the virus. needed relief could be coming to americans. 3 million workers filed unemployment claims. the house is expected to vote on a package tomorrow. after delaying the bill for days, house speaker nancy pelosi is attacking republicans for what is in it. >> it went from a corporate first proposal to a worker's first democratic legislation. can you believe that i think every republican -- 49 republicans last night voted in the senate to deprive these on unemployment insurance of the additional $600 a week. how could it be? there are so many things we didn't get in any of these bills yet in the way we need to.

delayed. there are millions of people at home because of the decisions we want to make. they are to stop the pandemic. we can't pretend there are not consequences. people out of work will be suffering. we need a phased return to the economy. which the media has been lying about. it's not about letting old people die. it's about getting the young and healthy back into the workplace in specific areas of the country so you can protect grandma and grandpa so they can stay home until they can later come out. that's what i hope we will be doing soon. >> that's something that msnbc has been talking go. -- talking about juan. here's joe scarborough making the argument. >> republicans are making the argument let the world war ii vets and the vietnam vets die.

have to repeat this, i think there will be a problem for our economy because consumer confidence will not return and therefore the spending won't be there. when i see this jobs number, to me it's cataclysmic. it's not just 3.3 million. you are talking about everybody else if that family and the kids and the grandparents. to me, when we see the democrats make an effort, it took some del delays, to put families and to put people out of work and small businesses and say when it comes to big corporations, you have to be transparent. you can't use this for buybacks. that's right. we need to get this bill right and not be involved in too big

to fail. >> what will nancy pelosi claim credit for doing if this becomes a successful relief package? >> well, i think the spin from the democrats has been pretty good. although it's galling. i think actual things in the bill for the $500 billion to keep employers from laying off employees. that is pro-worker. on the buy back thing. i can read the "wall street journal" as well as nbc. it's false the way that is portrayed. nancy pelosi wanted mandated vote by mail. they wanted $400 million. they wanted to ban voter idlaws in in bill.

that doesn't make sense. they wanted to have fuel standards for vehicles and planes and collective bargaining agreements. how will that help? and the pay raises for congress. that's not in the bill either. the $25 million is to go to help them figure out how to tele-work while we are social distancing. nancy pelosi is claiming credit for things she doesn't deserve credit for. the republicans stripped out things he would be screaming about when it passes tomorrow. >> the stock market, 20% of the market came back. what are you hearing on the streets? >> well, i am hearing from the people who are unemployed who need the unemployment benefits in this bill. this was written by the white house and treasury secretary steve mnuchin who negotiated with the senate. this is nancy pelosi gasping for

relevancy because she was iced out of putting this deal together. these are people who are unemployed and businesses. half of the jobs in this country are with small and medium sized businesses. they got shutdown overnight to fight a virus. these are people who millions were laid-off to fight a virus. you have to rescue both. employees need employers. people who work need a place to go and work. i just hope that these idiots in congress do some online course work at home not helping anybody about how the federal reserve works. this 450-billion dollars that is going to the treasury department. it's not a slush fund. it will be used to back stop loans made by the federal reserve to businesses in this

and the white house coronavirus task force. initially the media was complaining about a lack of those briefings. now they are almost a daily presence in your life. momentum is building to stop airing these briefings. the "new york times": trump's briefings are a rating hit. should networks cover them live? some in the media say we should not show them at all. >> if it were up to me and it's not, i would stop putting briefings on live tv. not out of spite but because it's misinformation. >> these briefings are subitutes for the rallies. he knows he can dominate the newscast. >> trump is using this as a political platform because he can't hold rallies right now. >> here's president trump clashing with the media. >> just so you understand. are you ready? i think there are certain people

american people are in the mood for raw material. they don't want anymore spin. the media thinks they are smarter than the president. they have to point out every little time they think they are smarter and got him. that's not true. the american public trusts the president more than they trust the media. they like him more. and it's because he is more compelling. he is more honest and straightforward. that's the truth. when he goes up there, you are not only getting real face-to-face reality. you are getting a man that is entertaining. that can speak in solid gold sound bites that every american can understand. they are jealous of him. they don't have anybody on those networks that can compete with that kind of talent. they don't have it in hollywood or cnn. they don't have anywhere. instead of working improving their performance, they are trying to censor the president of the united states. how insane is that?

