have moved our show outside, across from the jacob javits convention center in new york city, which is a massive facility on the west side of manhattan, it has been turned into this militarized makeshift hospital to treat covid-19 positive patients here in new york. the places enormous, more than 2 million square feet, the u.s. army corps of engineers, they transform to this facility in about three days' time to a hospital to facility that can manage more than 2500 beds at once. it is just extraordinary. inside that building behind me, the number of beds are way up. if they could go up higher if necessary. but it has made it one of the largest hospitals in the entire united states. at the moment, there are 66 patients being treated inside the facility. again, run by the u.s. army. i want to bring in major peter kirkendall, major planner for the u.s. army and operations officer for the javits center. major pete, good afternoon, thank you so much for your time,

give us a status update, how's it going inside? >> hey, bill, thanks for having me. inside the javits center, we are continuing to work across the government through all agencies, fema, health and human services to continue to increase the capacity and the capability here at the javits center, like you said, there is a 3,000 bed capacity and we are doing our utmost to increase that as much as we can. as time goes on to provide an offshoot for the city in new york to provide patients to come here, and give them a little bit of relief, and do it we can for the country. >> bill: you are doing god's work, too, just so you know major, screen left is our q rv vehicle, our quick response vehicle, it is moving throughout manhattan, a moment ago you saw go through central park. pretty nice day here in the northeast, temperatures bond to the 60s. that is a good, positive note that we've got here, at least

weather-wise. major, how do you ensure that you keep it safe, it looks like you are okay. how do you ensure the transition of the patient from a local hospital inside the patient from the convention center goes okay, major? >> we have a robust system that we are using to coordinate both with the local hospitals and back to the javits center, every patient, before they come here is screened over the phone, the fun of our providers. and then come as we arrived to the javits center, they are rescreened to make sure there aren't anything that we are not aware of and we not be able to handle, as well as the hospital. once that is done, the patients are brought in, all of our providers are in masks, and full protective garments, to the highest level, face shields, gloves, gowns, as well as security, each of the doors to ensure that only medical providers go into those covid

positive spaces. >> bill: keeping things as save his job number one, i know you are well aware of that. i mention to 66 patients. you've only been operating for a couple days here in new york. judge expect more, major? >> we're just doing everything we can to pull as many patients from a city of new york as we can. so we are expecting that to continue to increase as we go. >> bill: i mention 2500 beds, i understand you can go larger than that, how much larger, and what would that take, major? >> at this point, we are continuing to do those assessments, i would have to defer those questions to the army corps of engineers. >> bill: okay, respect that answer. it last question for me, how does it feel to be a part of this national effort here in new york? >> to be honest, it is astounding. the whole government and the

entire country is behind this effort, and it's really amazing. >> bill: indeed. a major, static, thank you so much for your time, best to the men and women there with the u.s. military here new york. thank you sir. >> thank you. speaking from the white house, moments away, president trump is about to give an update on the stimulus plan. there are billions of dollars in the pipeline, arguably trillions of dollars, there have been reports that the small business loan program has been running into problems. this is critical, they you need to make sure those businesses know the money is going up so they keep the employment numbers where they are at the moment. one administration official te happened yesterday afternoon. the ceo of major banks, goldman sachs, visa, major credit card companies is set to speak with the president. at a meeting, they are getting together by way videoconference, were going to have the president's comments live when he begins in the roosevelt room.

i know very well. good relationships with, you do an incredible job, respected all over the world. you are the biggest and the best. then we are meeting to further deepen our partnership to help american families, workers, and small businesses during the pandemic. which is something that nobody ever dreamed of. i say it, and i save a lot. we had the greatest economy in history, the greatest economy that we ever had, the greatest economy that everybody's ever had, then one day you'd they said you have to close it down, close the country because we have to get rid of the plague. that's exactly what we had, the plague. we are seeing light at the end of the tunnel. you see it, i see it, and i think we're going to go like a rocket ship once we get back to business. there is a lot of pent up energy and demand. but i also want to thank secretary mnuchin for the incredible job he has done in conceiving many of these ideas. we talked late into the night. he and his staff have been incredible, administrator

