we have fox team coverage coast to coast. we begin with christina coleman, live in los angeles with the latest there. christina. >> reporter: here on the west coast there are two of the three states with the most cases of coronavirus in the u.s., washington state with 79 confirmed cases and 13 deaths and california with 6 # confirmed case -- 69 confirmed cases and one death. the united states is one of the top 10 countries with the most cases of covid 19 in the world with the number of cases climbing in new york to 76, more than 2700 people are under some type of quarantine in the site new york. florida making headlines for additional cases. the first east coast coronavirus deaths were there, two men there died who were in their 70s and traveled overseas. florida's governor said he expects the federal government to provide the state with $27 million to deal with covid-19, in addition to 500,000 to cover lab equipment and

staffing costs. president trump signed an $8.3 billion deal yesterday to fight this virus. >> we are being proactive. we're going out and looking for -- nobody else is doing that, not by leaving samples or anything else. we're going out and proactively looking to see where there's a problem. we don't have to do that but we're doing it to see if we can find areas which are trouble spots. it will end. people have to remain calm. >> reporter: worldwide, there's been more than 101,000 cases of covid-19. many children are being kept home from school. the coronavirus rattling global markets. some tourist sites have been closed down and major events are being canceled like the south by southwest music, film and tech festival that was set to take place in austin. tech firms like facebook and apple already pulled out and more than 50,000 people attended that event last year and as of today cases outside of china are climbing and emerging in more countries like peru and slovakia. there is good news here.

covid-19 seems to be retreating in china where the virus first emerged. china reported 99 cases of the virus today, that's the first time it's only had a double digit increase since late january. arthel. arthel: christina coleman, thank you. eric: the test results show that 21 of those passengers and crew members who are on-board the grand princess cruise ship off the coast of california have tested positive for the coronavirus. health officials undertook the testing after a man who was on a previous voyage on the ship died from the coronavirus. claudia cowen is live in san francisco where they're trying to figure out where the grand princess will eventually dock. hey, claudia. >> reporter: hey, eric. the grand princess is expected to dock somewhere here in the bay area this weekend but we still don't know when or where. although we do know it will not be here at pier 27 where this cruise ship was scheduled to drop anchor this morning on its return from a cruise to hawaii.

we do understand that the ship is moving closer to san francisco, now about 20 miles offshore, making it easier to deliver medical supplies to the vessel and to allow the coast guard to evacuate a passenger who is reportedly very ill. that happened a short time ago. eventually, the plan is to dock the ship at a noncommercial port, far from any other cruise ships or travelers, while those who are sick get treated and everyone else gets tested. there are more than 3500 people on-board, some reportedly upset that they heard about the 21 positive test results not from the ship's captain but from vice president mike pence who revealed the news at a white house press conference. but passenger steven smith says he has faith everything is going to work out. >> what is giving us hope is that the system that's in place, our government, the cdc, we feel is doing a remarkable job.

i feel comfortable that they are going to make the best decision when they get the test results back as to what that quarantine, if there is a quarantine, is going to look like. >> reporter: and those logistics are still being worked out. health officials say the 1100 crew members will likely stay on-board. president trump says he would rather everyone stay on the ship. the coronavirus infected nearly a dozen people who were on the previous cruise between san francisco and mexico including a california man who died last week. officials say it is possible those who are infected now may have caught this virus on that earlier cruise. now stuck in their cabins on this cruise ship, passengers we understand are getting free movies, they have wi-fi and menus to order room service. what they don't have are the answers they really want the most, when and where they will be able to get off this ship and come ashore. back to you. eric: hopefully we'll be

covering live when they do this weekend. thank you. arthel: the trump administration is responding to the deadly outbreak as coronavirus fears grip the country. garrett tenney has more from the white house. >> reporter: as the outbreak of the coronavirus continues, the white house is considering enacting additional travel restrictions on countries that have been affected. this afternoon, vice president mike pence will be meeting with cruise line executives in florida to discuss containment efforts. this comes after a report by reuters that the administration is considering discouraging americans from taking cruises to help stop the spread of the virus. with the number of new cases in the u.s. increasing by the day, a major focus on the coronavirus task force has been increasing the availability of test kits. and on friday, the vice president touted their progress. >> we've been able to provide tests to all the state jurisdictions and labs that have requested it and i'm pleased to report that all state labs have

