impeachment trial, a coup trial going on from january 16 to february 5. if chuck schumer and nancy pelosi had had their way, it would've gone on for another month. whatever happened to john bolton and all the other witnesses they wanted hap, and during this period, the senate was not permitted to do anything. no hearing. that means the senate intelligence committee was not allowed to alert the american people about what was going on in china. the chairman of the house intelligence committee turned that committee into a political witchhunt operation for which they tried to remove the president of the united states from august all the way through until february. how many hearings did adam schiff hold on china. how many hearings did he hold on the outbreak of the virus. no. he became the lead manager of

the impeachment trial effort in the united states senate. nancy pelosi slowed that effort down by an entire month. chuck schumer was banging the pots and pan demanding more from more witnesses and now today they say that has nothing to do with anything. it has everything to do with everything. this is one pandemic. there can be other pandemics, for instance, i want to discuss this with senator, the electro magnetic pulse, emp. we talk about this every year. this is serious business. we are an enemy or even the son can shut down our entire electrical grid. if people think this is bad, imagine no electricity, no food, no sewer system. imagine the entire society shutting down. we just spent two-point to trillion dollars, and now they're talking about another $2 trillion to build roads and bridges which are not even allowed to use right now. the governors are shutting down part of the economy and we have massive liquidity going on. i don't know what for, so some

jobs currently are essential if the government subsidizes them, but apparently not if they're in the private sector. i have real issues with this but this electromagnetic pulse, trillions of dollars being spent, this cost to - $3 trillion to protect our electrical grid and no one's doing anything effective about it. i wanted to lay those markers out there. i want to introduce you to a great senator, tom cotton, by the way you're the first senator, really the first person i know of to be waving the flag saying hey, china, this virus, this is a big issue. you even did this before the medical experts, the scientific experts of this country were waving the flag. january 22 you sent a letter of hhs and you warned him about this problem and said he needed to look into it on january 26, doctor fauci who i have great respect for in a podcast interview said this virus probably will be something like a bad flu that

the public doesn't need to worry. obviously were very worried now. senator cotton best-selling new york times author, here's my question. how did you know so early before any other public figure that we were in for a problem with respect to china? >> thanks for having me on. i knew early on, probably the second weekend of january that something was happening in china, just looking at the publicly available. [inaudible] them by the weekend of the impeachment trial, it was clear that action was called for. i'm not a scientist or a doctor, not an expert in epidemiology but i do have common sense into eyes and i can see the contrast between two things from beijing. on the one hand the lives of the chinese communist party telling the world they have things under control, this virus probably couldn't be transmitted between humans that would be nothing more than a bad flu. on the other hand, the extreme

drastic measures they had taken like closing schools nationwide or welding the door shut on high-rise apartments or hong kong shutting down air travel from the mainland. the contrast between beijing's words on one hand and their actions on the other hand told me from the very beginning this virus was much more dangerous, much more contagious than beijing was letting on and it was time to start ringing the alarm here in the united states and around the world. >> when you began ringing the alarms here in the united states, where many of your colleagues in congress paying attention? >> it's a serious question because i don't remember many of them paying attention at all. >> mark, unfortunately when i began to ring that alarm in january, the senate was paralyzed with the partisan impeachment trial of the president. we literally could not get on the senate floor to give a speech so i think the first public remarks i gave about

this virus was in the senate armed services committee hearing late in january on an unrelated topic. i did have many private conversations republican senators who had seen some headlines that hadn't really dug deep into the issue. once i spoke with them many began to share my concern, some of them spoke to the administration as well to support my efforts to get the president to ground travel from china in late january as he thankfully did, but there's no doubt that the partisan impeachment trial that paralyze the senate for three weeks impeded the early efforts to sound the alarm for the american people out of the senate. mark: senator, i've been tracking this as carefully as i can because i am a public way so i need to do these things, the scholarship on this virus, various models that are publicly available, listening to doctor fauci and doctor burks, and i have to

