1:16 am
thank you for joining us, we appreciate it, you are the type of person we need to be listening to right now, thank you. >> my pleasure. let's go over some of these guidelines we heard yesterday, avoiding gatherings of 10 people or more, avoid discretionary travel if you can, avoid bars, restaurants, food courts, don't visit care facilities for old people with health conditions should also stay home, looking at this specific list of guidelines is this enough, what would you add to it? >> i think the president is showing real leadership with these guidelines but it is not enough. instead of saying avoid and should he should make this something mandatory as was done in the bay area and we need to harmonize rules and regulations across the country.
1:17 am
>> you were in wuhan. when he returns you put yourself into self quarantine, we do know that the number of cases appeared to be dropping in china. why do you think that is the case it is that true? >> i think it is true. what happened is these measures to which the president has referred and they undertook yesterday have had a dramatic impact on the transmission of fibrous. i have no doubt this virus will be with us for a long time to come but we are trying to slow things down until inventions like vaccines and better drugs come online. is director of nih said in the clip you played earlier, it could take a long time.
1:18 am
it will take a year to test this vaccine. to make sure it is safe and effective manufacturers and distributors need months. heather: that is what i want to spend the majority of our time together on. and hr -- nha funded a trial for a vaccine that has begun in seattle, if the tests go well, a realistic timeline to be made public is 18 months. why so long? >> what people don't realize, the reason they would because they don't make vaccines. i don't make them myself, is the first part of making a vaccine is to come up with the concept of what it would look like, how it would behave and to make these predictions with the assumption all vaccines are safe and effective but we know historically that may not be true.
1:19 am
we have to empirically test whether the vaccine is safe and whether will be effective. sometimes despite our best projections we are wrong. some side effects of vaccines might not be immediately apparent and that is why doctor anthony fauci was suggesting it is going to take longer than people realize for the vaccine to come online. >> that's why we can't russia now that it would be safe reliable but i want to ask about what you have been discussing which is plasma therapy, taking plasma of people who have recovered from coronavirus and using it in what way and how is that helping? that is helping people recovery? >> you sent it can be used to prevent disease. when people recover from infections they have a response known as an antibody response and these are products made by
1:20 am
immune cells in the body that attack infected cells. you can recover these antibodies from people who have an infection and recovered from it and introduce them to other people, typically intravenously and say then will go and fight infected cells, bacteria and viruses, whatever the case may be, in an individual about to become infected and have disease or already has the disease. the earlier you introduce the therapy the more likely you are to be effective. i want to finish please. this is critical. this is an opportunity for people who recovered to step up and help fellow citizens. the president is showing real leadership and we are all behind him but we need him to be forthright and push for the social distancing we know we need so that we truly are doing this. >> we would love to have you back to discuss it further

