heading into recession? >> it may be. we are not thinking in terms of recession but in terms of the virus. want this goes away, want to go through and we are done with that i think you will see a tremendous surge. >> the president warning of possible recession due to the economic toll on us markets by covid-19. >> will be economy bounce back like the president hopes? what he is can associate fellow for new american security care, a lot of people especially those in the financial world definitely looking ahead seeing how far are we until this can bounce back, a lot of people in the thick of this don't have jobs, may not be getting paid worried about the here and now, what do we expect now and long-term? >> there is a now that has to happen and what can happen in the long-term so the first thing we need to do is control the

is hackers never let a crisis go to waste. this will require heightened vigilance. not only the cyber incident in particular, didn't have the desired effect of slowing down the health and human services cause of the virus but it is indicative of more to come. in next few weeks we need to have more malware attacks in the form of ran somewhere against hospitals, healthcare infrastructure, distributed denial of service when you have traffic and that is aimed at dealing responses to the virus can increase in probing attacks as more employers moved to remote work and increase their reliance on digital connectivity, but the critical thing is what to put the finger on and it is the coupling of hard cyberattacks with distribution of disinformation so potential official hacks, official twitter accounts that will propagate disinformation once those accounts are hacked. we need to be aware that. we saw this happen with iran earlier in the year when our

covid-19 but not all of them are refunding expenses for room and board. the call to close campus, joining us is the president of the university, doctor ingle. a quick check for people at home this is the average cost of housing if you're in a public versus private school, regardless is very expensive. this is scary. what do you have to say. >> it is very scary and definitely a challenge for universities to look at this issue of prorating and providing refunds or credit for future education. it's not as black-and-white as people make it seem. when you're trying to provide a more traditional campus there's a lot of fixed costs calculated in the overall cost of the educational program.

you have a fixed cost of housekeeping or food service and those are provided through service contract and a lot of universities pay those contracts up front at the beginning of an academic year or academic semester or quarter and that is gone out the door. universities pay these organizations and there are no refunds clauses for the university as relates to a crisis like we are facing today. i can assure you that if you can pass that back to the students absolutely universities should and will do that but those are fixed costs. another issue involved with rebates is a lot of small, private liberal arts universities that are high-quality and have the best accreditation out there, they are tuition driven, enrollment

driven, feed driven and they rely on enrollment of students and there's not a lot of margin with that. if you have a couple bad enrollment cycles it could literally shutdown -- >> to the average person is trying to pay for school, one viral post from a harvard student as an example, harvard just gave students 5 days to pack their things and move out and go home, many can't go home because of costs and travel restrictions and they provided no guidance, i must stay in the us and delegate authorization documents in july, where do i and other students doing post completion go? and harvard has responded to this post, they are among 17 schools pledging to refund unused room and bore on a prorated basis, telling students the school will help ease the financial burden of train tickets and things like that but students say you have a lot more money than i do, help me out here. >> harvard university has an

incredible endowment and a lot of the endowment they have can go towards operations so we have the ability to do that but there are a lot of small, private colleges and universities that don't have that margin because of the tuition driven and feed driven and fixed costs that are up there. that doesn't mean they shouldn't consider providing refunds or credit for future education and during this time of crisis when the priority is to provide uninterrupted delivery we have to wrestle with these issues so there needs to be time and space to figure this out. >> a tough situation for all sides but for the students it feels like the little guy. i want to get your position on this before i let you go, why you decided and how you decided to send your students home. i want to hear what was like making that decision? >> at the heart of every decision we make is our

students, we are student focused so we want to protect them and provide the best health, welfare we can do that so we did. i will say that we are leaving our campus community open for students, we have a number of international students that can't travel back to where they are from, a lot of students from hot pockets in the united states, new york, washington state, the don't want to travel back so we've kept our campus open following cdc guidelines what we doing everything we can to come alongside the students and provide their -- >> do you have a refund policy at this point? >> we are looking into that and doing everything we can to see how to provide that. we want to give assistance to our students, everything we do is for the care of our students. >> a lot of students have no money, it is hard for everybody, thank you so much. >> always a privilege.

not a single egg around. you have some egg products but by and large cartons of eggs not here, frozen goods, i would imagine these were frozen meals at some point but people preparing for when they aren't going to be able to come to a store if they aren't going to be able to come to a store. around the corner, one of the big items leaving store shelves almost immediately on hearing about this pandemic paper goods. we don't have any more paper goods here. paper towels and the like. cleaning supplies, everybody trying to clean everything, the cleaning products that are off the store shelves are the ones with chemicals, the ones that are organic and things like that. create news, i went to get thomas's english muffins, there

were none. within the last 10 minutes the deliveryman has delivered english muffins. there may not be a 10 left, there are english muffins. they are restocking little by little. shannon: i would not be surprised if that is gone in an hour. that is the way it is going. jillian: the white house rolling out new guidelines to prevent the spread of covid-19. >> johns hopkins has been tracking the spread. professor sergio marty mc harry joins us with more on that. we are moving closer to what we have been seeing in europe and sounds like san francisco is already there. will the end in a total lockdown? >> in a stepwise fashion businesses in the private sector are going to take their time to figure out how to do this, they will come up with their contingency plan to slowly roll this out. i don't see us doing an italian style to lockdown all at once.

