proving how little americans think of their elected representatives in washington, but how broken the system really is. at a time when we need them most, they are not working, but they are getting their paycheck and using any reason for not work is nothing new to them. which i suspect is one of the reasons congress' approval rating hasn't gone above 30% in a decade. they talk a good game, but rarely deliver on their promises. their ultimate goal is being part of the winning team. while most americans were told to shelter in place, essential workers were out working. doctors, nurses, healthcare professionals, police, firefighters, first responders, truckers, delivery workers, postal workers, fast food

workers, journalists, radio, television. but congress? oh, no. sheltered in place like the prima donnas they are and getting paid. truth be told the so-called non-essential workers would prove to be work. mayor cans want to work to take care of their -- americans want to work to take care of their families to eliminate the financial and emotional toll of being without a paycheck. what does congress do? they pass one funding bill after another including yesterday's fourth $484 billion stimulus bill which wouldn't be so terrible if it went to americans who cannot work because of the virus. but, no, they have to play their games to buttress their positions and pet projects.

take the april 7 $2.2 trillion cares act which includes the payroll protect plan held up by nancy pelosi for an additional seven days after there was already an agreement. she wanted money added beyond payroll protection for planned parenthood. the green new deal, and election law changes. she actually got $35 million to the kennedy center where she is a board member. and $150 million for the nationality endowments for the arts an and you -- and humaniti. 1.6 million businesses got money to save 13 million jobs. but americans wanted to

replenish the money by consent. queen nancy would have no part of it. another 4.4 million americans filed for unemployment because of the delay. jim clyburn said in a phone call quote, this is a tremendous opportunity to restructure things to fit our vision. that was a reported quote. so you see, covid is being used as a cover to fund liberal progressive programs. yet nancy has time to show her freezer ice cream and the tone deaf brain freeze as she goes from the late late show james corbyn to bill maher who puts the ultimate question to you last night. >> i know we can bail out certain sectors like we have done in the past. i don't know how you can just

impeachment with proof of russia collusion. ukraine. destroying supreme court justice nominee with rules that won't get past a fifth grade class. as we see light at the end of the covid tunnel, the issue will turn to china. look at what they have done to us. look at how they have harmed us. the sickness, the death, the inability to attend funerals. suffering in silence. battered women, abused children. the resurgence of alcoholism and drug abuse. the permanent damage to our economy, depression and devastation coming out of this. the chinese communist government brought us to our knees with this virus an edly let out of their -- allegedly let out of their lab in china.

senator lindsey graham. welcome back to justice. does congress have the wherewithal to take the drastic actions necessary against the chinese communist government? >> shame on us if we don't. after 9/11 when al qaeda attacked america, what he came together to push back to go after them. we should have the same attitude about china. china is responsible for 5,000 un employo of -- responsible for 56,000 unemployed americans. i have got two goals. that's to get klein a to change their bibi high year and the second goal is to make them pay.

judge jeanine: if there is the ability to sanction them, that happens. they want to be the head of the world order. they have a sense with the chinese communist party that they should be in charge of the globe. >> they do aspire to be a world leader and dominate the world. do you really want this country running the world. this chinese dictatorship that puts people in jail for faith. do you want people to lie to their own citizens and hide this virus that led to world destruction. not very often in the history of the world can you blame one country for this much damage. i want china to do three things or be sanctioned. i want them to philly cooperate with investigations regarding

the wuhan lab. i want them to close the wet markets where they serve bats and monkeys and exot i -- and ec animals. and i want china to change their behavior. they need to let the democracy advocates out of jail that they put in jail in hong kong. they need to close the wet markets. and they need to cooperate with investigations. if they don't, we should sanction the hell out of them. judge jeanine: if we are able to go there, and we have gone there. they haven't let us anywhere near the lab. they ended up storing all the ppe so they could sell it back to other countries. this is not a government that has an incentive to work to be better to be part of the world order.

speaking of that. what about the other countries in the world that have been affected by them? what is it going to take? >> when it comes to china, the european union was pathetically weak. they rolled back or dialed back their statement about china. but congress has the chance to be tough working with the president. stop travel from china, limit visas in the united states. all these chinese students coming to our universities, top them from coming. stop chinese officials from coming to the united states. stop direct investment in the united states by sheen ease companies until -- by chinese countries until they change their behavior. until they let the democracy

advocates go. if they don't do these three things -- judge jeanine: when you look at hollywood, you look at the sports figures, you look at -- they are not a pariah to everybody. a lot of people in the united states are making money over there. the other pieces -- 90% of our antibiotics come from over there. we have to figure out how to bring that supply source back. and will congress work to bring that supply source back? if you believe that some of this was, you know, at least they lied about it after the fact. let's assume it was an accidental release from a lab. they said there was no human-to-human transmission. they stopped the flights from wuhan to the rest of china but leaked them to europe.