say i'm getting a little bit of whiplash. the data changes and so the model changes and so the analysis change and so forth and so on. one of the things that concerns me is this constant use of china's data. they are lying. they cover this up. their figures make no sense. it's a massive country and they pretend they have a few thousand deaths. don't we know from intelligent services today that that's simply not true? why are we modeling or others modeling based on china's data figures? >> first off there's no doubt china is still lying. just as we saw in january their words and actions don't match. that's still the case today. china claims they have this virus totally under control. just last weekend they shut down all movie theaters once again just a week after having open them up. a country that has a pandemic under control doesn't shut down all of its movie theaters nationwide. just look and will hand where a single mortuary ordered more

than the chinese communist party admit have died nationwide. the words simply do not match up to the facts. that's one reason why doctor burks said last week that the data coming out of china caused much of the world to under react and be less prepared than we might've been because the data they presented simply does not line up with the reality that we see because that's where the rubber meets the road. there are a lot of unknowns about this virus in terms of when it becomes infectious, how long it remains infectious while asymptomatic, with what the mortality would rate will be but here's the bottom line, they don't have to deploy the mercy and the comfort. they don't have to build hospitals. that tells us all we need to know about how gleeful that pandemic is and that china was responsible for unleashing it

on the world. >> just about some of our institutions. congress, in my view, you don't have to agree with me, failed us. they were so obsessed with taking out the president of the united states, intelligence committees and other relevant committees, really were not doing their jobs particularly in the house of representatives. the initial reaction quite frankly from our experts at the cdc and others was not as robust as it could've been, and now i want to ask about the media. when you first started to raise these issues about china, mid-january and so forth, the new york times, the washington post, the abc, cbs were any of them beating down your door to try to figure out why you were so concerned about what was going on in china. >> no mark, and on the contrary most of those sources were spouting chinese communist party propaganda. in fact some of them like the washington post and the new york times actually run

official chinese communist propaganda in their pages for massive, if anything the mainstream media was more sensitive to offending the sensibilities of the chairman and his party by pointing out that this virus originated in wuhan and china was responsible through their deceit and corruption for unleashing it on the world. mark: let me ask you a question just because your senator, you happen to be involved in decision-making, not that you're an expert on this illness, very few people are since we've never heard of it before. i'm just trying to figure out the logic of some of this. we shut down significant parts of the country. the president hasn't but the governors doing the mayors do, they're the decision-makers. then two questions. number one, then at some point were going to open it up. if everybody, or pretty much

everybody except for essential human beings are staying home, they don't get the virus they don't become immune to the virus, and then at some given date slowly or quickly people are allowed to socialize again and they go public again, i don't quite understand how were going to prevent the virus from not kicking in again when we have people who virus and therefore, it seems to me were going to be going through something like this again potentially. where am i wrong on that. i'm gesturing to think this through. >> mark, that's a real risk to have a resurgent. hong kong and singapore were some of the leaders in getting it under control now of course those are more like cities than a continental nation like ours, but they've unfortunately had a second wave of the virus. when we do get the economy up and moving again, it will be after we have protected our

hospitals and our healthcare system so we don't have the kind of scenes you see in italy all around the country of people dying from overwhelmed hospitals, not just from coronavirus but heart attacks, stroke or the other region people go to the hospital and need intensive care. there needs to be widespread and rapid testing, almost like stay home pregnancy test so people know if they have a virus, in about a testing will be an important part as well so people know if they have had the virus because right now doctor fauci has said that the best working assumption is that people will be a mee immune from this virus, at least this strain once they have had it. that will all have to be integrated into the workplace. workplace will have to make sure they are taking temperatures, and that we have active and aggressive measures to quarantine individuals with the virus and then trace the contact we've had in recent time. once we have had the time to build up those kinds of

capabilities, those kinds of gills at the state and local level, what you see in south korea, then w we can begin to get the economy on its feet and move away from where we are with population -based measures where we essentially tell everyone it's best to stay home if you can and move into individual case -based measures. working model until we have effective therapeutic drugs that can suppress the symptoms of the virus, and then ultimately a vaccine that can help us control an outbreak in the future. mark: i have a second question for you when we come back related to our economic decisions. we'll be right back with senator tom cotton through the resilience of our network and people... we can keep learning, keep sharing, keep watching,

