senator marcia blackburn. pam bondi, congressman darrell issa and more. it's an important hour but first my open. you can't keep americans down. born of rebellion and revolution, we are ready to fight. it's in our dna. we are ready to fight the virus and ready to fight to reopen our country in a safe and strategic way. we get it, we are not stupid. we know to wash our hands, wear a mask, and keep our distance. we know to look for signs of the virus. we look to protect the vulnerable. we appreciate the numbers to be contained as we go through the three phases of reopening. we note virus can come back and we'll be village length to make sure a complete reopening is dependent upon the data.

we have been sheltered in place for week and we are not children. we are capable of using our god-given common sense to protect ourselves and others. but there has to be a balance between physical safety and economic survive. more and more people coming unemployed. 2 million so far. -- 22 million so far. people watched their savings and their dreams disappear. for some there will be no business to rebuild. for others there will be no coming back from the depths of depression, alcohol or drug abuse. canceled electrickive sum are yous prolonged enormous physical pain, distress and depression. navy ships continued into hospitals sent at the request of

panicked governors remained essentially empty on both coasts. but some think the nanny state is the answer. but data suggests the virus is less than they thought. inflated numbers, enough. enough of the lockdown. the declaration of independence gives us the right to life, liberty and the pursuit of happiness. including the right to survive, live freely and care for our families. it does not give governors the right to impose nanny states, reduce liberties and enlarge government power. certainly government has the authority to protect public health during a pandemic. but that power cannot be used to nullify constitutional rights, including the right of peaceful protest when civil liberties are

at stake. enough of these small-time politicians using this pandemic to flex their pathetic muscles in order to gain attention. like ticketing citizens for attending church services on church property in their own cars? like arresting and handcuffing a father in front of his children for playing catchout doors? like prohibiting citizens the right to purifier arms? take gretchen whitmer auditioning to be the vp candidate be on the joe biden ticket. she issues guidelines that are laughable if the situation were not so deadly serious. her actions discriminatory and

point blank unconstitutional. she says it's okay to buy alcohol, and lottery tickets. she keeps abortion clinics open to get an abortion. but don't you dare even think about going to church. and she must be as she decrees from on high that you can buy weed, but not grass seed or vegetable seed. you can stay in your home, but don't think about buying paint to fix it up. she ruled home improvement stores can stay open, but they had to close the areas that had flooring or gardening sections. what does she do when people come out and protest to exercise their civil liberties? she doubles down.

gretchen. your vp audition ain't going so well. new jersey governor phil murphy can't explain yes allowed liquor, and weed to stay open but sought to punish churches and synagogues from observing religious freedoms. he said quote, he wasn't thinking about the bill of rights and said it's above his pay grade. above your pay grade? you have forgot the constitution? did you forget you took an oath to uphold it? no more. americans won't accept their rights being tram prime ministered on. no more of this one size fits all the mentality. 22 million jobs lost and now washington ran out of money to pay for the small business loan program?

layoffs are the predictable outcome from that one. americans sheltered in their homes watching this unfold have seen the data and facts change from day to day. first it was 2.2 million who were supposed to die. then 1 million, 10250,000. and then 150,000. but the models are just plain wrong. data potentially lower death rate. we understand there are still many sick and dying, and density and hot spots are to be treated differently. but what about the rest of us? we want to go back to work. feed our families. and as the governors sit there and pontificate. we are the ones experiencing the reality for he percentage drop in employment there are 5,000 to

6,000 deaths occurring. domestic violence. drug addiction, loss of hope, battered women locked at home with their abuyers. abused children not being identified or protected because they cannot go to school. i will wear my mask and gloves, and i will keep my distance, and i will be tested. but don't think about tracing or tracking me or giving me a card. it ain't happening. your models are out of control. the economy is out of control. china is the one out of control. we won't let you destroy this country or our way of life. we fought to hard to lose it to a wuhan virus that china lied about, said it couldn't be transmitted from human-to-human

put the rest of the world at risk. the intent is so malicious and malign, how can we possibly rely on them for our medicine, for our supply chain. it has to be more than a carrot and a stick. there has to be a sanction or some incentive to make sure these products are made in america. let's talk about the w.h.o. the president talked about freezing the money to the world health organization. they are in bed with china. this guy tedros, i don't know where he came from, ethiopia. nancy pelosi says what the president did was dangerous and illegal and we'll swiftly challenge it. what's her issue? >> her issue is that she hates trump to the point of hurting our own nation. she is condemning the report for cutting funds off to the w.h.o.