this is not a unique situation in the united states. what played out in china will very likely play out here. what is playing out right now in italy will play here. this preview in italy of a movie that is about to play here and it is not a 2-week endeavor. it makes it more palatable if people think of it as a short-term endeavor because in reality most likely we will be in the clear some point this summer. most global pandemics take about three months, that was the spanish fluid 1918, that was sars so the good news is time will pass and this will be beyond us but it will not be 2 weeks. >> that is scary for a lot of people, when the president said this might last until august, it scared a lot of people. how much worst you think it will get before it starts to get better, before people can start

to socialize again? >> we need to be ready to hunker down and let's be very honest, it is hard for this virus to hurt somebody who is young and healthy. my concern is young and healthy folks are carriers and can transmit it to those who are most vulnerable, seniors with suppressed immune systems, those are the folks we've got to be careful about because folks are going to be doing something in a park and say i don't see the big deal, there is not mass casualties, this is overblown. remember, when we visit or are in contact with somebody at risk that is a serious issue because if we look at italy, they are seeing the us equivalent of 2000 deaths per day. that is what it translates to. shannon: this is important to

get to before we go, let's look at these numbers in regards to our hospital system. 160,000 ventilators available in the united states, 2.8 hospital beds per 1000 americans. we are not talking about this enough. based on those numbers and what you know how important is it people take this seriously and if we continue to spread this it is inevitable, we are seeing some cases, this could really infiltrate our medical professionals and these are the people we need on the front lines to save our older folks are getting sick, to save everyone who has this. >> our healthcare system is about to be overrun as it is in italy, as it was in china. very concerned about nation's nurses and first responders and respiratory therapists and doctors. they are at the highest risk of getting this and we need them at a time we need to expand capacity. we have to be careful. we are going to have decreased healthcare workforce and massive influx of patients the right now we need healthcare, groceries, food supply chain, even some

>> reporter: with more than 180,000 cases worldwide of coronavirus there are now more cases around the globe than in china where the outbreak first began. italy is the hardest hit western country with 28,000 cases and more than 2000 deaths. the italian government shutdown the country ordering people to stay home. only travel that is deemed essential is allowed for the entire population of 60 million. in other parts of your restrictions are tightening, germany will formally close its borders with the rest of the european union, france quickly followed suit closing its borders, french president macron called this a health war before issuing two weeks of restrictions. neighboring spain case numbers are rising quickly surpassing 9000 this week. the spanish government has nationalized all private hospitals while asking citizens to stay indoors. listen to what the president of the eu commission had to say.

last few weeks since we spoke with you. how have things changed? >> at first it definitely got worse. we faced a lot of hardship. that being said the last few weeks the situation has transformed dramatically. yesterday we only had one new case of coronavirus, one confirmed case. the situation is greatly improving recently and we are optimistic that we are almost through it over here. there is hope for the usa as well. i know it is just getting started over there but rest assured eventually you will make it through it. jillian: the numbers we have, the cases in china that have been decreasing. february 5th, 3900, cases, march 15th, '29 reported. are you still under a quarantine order? are you able to go out? have those restrictions been lifted? >> yes, we are still under

quarantine. there is still a lot of restrictions. we are not allowed to go out, we are still dependent on delivery service, delivery services have been very reliable. we can access fast food restaurants, everything comes within an hour. the situation has been improving, life is starting to return to normal a bit recently. we are really happy about that but prior to that it was much worse. at one point at the height of the crisis deliveries weren't coming through and just to get anything was quite a struggle. we had to sneak out and go to the grocery store and they were not letting individual shoppers in. it was quite dramatic a few weeks ago. shannon: we are just kind of entering into this at this point in the united states. what is your advice for those of

us watching, your friends and family who are here? >> my advice would be to stock up and be safe, wash your hands and most importantly keep a positive mindset. in these times, very stressful but keep a positive mindset and focus on making it through, comply with a quarantine. i'm confident in the us you will make it through it. >> are you surprised it has been a long time you have been under quarantine and now you are just starting to see the difference? did you expect it to be like this? >> i didn't expect it to go on this long. there was a time we were adding 100-200 new cases a day and they were much more restrictive. if i would go outside i would see ambulances everywhere.

coronavirus. let's listen to. this i got some test results back for coronavirus. and it came back positive. i'm doing okay. i didn't have any symptoms. i got tested because i realized i was exposed to someone who had also tested positive. carley: hollywood getting hit pretty hard with this thing. another actor announced positive diagnosis. his wife was in the background. she is feeling okay. hasn't been tested yet. that's not all. game of thrones star christopher also diagnosed his diagnosis on instagram saying sorry to say i have tested positive for covid-19 coronavirus. my family and i are self-isolating, of the good news is that tom hanks and rita wilson have left the hospital. they are now in self-quarantine in the home they're staying at in australia. they announced diagnosis on thursday. looks like they are recovering