or tom, you have a knack for being right, certainly from my perspective. you're the only senator to vote against the rand deal which is quite remarkable but i want to swing back to this economic issue. and it's upsetting my callers and my listeners on the radio. they don't want inflation. they don't think it's fair that the government is now talking, the administration and congress are spending trillions more on so-called

infrastructure projects, bridges, tunnels, expanding airports, roads where were not supposed to be driving, people say this can go on till the end of the summer. we have waiters using their jobs, restaurant tours going out of business, i can go on and on. so you can announce your creating government jobs when you're shutting down our businesses and our jobs, the governors, mayors are number one, that makes no sense, and number two, where does all this money come from. how do we know there will be massive inflation, all these dollars chasing an economy and products that are going to be not just flatlined, but reduced. how to answer them senator. >> mark, i hear those concerns and i understand them. it's important to know that in the legislation congress passed a couple weeks ago that we drew the line in the senate at nancy pelosi's ideological wish lists. she had all kinds of crazy

items in there like forcing airlines to be carbon neutral in a few years. or, adopting race and sex quotas for publicly traded companies. on and on you could go but we drew the line at making sure families and small businesses and other businesses that have been affected by this virus were getting the immediate relief they need. i wouldn't call this legislation stimulus. i would say this is more about survival. this is about helping get our workers and their families and their businesses through the most intense period of this crisis. sadly last week we just had another 6.6 million people lose their job. that's 10 million in two weeks. that is a historic number, far beyond anything we have ever seen, and the vast majority of those, the vast majority of those workers in the businesses were thriving and strong just five or six weeks ago.

that's why our legislation focused on getting money into the hands of families who are struggling to make ends meet, to put food on the table for the kids and keep a roof over their head. and our businesses to help keep their employees on payroll for a few weeks we can get through the worst of this crisis. i know nancy close he is already speaking about new legislation and she speaking as you said about trillions of new dollars spent on infrastructure even though i'm not sure what that has to do with stopping the spread of this virus, but i can tell you the reason she's doing that is because she didn't get her wish list the will last time around and if i have anything to do about it she won't get her wish list the next time around. >> i can just tell you if republicans go along, let's pretend it's a clean bill on infrastructure for $2 trillion. i think if congress passes something like this. i see a pushback and the reason is people are hurting and there's no time to be building roads, highways two,

three, four years hence when people say wait a minute you're telling me to it stand my house with my toilet paper, to be a good citizen, and being a good citizen, i've lost my business i've lost my job and over here on the other side now you're saying but we need to pump the prime and prime the pump and create all these infrastructure jobs over here. in other words it's incoherent and in addition to that, nobody can tell me where this money is coming from. it's coming from no place. the one concern i have about that senator, is, and this has been written about by some scholars, the federal reserve now has the authority to make foreign half trillion dollars worth of loans. what that means is if that isn't done properly the federal reserve will control one 100% of the private capital market, one 100%. i'm just hoping that the treasury secretary who came up with this idea and other

people who came up with this idea understand what's taking place here. again, a number of people contacting me from the private capital business saying i'm out of business, i have to fire all my employees because i don't get to make these employees anymordecisions anymore. the federal reserve is going to make these decisions. you think congress, generally if they take another spending bill, do they really need to slow down to make sure they're not gonna do more damage than good to the economy now than in the future. >> i think our focus should be on trying to make sure we implement the last bill which is again about getting aid in the hands of distressed families and businesses. as far as ownership by the federal reserve, one reason why we put so much money into the exchange stabilization fund to allow the federal reserve support financial markets is on the hope and expectation that it wouldn't be necessary, that strong and healthy companies who may just