across the country. america is a small business is the backbone of our communities, when you look, we hear all about the big companies that we know so well, but the small companies, when added together, are actually a bigger forest, people don't actually understand. our nations small businesses employ nearly half of our workforce. our administration will continue to take the boldest action in history to bring immediate relief to the small businesses, so when we open up, and a hopefully very short period of time, we just go back into business. that's what we want. we have lots of stimulus, so i think actually, with the stimulus, and with the demand, we can really do numbers that are equivalent, and maybe even better than we were doing before within a fairly short period of time. that's what my hope is. that's with the help of many of you are too. as you know, on friday, we launch the paycheck protection program to help small businesses keep workers on the payroll, as of today, sba has processed over

$70 million in guaranteed loans which is far greater then we would have thought, i don't think steve, i don't think we had any number like that. that will provide much-needed relief for the more than 250,000 businesses that have applied for these loans, these numbers will continue to rise quickly. again, far greater than anything we could've expected. we thank you, and we thank the thousands of employees were responding. by the way, it looks like a very substantial increase in the number, because we will be running out of money pretty quickly which is a good thing, in this case, not a bad thing. and to see will discuss it, but we are in talks to supplement the fund and do more money, so that's the way it's moving. but were going to help the small businesses receive these lawns in record time, and we look forward to hearing about your incredible progress today, many of you, most of you are going to

be speaking for a couple of minutes just to say what you are doing. we have a lot of media present, the room is loaded up with media, as much as they can, considering we have social distancing, we are practicing social distancing. i don't even know what i'm looking at, i'm not sure they're practicing it as hard as they should be. but they are practicing at. there's a lot of media. our entire society has mobilized to defeat the invisible enemy, save lives, and save jobs. your companies are playing a vital role in this fight, and i'm very, very, grateful to you, with that, i'm going to ask if anke to start and then ask secretary mnuchin, larry kudlow say a few words quickly, then were going to get to if you have any questions or anything, it would be great, as i said, today we just asked congress to pass legislation to fund $250 billion for paycheck protection program, so we're going to be raising it up to a new level, and the way it is going, we're going to need that,

because it's really going. people are loving it, they're really loving it. i was there with of anke, thank you. >> thank you mr. president for convening this incredible group of leaders and a socially very responsible way via teleconference, and we appreciate everything that you've been doing. anyone who knows you knows the heart you have a for america's small businesses, so we are 30 million amazing innovators and entrepreneurs that employee over 60 million people. so, just absolutely incredible. and you all have been so instrumental, those that are joining us today and helping us, not only execute an indoor norma's lease with fashion the paycheck protection program, but also answer the president's cal. when we began making phone calls a couple weeks ago to each of you, some of the largest lenders in the country, bankers, credit card countries. we asked you to provide additional relief, private sector driven relief to our incredible small businesses.

and you have answer that call. among the things we have discussed, we announced today, policies that will offer debt relief to your clients, your customers. payment deferral, forbearance, loan modification, and outright hardship relief. so we are incredibly excited to have you shared these initiatives, today. with that, i will turn it over to secretary mnuchin and administrator larry kudlow to share a little bit about the paycheck protection program, and the unbelievable lifted that your team has undertaken in just the past week it to make it as successful at is is today. >> thank you mr. president, thank you if anke, first of all, i want to thank the broad number of banks, we have over 3,000 banks that have participated since last friday. that's a combination of community banks, regional banks, large banks. i just want to thank the sba and the treasury, this is a brand-new program, that got up and running in less than a week.

