touch with you and find out when you get to where you are going to do your quarantine and get that treatment that you need, kari, thank you so much. thank you for joining us, everybody. i am dana perino. i will see you on "the five" in the meantime, this is bill hemmer. >> bill: hey, dana, how are you? quite a day already. i am bill hemmer, good day. you are looking live at the grand princess cruise ship docking in oakland, california after weeks at sea and quarantine, and moments i will speak with a woman on board with her husband about to get off that ship. first the outbreak taking markets. the dow shedding more than 7%. we have an hour to go still. the virus now infecting more than 110,000 people around the world killing at least 3800. for mentally a quarter of the population is locked down in the north. here at home, meanwhile, more than 500 cases in the u.s. and at least 22 confirmed deaths.

we start with team fox coverage on the outbreak, senior correspondent claudia cowan reporting live for more on the cruise ship that is almost the there. >> that's right, bill. after days of uncertainty at sea, the grand princess is just about to drop anchor at the port of oakland -- oakland, whatever relief it must be, happy to know that they will soon be off the cruise ship. their old deal is not over yet. once the ship securely doxxed, here's how it will go. the sickest passengers offers, not only the 21 who have tested positive for covid-19, but those who have other serious medical conditions will be taken to local hospitals. california residents will be transported to military bases at travis and mira mark. the rest will board charter flights in texas and georgia. plans are still being worked out for several hundred foreign travelers to get them home. officials say that no one will

be released into the general public, it hoping it will take two or three days at the most, then the ship will leave oakland with the captain and crew on board spending their quarantine on the ship exactly where that will happen is still not known. this is an unused shipping terminal and the port of oakland's outer harbor. it has been used primarily for parking and storage. far from any commercial activity and other travelers. tents have been set up an emergency vehicles on hand. a lot of people and protective gear racing around to make sure that everything goes smoothly to transport these people as safely and quickly as possible. about 10 acres have been fenced off as well to isolate the area, because there is concern among residents that the virus will escape. the governor and health officials doing all they can to assure everyone that that will not happen. i can tell you, bill, this is unprecedented.

a lot of moving parts involved in this massive evacuation. and now the grand princess, as you can see is here. >> bill: hang with us throughout the hour, we will watch it from your vantage point they are. gina pallotta and her husband boarded the princess cruise on the 21st of february. her husband has diabetes, and now she says that she is out of medication, although they boarded well-stocked. on the telephone now, can you hear me okay? >> yes, i can. >> bill: what do you see from your perspective after being on board for two and half weeks? >> we were thrilled when we went underneath the golden gate bridge, the bay bridge, as we have been pulling into oakland, everyone is out on their balcony is cheering, some of the trucks along the dock are honking their horn. so it is kind of like a light at the end of the tunnel for us. and just everyone i know is so glad to be docked.

>> bill: you have an interesting situation because your husband is a diabetic, how is he doing? >> he is doing okay. he is out of his medication. we have convey that information multiple times to the ship. and we have been told the stock answer that they are refilling prescriptions, and we gave all of his information to them, and that the most acute cases will be dealt with first and he would get his meds. but he has not. and to make his meds last he has only been taking half of a dose because he is not sure of when the next time he will be able to take his medication. so we are very concerned about that. you know, he needs to keep stable on his meds, and it has some serious consequences if he doesn't. >> bill: give him an him our best, i understand you got a one page handout when he boarded the

ship, what did that say to you? >> it explained what the coronavirus was in that we just need to make sure that we washed our hands regularly, used pure well hand sanitizer, and to reassure us that they were screening people to make sure that there was not going to be anyone coming on board who had been traveling through some of the infected areas, china and whatnot. and at that point in time, we were a little concerned, but it had not gotten to the point of what we are seeing now which is the widespread outbreak. >> bill: i know you wanted to get to hawaii, certainly. i mean, a grand place to visit. he did it give you pause, gina, when you saw the paper? >> we had contemplated the whole thing before and we had insurance, we could've canceled the cruise, we went back and

forth with it, and we had felt that their precautions would be in place and it would be okay. but yes, you know, there were some concerns, and certainly we had been on the ship before. in fact, 16 years ago we were actually married on the ship. so this is our anniversary sort of. >> bill: that is so sweet. i'm sorry it had to go this way. i know you have not had symptoms, and i certainly hope that it stays that way. gina, my best to you and your husband. okay. and happy anniversary, kind of sort of. on board that ship. thank you. you take care. the cdc told her to stay 6 feet away from anyone in the public. i don't know how you do that, but that was what they were informed to do on board the ship. rough day on wall street. oil prices plummeting, stocks keep falling as a virus continues to spread. there is a life look at the dow.