because they have been in china pocket. if she had one time mentioned the fact the virus came out of china, the chinese communist party lied to america and the world at large. she three weeks ago on national television blamed president trump for dead americans and a wrecked economy. she wrote a memo three days ago blaming president trump. president trump has done a damn good job protecting this country. he closed down travel from china when nobody in the world thought he should. he declared a national emergency and put cdc guidelines into place. i believe if we had done nothing and president trump had not acted march 13, there would be a million plus dead americans. world war ii we were all in it together. this is a time when we should be

reporter: the democrats never miss an opportunity to go after president trump and they are saying we are going to pay states to let criminals out of jail. they are saying abortion clings are essential businesses and they want to stop you from buying a gun and stop you from going to church. as the senator said we should be coming together to deal with this virus. republicans, we want to go back to work. we want to make sure the small business administration loan program has the funds it needs. nancy pelosi wants to stay in san francisco and criticize the president. judge jeanine: the original cares act -- the payment protection plan is out of money. and there are people who need that money to survive.

in the meantime, she has taken money out of that $2.2ville stimulus bill to dance around with the kennedy center as if the philanthropists can't give it money. how did you let that get out of the house? >> you are right. we need to make sure the paycheck protection program has the money it needs. but we have all these task force meetings. but the one task force that is supposed to meet to address big issues that face our nation is the united states congress. and we are not in session. and the speaker of the house says we are not coming back into session until may 4. healthcare workers, truckers, grocers, all kinds of people have been working.

where is the united states congress? one thing we should do, particularly on the judiciary committee. we should be looking at what you were talking about in our opening monologue where governors are saying you are going to get a ticket if you go to church. the mayor of los angeles said snitches will be spree warded. what kind of message is that? we had a prosecutor in one of our big counties in ohio. he said if he were the governor he would call out the national guard to stop you from going to church. earlier this week attorney general put out a memo talking about religious liberties saying you can't do some of the things being done by these governors. judge jeanine: they can't. as a prosecutor, every time you get a conviction, you photograph beyond a reasonable doubt

gradual reopening and talked about tech as and vermont. why those two and what can we expect after that? >> the president set the parameters to reopen the country. this is in line with medical experts. i have been in the task force meetings. i saw them couple these guidelines. as he said for weeks. i can do two thing at once. i can keep the health and well-being of the american people first and reopen the economy. congress is taking steps, florida is taking steps. they are doing so as the governors have decided. judge jeanine: governor cuomo is saying we need money from the federal government, we need more from the federal government. what is the federal government going to do in terms of individual states like new york.

>> let's go to the constitution and the way governing works and the states are supposed to take the lead on having ventilators and testing and supplies. but despite the fact it's the responsibility of states, this president has stepped up. this president when new york was saying we need 40,000 ventilators, 30,000 ventilators. president trump sent tons of ventilators. so many that new york is saying we don't need these, and they are sending them to other states as washington has done and california has done. the president has stepped up even though it's the states' responsibility to stockpile. judge jeanine: by bringing the naval ships in and dredging its way into the pier in new york. yet those are empty. are some of these governors being a little joe dramatic in

terms of what they want from the federal government? >> there have been a lot of requests and this president has been strategic in what the need is. not the asks. but the need. we be say not a single american has died for lack of a ventilator. that's because of president trump. this is the greatest mobilization since world war ii. the greatest mobilization of american society. what this president has done in testing is the new thing the media is talking about. two times more than any country on the face of this earth. it's extraordinary. >> let me ask you this. there is different test. there is a testing to determine whether you have the virus. then there is the test to determine whether you have the antibody which apparently is even more available. so which test should people be

taking? >> so the experts have distinguished between the two. the diagnostic test was the first phase of the testing. if you are symptomatic you want to get that test. the antibody test which has been fast tracked through the fda. this is a game changer. we can see who has had this virus. who is immune going forward because they have it and they have antibodies to protect themselves. i am glad you made that distinction because it's important to note. judge jeanine: once you find out you have the antibody, the administration is not looking for anyone to engage in any kind of card carrying, or something that says i have antibodies, i can go where i want. we are talk talking about tracing and tracking, are we?