around 5:10 and they will focus on the question of the what are the guidelines going to be that will tell people, local government and companies and workers. people want to tune into that. what are the guidelines? how will we get people back to work and do this responsibly and with sensitivity and with technology? it's possible that we are going to be able to add this finger prick test to tell people you and you are immune and can go back to work or like in south korea where you get your temperature taken before you are allowed into the workplace or a shop to buy groceries. i will provide information that is vital. i can't imagine people not wanting to take this press conference coming up. this is the beginning of the president laying out how we are

apocalyptic conditions and healthcare workers say they don't have enough protective gear. nurses forced to wear trash bags to keep themselves safe. in boston, local news outlets reporting more than 100 healthcare workers have the virus. this is spreading into areas of the country not previously hit. in new orleans, they are having a surge of virus confirmations. how do you take that? >> well, i think it's showing what dr. fauci and dr. birx have told us is coming true. we know that the social distancing is having an impact to try to slow the rate of the people that need hospitalization. one reason it takes the president's briefing yesterday,

he announced he is allowing the major disaster declaration for louisiana because that allows funds to get there for what they will need. different states are going to have different problems. louisiana one of the problems was big parties at mardi gras. that's a dense situation. in wyoming, where my family is from, it's not there yet and it's not overwhelming the situation yet, but that governor also ordering stay at home. you can hopefully start to see after this briefing what is the other side look like? it's going accord to how dr. fauci and dr. birx told the president from the beginning it would go. >> jesse, what about the hospital workers. they don't have the proper garb

so they are putting on garbage bags. do the nurses and the doctors and all of the people who make things happen at the hospitals keep going to work? or do say they we can't handle it? >> i hope they don't stop going to work. that's the best we have right now. juan. governor cuomo said they have enough equipment right now for the hospital. you have seen people with that type of garb. i spoke to a guy today who is a doctor at cornell medical in new york city. he said he is confident now. here's why. he knows how to not get coronavirus. he is on the 41 lines. -- front lines. one of the biggest mistakes you can make is touching your face. he said if you do everything to avoid touching your face, that's the number 1 way to transmit something. i touch someone or touch a

good ideas. leaders gathered around the world to discuss the whole subject of the problem that right now 151 nations have got. we have president fernandez of argentina, and the prime minister from australia. president of brazil. prime minister justin trudeau of canada. and president xi of china and the president of france. angela merkel from germany. and the prime minister from india. and the president from indonesia. and the prime minister conte, of italy. and the prime time from japan. congratulations to japan. they are making a great decision on the olympics. we will make it in 2021.

president lopez of mexico. i want to thank the president of mexico for having done such a great job with respect to the military. we have 27,000 mexican soldiers on our southern border. very few people are getting through. i can tell you that. we have to keep it that way. we have a great relationship with mexico now. president putin of russia. solomon of saudi arabia. president of south africa. president moon of the country we spend a lot of time in, south korea. we are working hard on that. prime minister sanchez of spain.

president erdogan of turkey. prime time johnson of the united kingdom. president of the european commission. president of the european council. united nation secretary general. world health organization director. world bank president. and the international monettary fund director. that's a big group. but it's a great group. they were all there. every one of them. we talked about the problem and hopefully it won't be a problem for too much longer. the united states is working with our friends and partners around the world to stop the spread of the virus and coordinate our efforts. we discussed how important it is for all of our nations to

immediately share information and data. we have been doing that to a large extent. we will do it even more so. to inform our, each of us on the fight we have going. it's a little bit different. we are handling it in different ways. but there is a great uniformity. it was a terrific meeting. tremendous spirit among all of those countries. 20 countries plus the other people they mentioned. tremendous spirit to get this over with. after the meeting with the world leaders, i spoke with the governors of our 50 states and territories. our team has been in constant communication with the governor's. we had a terrific meeting. somebody in the fake news said one governor said we need tom brady. he meant that in a positive way.

we need tom brady and we will do great. they took it differently. they think tom brady should let the effort. that's only fake news. i like tom brady. spoke to him the other day. he is a great guy. but iish the news could be real. i wish it could be honest. i wish it were not corrupt. but so much is. it's so sad to see. we had a great meeting. i am sure you had tapes of the meetings. 50 governors plus. there was no contention. virtually none. i would say maybe one person that was a little tiny bit of a raising of a voice. a little wise guy a little bit. but he is usually a big wise guy. not so much anymore. we saw to that.

i would rate -- mike was there and a lot of folks in the back were there. it was a great meeting. took place at 12 o'clock. we went from the g-20 to the governors and spoke about the economic relief with the governors and the package we are moving through congress to give financial assistance to families and small businesses. i want to thank the democrats and republicans for unanimously passing that relief package. i am grateful that both parties came together to provide relief for american workers and families in this hour of needs. the house of representatives must pass this bill hopefully without delay.