we were up more than that earlier, bringing in bulls and bears, fox business network, hello to you, my friend. >> only off 1800 points. >> bill: you said 100 million americans have some portion of money invested in the market. >> most people know it as a 401(k), ira, more mining is actually an individual retirement accounts, $10 trillion versus about $5.5 trillion, but americans are invested in this economy. and a lot of them are worried about what is happening with the stock market. they look at it right now tumbling, by the way, this is an anniversary. march 9th, 2009, 11 years ago today was the beginning of the bull market. that was the low point during the financial crisis. we have come up every year since, this day today, ironically on the anniversary of the bull market might be the end of the bull market, only 350 points away from it if it continues to go down from a 20%

correction, which is considered a beginning of a bear market. people are concerned, but they should not take their money out of their accounts right now if what they have as an ira or 401(k). i will tell you why, because basically it is the last bit of stock that you have in your retirement account to that you reach. time is your friend. if y of time, no better asset that does better than the stock market. considering it is the last thing that you touch. if you are already dipping into it, it is too late. if you have a few years before you begin to dip in, leave it there and untouched. over time it always improves. i'm talking about a five year trend, tenure trend, definitely. even a five year trend is your friend. and it may well be that this is only a six month or one year down market if we enter into bear territory. every time we have been through

one of the viruses before after six months, we come out and the stock market is ahead. >> bill: it is excellent advice you are giving here, basically saying, don't panic. >> don't panic. >> bill: it is a hard thing to do when you look at your retirement money and your timeline. >> the worst mistakes are made when people do something with their stocks on the basis of a panic. buy or sell. you don't do either thing if you feel panicky, then just turn off the channel and wait. as long as you can afford to wait for six months-a year, you will be okay. >> bill: a couple of concerns, you don't know what happens with a virus, maybe it is what we think that maybe it is not. the other is the world economy, slowing down, you can forecast that. and what i saw from israel was stunning to me. they are saying anyone who travels into the country of israel will go into a 14-day quarantine. everyone. if other country start doing that, there is a pile on effect of the global economy going

slower. >> the question is, how do you do business? we went after this 9/11, when we encounter what we have not in person. that's when teleconferencing took off like wildfire. now even more so. but there is a lot of stuff that you have to be therefore if, in fact, we have quarantines of factories and office buildings. even this office building. who knows. we may be quarantined a year. what happens to the way we do business in america if, in fact, to this quarantine goes office wide and factory wide and everything. i don't think we will go there, but if that happens, the economy, the world economy will take a hit. in the europeans were close to recession before the virus chaos, much closer to one now. >> bill: telling the guys in studio, that i went to an nba game in madison square garden on friday night and nothing happened. >> i just came back from miami, bill, the plane was full, and nobody cared.

politico, michigan was once bernie's resurrection, now could be his burial. i want to bring in karl rove, how are you doing? the reason that headline is so significant, four years ago, sanders was down 30 points in the pulling and he won. is this or could this be for joe biden conversely a dracula moment where he puts the steak through the candidacy of bernie sanders tomorrow? >> i think it could be, michigan was such a huge won, gave him a win meant went into the contest and followed, and tomorrow, i call this the win, washington state, idaho, north dakota will be okay. but the 3m. missouri, michigan, and mississippi, they all have higher percentage of black population, the union households are pretty strong. and college educated suburban

democrats really problematic and particularly troublesome where he benefited from last time around by facing hillary clinton who is not particularly good or effective candidate. to this time around he is facing a guy with a bunch of momentum behind his back. >> bill: she did not do well with african-americans in the state. there was a harbinger early on, and joe biden has done well. i will show you my board and then we can get two years. back in studio, here's what happened four years ago in michigan. i mention that come back for bernie sanders, but he beat hillary clinton by just about a point and a half but was down and all that polling. very similar what you see today conversely. we will see whether the pulling holds up tomorrow. but this is what you were focused on, right? joe biden up 25 points and a really clear average of polling down in missouri, you mention this, joe biden is up 18, 54-36

over bernie sanders. so let's move on back here and let's consider that, carl, and let's consider the following proposition. and when you think about, you think about wisconsin, you think about michigan, you think about pennsylvania. if bernie sanders is not the nominee, where do his supporters go? do they stay home? do they vote for joe biden? or do they vote for donald trump? what if you found out? >> there is bright political scientists named adam schaffner who did a study on this called the cooperative congressional election study. a survey put together by uw and harvard that involves 50,000. their suspicion is that 7%, i've seen other numbers of 8% of bernie sanders primary voters supporters in 2016 turn around and voted for donald trump and the general election. let's look at the three states.