last friday, we saw the incredible response, i spoke to the president over the weekend, i told the president that we were concerned we would run out of money, the president made very clear that we should go back immediately and ask for more money to make sure we can support small business. every single one of these people that's employed by a small business is one less person that is out of work and on unemployment insurance, and adds one more person that's part of a business so that we are when we are ready to reopen, 50% of america's workforce isn't small business, i had the opportunity this morning to speak to mitch mcconnell, chuck schumer, nancy pelosi, and kevin mccarthy, i urge them at the president's request that they get us another $250 billion approved, and we look forward to the senate passing that on thursday and the house passing that on friday, this is much needed support and we want to make sure that every single small business can participate and we want to assure the

workers that if you don't get the loan this week, there'll be plenty of money for you next week. this isn't just small businesses, it is charities, it is independent contractors, sole proprietors, so again, i just want to thank everybody for their participation. >> president trump: thank you. >> very quickly, president, small business administration has a mission of strengthening the economy by assisting small businesses. if i could, you mentioned, we have 30 million, absolutely. i think they are all approaching our phone lines as we speak. but were also committed to sustaining their resiliency as well as increasing the number of employees they keep on payroll. so that they our mission. and we have not been shy of accelerating and incorporating. and also harboring, not only about lending, for many of them, we have over 3,000, 3200 banks

as the secretary has mentioned, and we have about 300 new lenders. so i am very proud of the lending community and their partnership. thank you. >> president trump: thank you. it's true, the community banks have been incredible, it is really amazing the way they stepped up. very happy. >> so this is the next critical phase of this whole operation here. for the administration, trying to get this money out to small businesses is a big, big deal. the virus is one part of the story, the economy is another. get this now. in a normal year the small business administration, they would make about 60,000 loans, a total of $30 million, and a year. well, last week after it passed congress, they're looking at $350 billion in one week alone. they're trying to get this out, trying to get in the hands of small business, big deal to try to sustain the economy, keep that job number as low as possible. karl rove's with me now, carl,

you think about the economy and how the you put the virus in one silo, you can put the economy and the other. when it comes to the website, when it comes to be small loans issued out there, they can't screw this part up, so how are they doing? >> well, i have to tell you, i've had some personal experience with this. on friday, friend of mine who runs a printing business in austin called me about the long program, i ended up talking to his banker. the banker raised a series of issues. so i'm no kevin mccarthy, the ranking republican on the house ways and means committee, he gave me the name of one of the lead staff on the ways and means committee, i put the banker in touch with them, over the weekend, they were a series of questions that came up. in the initial documents, require that the banks assume liability for some things they couldn't really assume liability for. there is difficulty in how to generate what's called an sba loan number, they asked for last years payroll in addition to the

current payroll, they really didn't need last years payroll. there is a question about how to apply for loan forgiveness, these loans are being made, but if you meet certain conditions, the loan is forgiven. there was question about the information, the bank asked for information that they didn't have. the banks that are they going to use the funds and are they u.s. citizens, but they had announced that on the initial document. anyway, there's problems. there is clearly an effort by the treasury department and the sba to have a room to work these things through because these questions were being answered on friday and saturday, and by monday, this bank, the banker is like, you know, hard at work. i got an email from him earlier today, i want to read it. "things seem to be running smoothly. our limitations are the stability of the sba website, i hope some of these listening because apparently there's a problem with the volume of applications, that are going into the website, not problems that they can solve by broadening the website.

"this is to be expected with the volume of applications and our manpower. as of this morning" this is one small bank in austin, texas, we processed 160 months were total of $20 million. we have 2400 more applications that we are working. overall, i would say someone deserves a pat on the back, the magnitude of this initiative, i'm amazed that there hasn't been more glitches. i think thereafter good start because they saw that something this big, this comp located, they better have, you know, a tiger team ready to jump on these problems. apparently be dead, last week, because the problems that there were on friday are bound by saturday and sunday and monday. >> bill: that's good to hear. thank you for sharing that. what a lot of people are going to do car, they're going to look at the federal government and say you can run website, we found that with obamacare years ago. you know the problems that had come over time, those problems were worked out. i think the volume is something that must be considered here. we were just talking about five

days ago, the thing meant online, now, it's tuesday. i've been hearing from small businesses in atlanta, over the weekend, they don't have a level of confidence that they believe was built into the loan, and that level of confidence is what gives a business owner the ability whether or not they think, you know, i can keep this person employed for the next six months, or i might have to let them go, and these are the critical decisions people are making all across the country. >> well, look, as more information has gotten out about this loan program, the more applications are going to surge, you're right, they better make certain, whoever's in charge of the plumbing of the sba website to make sure they can handle these big volumes. but the banks, remember, we got over 3,000 banks out there that are doing the work to prepare the material for the sba. they are, they are working hard at it. they are working hard at it, and it seems to be, at least from the perspective i'm getting from

