from one seattle-area nursing home at 11 other washington nursing homes also have cases. governor j inslee has banned gatherings of 250 people in three counties. in new york, the state with the second highest number of cases in the past 24 hours have seen a huge increase from 216 cases, to 1700, 15 death. bill diblasio is expressing drastic measures to stop the spread in the city. >> new yorkers should be prepared for the possibility of a shelter in place order. it has not happened yet but it is a possibility at this point. i believe that decision should be made in the next 48 hours and it is a very difficult decision. heather: but andrew cuomo said the city cannot make a decision without state approval.

>> we hear new york city is going to quarantine itself. that is not true. i have no interest whatsoever and no plan whatsoever to quarantine any city. heather: all broadway shows have been suspended and new rochelle has the only containment zone right now. in california, 718 cases, 13 people have died. more than 7 million californians asked to shelter in place. the national guard is on alert is governor gavin newsom said the state could follow kansas and close its schools for the rest of the year. in chicago, services reduced as midway airport over concerned cases in the control tower after several technicians tested

the president wants to get cash now and i mean in the next two weeks. >> reporter: with steve mnuchin warning congress unemployment at a whopping 20% with the stimulus package the senate gop is expected to coordinate with the white house to come up with a bill and begin negotiating with democrats but it is not all worrisome news. amazon announcing 100,000 new jobs across the country while increasing pay by $2 an hour encouraging people who have lost jobs in this crisis to apply until their old jobs come back. employees working 10 hour shifts to respond to the demand for customers their basic needs delivered to them so they don't have to go into a store. it is important to note amazon is focusing on necessary household staples, medical supplies and the like, not really focusing on unnecessary products in the short-term at fulfillment centers like the one behind me.

into doesn't help those who need it most, those who need it most need more. the $1,000 windfall is not necessary. somebody like myself and others who can work remotely or someone who is laid off, that does nothing to help them survive this crisis, targeted relief. heather: the targeted relief seems like it would take longer and people need the cash as soon as possible. >> the heritage foundation released a tax proposal that those areas affected by the them epidemic with people can't to work because they are sick or measures are in place where government is closing, we provide to cover the cost of keeping people on the payroll. there relief is immediate and those countries could apply -- companies can apply for the credit twice a month so there would not be this delay, a big improvement over the house proposal where businesses would wait several months to collect

tax credit funds. heather: here is what steve mnuchin said on a plane to give americans checks. >> it is clear we don't need to send people who make $1 million a year checks. >> we don't want people losing jobs or not having money to live when they were doing very well so we are going big. heather: this will impact a lot of industries. the president met with the travel industry. with all the ceos coming together saying we are in this together but as you were talking about, small businesses impacted. >> seems like the bigger companies are those with a big lobbying forces. we have a better proposal than bailing out individual companies to the tune of hundreds of millions of dollars. why not allow companies to apply

positive during quarantine? wendy dickinson joins me with more. thank you for joining us, we appreciate it. >> good to be here. heather: looking back, what we can learn from this, the stars epidemic in 2004, during the quarantine, 28.9% of people suffered ptsd, 31.2% depression as a result. what can we learn from that? >> now question we are seeing something of epic proportions that is really scary. stress over time becomes crisis and eventually trauma if we are not careful to maintain healthy resources and do things that help us deal with the stress. heather: now we have some tips we can put to use every day to

stay positive during the covid-19 pandemic outbreak. number one, keep in optimistic perspective. >> absolutely. now question we are dealing with a lot of fear. i'm not minimizing the fear but it is about finding balance with confirmation bias says we find was we are looking for. if we are only looking for fear and stress we will see that all around us but if we pause and look for something positive, look for something to be grateful for we will start to see if i recommend to my clients to keep a gratitude journal, what are the things they can be grateful for that are positive? heather: something else was interesting, emotional contagion to watch out for. what is that? >> we know that emotions are contagious like a virus.

