containment zone. that's how they find out whether it will be contained. first around the world, the virus is now a global pandemic. and you might get more time to file your taxes. in the meantime we have been deep in the rat all day today trading almost 6% down for the dow 30. the world health organization declaring the outbreak of pandemic. the head of that group saying the spread and severity of covid-19 has been alarming and they are deeply concerned about an action to stop it. reporting this hour begins on the north lawn with john rober john roberts. good afternoon. >> good afternoon. the president taking to twitter in the last few minutes really with an argument with the democrats saying, someone needs to tell the democrats and congress that the coronavirus doesn't care what party you are in. we need to protect all

americans. the president is answering back to all the criticisms that have been leveled at him and the administration's response from democrats in the last couple of days as chuck schumer and nancy pelosi and company really turned the heat up. the vice president should be going into that meeting with the ceos of seven big american banks and included in that list is the bank of america, citibank, jpmorgan, goldman sachs, wells fargo and truest which is the new combination of bb and t and suntrust. the senate told republicans he wants to suspend the social security payroll tax to inject more money into the economy. and he wants to push back the april 15th tax deadline for small and medium sized individuals. >> we are going to recommend to the president that we delay, we allow the delay and that they

don't have to pay an interest or penalty on that. that will have the impact of putting $100 million into the economy on that will create a big stimulus. that will be good for the individuals. >> bill: at the administration also pulling out the post-september 11 playbook and steven mnuchin also saying this morning that there will likely be targeted assistance for organizations that have been hard-hit by the virus. >> we are not looking for bailouts but there may be specific industries that are highly impacted by travel, that have issues with lending, and we may consider that. >> bill: a lot of the presidents republican colleagues say the federal tax could be too big of a bullet. but things will get worse before

they get better. >> bill: thank you john, back with you. events with more debt than 250 people are now banned in parts of washington state. the virus is now killing at least 24 people there and infecting 100s of others. what's happening? >> washington's governor and jay inslee says he's relying on science and health experts in taking this drastic step. as you mentioned it's closing down all public gatherings of 250 people or more in three counties. pierce, king and snohomish county. also where the majority of the 267 cases of coronavirus have occurred and 23 of the states 24 deaths. he says this is necessary to slow the spread of coronavirus. we have the ability to save our

destiny and the safety of our loved ones by doing what's necessary and effective in reducing the rate of the spread of this epidemic. >> sporting events will obviously be affected, the seattle sounders have a home game scheduled for the saturday. no word yet if it will be played in the empty century league stadium. the golden state warriors just announced that they will play with no fans in the stands for now at their home games. we have seen other countries like -- take the same steps like italy and south korea. it's all part of the strategy they call social distancing and they will have a profound immediate impact on many, many of them. we spoke to the owner of a sports bar right next to where the mariners on the sounders play anything since an overreaction. >> i don't think he understands how many local places and employees make their living off of these events. hundreds and hundreds and thousands of employees just for

and we will have the opportunity to see which candidate is best positioned to accomplish that goal. >> bill: at two hours ago, he staying in the race after winning one state last night. this was joe biden's night. he won four states including the biggest which was michigan. let me bring in martha maccallum, author of a brand-new book called uncommon valor. congratulations again. what do you think we learned last night? >> i think one of the things we learned this afternoon is that they talked about what happened last night and decided we have one more shot at this. there is a debate that set for sunday night in arizona, one more opportunity for him to at least to get his movement out there and his philosophy is out there and you know, i think one of the reasons that you saw so many candidates staying in as long as they did is because they thought there might be an opportunity come a second look at joe biden that might leave an

opening for someone. at this point the momentum is completely in joe biden's direction but i think bernie's assessment as he deserves one more shot. >> bill: it's interesting today, i said here's the list of questions that we will have for him. let me show you the map. it goes to the tipping point. this is what joe biden did in michigan last night. he won every county, same deal, state of michigan, he wins every county. no surprise here, hillary clinton at the same percentage of vote but again he won every county. then come back over here in mississippi. it got me thinking about april 2016 when donald trump did the same thing in the northeast. he won every county with one exception, new york city believe it or not. i just wonder about the tipping point of the election because my sense is we saw it clearly last night.

be three in the primary it's a different ball game. people go head-to-head and you are going to see whether or not the momentum is still there for president trump. it was interesting, it was a major that abc did on their exit poll in just a few of the states, michigan and missouri among them that showed how enthusiastic are you about your candidate? the numbers were a little bit week for joe biden even though people were voting for him and i think the overwhelming message from last night was come up voters, regardless of who they may have liked early on they want to beat president trump. whether they are right or wrong they have convinced themselves that joe biden is the best person for that and they are putting aside their concerns. >> bill: quickly, our voter analysis across the board in those three states, keep an eye on that. in the meantime, this coronavirus. you have three kids, two boys still in college and one is a son who plays football at notre dame. notre dame says we will suspend