a couple of people are quarantined and rand paul actually has. it but he will be better. he has been a great friend of mine. the massive 2.2-trillion dollars relief package has loan forgiveness available for businesses that keep their players on the payroll. direct cash payments available to american citizens earning less than $99,000 per year. expanded unemployment benefits. the average worker who lost their job will receive 100% of their salary for up to 4 full months. these are things, we have more to go. but these are things that nobody has ever any package like this

done. i want to thank them. hopefully it will get approved easily in the house. i think it will go through well from what i hear. there could be one grand stander maybe. you might have one grand stander. for that we will take a little more time. it will pass. but let's see whether or not we have a grand stander. critical support for the hardest hit industries with a ban on corporate stock buy backs and tough new safe guards. over 100 billion dollars for our doctors and nurses and hospitals. 45 billion dollars for the disaster relieve fund. more than doubling the amount available. this is tremendous stuff. 27 billion dollars for the coronavirus response including 16 billion dollars to build-up

the strategic national stockpile with masks, respirators and all sorts of pharmaceuticals. 3.5-billion dollars to expand assistance to child care benefits to healthcare workers on the front lines. they are brave and incredible people. some are getting very sick. some don't even recover. they are incredible people. $1 billion for defense production act procurement. we are using the act only when necessary. we use it as leverage. we generally don't have to use it to accomplish what we want to accomplish. fema shipped over 20 million face masks, and 6,000

ventilators. and 14.6-million gloves and sending more every day. we have tremendous amounts of equipment coming in. a lot of great companies are making equipment right now. the ventilators they take a little long tore make. but we have a lot of companies making them. we will be in great shape. we took over an empty shelf. we took over a depleted place in a lot of ways. the testing is going very, very well. that was obsolete and broken. we fixed it. it's going good. the stockpile we are filling it up rapidly. we get it out sometimes. we have it sent directly to the states instead. the state has to be doing this kind of a thing also. we are -- we look from behind and look at how are they doing? if they need help, we do.

it but it's their first responsibility. sometimes they just can't get. it we load it up and send it out and have it sent directly to the state. we want it to go directly to the point where we want it. i can announce something they think is incredible that they did in the navy. the incredible naval hospital ship, the comfort, which is incredible when you see it inside. it will be underway to new york city on saturday. it's going to be leaving on saturday rather than 3 weeks from now. they did the maintenance quickly. it was going to be 3 or 4 weeks but it should be arriving. i told governor cuomo it will arrive in new york harbor on

monday. i go out and kiss it good-bye. it's in virginia as you know. i will go and will be waving together. i suspect the media will be following. john, are you going to be following you? never know. it's a great ship. that's right. if you want to go, i will see you there. if you don't, that's okay. after being fully loaded with medical supplies, it will be loaded up to the top. it's over at the norfolk naval base. that's where it departs. it is expected then to -- we are saving 3 to 4 weeks by the incredible work done by the navy. and i looked forward to saturday to see it go. the ship will arrive and i believe it will get a little ceremony. there is something beautiful about it. it's an incredible piece of work. it will land at pier 90 to

provide surge capacity for the new york area. they may have other people coming in from hospitals unrelated to the hospital and they will use those hospitals on land for the virus. we will see how they do. they can do it either way. one way or the other. which one is best. it's set up so well for a regular hospital. they may take people out of hospitals and then use those rooms for the virus. the national institute of health and the private sector working closely with the fda continue to collaborate to discover and test treatments that can reduce the symptoms of the virus and very much help people to recover. i am firmly committed to bringing these treatments to market very quickly. we have a lot of tests going

with regard to different medicines. you hope we get lucky. i hope we hit. a lot of talented scientists and doctors are working on therapeutics and a cure and a vaccine. we are doing very well. tony may speak to that later. i think we are doing well with regard to the vaccine and a lot of things i just mentioned. we will have to see what happens. we will know soon. it's advanced and the vaccines are advanced prior to a long test period of over a year. every american should be proud of the incredible spirit our country brought to this effort. it's incredible. citizens from all walks of life came together to turn the tide in this battle. we are witnessing the extraordinary power of american unity like a lot of people have never seen. even getting a vote. talking about trillion dollars and you get a vote of 96-0!