we also know negative emotions, fear, anxiety, hopelessness and panic are more contagious than positive emotion. we want to spend time talking to people, engaging in conversations that are positive and uplifting. make sure you're placing boundaries around conversations with people that feel they are increasing fear and anxiety. of the 20 look for accomplishment opportunity. what does that mean? >> we move at a fast pace most of us, busy schedules and have a running list of things i wish i could do, learn a language, start training for something. this is a great opportunity to get down on the floor and play with our kids or read a book that has been on our nightstand for a while. don't miss the opportunity, don't spend the whole time on

heather: donald trump reinforcing precautionary measures amid reports this pandemic could last 18 months. >> we are asking everyone to work at home if possible, postpone unnecessary travel and limit social gatherings to no more than 10 people. making shared sacrifices and temporary changes we can protect the health of our people. heather: if that is true what can we expect ahead of us? clinical professor at nyu school of medicine doctor debbie joins us to weigh in. we appreciate it. let's talk about potential medical shortages. they are saying the shortages of product may impact healthcare, emergency services and other aspects of critical

infrastructure including potentially critical shortages of diagnostics, medical supplies and staffing in some locations. >> i think that is a possibility. the fact that these topics are being discussed is more sobering and the way we should deal with it, preparing for the worst case scenario. it doesn't take into account a few other factors. the pentagon is helping by providing supplies. va hospitals are preparing to take care of patients. in israel hotels are getting ready to help with quarantining. we have a lot of resources available to us. it doesn't take into account a few other things. people are recovering from this illness. if they truly recover and we can tell they are safe to go back how they could help with several efforts in terms of managing these product and handling shortages and staffing issues.

heather: the people that are recovering at this point in time. >> the other things, people have to prepare for the worst case scenario but at the same time there are a lot of development in terms of looking at treatments and vaccines as well. we have to see how this plays out but looks like the whole world is working on finding a treatment for this. heather: i want to point out the other things we were quoting were from the new york times, the president himself and many medical experts that are members of the team have said, some of what the new york times has been saying is not been based in fact and been skewed a little bit to stoke fear among some people that you have a medical professional i want to ask about this. i did speak with someone from

the world health organization talking about airborne precautions. we do know the coronavirus has been found to survive in the air. what does that mean? how long can it survive on all types of surfaces like playgrounds, door handles, things like that. >> different numbers have been reported. the city we use for the most part shows if survive in air fire 2 to 3 hours, it can survive on steel and plastic for two days or 3 days. the nice thing is it is susceptible to 75% alcohol, susceptible to bleach containing products. you want to disinfect those products. one other thing is the world health organization used airborne precautions for people who work in the hospital. for healthcare providers this is why there could be confusion. if you see people who look like they are in the hospital wearing gowns, gloves, huge masks, that is not necessarily that everyone has to do that.

in the hospital people are performing procedures on patients on ventilators so you have a lot more chance some of this virus in those ventilators gets into the air. those folks are at greater risk operating ventilators, putting cameras into these tubes to get a good view of the airways and lungs. very different than if people were walking around in their own home. heather: in our own homes what do we need to do? >> i would clean the doorknobs, surfaces that are shared by different people, light switches, remote controls, telephones, anything in the bathroom or kitchen, we are all washing our hands, that is to clean the father handles, the toilet flush, any shared surface, things most at risk for transmitting the virus. heather: thank you so much for

those is lacking, protective equipment. construction masks sounds like a good solution but is tested to the same requirements, and our members need. we are on the front lines responding day in and day out to emergency calls and we need protection necessary to make sure we can protect the american people. heather: not only do you need the protection but also the information so if someone calls 9 one one, let them know that you and others are going into a situation where someone is known to have been infected with the coronavirus. that helps. >> information is one of the key pieces to protecting our first responders. if they can let the 9 one one call know that someone is exposed to covid-19, if they are experiencing flulike symptoms, if they have been quarantined, isolation or tested positive that goes a long way to letting first responders know what they are about to walk into and when

we arrive on scene, that information is not transferred to first responders, we want to make sure people in their homes come to us and let us know what the situation is we are walking into. it is an uncontrolled environment unlike the hospital where we know what the patient is there for. we are walking into people's homes as we need to know what we are walking into. heather: from the nypd, there were 17 officers potentially exposed. the cdc and nyc depend developer committee member of the service who has had close contact with individuals testing positive for covid-19 can keep working but need to take extra precautions. what are you hearing in terms of other first responders working through them? >> we have approximately 500

firefighters, paramedics and emts across the nation who have been exposed to patients with covid-19 and a couple dozen who tested positive and are quarantined and in isolation right now. what we are telling our members to do is check themselves and monitor for signs and systems -- symptoms twice-daily whether they are on the job or on their days off. we want to capture this as soon as possible to prevent those first responders from going into the firehouse and contaminating their coworkers. we want to stop the spread, practice social distancing and finding out as soon as possible who might've contracted the virus. >> 500 have been exposed, and it doesn't being quarantined? >> that shouldn't be shocking, there are 5000 cases in the united states and we are providing emergency service 24 hours a day. if we are responding to 5000 known cases of covid-19 and we
