from vanderbilt university medical center doctor manny, good to see you. >> good morning, thanks for having me back. >> your energetic. do you have the testing you need right now. >> in tennessee we are doing well, we are testing about 2% of our population which is what the federal government is looking for across the country. i think this is the right move, having a generalized plan and public-private partnership with companies like abbott and roche to produce testing is the right thing and allowing states to leverage those partnerships and that is what we are doing. >> guidelines coming out of the white house we can pull up here, they are looking for quite a bit of testing, 2% of each state's population, more than 6 million people around the country, the

federal government insuring enough testing supplies, they want to be on that side of it. monitoring systems and rapid response programs, basically they want to keep going with this public-private partnership and they want to help get the supplies to the states and have the states manage the testing, what do you think of that? >> exactly the right move, we need to empower the private sector and the public-private partnerships are the most powerful way to do that whether it is with cotton swabs or rapid testing. the reason we need all this testing is to get america back to work and i don't think a large federal bureaucracy is capable of doing that. i think we can do that, wonderful private companies like abbott, roche are doing that and this will be very successful. jillian: we've heard a number of symptoms but the cdc expanded their list of symptoms adding 6 new signs for coronavirus and they were the ones we were hearing about, fever, cough, shortness of breath but they added chills, shaking, muscle headache, sore throat, loss of

taste or smell. what do you think of adding this to the official list of symptoms? >> is someone who has been taking care of trauma patients, be on the frontlines of this this has become common knowledge. i applaud the cdc for doing this, fever, chills, shaking, those, loss of taste and smell, things that clinicians had in the back of their mind for weeks. the right move for the centers for disease control to do that. as we move forward we are getting a better picture of coronavirus and how it presents. rob: you will not necessarily have all the symptoms but those are ones you might have. let's talk about new zealand, a faraway land have done well handling this virus. let's take a listen. >> hours away from -- the

being allowed to cast a ballot, where does the case stand and what could it mean for the upcoming presidential election? rob: joining us as the architect of that amendment, james jw grant. tell us what are the debts you are talking about that felons need to pay off before they can vote in your opinion? >> it is not what i am talking about, it is what a criminal sentence includes, costs are part of a, sentence, restitution paid to a victim is part of a sentence and in the same election where amendment 4 was passed, the concept of restoration that i believe in, second chances i believe in and the constitutional requirement that victims receive restitution. we are not talking about anything that is not read about in court as part of the sentence meaning what a sentence is. it is not my opinion but what criminal sentence actually includes. jillian: there are 3 states requiring someone with a felony conviction to take restitution

before they regain voting rights, eight states require payment of fines, exceeding 20. each state has different things going on but what do you suggest happens in florida? >> we defend the constitution, the principle when you look at constitutional amendment starts in begins with truth, fact, fidelity to the constitution. the reality is this trial will bring a lot of evidence to show the bait and switch plate on florida voters, it will show the proponent of this amendment stood in front of the florida supreme court, the first step to get on the ballot and were asked by florida supreme court justices including fines, yes, the lawyers representing them, includes restitution, yes, includes fees with acknowledged every step of the way that a criminal sentence is a criminal sentence, even after passage. on the thirteenth 2018, four organization find a letter to governor scott acknowledging her, sentence includes fees and restitution but it wasn't until

piece of legislation the constitutional amendment. when i was tasked with his responsibility as a criminal justice chair in the florida house i don't care about the outcome. if it flips the state. but we maintain fidelity to the constitution, the truth in the record how it got in the constitution, as a conservative republican i will with those consequences, we live in the greek civilization, the greatest sociological experiment in history of mankind rooted in the fact that our constitutional liberties are protected and defended, not engineered for outcomes. i'm not going to sit here is the chairman at play politics when we are trying to engineering outcome, i will try to look at the constitution in the state of florida but maintain fidelity and defend those fiercely in the outcomes will be what the outcomes will be. we have enough voters in the state of florida and in of who believe in this republic that you don't get to lie to our voters, you don't get to run a disingenuous ambiguous campaign and try to sue your way into outcomes.