classes until mid-april, at least. what you think about that? >> martha: i was stunned yesterday when i learned that saint laura's for my younger son goes, they were going to suspend classes, they were saying until april 13. they will make a reassessment on april 6th as to whether or not they will bring students back. i think there is a number of ways to look at this. one of these is containment before anyone has the buyer stomach virus and a location is a good idea. the other, when you look at some of the schools they are very insular communities and if no one has it there, there's another potential argument that says, let's skip script spring break. let's keep everyone here instead of having them spread out across the country and travel across the country and spring break and go different places. we want your two sons are coming home? >> martha: we are waiting to hear her but apparently football practice is still on. that's a priority. >> my single intention was to help survivors hold weinstein accountable for his disgusting crime. this isn't a happy circumstance that we are all here for but i feel joyous. >> bill: that was from earlier today, harvey weinstein sentenced to 23 years in jail and after convictions for sexual assault, he could be behind bars until he is 90 years old as it stands. you called this obscene today? how come? >> i think the number is too large. i think it's too large for the evidence that we heard and i think it's too large for the charges that the jury found him guilty of and i think the number is just too big.

>> bill: what should the number be? >> the minimum was five years on the maximum if you're in them consecutively was 29 years and i think harvey deserved a minimum sentence. he's going to be 60 years old and he's never been incarcerated or arrested. i don't even know if he had any traffic violations in his background. i think in a society today where we talk about prison reform and bail reform, to then throw the book at him is all in all counterproductive. >> bill: is that the judge caved, to what? >> i think he caved to the movement, the pressure, the sheer number that we continue to hear about. he had his mind made up and that's what he was going to do. >> bill: defined fairness for me in a case like this where you had accusations of more than an0 women? >> i think you look at evidence as it's presented in a criminal

courtroom. a lot of other allegations don't pass the statute of limitations test which of course is something in the legal system we need to take into consideration. >> bill: what did harvey weinstein say after this? >> i never like to talk about what my client say to me but you could see in court today he was very shaken. i think none of us expected a number that big. realistically i didn't think he was going to give him my mom even though i thought he should but that number i think surprise all of us. >> bill: in the meantime, you are going to appeal? >> in the meantime you have four cases in california. >> we have a team that will

handle both cases. i think given the sentence today i don't know how much california really matters. i think it become ceremonial obviously if we are successful on appeal and it may make a bigger difference. but with numbers so large and harvey's help i don't know how he leaves. >> bill: just a few more legal questions on that. would you consider or take a deal if you plead guilty in california? would that enable him to serve fewer years or even serve the sentences concurrently, would you take that deal? >> that would be up to harvey, not me. at this juncture if they offered him a sentence that was concurrent, again i think with the number that has been handed down to him today, he won't see the light of day especially given his health. so i don't even know if that's a practical or sentence.

>> bill: it does not hurt your argument on appeal? >> i think what it does show is even though the jury reflected the more serious claims, the judge essentially gave him what amounts to a life sentence anyway so the argument is that the sentence doesn't fit with the jury came back with. then looking at the jury's decision in light of the evidence in the way the evidence came across was, was that verdict really correct? >> bill: one more question. the "metoo" movement is alive a unwell. i do think that have an effect? >> i do. prior to one piece of evidence coming up in court, it made all the difference. of >> bill: donna, thank you. in a moment, one of the nation's top doctors warning that the virus outbreak in the u.s. will get worse. we are live on the hill where emergency legislation is now in

he says there is a possibility that millions of americans could eventually die without an aggressive response. chad pergram tracking the hill. he said millions of americans? >> that's something that millions of people are concerned about and that's what you have house democrats preparing emergency legislation to put on the house floor tomorrow took about this. there will be a house caucus meeting and they are still writing the text of the bill and they want to put it out late tonight. that's going to include unpaid leave, unemployment insurance, food assistance covering the costs of tests and other associated costs with coronavirus. they don't know the cost of the bill but, he said if they don't do it now it will cost more later. something that's not going to be in this bill is a payroll tax holiday that the president rebounded yesterday. even republicans have been skeptical of that.

basically right now democrats in the house of representatives are driving this train and kind of daring republicans to vote no. steny hoyer also indicated the house of representatives is scheduled to go out for two weeks starting tomorrow but they will have in emergency meeting if needed. >> bill: what a mess this has become. what about the measures taken on the hill? >> i talked to alexandria ocasio-cortez and she said they should consider may be closing the capital to tours. the capital has been teaming with tourists because of spring break. they basically said that members should avoid large crowds and mingling with large crowds, may be having teleconferences, and fox obtained a memo from one senior lawmaker, a top aide to that member saying what can we do to avoid contact with that

member, social distancing, this is an older member of congress. senator said maybe they should consider some of those extreme provisions and maybe limited people in the capital. they have certainly ruled out the idea of avoiding remotely. >> bill: president trump meeting with the ceo of the nation's biggest bank at this hour. that's the worst day since the 2008 financial crisis and with so that twice in the last week. stocks taking the one-two punch and plummeting oil prices, the dow is at half 1600. 20 minutes left in trading and we have entered bear market territory which means we are off by 20% in the all-time highs. chris hogan is a financial expert, a few less of those these days. how are you doing with mike chris? make us feel better for a change.

