incredibly dense population along with its massive influx of international travelers, the city was always had an incredibly high risk for an outbreak, also the number one terror attack in the united states. comrade de blasio, governor of new york, totally completely utterly unprepared. stockpile of medical equipment totally insufficient. mayor of new york actually sold the city's measly stockpile, only had 500 ventilators after failing to maintain them. don't even know who bought them at auction. even though the city had been warned and they, the city alone would need 10,000 ventilators. governor cuomo ignored the pandemic report, his health department calling for the state to purchase 15,783 ventilators for the peak week that they will be stored in the federal government will not be there to help you. they bought none, .4% of the budget. instead, directed a task force to come up with a plan, how do

you ration what they had on hand? on march 2nd, comrade de blasio, the mayor of new york telling the people of new york city get out on the town, catch a plane, this is what i'm recommend. he said march 10th, most people could still go out, the risk is low. march 2nd, governor cuomo said the disease would not be as bad in new york has other countries. i don't mean to sound arrogant as a new yorker but i can tell you we are better prepared. they weren't prepared, perhaps even worse than all of this is a disturbing report about governor cuomo's coronavirus nursing home policy which is now emerging as a major scandal not only in new york but in the country. despite the fact everybody knew pretty much from day one that seniors would be the most at risk, older people, compromised immune system, underlying conditions, he issued in march 25th executive order for the state of new york and that

forced nursing homes to admit and readmit patients who tested positive for the coronavirus. but it took until last week for any reporter to ever ask the governor about this insane policy whose response was it's a good question, i don't know. at one point, new york was reportedly salting elderly coronavirus patients and body bags simultaneously nursing homes all over the state. one health care executive said that he had blood on his hands. ultimately, nursing homes in new york were ravaged by coronavirus. today, according to reports, new york post among them, 25% of new york deaths from coronavirus were nursing home patients. president trump man the largest hospital in the country, 3,000 beds at the javits center. he put all the personnel in there.

he also sent the navy ship, the comfort, he man that too. then they asked can you make a covid-19 patient ready? they change the ventilation system, made changes on the comfort, and they were prepared for covid-19 patients. very few beds at either location that donald trump built were covid-19 relief were ever used. not like those patients had no other place to go. they said the federal government didn't have to take them. all you needed to do is ask. i'm sure the answer would have been yes in florida, governor ron desantis took a very steps right away to shield florida's very high percentage of retirement communities in nursing homes from the virus including the villages, america's friendliest hometown that included targeted testing, distribution, strict isolation at risk communities and the

michigan you can argue doesn't have the dense population of new york. how did you do it because we need to learn as we reopen. >> we really focused because we knew where the threat was and we knew where the vulnerabilities were when you're talking about putting out 7 million masts and gloves and face shields, making sure we have teams going there to try to see where the infections are coming from, try to work on keeping those at bay sending national guard units introduced bought testing in those facilities, that is all recognition that if the virus gets into those facilities, it can run rampant, so we worked really hard to do that. i got a great secretary for health care administration which has really spearheaded. she was fighting the whole time. she wouldn't let a hospital put a sick covid patient back in a nursing home. she said you guys have to keep these folks because they will infect the rest of the nursing home so it's a very difficult problem but because we were proactive, we've had much better results on a much lower death

rate than we otherwise would. >> sean: i had the head on my radio show come about 16,000 coronavirus people contracted it, very low death rate, nobody in the military, not one death. they track people in terms of their location with their phone, intensive contact tracing, government involvement. might be civil liberties and constitutional issues, but it worked and i want to look at every place like where things worked dramatically better as we now reopen the country. new york has special challenges, i think 50% of the workplace can work from home, i think you could put people in respirators who wore masks and gloves in the workplace, you have social distancing as you open and i think stadiums can open. are you thinking about opening up for mlb, nfl, maybe even nba? >> certainly we want to get

there. i'm not going to promise that at the outset tomorrow but here's the thing, we know who the vulnerable populations are. you look at the statistics for people under 50 who don't have chronic conditions, you have an extremely low chance of death from this virus in those situations and we know how to protect folks and social distance between those two groups so i think there's a lot of things we've learned over the last six weeks so i think we can take a step forward here in may and continue to build on that and get america back. i was thinking things in life that we take for granted, i've been working as governor every day but just think of all the parents whose kids aren't in school, little league is not going on. they don't have all these things that we've taken for granted. i think people want some hope and some optimism and i think we are at the place where this has been tough but we have a chance to get to the light at the end of the tunnel so that's what we are trying to do in florida over the next many weeks. >> sean: i'll go through a temperature check. i'll wear a mask if i can go to

>> we are hopeful that within a matter of days at the plant could be up and running safely, protecting its employees but also contributing to our national security. this is a critical infrastructure business. we need a online to feed the people in this country and it's incredibly important. so we are working with them, the ball is in their court and we hope they could potentially get this plant going. >> sean: your state never shut down. you urged your citizens to be responsible, and they were. all credit to the people south dakota. there were manufacturers and they shut down, new york never would've had the medical supplies that were desperately needed. they kept working, they never shut down. farmers didn't shut down, packers packed, every week i go shopping, every week i'd see the same guys, talk to a couple of them at the grocery store at the epicenter they are stocking the

shelves. we never ran out of any food, just toilet paper. this whole idea that the country shut down but all these other people weren't sustained us. how do we open safely even more densely populated areas and what can we learn from your experience? >> in south dakota, all those items were being made and they were incredibly important for our country and important that we make sure we give our employers an opportunity to be innovative and stay open and to make sure they are protecting their employees while they provided for their customers so and south dakota, we didn't close any businesses, didn't do any shelter in place, i trusted my people, they trusted me to make decisions that were best for us and they've done an absolute fantastic job. that's why my plan is not a reopening plan, it's a back to normal plan. we are working our way back towards getting the life and south dakota that we love again and i'm giving them guidance to do that.

>> sean: last question. you never shut down restaurants and i worry about restaurants. i'm getting heavy again because i keep trying to support them. my question is, how do you keep restaurants open because people going to the restaurants and what have we learned? >> we encourage them had to have less than ten people in their dining rooms on their facilities and to focus on delivery and carry out. what we've told them today when i unveiled my back to normal plan was i asked them to ensure physical distancing within their facilities to make sure they had a rigorous sanitation and cleanliness protocol that they followed, and i think that our folks and south dakota are ready to do that. they don't mind taking extra measures and steps if we are giving them the opportunity to look at their specific situation and make adjustments that use common sense. i think that's the difference and the example that our people have said and i'm proud of them. >> sean: never shut down, now getting back to normal, the plan