the test and now, because of the change that president trump implemented, at the fda a week ago, state labs can conduct coronavirus tests themselves. >> reporter: this comes after the president signed an $8 billion emergency funding bill to boost efforts to respond to the outbreak. at the signing, mr. trump defended his handling of the outbreak. >> you have to be calm. it will go away. in terms of deaths, i don't know what the count is today. is it 11? 11 people. in terms of cases, it's very, very few. when you look at other countries, it's very tiny fraction because we've been very strong at the borders. >> reporter: congress is prepare pairing for the possibility that this outbreak continues to grow as well. fox news learned that the house is considering having staff work remotely and will set up a special center to prepare for that possibility on monday. at the white house, garrett tenney, fox news. eric: from the white house to capitol hill to the pentagon, they say they have plans to deal with the coronavirus in the military.

and now a u.s. navy sailor stationed in italy has tested positive for the virus. this as the armed services say they are prepared for the outbreak. lucas tomlinson standing by at our washington bureau with the latest. we expected this potentially could happen and now it has. >> reporter: it's the first case of coronavirus for the u.s. military not just in italy but all of europe. health professionals are conducting an investigation to determine whether any other american personnel may have been exposed. in a statement, the european command said depending on the results of the investigation, additional precautionary measures may be taken. personnel of the service member immediately identified having close contact with have been notified and are in self isolation at their residence. the surgeon general of the u.s.y said he is planning for more case. >> we have implemented pandemic expansion plans or response plans and every installation,

emergency preparedness and going forward with worst case scenarios. we're taking a holistic approach as the army. >> reporter: the u.s. military was forced to scrap an exercise with israeli forces involving thousands of troops with the threat from iran not going away. the top officer of the u.s. navy said the sailors need help detecting the virus. >> do you have test kits? >> we don't yet. that's not just a problem for dod. but i think that we're going to get to a better place in terms of the production to allow us to be able to distribute those out to the force. >> reporter: a member of president trump's coronavirus task force says help is on the way. >> another 1 million tests will be quality assessed this weekend and we expect those to go out early next week. we expect further surge in test capacity beyond that by the end of next week. >> reporter: there's a total of two u.s. military active duty

service members out of 1.3 million in uniform that have the coronavirus. eric: we want all those in harm's way to be protected from this threat. lucas, thank you. arthel: president trump traveled to tennessee for a firsthand look at damage there from deadly tornadoes that killed at least 24 people earlier this week. the president touring devastated neighborhoods in putnam county where twisters tore a two mile long path, powerful winds uprooted trees and leveled homes leaving behind massive amounts of debris. according to the national weather service, at least six tornadoes hit the area in middle tennessee. >.eric: the democratic race for president shrunk this past week after the party saw the series of dropouts after joe biden's big win on super tuesday. mr. biden and senator bernie sanders have emerged as the top two candidates. squaring off against each other, they're gearing up for another round of voting that will happen

on tuesday with six more states, michigan being the big prize, as they continue to fight for those pledged delegates. allison barber happens to be in missouri, st. louis, on the campaign trail where the former vice president is campaigning today. hi, allison. how are you? >> reporter: hey, eric. former vice president joe biden spoke to a sizable crowd here in st. louis. he told them if they want a candidate who can beat donald trump and is also a lifelong democrat, he is their guy. listen here. >> what a difference a week makes. the press has declared biden's campaign is dead. but south carolina had something to say about that. then came super tuesday. senator sanders likes to say he'll need a record turnout to defeat donald trump. he's right. we're the campaign that's going to do that record turnout. >> reporter: biden phoned into a fundraiser the other day and told supporters he thinks the

near where the president is spending his weekend. hey, kevin. >> reporter: always nice to be with you, my friend. it's a chance for the president to really bring in someone into the white house that he has an outstanding working relationship. sources have told me that the president speaks with mark meadows just about every day, sometimes twice a day. bringing him on as the new chief of staff has a number of benefits. the two men have worked for some time on a number of major issues so the president has a great deal of comfort with working with mark meadows who has said obviously he is leaving congress, this will give him a new platform to continue to serve the country and for that the president is incredibly thankful. going out, mick mulvaney is no longer in the position. here's a guy who has been a workhorse for this administration. he's held a number of positions. he was the acting director of the cfpb, the cons officer financial -- consumer financial