>> bill: back here in the streets of new york city across from the javits convention center, has been converted literally, into a makeshift hospital. a crewmember while on board the navy ship comfort which is located right nearby the convention center testing positive for the virus. this comes as the ship starts taking in covid-19 patients today. dr. new york city randy hannes is back in that city come along the hudson river. bryan llenas, how goes it? >> bill, good afternoon. the crewmember who tested positive for covid-19 yesterday is a merchant mariner not a part of the medical personnel. we are told that crewmember is now isolated in a cabin away from patients and other crewmembers. the navy emphasizing that the crewmember who tested positive head no contact with patients. we are told those who have had

contact with the crewmember have been tested and will remain in isolation for several days, regardless of the test result out of an abundance of caution. now, and a statement, the navy says this "there is no impact to comfort's mission and this will not affect the ability to for comfort to receive patients. the ship as per following and taking every protocol to make sure the health and safety of all crewmembers and patients on board." there are currently 44 patients on where the comfort, fiber covid-19 positive. they didn't show symptoms until they were on board and they were tested on the ship. meantime, we now know that the comfort has reconfigured itself in an effort to limit the chances of an outbreak on board the ship. although what we have seen on cruise ships. the headship has cut its hospital bed capacity from 1,000 to 500 beds. the ship has allowed the navy to segregate the ship, there is a green zone where there are people that do not deal with

covid-19 patients along the ship they were allowed to walk in, and then there is a red zone, and that zone is only for covid-19 patients and people who are taking care of them. additionally, there is 1200 crew and medical personnel on board that ship, bill, and 800 of the medical personnel are now staying at a local hotel that is just for them. this is in an effort to make it easier to social distance while on board. they will be taking a bus directly from that hotel to the comfort every single day. again, all these protocols in place, they are expected to start taking in more and more covid-19 patients. just 44 now, that number expected to increase. we shall see. bill. >> bill: thank you, bryan llenas, good reporting there along the hudson river right next to that usns comfort, brian, thank you for that. when you think about the effort that has gone into setting up these temporary hospitals, as

24-hour operation without an end date. you think about now, brian thomas is talking about 500-1000 beds inside the comfort. talk about the convention center behind me, the corps of engineers a set this up in three days. that can handle up to 2500, maybe as many as 3,000 patients at some point. you've got the billie jean king tennis center in queens, new york, about, i would say, 7 miles due east of here that has been transitioned into the possibility of a makeshift hospital as well. so you think about how the country has come together around us, not only at the national level, but the local level as well. think about the military and how they have mobilized to help america get through this. it's truly extraordinary. now, the convention center only has a 66 patients at the moment. i say only because we want to keep those numbers down as far as we possibly can. but they are ready, if needed, to take on hundreds, if not thousands more. in the meantime, in the streets

of new york, you see the q rv rolling through the streets of manhattan. this is a different city, yes you see some vehicles out, yeah you see some bus drivers and some cabdrivers, some louver drivers here, but manhattan is a different place. all the boroughs, they are different places. very much like your hometown, perhaps, all throughout america, you are seeing these assigns into these reflections, a new york being reflected on your tv screen. but business after business, restaurant after restaurant, bar after bar has been closed for weeks. now you're starting to really think about the long-term economic impact here on the country. tens of millions of americans. that's what the effort is about at the white house. again, we talk about the small business loans, talk about putting checks directly into your bank account, that is what the federal government is trying to figure out on a massive scale, as we speak in real time. it is a heroic effort that we are all hoping goes despicably

in time. in the meantime, new york state now has more covid-19 cases then the entire country of italy. wow. in a moment we will talk to the ceo who runs the largest health care provider in new york state, we will talk to him in a moment. also, the foundation that has been helping first responders and veterans and since 9/11 is now raising money for health care workers fighting the virus. we will talk to frank seiler as well, coming up in a moment here from the streets of manhattan.