>> welcome back to "fox and friends first," market suffering their worst day yet as the financial fallout of covid-19 takes its toll. >> is the us economy heading into recession? >> it may be. we are thinking in terms of the virus. is a tremendous pent-up demand in terms of the stock market and the economy and once this goes away i think you will see a tremendous surge. >> what can we expect?
1:25 am
here is some insight this morning, thank you for joining us, we appreciate it. as we begin our discussion, let's take a look at monday's close with the dow, the s&p and all the indices down, what is your take on what is to come with the markets? >> we should be prepared for anything and everything. we should not be afraid to look at our statements, we should not be afraid of checking to see results on our accounts or use the words recession and we should not be afraid to use the word depression. all of those things are possibilities. i thought the odds of recession were 30%, now i think they are 80%. there is no place to hide and we need to get ready for the things that are more volatility. shannon: shouldn't be afraid use those words with those are scary
1:26 am
words for anyone. we look at the market since the start of 2020, we can see the high february 12th compared to lows on march 16th. more volatility ahead. what do you mean by that? >> september 21st, we are off 20%. it is 6%. a different philosophy because sometimes those things don't work, maybe a bounce or false read and we get excited on the upside not to recognize downside is in the corner. the 3 wild swings, we have not seen except before the eve of the great depression, on a per
1:27 am
capita basis, markets more than any other time in history, shouldn't be something we fear, maybe something we embrace, we built up cash to take advantage of opportunity. heather: is the markets tank with mortgage rates in an all-time low, where should americans be putting their money because it does seem like an opportunity. >> it could be. it would be premature. one thing we don't do as investors, my peers and i don't help, we get ideas, the account goes up, we don't feel good when the account goes down, we don't have a by strategy not just, a sales strategy, under what conditions are we going to sell? under what conditions are we going to limit our losses. how can we move out of risk
1:28 am
assets and move back into risk assets in a good year but we can't be premature. that should be looked at in a daily basis. heather: what about how the trump economy was prior to this pandemic, this swept in very quickly, impacted the markets, impact of the economy across the board. do we think the trump economy will increase the way it has prior to this? is that an indication that these will turn around quickly is what i'm asking? >> everybody wants to see that indication. it may be u-shaped, could be l-shaped. let's recognize the russell 2000 is back to the level where trump took office.
1:29 am
at this point we are 300 points from the s&p 500 being backed where it was when trump took office. there have been some underpinnings here, stock buybacks been problematic, the conditions have contributed to bubbles getting larger and larger and as a candidate donald trump talked about that but we keep putting more air in the balloon and we do know all balloons break, they just burst, 7-year-olds know that around the world. heather: we will see what happens. fresh fears about the spread of kim jong un -- covid-19. could be airborne? with the world health organization just revealed. >> being told to stay home and take care of ourselves and exercise our constitutional rights. we want people to be able to do both. >> hours before polls open ohio

election ohio shutdown voting over coronavirus. but 3 other primaries will continue as planned while prioritizing voters safety. gop chairwoman from one of those states, arizona, doctor kelly ward joins me with more. thank you for joining us, we really appreciate it. first of all let's begin with this statement from governor mike dewine on their primary delay in ohio, during this time when we face unprecedented public health crisis to conduct an election, it is an unacceptable health risk of contracting coronavirus while, the polls will be closed tomorrow every voter who wants to vote will be granted that opportunity. arizona, one of three states along with florida, and illinois, 441 delegates still up for grabs, arizona decided to go ahead. why his arizona decided to move forward despite the coronavirus
1:38 am
that is happening? >> we take this seriously and i personally take it seriously because i come from a family of physicians for china practicing physician myself. my mom is in the high risk category, she's a practicing pediatrician. my husband is on the front lines in the emergency department in rural arizona so we take the risk coming from the wuhan coronavirus seriously but as chairwoman of the republican party verizon i also take the right to vote very seriously and every citizen in the united states should be able to cast their vote and have accounted so here in arizona we are doing a lot of things. we've had early voting for four weeks and many votes have been cast already, the majority of votes of been cast. we are offering drive-up voting to eligible populations when that is possible. we encouraging poll workers to protect themselves and the

public by having bathrooms will be stocked with soap, water and things to dry your hands -- heather: is you are discussing all of this, we have these on fullscreen to bring up for people at home as you are discussing it, but precautions as you are discussing what you are taking. >> handwashing is the number one precaution as well as social distancing. we are offering hand sanitizers before and after people vote, we are keeping those voting booths clean and separating them a little further apart than they might have been in the past. we encouraging people when they come to vote to engage in social distancing and stay 6 feet apart from each other. don't greet each other, give them a hug or handshake, give them a wave or blow them a kiss instead. that is how we will protect people but still enable them to exercise their very important right to vote. heather: you had changes in
1:40 am
polling places across the state. >> we have. we've consolidated some polling places but the important thing is only the democrats will be voting tomorrow. what we saw in the debates show they don't have much choice, the two people in the ballot are two sides of one coin and joe biden has moved so hard to the radical left there's not much of a choice for people in arizona. come november the number one choice will be donald trump, republican all the way down the ballot. heather: as we mentioned arizona not the only state that decided to move forward, we had sound from three different states that are moving forward, the governor of florida, illinois in arizona and here's what they said. >> we have to have our elections continue.
1:41 am
for most counties that can be done safely. >> we have no guarantee there will be a time in the future when it will be safer, democracy must go on. >> exactly, democracy must go on. heather: you know the precautions people need to take. >> we are going to get this virus under control, people are complying with the recommendations not to gather in large groups and i think in a week or 2 we will see some significant changes in the united states. shannon: hope you are right, i know our viewers appreciate hearing from you, great to be with you, 20 minutes until the top of the air, spring breakers it impact beaches instead of heeding the warnings, florida officials are considering steps to keep them on the stand and mitt romney wants to ease the financial burden caused by the pandemic. >> i propose a plan that will provide $1,000 to each adult in

