pentagon with more on this, jennifer. >> bill this is unprecedented. the u.s. navy only has three deployed aircraft carriers at sea right now. only today, we learned one of them has an outbreak of coronavirus forcing it to a halt operation and head into port in the pacific. the acting navy secretary thomas mobley told reporters thursday morning the u.s. theodore roosevelt would be heading into port in guam as soon as possible in order for all 5,000 sailors and pilots on board to be tested for coronavirus. among the first to report that 24 sailors on board the massive worship have tested positive and triple the number from two days ago. >> i know the small ships don't have the ability to test on board. but it is my understanding on the larger ships, we do have the ability to do the testing on board. >> limited to, so are you short of test swabs on board something like that tr roosevelt? >> tr has approximately 800 kids

that has a really strong message. but he also said, we may well be in a recession as of right now so go ahead with your analysis. >> yes, and it is a different message, bill then frankly we saw in 2007-2008 when everybody thought the banks were okay as well but also said, hey, there is no problems here. we only need to stimulate a little bit. really stimulate prime mortgage market when in reality and much bigger problem even in the prime mortgages that originally. so to me, the fact that the administration, the federal reserve, other executives on wall street have come out and said, we realize this is a big problem. we are shutting down the entire economy. this will be massive effect on business and the consumers. so we will do whatever it takes, whatever amount it takes to backstop some of these problems occurring. this shows you this time it is different in the sense of the rescue packages are here to be an actual benefactor of the

economy. >> bill: when i heard him say, scott, we will be there for the u.s. today, that was a strong message. the fed chair never does a morning news program, right? i mean come i don't know that has ever happened before. going back decades, however, you look at this unemployment number, and that is a lot of pain out there scott. at the moment, we don't know how deep it runs. what is your sense of that? >> it runs pretty deep and pretty wide, bill. it spreads throughout all sectors of the economy which is scary. but i will tell you what is funny is that the stock market already knows that data. the stock market already knows the unemployment rate will pick up above 10%. the stock market knows jobless claims will be in the millions. the stock market knows gdp will be down ten plus percent in the second quarter which is three quarters to come after we close out the first quarter at the end of march. so to me, the market is already looking forward to that hope that you talked about all our with respect what happens after.

closed, bill, how about people stay in the universities who are sick and keep them from the general population question work then we not have to do as dramatically as we are doing quarantining off areas? we need what is being used in the united kingdom and in the state of washington. >> bill: what is it? >> if you do a pinprick a drop of blood, look at it under the microscope and you figure out whether a person has antibodies to the virus. if they have antibodies to covid-19 come it will be on the drop of blood. it is a much more effective test. >> bill: can we do that now? >> more effective than the nasal swab. we can do that now and i'm told by hhs we have the ability to do that now. i'm on tv with you today saying let's get this available to every lab and university in the country, today, not next week, not the week after. >> bill: very interesting. the surgeon general said on sunday, today is thursday, this week, it's going to get bad.

are you able to define bad four days later as you look at the numbers you're in new york and across the country, doctor? >> bill i interviewed the surgeon general and he has a big heart. he's a great official. as you know he's a practicing physician. what he means by back is what doctors worry about my bad. not the number of cases, because i think i said on your show before this. thousands and thousands of cases being missed on diagnoses, mild cases, asymptomatic cases, we are concerned about hospitalizations. people who end up in the icu and the characteristic pneumonia. those numbers, by the way at the rate of increase of those hospitalizations in new york. the epicenter is decreasing and thank god that rate is starting to go like this. as you have reported that too. he said it will get bad? i think it is already bad, and i think maybe we will see light at the end of the tunnel, just