>> bill: fox news alert, new york state taking extreme steps to contain coronavirus. the governor announced a 1 mile containment zone around that city which is in westchester county. the national guard is getting ready to move in and help clean schools and move food to those under quarantine that people are so loud to move around the area. the mayor of new rochelle is noah branson. mr. mayor, thank you for your time. if you got a challenge on your hands. people have want to understand how you are able to lock things down or move them around. >> the containment zone is easily misunderstood. it's a restriction on large gatherings within large institutions which is a

sensible public health measure. it is not a restriction on people entering or leaving that area and it's not a restriction on individual families or individual businesses for whom life can go on as normal. but we do want to take direction from state and public health authorities and so some have advised us that this is a good way to mitigate the virus. a separate and apart there are about a thousand people subject to quarantine because i have high potential to the virus. >> bill: school, churches and synagogues are closed, grocery stores and delis are open and people can enter and leave the area. let's go back to the origination point. i understand 108, numbers changing all the time come out of 103 at the synagogue. what are you able to figure out, as to who at that synagogue traveled overseas or contact it

locally? >> the indexed peat patient is a member of a growing, thriving, of modern orthodox congregation within our city. prior to knowing that he was infectious or even that he was ill, he attended a number of large gatherings, which it was possible for many people to be exposed. so that has been the primary source of entry for the virus within our city. that we know how these things spread through close contact between individuals, so as folks go out and have normal relationships with others, there is a chance of further exposure. the good news is, the state and county have worked hand in glove with city in order to track the virus and take sensible measures that can limit exposure for the rest of our community. >> bill: the governor has called in the national guard. and that always gets headlines. it is with the guard will do, deliver food to quarantine people, help clean public

spaces. not stop people from moving around the city, not engage in military or policing functions. but they will be required i understand to clean certain areas, how will that work? >> that's right. their exact assignments will still need to be determined and that's a collaborative process, but i'm glad that you clarified. they are not here to impose martial law. new route rochelle is not being militarized, there simply are enormous logistical and operational challenges that are beyond the ability of any municipality our size. we are grateful to get this operational support from the state. >> bill: how are you going to know if it's contained, when it's contained? how do you figure that out? >> that's a great question that can be asked of just about every public health expert in america. the most important thing we can do is ramp up our testing capacity so we can have the best possible handle on how many

people are affected and what the spread of the illnesses. we know that the state has already increased volume and speed. we out all hope the national testing capacity will improve through the days ahead but that will be enormously helpful in guiding further action. if i could add one other thing, i'm so proud in which the manner in which new rochelle has risen to the occasion. there has been a level of concern, everyone is taking direction from public health authorities and people are coming together and supporting their neighbors. so even though this is quite difficult there's no two ways about it. that will demonstrate to be strong and resilient. >> bill: one more question for me. if you have 100 that are infected by the virus, what do

you see in them? do they have pre-existing conditions? how would you answer that rather large question in 15 or 20 seconds? >> fortunately the great majority do not require hospitalization and are recovering on their own. fraction do require hospitalization but thank goodness there have been no fatalities associated. as an evolving situation and we have to keep watching. >> bill: noah branson, we will stay in contact. good luck to you and everyone living there. i want to get to the west coast, more passengers coming off of the grand princess cruise ship in oakland and at least a thousand people are still on board. some american passengers are asked still heading for quarantine at military bases and there won't be any fans in the stands when the golden state warriors kickoff against the brooklyn nets. that comes after san francisco band events with a thousand or more people. you can expect that trend to

only increase. also, we spend watching the story of carl goldman who spent quarantine in nebraska for more than a month. we talked again yesterday waiting for results of testing. he told us he could not wait to go outside again. >> i'm ready to go home. here in omaha, she thought, i will take it a walk in the rain but it can't even do that. >> bill: which is found out of unfortunately the test came back positive yet again and you need three negative tests to go home for his wife in california where she had been quarantined. he will start a 14 day self quarantine then. on the board here quickly, big results for joe biden and here's where you stand in the delegate count. 1,191 is where you need to go. as of today, here's the redline. about a 150 delegate lead over

>> bill: outward from overseas, the president of afghanistan has started to release taliban prisoner's after a peace deal was cut with the u.s. it is refusing to release all 5,000 right now and a spokesman says, that was not the deal. jennifer griffin picks up the reporting live from the pentagon with more from there. >> we have and some breaking news first out of iraq. the u.s. military is reporting that 15 catoosa rockets landed in a housing complex at camp tashi where u.s u.s. military personnel were being held. we do understand there were some injuries but we can't confirm numbers right now and we will bring more when we have it.