state. all of us will get our credible information off line, not on line. the offer that president trump made to north korea stands. there can be great economic liberty for the people of north korea. but there will have to be so many conditions met first. not the least of which which is the verifiable complete denuclearization of the korean sla. the president has been firm on that as he tried to broker a deal in that way. as to the health condition of a foreign leader. i will leave that to the national security council or the president to make the announcement on that. judge jeanine: i am going to ask

you about something that has just come out this evening in the "wall street journal." that's that the white house is planning on replacing alex azar. that's more than just online. it's in the "wall street journal." somewhat i would say to that is secretary azar has served for over two years. was in the with situation room yesterday and was there most of the week. and is a big part of that. he oversees a huge binlt. the cdc, fda, they are all connected and reporting to the hhs secretary at some level. what i find curious and disappointing, he time i read a story about the personnel change. these days it has to do with somebody who has oversight over the pandemic. you have some people wishing or

willing that where fauci will be fired or dr. birx will quit and they will no longer be around. and the secretary of the hhs will be replaced in the middle of the president dealing with a global pandemic. judge jeanine: you make a good point. and i understand where you are coming from and where you are going. let's pivot on joe biden. joe biden apparently said that -- i think the exact quote is something like he's not happy with the $2 trillion and he wants a hell of a lot more, that's a quote. and he said that today. is this all about printing more money? is the man focused? does he know what's going on? >> he does in this way. he's trying to could you t -- tk

orange wtow to the left. he's sounding like the far left candidates he beat in the primary. now he's trying to sounds like them. but he's really being -- giving into the craven elements of his party for which there is never enough money. what i found curious and regrettable about joe biden's interview, he was talking about the things he wants to invest in and they have nothing to do with the coronavirus and making sure we have the vaccine and therapeutics. the fact that there is another hot spot somewhere. as we start to re-open pieces of the economy with it's appropriate. that's what joe biden should be focused on. but he was cursing in the

interview. he had attacked the president. but he didn't offer any solutions. what he offered was the typical grab bag of the green new deal. there was a reporter a few months ago that suggested house holds would be $50,000 to $70,000 per house hold if we put the green new deal in effect. they were all cow t were all ko. but when she said we need the green new deal. remember this one? how many votes did it get? zero. now you have got joe biden running on this platform. so it makes no sense. president trump is making sure our small businesses, individuals in need are getting

the whole #metoo movement, the people who believed this person or that person with thin or no evidence because of their political leaning and because of who they were trying to stop from the supreme court or the presidency. they are not on solid ground here. they are being disingenuous and hypocritical. you have a lot of democrats trying to push joe biden out of the race. they are using this as a back-door excuse to call into question, can we afford this kind of scandal leading into the elections. biden in hiding the last few weeks has helped him. when he comes back i hope he sc answers questions about tara reid.

america healthy, nancy pelosi sacrificed small businesses. she held it some when there were 700,000 small businesses with applications but they were out of money. nancy pelosi owes the americans an apology. she'd held up every single bill when it came to coronavirus. the second time she held it up for the entire week to get more funding for the endowment of the arts, the kennedy center. then she came back this time, we asked two weeks in advance. we saved 30 million jobs. 4.4 million last week was nancy pelosi's unemployment she added to america. judge jeanine: that's absolutely stunning to me. but i want to move on. there is so much going on with respect to the money that is now being allocated.

but mostly for americans who are out of work and small of businesses obviously. bill maher as i said earlier in the show asked the question, what do you dow do just keep printing money? she says this is life and death. but we are at the point where some of the states are saying look, in order for to us get back on our feet, we need the federal government to give us a clean slate. so if we are indebted because of the medicare system that we don't monitor properly, i would say, as well as states that have promised pension benefits to government employees, then you are going to have states that are flush paying for states that haven't been able to manage very well like new york, new jersey, illinois, michigan. and andrew cuomo really went after mitch mcconnell.