protection bureau and the director of the office of management and budget and most recently the acting white house chief of staff. next, he'll be a special envoy to northern ireland. he'll be replaced by ross vott who will be 44 years young later on this month. he's been the acting director over there. he would need senate confirmation as well. one more thing, i know that the president had a fairly frenetic friday. we saw him go to atlanta, tennessee and come here to south florida. tonight, his relatively quiet morning gives way to a somewhat busy evening, a working dinner tonight with the president of brazil. the two men are expected to broach a number of subjects. they will talk about 5g, obviously containing the coronavirus, but also trade and brazil's possible pathway to joining nato which should make for a very interesting conversation, a working dinner. i suspect we'll have pictures. when we get them, i'll promise i'll pass them along. for now, back to you. arthel: thank you very much,

kevin cork. eric: mitt romney decided to support his party's effort to subpoena documents and testimony in the hunter biden burisma investigation. a spokesperson saying the senator did receive assurances that witnesses in this investigation will be interviewed behind closed doors. like that will prevent any leaks in washington, you know the place is a seive. behind closed doors, we're going to read everything on the front page of the newspaper but why -- >> hopefully the washington post. eric: i'm sure first. why the change of heart, though, do you think? look, the senator first thought the republican investigation of hunter, he said appeared political. but now he's gotten this reassurance. >> i do think ron johnson was able to persuade senator romney that there is information to be gleaned. the subpoena that they're going to vote on wednesday for is for

a firm -- an american based firm that was doing work for burisma. the firm indicated a willingness to cooperate with the investigation and turn over documents. they're subject to a nondisclosure agreement. they can't do so without a subpoena. i think part of what persuaded romney is, look, they're willing to cooperate. they want to talk and participate in this probe. let's turn over these rocks and see what's there and there is a lot of pressure inside the conference. senator romney has gotten less heat than he expected for voting to convict the president last month. but he still is a member of the republican conference. he still wants to maintain those relationships and to kind of get along with other members of the senate homeland security committee that johnson chairs and so i think that's part of it, once he got the reassurances to not be seen as overly antagonistic towards his gop colleagues. eric: do you think he's making up a little bit for the conviction on on the abuse of r

against the not the impeachment. >> he wants to be part of the team. i don't think that the vote last month was easy for him. i don't think he wanted to vote to convict the president. he felt sort of called. but it was not -- he was trying to get to no. i really do believe. and so this -- ultimately, he was the republican nominee for president eight years ago. he's someone who wants to be on the team and on the reservation. eric: what about the investigation itself? democrats say that it's a political scam. republicans, the president especially, condemning joe biden, potentially his opponent. not only that, but hunter biden as well as the biden family, the vice president's -- former vice president's brother and others, would this investigation, is it legitimate or are there legitimate questions here? mr. biden has said they have -- they've done nothing wrong. >> right. and there's been no evidence

uncovered that joe biden did anything wrong, the argument is that hunter biden, there was some kind of conflict of interest that the president said on hand at thi hannity, the oth, what did they get for their money. the president said he would make it a major issue. it's interesting that republicans on capitol hill seem untrepid in biden for a couple weeks, on super tuesday all of a sudden there's fresh interest. the other night, on tuesday night, biden, one of the most triumphant nights of his political career was in los angeles for his rally. hunter biden lives a few miles away with his new wife from where the former vice president's rally was, he was not there. several members of the biden family were on-stage. hunter biden was nowhere to be seen. it will be interesting how the biden campaign messages around the attacks. there's no indication they're going to change their posture,

which is to say it's politics and being dismy sieve of it and -- dismissive and trying not to get bogged down. eric: the republicans and president trump's campaign will go after that with guns blazing here's the for former vice prest recently defending his son. >> look, my son did nothing wrong. i did nothing wrong. i carried out the policy of the united states government in rooting out corruption in ukraine. and if that's what we should -- and that's what we should be focusing on. my son's statement speaks for itself. i never discussed a single thing with my son about anything having to do with ukraine. no one has indicated i have. we've always kept everything separate. eric: how much traction do you think this will get during the campaign? >> i think the way the president sees it, he wants it to be a cloud over biden and it could