friday alone. judge jeanine: last week senator marsha blackburn joined justice to talk about legislation that tarring test our education system. senator blackburn is back to talk about it. you were talking about a bill you were sponsoring with senator menendez. it's ready to go. good legislation. it has to do with finding ways

to incentivize bringing the supply chain back to the united states. "justice" got a lot of great feedback on that. talk about the confucius institutes. what are they? >> this is part of china's soft power initiative. what they have done is to establish educational institutes that are supposed to teach chinese culture and language. we current lid have 81 of these in our universities, and there are 500 confucius classrooms in k-12 schools. the interesting part about this is the agreements are not transparent. the grants are not done on the supposed visiting professors -- background checks are not done on the supposed visiting

professors. whether it's the belt and road or great power competition, their goal is dominance. what we are seeking to do is bring transparency to this and end this. judge, in 10 seal very two. one at the university of memphis and one that middle tennessee state university. we think students at these universities and the public at large, these are schools that receive taxpayer money, they should be able to know what is in those agreements. they should be transparent. they should be public. visiting professors and staff should have to go through background checks. the decision making should be left with the u.s. university. but most importantly, we think looking at what china has done with their human rights violations, with the coronavirus, with the lack of cooperation we have had from

them, that it is time to seriously revisit even allowing these confucius institutes and confucius classrooms to take place in public universities and schools. judge jeanine: fbi director christopher wray told the senate intelligence community that china has been aggressive in placing operatives at universities whether professors, scientists or students. and the bureau has got to monitor them from its field offices act nation as they watch warily the activities of dozens of confucius institutes. these are what we now know a lot based on bret baier's reporting from the fox news channel. the chinese whether it's intellectual property or the money exchange or the covid and

shutting off wuhan from china, but letting everyone from wuhan go around the world, these people -- the government, they are not honest actors. how can we -- i understand we just lot the senator. >> i got you. judge jeanine: how can we make them pariahs in the world as they should be? >> what we need to do is quarantine china, if you ask me. you were talking with senator graham and congressman jordan about this. there are several things we can do. we need to send a message, pass a sense of congress resolution that we know china has lied, they hid information, they have not been transparent. we need to have them waive the

given from whence i come. we are being told to stay in place. we are not supposed to buy vegetables or an american flag. and the criminals are being let out. congressman issa, what say you about that? >> one of the challenges in overcrowded prisons understandably is the spread of infection. the prisoners don't have a place to go, so you have a secondary problem. one of the biggest problems in california is we sit on the mexican border, and mexico is not participating in the kind of practices that are going to drive down this infection. yes, we can let a few prisoners go. but every day we have an infected population showing up at our border. we are dealing with a lot in

san diego. last thing we need is to let violent criminals out on the street. judge jeanine: there was one in particular who was let out and the next day he was arrested for murdering someone. pam, they are letting them out by the thousands. what is the justification for that? >> there is not. as darrell issa just said. there is no way a violent offender should be let out. we see what happens when you let someone out on a $250 bond when he couldn't make his bond with no other priers. buff if this guy had $250 he with have been out on bond. the jails will have to figure out a way to deal with covid-19 in the jails to protect our good citizens who are out there. judge jeanine: they are letting

them out. roger stones judge is saying you better show up. we are going to bring you in for sentencing. i want to talk about, congressman issa, you have got federal unemployment benefits of $600. each state has its own unemployment benefits. now with the two of them. hawaii is very high. there is an incentive for people to stay home. how do wine seaso -- how do we e people to go back to work? >> pivoting from support to keep out of the workplace to give people support to come back to the workplace. we need the guidance and necessary equipment to get people back safely at work, not just the mcdonald's and

costco, but the production facilities that make america the envy of the world. just as you mentioned, the defending of religious freedom, we have to begin to defend people's right to work and incentivize them to be better off working than staying at home if they can safely return to work. judge jeanine: pam, in your state of florida, in jacksonville they are able to go on the beach until noontime and from 5:00 on. the governor of florida said some interesting things. in the beginning he was criticized, but it appears he may have been prescient in how he has opened part of the state and he only closed part of the state. >> he's looking at it on a case by case basis, county by county.

he said i will open up the beaches from 5:00 in the morning until 11:00. so people can get out and exercise. wear your masks, keep social distancing. we are trying, the state, are trying to let people get back to some kind of normalcy while still using measures to protect everyone. judge jeanine: thanks so much for being with us this evening. huge crowds in michigan protesting their government because they want to go back to work. one of the organizers joins me to talk about the parts of the protests you did not see on tv.

and what made you realize you were on to something? >> pressure small business oners and workers that have been living under our governor whitmer. the michigan conservative coalition decided people wanted to be heard. we decide on a protest. people poured into their cars. they went to lansing, our capitol. we have drone foot and of 50,000 jam packed on freeways and highways coming into michigan to let our governor know we are ready for some of our rights back. judge jeanine: when you say 50,000, that's according to the drones you had. i don't think the mainstream media talked about anything near