in wisconsin bernie sanders had 56568,000 votes in the primary. donald trump won the state by 22. michigan 185,000 in the primary, 72% of that, donald trump won by 11,000. in pennsylvania, 720,000 votes for bernie sanders, 50,000 at 7% of that. donald trump won the state by 44,000. you can make the argument that donald trump is winning in a margin of the states that came from people voting for bernie sanders. it might have been trade, and might of been that he was the outsider. it might've been that they just did not like hillary clinton and could have been a deliberate decision of i am on the far left of the democratic party and i would rather have donald trump there, because after him it will be asked, solidifying the hold

on power of the establishment. probably very complex and less likely to be the last one or more likely to be one of the others. >> bill: 15,000 in ann arbor, he has aoc campaigning, jesse jackson gets the endorsement. what do endorsements matter thus far? a quick answer, carl. speak on the pastor did not matter, but this time we learn that all of the endorsements, this is an election where the old rules apply again, and endorsements matter a lot. >> bill: after tomorrow is there still a race or not? >> i think it is a race as long as bernie sanders wants it to be a race and he will hold on. how much money does he have in his wallet and how much does he think he can turn it around? he has a lot in his wallet and will get more from small donors, hoping that somebody runs over

cut, but the economic adviser and steve mnuchin, the treasury secretary will come to capitol hill to meet with senate republicans about a possible congressional response. and nancy pelosi is going to meet with her committee chairs about a response. they are looking at things like enhanced unemployment insurance and food assistance to the needy of the economy goes bad. that will be key. i talked to a senior leadership aid, and they would not rule out putting something on the floor this week. right now congress remains open. it is open for business. tours have not been canceled, and that has caused some consternation on capitol hill as to whether or not they are sending mixed messages, because the house administration committee has sent out to members and staff at the infrastructure. >> bill: chad pergram watching all of that, to republican members of congress under a self quarantine after they came in contact with a person who has the virus that happened in cpac

a week ago. one of them is ted cruz who says that he feels fine and healthy. the other is paul gosar who joins me by telephone. answer, thank you for your time. you are under self isolation, what happened? >> well, we were contacted yesterday by kevin mccarthy and the physicians of the house and then we were in contact with the director of the cdc. we had spent a considerable amount of time with our contact in the controversy, w we are feeling great. none of us are feeling bad. we are feeling really good. so yesterday was the ninth day, today is the tenth day. and even though less than a 5% chance that we have it come over next week is constituent work week, so we decided to go with the 14 days and follow through. >> bill: let me just get in a

that no one should go on a cruise, because it spreads very quickly among passengers. >> bill: if you have some money in a few years, it is -- is now the time? or are you keeping your palate drive? >> i will teach people how to say this. you leg in on every given day. you might want to pick up some names that you really liked, but only think about what you believe will be strong way out in the future. everybody is still going to use iphones. everybody will still use samsung. everybody is still going to be going to starbucks at some point, so you don't want a a to miss a buying opportunity. >> bill: if that is the case, and want to buy a good american companies in it for the long haul, so what are you hearing from the white house? what are you hearing about the fed? because the rumor suggested that the fed is ready to make a big move. what have you heard?

>> the fed may make a big move, but does not want to make a big move, it made a big move last week. the s&p is down 193, the dow with 1,709. the worst levels we have seen since 2010. by the way, today, bill. it is the 11-year anniversary of the market low of 2009, how weird is that? but the white house, it's more important to listen to what vice president pence and his team are saying and making sure that you keep an ear on that. but you want to look at an opportunity where you can look at their favorite names they really feel. and nobody should be panicking, because traders -- i have an 18-year-old and i know that she has to go to college. i have her fund in a very conservative treasury. so you just want to make sure that you look at those points on

the horizon. and same with all of your viewers. i'm just wondering where the oakland cruise ship stands. you have been talking about that all our. >> bill: they will disembark. i think what you just said, thinking about your 18-year-old daughter, kids home for millions and millions of americans as they are watching. the vice president will speak in a matter of minutes, you mentioned mike pence as well after the market closes today. on wednesday, leading business executives have been invited to the white house. what is that all about based on what you have learned? >> i don't think that they want another 2008 financial crisis, remember tarp, the bailout of $700 billion that looks small at the moment. they don't want to resort to that. however, when you ask me about the fed, the fed would rather step back and say, we have done what we wanted to do. now we want to wait and lead to the government come in. whether it is congress.

have they started to disembark? >> not yet, bill. not as far as we can tell from our vantage point, but yes, the grand princess stocking at the port of oakland 30 minutes ago. you can just imagine the relief among the thousands of passengers, many of whom watch the operation unfold from their balconies. but their ordeal is not over yet, because everyone on the ship, crew and passengers now face a 14 day quarantine and daily covid-19 testing. the california passengers will head up to travis air force and san diego, the rest will head to military installations in georgia and texas. and once everyone gets off the ship, we understand that it is going to leave oakland just as soon as possible. by the captain and some 1100 crew members will spend their quarantine, but the governor hoping to have the entire operation wrapped up in two or three days at the most. >> bill: i will check in with you shortly, but in the