inoculate the president somewhat from criticisms of his own potential conflicts of interest. i feel like people are kind of -- i've talked to some republican strategists, including one earlier today, who doesn't think this is going to move a lot of votes, people are going to not vote for biden because of questions about ukraine. if they have concerns about it, they're probably going to support the president's re-election anyway. it's about casting doubt and we don't know what the investigation could or won't turn over but i think the fact that it's there, this is now i think going to end up becoming more of a back burner issue because it did get so entangled with impeachment and the waters did get muddied. eric: we've got other issues of the economy and coronavirus, of course that just have taken over a lot of the dialogue. we'll see what they turn up if anything. james holeman, washington post. arthel: the coronavirus continuing its global spread. up next, a look at how it's

in milan. it looks like practically empty. that's not the way it usually is. >> reporter: you're absolutely right. this is devastating for the businesses here, the restaurants all around this main square in milan are empty. people were assuming that this would be a turning point weekend. we're two weeks into the real coronavirus outbreak in italy and the measures that have been put in place really need to be evaluated at around this time. the number of cases went up by over 1,000 in the last 24 hours. we have over 5,000 infections, mostly in northern italy, in this region, and 233 deaths. now, people are increasingly, eric, saying that people died with coronavirus, not necessarily from it. 80% of those who have died have had at least two other health conditions. but things are quite surreal and disturbing and not normal at all

for people in italy. schools are canceled. gyms are closed. movie theaters are closed. people are being told to stay low, lie low, not to congregate, and italians are being told to keep three feet between themselves and the next person. the pope won't be giving his mass from the usual window at the palace where we're used to seeing him do that on sundays. this will be the protocol for at least the next week or so. also, to prevent the spread of coronavirus. another cruise ship in limbo, you mentioned this one, eric, on the nile, 150 passengers quarantined. 12 crew members have the virus, reportedly they tested positive without having the symptoms and were tested because a passenger on a previous cruise tested positive. iran also up in the 5,000s in terms of infections, neck and neck with italy.

reports say that two members of parliament have died and an advisor to the supreme leader died. the supreme leader down-playing the gravity of the spread of the virus, saying that it's important that people just pray. now, in china, tragically, a hotel where people who had been quarantined were staying experienced a building collapse today. over two dozen have been dug from the rubble. 70 people saying to have been staying in this hotel. there aren't any reports of deaths at this point. there is a discrepancy on the numbers. but no reports of deaths. still, to be under quarantine and then have the building you were quarantined in collapse around you is quite a horrible scenario. china, by the way, eric, only reported 99 new cases of coronavirus in the past 24 hours. so we are seeing china as long

as those figures are in fact accurate, we are seeing china have an increasing reduction or the pattern is continuing of a reduction in cases where places like italy unfortunately are going up. europe jumped 30% in the last few days. so all told in europe, as of this morning, it was something like 7500 cases but with italy's latest uptick it's probably more than that. back to you, eric. eric: and the nile cruise ship believed to be responsible for some american cases, some american tourists who had been on-board that. amy, use always, thank you. arthel. arthel: eric, meanwhile, schools and universities are closed across italy and they're going to stay that way at least until march 15th. it's an unprecedentedded response. many countries around the world are taking to control the spread of the coronavirus. frederico romio joins us now.

if you could start out by telling us how did you find out your university was shutting down and tell us more about what else the university is doing to contain the spread of the coronavirus. >> right. as soon as the semester started we had constantly been given updates on the situation and they have kept us updated. they have constantly given us tips and advice on what to do. they let us know i think on wednesday that the university will be shutting down until march 15th, given the guidelines given by the italian government and essentially while it doesn't affect us that much, my university specifically, because we are on spring break, it is definitely something that i wouldn't have expected my last year as a student here in italy to have been like -- arthel: have they set up classes online for you yet? >> they have. and they've actually set up

classes online remotely via skype or they're going to record them but they've put those in place about a couple -- a week and-a-half ago, as students started leaving as the cdc put the travel update on level three. so students did start leaving. that's when they were like we need to start taking precautionary measures and that they did. so -- arthel: precautionary measures like what? >> well, like i said, remote learning, they are following the government, they shut down the school. arthel: right, right. >> the school is only open for administrative purposes. there's basically hand sanitizers throughout the whole entire school. they have been giving us lots of tips like the typical ones that we have to keep one meter distance between other people. our doctors have been more than helpful. they're constantly on call. they respond immediately.