be having trouble predicting payroll or other cash flows in the future will be confident in our financial markets. and as far as ownership of companies go, i think the taxpayer should get the benefit of the upside so for instance, take the airlines. they have essentially been shut down. they will come back. our country needs airlines. their stock is going to rebound. when that happens the taxpayer who is lending this money to the airline should benefit from it. now, i don't think the department of treasury or the federal reserve, either under this administration or any future one should be able to vote their stock at annual shareholder meetings. that's why wish that they should get preferred stock or warrants, things that give the taxpayer the benefit of the upside but keep government from imposing political preferences on private businesses. >> i agree. one of my great concerns here, i hear some people talking about this is another great opportunity for a new deal, go

live from america's news headquarters. the death toll here in the u.s. from the coronavirus pandemic is nearing the 10000 mark. despite that grim figure, president trump remains optimistic showing reporters during a white house briefing this evening he sees a light at the end of the tunnel. there are more than 335,000 confirmed victims here in the u.s. the most of any country in the world. meanwhile a glimmer of hope in new york. the number of counted deaths today were fewer than saturday for governor andrew cuomo cautioning to remain vigilant.

so strongly that we shouldn't allow chinese telecom companies to dominate the next generation of wireless communications, and the reasons why it is going to be necessary to fundamentally take stock and reassess our relationship with china at the end of this pandemic because china has to be held accountable and there must be a reckoning for their behavior. mark: finally what you say about the leadership of the president of the united states. >> the president is taking charge of this crisis over the nex last couple weeks. his daily press conferences have been informative. i think many millions of americans are learning as they tune in, that may be one reason why so many of the mainstream via networks want to tune out from it. from the very beginning, the most important decision he made was when he decided in late january, contrary to the advice of a lot of his senior aides, and of course, the mainstream media and the democrats, to shut down travel from mainland china to the united states. joe biden, in fact the day he shut down travel called it

mark: welcome back america. my next guest is general jack king. good to see you. you've been through a lot. you're a military man, combat experience and so forth. you've advised many, many top government officials in your career. when you heard about this pandemic, when you saw that it was starting to spread, i

guess you knew immediately that aspects of the military were going to be involved were prepared. tell us about that. >> there's no doubt about that. we run scenarios from time to time in the military dealing with pandemics because obviously not only will it affect the military's capabilities and its readiness, but we also know it will largely have an impact on the american people and obviously that is the case here. the united states military, as you know, we spend most of our time doing things on behalf of the american people in other countries where we are literally putting our lives on the line to help people out in iraq and afghanistan and syria, national disasters and other countries, and that's what we do and that's what the american people see us do so here we have a situation where our direct support is to the american people which themselves, and i can tell you for a fact how the military

feels about this. they are honored to do this directly and help the american people. they come to it with a huge sense of urgency and eagerness. to help the people on the front lines in additional capacities, you see these hospitals that are being set up and for five days, nothing short of remarkable in my mind and they're gonna be in a hundred different places in the united states providing much needed equipment for our doctors and nurses, and then also, calling on the military to provide literally thousands of doctors and nurses to start filling these hospitals in addition to volunteers that will come out of a community. the military is all in here. no doubt about that and i know they're going to do everything they possibly can to relieve this burden that's on the american people. mark: and one of the reasons i think it's important for everyone to understand the extent to what the united states military and all the services were all the branches are all hands on deck is, in other times were not facing situations like this pandemic,

world wars and so forth, people want to/the military. so when you/the military, the military can't do the things the military may want to do in a pandemic like this. for the past two or three years, this president has up funded the military. he's tried to provide many more resources to the united states military. has not helped. >> dramatically so. we've got ourselves in a big deep hole here. we fought the 911 war in iraq and afghanistan. when we wound down those wars, what was needed then was to refresh the military, to start pouring money into it, to dig us out of the hole the 911 war put us into because we focused on the type of nature of that work, but we needed more ships , we need more airplanes, more tanks, advanced capabilities and missiles, there's a laundry list of things we needed because the russians