in the meantime, we are coming off the deadliest day so far pandemic here in new york city. the governor reporting today 731 people died in the state yesterday. governor cuomo also saying that hospitalizations are down, trending lower, more people are being discharged, meaning they're getting out of the hospital. certainly that's good news. michael downing runs the largest health care provider in new york state, called north well health, he's live in nassau county which is out in long island, east of the city here. certainly, between nassau and suffolk county, those two counties make up long island. you have 30,000 cases between these two counties. which is more than 40 other states across the country. how are you doing and how are you dealing with it? >> well, obviously we've been not the epicenter of this virus for the last month. we are doing quite well. we are handling it successfully. we are in control of the situation.

the hospitalizations, as the governor has said, have been decreasing, although, the rate of increase has been slowing, that's a better way to say it. the rate of increase has been slowing, which is a good sign, although, i would warn people that this does not necessarily mean a permanent trend, yet. we have to wait a couple more days to see. if that is the case, because we don't want people, including the public, to take their foot off the accelerator and begin to say, things are getting better, so we don't have to comply with social isolation anymore, we can get back into doing what we did before, that would be dangerous. if that happens, cases only began to increase again. we have to be careful. it is a hopeful sign, maybe there's a little light at the end of the tunnel. but i think it will take a few more days before we can say for sure. >> bill: it's my understanding that you are part of the country is about 7-10 days behind

new york city. he would make sense, the way it spreads, and the way people move around, if that's the case, we had a record number dead here in new york earlier today, going back over the past 24 hours. what's coming your way, michael? >> well, we are in new york city as well. we are all over the new york city area. people have been on, this is what people have to understand, people have been ventilators now for a period of time. people stand ventilators, if they're in the hospital and they get in the icu, they get into the baited on ventilators, they've been on for two weeks, three weeks, you know the statistics. the statistics are not good if you're into bated, so you would expect to see more deaths, given the current situation. with so many people on ventilators, and that is unfortunate, but that is the nature of this disease.

it is very, very problematic, very serious. so it is not surprising. for other parts of the country that are looking at the experience here in new york and begin to anticipate what it is they should be thinking about, i would say to them, be well-prepared because if it's anything like what we see new york, however prepared you think you are, you better increase the preparations because it's something you've never before experienced. this is something none of us have ever experienced before. this is a really, really serious. >> bill: important message. michael thank you so much. good luck to you. michael downing, he's in nassau county which is just east of the city. thank you sir for your time today. in the meantime, it tunnel to towers as a foundation you might be quite familiar with and supporting first responders going back to september 11th. now it's helping health care workers battle the pandemic. a tunnel to towers chairman and ceo frank fillers is with me

now. frank, we are looking for great americans all week doing great american things, you are one of them. what are you doing now to help others? >> we respond with a $3 million pledge to the frontline health care workers that are risking their lives every day, the president has been saying this is a war that we are in, and we saw the frontline as our nurses and health care workers that are battling it every day. if they die and they leave behind a young family, we are going to be paying their mortgage payments off as long as that money lasts to help them through this difficult. plus, we've bought over a million dollars of ppe to make sure we are getting masks and gallons out to the new york area right now because that is the epicenter of what is going on throughout the country. we know these hospitals very well, i know new york city very well. we know what hospitals need.

is that if he pulls through this, as we all hope and pray he will, he could become a positive symbol of how we can beat this virus. of course, that's what we're all hoping for. >> bill: yeah, just one other question. dominic raab takes over the official duties, what do we know about him, what should we understand about the transition, that transition? >> well, i think, first of all, it's intended to be highly temporary. he is not looking for this to be a long-term situation, dominic is someone i know very well, again, i worked with him as an advisor, back in the day. he is get some good, sound, conservative instincts, he's a real civil libertarian. he was for brexit. so he was one of the leaders of the brexit movement, very strongly so, he resigned from theresa may's cabinet over that issue. you know, he is certainly a safe pair of hands, he's been around the system for a while. but he's no substitute for that incredible, optimistic energy you get from boris johnson.