we are waging war on this virus using every financial, scientific and medical and pharmaceutical and military resource to halt its spread and protect our citizens. i want to express our tremendous thanks to the american people for continuing to practice social distancing like you people are practicing right here. this room may never be the same. maintaining good hygiene and follow good government guidelines. vice-president pence lifts up that card every time. it's not complicated. hopefully you can do that and your commitment will make all of the difference in the world. that's one of the big ones for a while. stay home and relax. stay home. we are making a lot of progress. as we continue to accelerate the testing.

we are doing record number of tests far more than any other country has done. i told you yesterday 8 days here because you heard so much about south korea. the media kept talking about south korea. we have a great relationship with president moon in south korea. i hear so much about south korea. in 8 days, we do more testing than they did in 8 weeks. it's a highly sophisticated test. we can employ even more targeted approaches to slow the ultimately a devastating thing. we will vanquish this virus. a lot of progress has been made. that's why earlier today i sent a letter to america's governors describing how we will be using the data to update existing guidance on social distancing

developed with our public health officials and scientists. because of the sacrifices of our great doctors and nurses and healthcare professionals, the brilliance of our scientists and researchers and the goodness and generosity of our people, i know that we will achieve victory and return to the path of exceptional health, safety and prosperity for all of our citizens. we have to get back to work. our people want to work. they want to go back. they have to go back. we will be talking about dates. we will be talking about a lot of great professionals. this is a country that was built on getting it done. our people want to go back to work. i am hearing it loud and clear from everybody. we will see what happens. we will have a lot of more information early next week. we will be reporting that back. but i just want to leave it with you. we have to go back. the united states of america they don't want to sit around

and also introduce some of the people and you can ask them questions. john, please? >> mr. president, unemployment numbers 3.3-million. that's not a surprise. >> no. >> but it's a staggering number. your perspective on that? >> well, it's nobody's fault. not in this country. nobody's fault. we got lucky when we made a decision not to allow people in from china at an early date. some people don't want to accept it, but this was a great decision made by our country. we are a big country and the numbers would be far bigger. i heard it could be 6 or 7 million. it's 3.3. but it's a lot of job. the sooner we get back to work -- every day we stay out it's harder to bring it back quickly.

our people don't want to stay out. i know those numbers. i think you will see a fast turnaround once we have a victory over the hidden enemy. sometimes a hidden enemy is tougher than somebody who stares you in the face, right? we will see what happens. they are expected numbers. at least. >> the proposal to deploy some troops along the canadian border. prime minister trudeau complained about that. why is that necessary? >> we have strong deployments on the southern border with mexico and troops up in canada. i will find out about that. i guess it's equal justice to a certain extent. in canada we have troops on the border. we have a lot of things coming in from canada. we have some illegal trade we don't like.

we have strong sanctions on some. we have strong tariffs. we don't like dumping steel coming to the border so canada is avoid the tariffs. it's great for our steel companies. you look at what happened with steel. it's been incredible. we look in billion dollars and billion dollars of tariffs on steel. much comes from china. but it can come from the canadian border too. >> the united states has surpassed china as country with the highest number of virus cases. does this surprise you? is it predictable? >> it's a tribute to our testing. number 1, you don't know what the numbers for china. china tells you numbers. i am speaking to president xi tonight. but you don't know what are their numbers?

but we are testing tremendous numbers of people. every day the way the system works and i want to thank roche has been fantastic. a great company. they have done a tremendous amount. deborah birx told me they stepped up to the plate and done great as have other companies. but they are doing it particularly well. we will see what happens there. it's a tribute to the amount of testing we are doing. we are doing tremendous testing. i am sure you are not able to tell what china is testing or not testing. >> on the 3.3 million dollars jobless games. you said it could be 7 million. >> i didn't say that. some people projected it would be 6 or 7 and it's 3.3. >> some americans will lose their insurance. what is your plan to make sure through no fault of your own,

are you going to expand medicaid? >> the things i just read to you are being considered and other things are being considered. people will be getting big checks. it's not their fault. what happened to them is not their fault. we are doing a lot of different things on health insurance. we have meetings on it today. we are taking care of our people. this is not their fault what happened. we are sending them big checks. for a family of 4 it's about $3,000 and taking care of of our people and our workers. this was not a financial crisis. it was a health crisis, a medical crisis. we will take care of our people. >> the national restaurant association came out. [inaudible]. with a survey this morning. saying 3% of all restaurants in this country have shuttered in

the past 3 weeks. the projection is that 11% more are going to close in the next 30 days. what do you say to a restaurant owner who is looking at his sheets and thinks he has to close in 30 days? >> i know the business very well. i understand the restaurant business. it's a delicate business. it's not easy. can you serve 30 great meals to a person or a family and they love. it one bad meal, number 31 they never come back again. it's a very tough business. they are great people that run restaurants. i heard 3% could be lost and you could go as high as 10 or 11%. but they will all come back in one form. it will be a great business for a lot of people. we are making it easy for people -- look what we are doing in terms of loans and salaries. they will all come ba be the sa