1:46 am
that means they will focus on funding for the coronavirus. the aclu is suing ice to release immigrants at risk for covid-19, demanding immigrants be released from a detention center in tacoma, washington. the aclu says the detainees are susceptible to the virus because of their underlying medical conditions, age, and proximity to seattle, one of the epicenters for the virus. senator mitt romney wants every american adult to get $1,000 amid the coronavirus outbreak. >> that would allow them to help with short-term needs but also encourage the economy is what a lot of folks are hurting right now and will be hurting as a result of the slowdown in the economy and this is a way to help those families. >> the utah senator also wants grants for small businesses and loan deferments for recent graduates. take a look at this. thousands of spring breakers

put into place to hopefully bring the spread of covid-19 to a end but so many questions remain. doctor jennifer caldwell joins us to answer questions on the ever-changing outbreak, thank you for joining us, we appreciate it. this was a facebook post from kim who said tri-state suspend all bars and restaurant services offering take out only. can be transferred on things that people are touching? >> great question. we think the primary mode of transmission for coronavirus is person-to-person and respiratory droplets, standing within 6 feet of each other respiratory droplets from mouth and nose can be spread to one another and transmit the virus, that's the main when the virus is transmitted. there may be some small spread by touching objects that may have droplets on the but we don't think that's the primary form of spread.
1:52 am
it is person-to-person respiratory droplets bread that is the main way. >> next question from hope. what is the incubation time. how long can the virus survive outside the body, how long before you start showing signs? >> let's start with the incubation period and the signs. that question first, generally the incubation period is the time you get infected to the time you start showing symptoms, generally 1 to 14 days. it is that range but on the average 5 days is what we're seeing. in terms of how long the virus can live outside the body we are seeing it can live on surfaces anywhere from several hours to several days depending on the temperature, the surface and other variables. that's what is important to disinfect. >> from rick, lots of folks wants to know why is this different from others that we battle, what makes this a panic compared to past flus? >> a great question. there are three main reasons, the first is this is the novel
1:53 am
coronavirus, we call it novel because we've never seen it before. there is so much we don't know about and are learning every day. the second thing is it is spreading relatively quickly. as you see it is spreading throughout the world and the third thing is the death rate is higher than that of the flu. the fluid 0 one%. we are seeing a death rate anywhere from one% to 3%. it will change as time goes on. but this is a different situation. >> this is from tyrone. i get seasonal allergies. is the only abnormal symptom to look for a high fever? >> cigarette he asked this question. high fever is one of the main differences. you may have a high fever.
1:54 am
with coronavirus, you will not have with allergies but there are other differences. with allergies think of your system is mostly being in the head so you may get itchy watery eyes or runny nose or dry cough like the coronavirus but symptoms will stay up here. with coronavirus you get fatigue, muscle aches, fever we talked about as well as shortness of breath and fever. shannon: appreciate it. keep sending your questions. we will be right back, stay with us. ados ever. with best in class camera technology and larger, more functional beds than any competitor. the only truck that can compare to a silverado is another silverado. truck month is the right time to get behind the wheel of the chevy silverado. now, get 0% financing for 72 months plus $500 dollars cash allowance on all silverado 1500 crew cab pickups. find new roads at your local chevy dealer.