>> what i see is the governors when they didn't planning their own states, they look at the opportunity to grab more money. if they would look at what we already passed. we passed $2.7 trillion, and added on with what the fed is doing. that's $7 trillion into the economy. we should allow that to get up amendmented. the liberal democrats want more. in the last month we provided more than 500 billion dollars to the states. we spent roughly $600 billion for an entire year when it comes to medicare. we have $150 billion going out to the states by the end of this week. we increase wad we pay when it comes to medicaid. cities bigger that 500,000 got

direct money input. remember what governor cuomo got. he got hospital beds, navy ships, ventilators. here is president trump trying to protect us from this crisis while nancy pelosi is trying to politicize it. instead of focusing on what we need to accomplish here. judge jeanine: the real problem, congressman, is the fact that you know, you see cuomo digging his heels in and saying we mismanaged this state and we are in the hole, politicians promising everything but the kitchen sink to get re-elected and the rest of the country should pay for it. i'm a new yorker and i don't think it's fair. >> it's not fair. the federal government spent $500 billion. what when made to do now is find a way that we not only open up the states in a healthy manner

judge jeanine: u.s. attorney general bill barr raised some eyebrows when he compared the coronavirus shutdown to house arrest and suggested possible legal actions against the states. joining me, barr's predecessor in the justice department, matt whitaker. the on general suggesting he might join legal actions against the states for infringement of their liberties is a rather stunning statement. when do you think that kind of thing might happen? >> i think if we re-open and look at how some of the states are trying to balance individual liberties with emergency police powers, i think the justice department is well placed to make sure that our first amendment and all constitutional

rights aren't infringed unnecessarily. the supreme court said any infringement on those fundamental rights must be narrowly tailored. so lockdown orders what we equate to martial law is not tolerated. i think the department of justice is looking at it with keenize right now. judge jeanine: when you say that the first thing that comes to mind is michigan where the attorney general not only has the bizarre restrictions on the people of michigan. you can buy weed, but you can't buy plant seed. you can go in a canoe but you can't go in a motor boat. eboat. and i don't have time to go through all of it. when people go out to express and protest, she doubles down

and says it may now go longer. i suspect that's the kind of thing where you might say there is no correlation between her trying to deal with the pandemic and the extent to which you saw to restrict civil liberties. >> i think michigan will be the first defendant in a lawsuit from the department of justice enforcing these civil liberties. these liberties were given to us by god and written down in the constitution have been handed down from the forefathers of our country. while this pandemic is serious, it can't be used for government overreach or to anything that, you know, ronald reagan says it the best, as government expands, liberty contracts. i think the citizens of michigan felt some of that in the rhetoric from the governor.

jean rsh for all of us -- judge jeanine: for all of us, whether you are a prosecutor or studying american history. we are so far beyond what people would have expected in terms of a lockdown. some people are being arrested for playing catch outside with their son. do these people not understand the bill of rights? the governor in new jersey saying the bill of rights is above his pay grade. do you laugh at that or does it make you sad. >> i see moms sat playgrounds -- i see moms at playgrounds getting arrested for letting their kids play. the guidelines say keep six feet apart. wash your hands often. the fundamental stuff we have been doing consistently. some of these places made people

a lot of these businesses i mentioned and more including bowling alleys where everyone wears the same shoes are starting to open up in your state. should they? >> i don't think so. everybody wants it to be open. but the president just said it. you just heard him. this is not inside the phase one guidelines. this is not what most would deem essential. leadership is more than saying we are going to open something up and getting it started. it's about communicating so the people of georgia and the business know what to expect so they can prepare for it and have the proper protection. do they have the equipment to do so if they wanted to open up? and what does it mean for folks to come back in. we are opening restaurants monday. so it's not a matter of opening of the business. we have to make sure people feel comfortable going back to those

businesses. and for the president it's not part of phase one. judge jeanine: they had to show a reduction. the nail salon. the tattoo parlor. the bowling alleys where you wear other people's shoes. plus the risk of something happening where the numbers go up would be devastating for your state. >> it could be. that's the interesting thing. another thing that was concerning about this. there was no cut out of local input. in my area where i live we are seeing an increase in positive cases. but we are seeing an increase and we are not sure what would happen if more infections were to come. a blanket assessment sometimes is not the best. you need input from your locals.

but you don't want to start it too quickly because it could have a devastating effect. judge jeanine: there is a psychological peace to it, too, congressman. are some people afraid? they have been sheltered in place for so long, they are thinking, i don't know. >> the media, especially the liberal media, would love to have everything doom and gloom. and giving more in2002 than we have seen any president give. the problem is they hear all the things and they have gotten scared. we need to be able to open this up. people need these paychecks. they need to get back into our economy but we need to do it the right way. having input so people feel comfortable is something we cannot afford to lose.

judge jeanine: ways so stunning here, it is nuanced. you know the president believes in americans going back to work and getting out of the house. but he's been critical of this because he recognizes science and medicine have a lot to do with it. but the senator there, kelly loeffler who is accused of selling stock after and i even til tell jones community is standing right up there. supporting this re-opening. do you think she can appreciate what ordinary georgians are going through? >> she was appointed by brian kemp. most people in georgia don't work off stock evenings. that's not something they are familiar with. while this was going on their