restaurant or ownership but they will all be back. yes, sir, please. >> american companies that provide supplies. does it make sense to [inaudible]? using the defense production act. >> i talked about that act a lot. i have enacted it. i can do it with a pen. we have actually used on two minor occasions and then we could withdraw it. we don't need it. companies say don't bother. we are dealing with ford and general motors and 3 m. they want to do this. they are doing things that frankly they don't need somebody to walk over there with a hammer and say, do it. they are getting it done. making tremendous amounts of equipment. tremendous amounts.

when this is over we will be fully stock piled which they would have never been except for this s. circumstance. this is something that nobody ever thought could happen. we inherited a broken situation but i don't totally blame the people before me. nobody would have thought a thing like this could have happened. the defense production act is a wonderful thing. they know it's activated. they know i can use it. maybe that frightens them a little bit. it has tremendous power. i have not had to. >> thank you, sir. a question from me and then another from social distancing. first with cruise liners.

[inaudible [inaudible]. a senator said they should move back to the united states. do you agree. should they pay u.s. taxes to get u.s. taxpayer relief. i am a big fan of that senator. i also like the idea. some senators didn't want to do anything. carnival is a great company, but they are based in different places. i could tell you where they are based but i won't do that. but they are based in more than one place. ships are registered at different locations. i like the concept of perhaps coming in and registering here. come into u.s. it's tough to make a loan to a company based in a different country. they have thousands of people that work on-shore filling the

ships with goods and products. the cruise line business is very important. i know carnival and what a great job they do. i think we should stick with the senator and look at that seriously. it's a big business and a great business. it employs a tremendous number of people outside of the ship itself. you look at the ports. loaded up with shops and people that are involved with the ships. we will work very hard on the cruise line business. we will try to work something out. i like the concept. >> thank you, sir. would that bill include the airlines. since before the pandemic boeing was suffering from losses with the 737. >> yes. >> do you think it's appropriate to use this legislation to provide them 17-billion dollars of aid on top of $25 million they could qualify for as a

passenger airline and $4 billion they could qualify for as a cargo airline? >> the airline business is a tough business. over many years it's been very, very tough. it has everything: labor, strong powerful -- you look at the costs of the airliners. everything is highly technological. you look how complex. it's got unions and everything. the airline business is a very tough business. always been a very tough business. when that being said, we have to keep our airlines going. we are going to be using some. maybe we will take a piece of the airlines for the country where we loan money and take a piece. it's ready. we are ready to go. if we didn't do that we would end up with no airlines and we can't do that. the airlines business is vital to our country and it's a tough business. i could tell you other

we just signed a very big deal with china. they are paying us a lot of money in tariffs and other things. they never paid us 10 cents. china has taken advantage of the united states until i came here with sleepy joe biden and obama and bush and everybody else. im not blaming them. blaming everybody. $500 billion a year they were taking out. we had trade deficits so large. nobody has seen anything like it. we changed it. now we are taking in billion dollars and gave some to our farmers and our farmers are happy. they got through a rough period because of what i did. took the money from china and gave it to the farmers and we had plenty left over. we are going into a phase-2 negotiation with china. we are getting 25% on 250-billion dollars and a lot of

money after that. we never had to deal with china. china took advantage of the united states. you don't blame china for. that i blame the people that were right here. they should have never allowed it to happen. but the relationship with china has been a very good one. >> did president xi ask you to calm the language down? >> he never asked me to calm it down. somebody might have spoken to somebody but nobody spoke to me about it. i talk about the chinese virus. i mean it. that's where it came from. if you look the ebola and lyme from lyme connecticut. all of these diseases come with a name from the location. it was the chinese virus. we will see. we just made a great deal with china. great hopefully for both

parties. we made a deal with china. we will do another one. they want to do it very badly. maybe they want to wait like iran to see whether or not trump is beaten in the election. they would love to negotiate with biden or somebody else. that's their best dream in the world. there are some that might be waiting until after november 3rd, election day. but i think we are doing very well. it would be sad if we blew all of the advantages we have right now. we made unbelievable trade deals whether it's mexico, canada, japan, south korea, china and others. we have changed the whole thing around. >> mr. president, you sent a notification letter to the nation's governors saying you will come out with new guidelines about social distancing. do you have any data
