i am seeing, at least around me. i was in church on sunday the ministers that if you want to shake people's hands, great. if you don't, we will respect that. that's not panic but let's be hygienic. you so many people doing the things that we should be doing anyway. washing hands, being conscious. >> the health care sector in particular is very prepared for the sort of thing. i did do about two things in a trauma center in ohio. i know there no difference than any other health care facility, we are well trained on emergency procedures. there are a lot of protocols that are already in bed about how you function inside of a health care facility because you are more at risk because you're coming into contact with infectious diseases regardless of your role in health care

settings. every single place has one of those dispensers on the wall and you are required to make sure that in and out of any room you are using those disinfectants and that sort of thing. we are prepared -- i would be very calm and i have a lot of competencconfidence in the heale sector of the united states to be prepared. regardless of how it turns out, i believe that the system is prepared to. >> there are two things that we are learning. one, this is more contagious than the fluid more contagious than we thought. >> i've seen a grid that shows the contagion compared to ebola, it is more contagious than the flu. it's not as contagious as some other things we have seen. >> we have to be careful of those among us who are the most vulnerable. seniors, those with compromised immune systems, and people with autoimmune diseases. >> my mom has a case in her town. they had a worker at an elementary school and wasn't tested early, all of those kids

now that the former south bend mayor has dropped out of the race last night. bernie sanders has a commanding double-digit lead in a new poll in california which holds the mother lode of 415 delegates. we should note, that poll was taken before biden won south carolina and before mayor pete won the race. what do you say? >> i think if you took all of pete buttigieg's folder in south carolina and added them to any of the other nominees, it wouldn't have changed the other outcome of south carolina. he saw the writing on the wall and figured there was no way he was going to win. you were in a fair amount of goodwill within the party by getting out. obviously there is a lot of pressure on amy klobuchar andn e bernie sanders and will do anything to stop him. they want him to stay in the race because of both of their home states coming up tomorrow and they want to block bernie,

>> big news, and now some new concerns about a historic peace deal that the united states and the taliban signed over the weekend. the taliban have called off the reduction of violence that led to that signing and is resuming operations. top military brass are speaking at the pentagon, that have been a short while ago. let's see. >> our expectation is that a reduced level of violence would occur and it would decrease over time as we move forward. this is a significant step forward come of this agreement. it's going to lead to inter-afghan dialogue and ultimately a peace agreement.

to think that it's going to go to zero immediately come without it probably is not going to be the case. >> according to the deal, the u.s. would reduce its troop level to 8600 within 20 weeks. remaining forces would then leave over the following nine months. however, some lawmakers are saying the u.s. may need a permanent troop presence in afghanistan to deal with al qaeda and isis. watch. >> this is a withdrawal document, afghanistan will fall apart. a small residual's counterterrorism force will protect america from the rise of isis and al qaeda inside of afghanistan. >> meanwhile afghanistan's president has rejected a prisoner swap that was part of the deal. it called for freeing up 5,000 taliban prisoners in exchange for up to 1,000 captive afghan soldiers. president ashraf ghani says that a request has been made, and it can be part of the negotiation, but it cannot be a precondition.

charlie, what did we get a question mark >> well, this is a big deal, without a doubt. the past three elections have been won by presidents running on a promise to end this war. there is no doubt that if we do pull out, half of our troops by election day and more after that, that it is going to be ugly. it is ugly now. the difference is it will still be a problem to some degree. i pray that it will be less of a problem as you get the different parties involved in trying to actually govern the fairly ungovernable countries. it will be less our problem. when the president has to call somebody and tell them that their son or their daughter was injured or killed in they are, they can't explain what they died or why they got injured fighting for. that's a real problem.

many hours of trading left, i would caution you. still, a very positive bounce back. looking to rebound from the worst week since the 2008 financial crisis, after stock exchanges worldwide reacted to fears of the spreading coronavirus. the soul of wiping out an estimated $3 trillion in u.s. stocks alone. i don't like that phrase, wiping out. that implies that everybody sold and they got out. it's temporary. unless you exit a new cell, whatever lost on that day -- that is just that day. it comes back the next day, or it goes down third further. it's a continuous move. kennedy, i was watching the story -- tons of people in costco they posted everywhere that the store is being emptied. costco stock, going up. >> same with some of the vaccine stocks that i've been looking at over the past week. in this weekend.

it's so entertaining, that's what we want to see. of course, the democrats are always like, "oh, no! we are not going to have a brokered convention!" at her republicans are like, "we are not going to have a brokered convention!" here we are, 2020, "anything to stop bernie!" [laughter] and it's so delicious. it's entertainment. >> kennedy: here's the thing, capri. anyone running for president is crazy. they want to be the most powerful person in the world. anyone who is really running now, they think of it on the second ballot they are going to be the person. and elizabeth warren think she's going to retrieve it as the fire feels like, "i'm going to be the consensus candidate because i am the female, the last female standing. we will make everybody have all the fields because hillary clinton was robbed." maybe that's her play. a brokered convention is bad for democrats. i hope we don't see ourselves -- no matter what, bernie bros are going to be mad, and they're going to huff and sit at if he's not in the nomination.