they've been giving us tips such as if we are sick, we cannot come to school. it's a very weird situation i'd say, but like i said, i'm proud to be part of an institution that prides itself and commits itself rather on the well-being of their students so they've been keeping us updated. they have been accommodating this kind of disruption in our education and they've been terrific, i'd say. arthel: good. >> i can't stay the same -- arthel: go ahead. you continue. >> i can't say the same for every other institution or university or school but for sure my school has been very helpful and i think that is partly due to the fact that lots of american students have left but for those that are remaining, we're trying to be positive. i remember in the beginning we were about 30 students and now we're about three or four in class. last week. so it is definitely a peculiar situation but we're heading on positively and hopeful.

arthel: so you seem to be doing well. take us off campus if you will. you are in rome right now, at the fox bureau there. what's the mood like city-wide? >> it looks straight out of a sci-fi film. it's definitely you can feel there's something weary in the air. it's strange to walk around and not see people because the italian culture is a culture really based on -- i don't even know how to describe it. arthel: socializing. >> based on human contact, socializing, congregating. you go into the pizza where you were a month ago and no one is there anymore. it's difficult to explain. you really have to live it. the situation i guess it does reflect on the public's opinion about it and they have kind of gone into this type of hysteria and i think that they should be -- they should redirect themselves with kind of be positive with facts and not kind of succumb to any type of

been pointed out is there has not been a taliban attack in cay kabal or the regional capital so they're halfway complying with the deal. eric: do you think they're holding to their end of the bargain? >> it's hard to trust the taliban. what president trump and the team is telling us is right now we see continued progress. we have to watch and see if they get to the march 10th date to negotiate and start the intra-afghan talks. there's no question that it's going to be a day-to-day assessment and we've been told not to expect a smooth road. it's going to be a little bumpy. so far, they are certifying that we are good to go with the peace process. eric: do you think they'll get to the point? there was an attack at an event, do you think they will get to that -- reach that benchmark on march 10th? >> i certainly hope so. it's important, eric, that was

an attack by isis, afghanistan, they've been around about five years, the most active isis branch right now. the attack in kabul on the ceremony was done by isis. they did the same attack on the same ceremony last year. part of the deal also is the taliban will help fight against the isis remnants in afghanistan. eric: here's secretary of state mike pompeo on the situation. >> we're committed to having the afghan government, the afghan people get to the negotiating table for the first time if 20 years and begin to plot a path forward for a better afghanistan. president trump has made it clear if two years from now or five years from now there's a threat to the united states, we're going to come right back at it. eric: that's the step right there. he says look, even if we withdraw a lot of the troops, we have a special unit to go after isis and we're not giving up the anti-terrorist missions and efforts we have there. >> absolutely. and they can go right back at it because they're not going to leave in the first place. we will see some troop

withdrawals start in the next couple months but here's what's staying. special forces, air power, our counter terrorism capacity that helps train the afghan forces, coach the afghan forces, it can also carry out a strike which was done in hellman province a few days ago. the ability to retaliate is there and what nato and the u.s. are saying, we aren't going to give that up soon. the counter terrorism support is there for the long term. the taliban know that. eric: the president wrote the book, the art of the deal, he's known to negotiate, he's reached out to people, kim jong un and many others and he spoke on the phone with the taliban leader and the president the other day mentioned he would be willing to meet with taliban officials. he came under some heat when he said he was going to invite them to camp david. remember that? what do you think the next step should be? what would you advise? should the president meet with the taliban?

month. jacqui heinrich is in the new york city newsroom with details. >> reporter: lawyers argued the case's media attention brought a high bond. the judge reduced it by 80%. josjoshua vallow and tylee ryan disappeared in september after a trip to yellow stone national park. police asked anyone there around september 8th to check photos for signs of the kids. lori appeared for the first time in court yesterday. lori and her husband lied about the children's wherebouts. she left idaho the day after investigators came to question her in november and defied a court order to produce the children in february and has been collecting social security payments meant for her son and daughter. the mother is facing several charges including child