and the chinese, while we were involved in 911 wars, were full speed ahead in terms of their capability. so what we do? we not only resource the military to give us that much needed capability, we cut it and we cut it dramatically so. when this president took over we were really in trouble. the american people weren't conversing about that because the american public wasn't about to tell that story. finally they got told and got the support in congress that was going to dig us out of this hole. had an update, a conference, and he brought in the secretary of defense, he brought in the head of the joint chiefs, he had the attorney general there talking about military assets, how they are being used because some of our enemies are trying to use this as an opportunity to flood us even more with killer drugs, and some cable news networks cut away. they said this was the president just trying to change the subject and this was the president just being political. i found this outrageous because really, aren't these all connected? isn't this a puzzle in so many ways? doesn't the president, the secretary of defense, all these folks have to make sure that we are still doing the things we normally do as well as help the american people during this pandemic. >> that's exactly the message i got. this is a major counter narcotics operation that's been in the planning stage for a number of months. the presidents advertising

that were conducting this but i think the subtle message there was the military is deployed all around the world, largely as a deterrent trying to prevent conflicts, and even though the military is assisting greatly with the virus inside the united states, it still has a mission and that i think is the message to the american people. the military is going to be infected with the disease, they are, and they're trying to balance preserving against obviously maintaining the readiness and preparedness and knowing full well that a certain percentage of that has got to be deployed and there's a risk associated with all of that. i think the message from the president was while the military is helping you, they're still out there protecting you from an enemy here which is an insidious enemy and the fact that 70000 americans are overdosing on

these drugs every single year which is extraordinary, and were getting after madero and the venezuelans primarily part facilitating this and hopefully will be able to have a significant impact on it. mark: isn't he also sending a message to our enemies, hey look, we still have the strongest military on the face of the earth and what were very busy dealing with this pandemic, don't screw around with us because were prepared to do whatever we have to do. >> there's no doubt about that. that's on the minds of all the military leaders who are out there, try to maintain that balance while taking care of our troops at the same time making certain our enemies are not taken advantage of the situation while the cartels are. our intelligence tells us that our other adversaries with the exception of the iranians are not. i don't have any visibility of what terrorists may or may not be doing and nobody's talking about it in open sources.

but the iranians clearly are trying to exploit the situation themselves, and that's why the president actually tweeted out that the iranians seem to be preparing an attack inside iraq again of some consequence and he's given him a warning not to do it because they will pay severely for that, and there's no doubt my mind about that. i do think the russians and the chinese, what they are doing though is major disinformation campaigns to undermine democracies particularly the united states at this time, and i'm sure better intel agencies that monitor this are watching it in terms of how they try to contribute to the people losing confidence in their government and the actions being taken and of course the major disinformation campaign that the chinese have done about trying to redirect what was the cause of the wuhan virus and trying to blame that on the united states is

department keeping it open. mark: china. what should we do about china? in my view, china has done more damage to the united states than the soviet union ever did. what are your thoughts about that? >> first of all, there is good news here. i think the world has seen china for who they really are, despite all the disinformation they throw out will to convince the world they are somebody else. this chinese communist party is such a repressive regime. we saw what happened in hong kong. now we see this. the world is gathering consensus on the fact china is having a negative influence on the world. and that's good news. we got that could be census in the united states and i think it will grow significantly in europe as a result of it.

the allies publishing back on china's do nation of the indo-pacific region which they were well on their way of doing prior to the trump administration coming into power. also, president xi stated publicly and in writing that he fully i tends to replace the united states as the world's global dominant power around 030 plus. i believe there will and gathering could be census of nations that china needs to be confronted and needs to be contained. i believe they will take as much advantage as they can.

gets to the level it needs to be at. i do think that the economic compensation we made with china, the growing geopolitical confrontation that needs to be done in terms of containing them. we'll have as a result of how china bemade. a lot more could be census. i think people will find some spine to step up with us in terms of dealing with where china is growing and push back on their ambitions and desire to dominate the world geopolitically. mark: i do think there is one potential liability we have. if we destroy our own economy by lurching left, by constantly printing money. by going the way of the so-called democratic socialists, pretend we are a new deal and fdr situation and undermine our own currency. i think only we stand in our way.
