i want to start there this hour with leon panetta and the defense secretary under president obama. good to see you again, it's been about a month, thanks for coming back here. i want to get your view as to whether or not this can be explained away by those who are talking at the moment, or will the president and his team be proven a correct on their allocations? >> well, you know, it is a political season so you have to wonder whether or not a lot of this is kind of apolitical diversion when the country is facing the coronavirus. as to whether or not any of this could be established, part of this is going to be resolved in the courts with judge sullivan and i assume that there is an investigation going on into the justice department that will resolve other issues. so we will just have to wait and see. >> bill: so brennan and klapper were at msn and cs nbc

24 hours ago and they were asked about that and he was part of this answer. >> i think our country is in very serious trouble. when you have such a blatant political corruption at the highest levels, something i never thought i would see in my lifetime. >> it's a routine thing, it's appropriate and legitimate. when you have a valid foreign intelligence target engaging with the u.s. personally. >> bill: there are more questions forthcoming and could have been more questions at that moment as well. if they are going to offer their own explanation over time, what is your explanation for this? what happened? >> well, it's hard to go back and try to figure out all the elements here but the reality is that obviously general flynn did it go before a court and admit to lying. and you have to ask yourself if he admitted to lying not once, but twice, if he was innocent,

why did he do that? that's one issue that will obviously be looked at. as to other issues related to the russia situation, the fact is that the russians in 2016 did interfere in our election process that's been established by all of the intelligence agencies. they did the same thing in 2018 and they are doing the same thing in 2020 so it is an issue that is of concern to the united states. >> bill: but you've seen the list of these names. why would joe biden need to know about michael flynn the week before leaving office? >> i think that goes back to the whole issue of what exactly was michael flynn doing talking to the russian ambassador? if he was talking to the russian investor before he became national security advisor and the administration took office, there's a question of whether or not he was trying to interfere with our foreign policy by not

having been in office yet. so i think there are some legitimate issues that were asked at the time. >> bill: so one of the issues is, who leaked to the media? eventually that's where he went and that's a criminal act. based on your experience do you believe they know who that person is already? >> you mean the person who leaked -- >> bill: or if it was more than one? >> i don't know. when i was chief of staff president clinton always use to ask me to check out leaks and it was always very difficult to find who was leaking to the press. so who knows, whether they were able to find exactly who did that, that's a tough issue to try to see whether or not some -- someone in particular gave information to the press. but perhaps they had that information, or perhaps they don't.

>> bill: some believe it's probably likely. leon panetta, thank you for your time. you called it a day version and given the political season that is six months away from the election. do you think bill barr is guilty of that, is that what you're saying? >> i just think that at a time when the country is overwhelmed by this crisis, 2,000 people dying per day and almost 86,000 dead total, 36 million out of jobs, i think the main focus of the president, i think the main focus of democrats ought to be on how to deal with this major crisis. i know there are other political issues and conspiracies bouncing around but i think all of them would do well in the american people would ask them to basically focus on the major problem that is confronting this country and that is the coronavirus. >> bill: it appears that both stories will continue and we will follow both. thank you for your time today, leon panetta hunkered down in

i think it will be more early 2021 but i would love to have it. >> bill: so you have the focus of the world on the singular issue, the sciences better than it has ever been. there is reason to be optimistic on the timely based on that, would you agree? >> i do. so the people who are at the detractors have cited we've never built a vaccine for coronavirus before. if you cut too many corners you will get into problems with safety. my response is, those are all true. the world is focused on this and we know that we can develop immunity for the virus so i am enthusiastic we are going to get one. the timeline, we will have to let the science try that and go as fast as we can. >> bill: the cdc put out some new guidelines, i want to put them on the screen for camps and child care programs, mass transcendtransit, bars and rest. the white house said it's too rigid. the white house at the counties have such a variation between

one and the other, go back and rewrite them again and find a better way, especially instead of the economic damage that's being done by the week. what do you think of the cdc? >> i think the cdc guidelines, the ones that they just put out to be perfectly honest, they are not enough. they are vague and broad. what you need is, imagine you are running a school system. you want specifics on how do i get kids back in, what do i do with the cafeteria, what do i do with sports? i understand school t districts are all different but we need a better idea. >> bill: what more do you want to hear from the cdc? >> i want to hear things about what do i do with cafeterias, what do i do with sports, how many kids can i pack into a classroom? not just keep things clean and maintain social distancing, we get all that. give me the specifics of what i need to do, give me flexibility

but give me some specifics. >> you justified before the house just a few days ago and you were hammering your message about testing. where do you think we are today? >> i think we are in better shape than we were a few weeks ago. we are making progress and i think we have a ways to go. i want to get to a point where when you are out there getting a cup of coffee at the coffee shop, you go to your office and you want to have a high level confidence the person next to you is not infected. the way we are going to do that is with a lot of testing and we are not there yet. >> bill: how far away are we what you say? >> i think it will be pretty hard unless white house puts his foot on the accelerator to get in with the new technology but the good news is a lot of new technology is coming down the pike. i'm hoping the next 4-6 weeks we have the kind of testing we need to. >> bill: is that technology from here or overseas? >> it's from here. we have companies working on things like antigen tests and other kinds of sequencing, stuff that i think is american technology that i think we can make work and ramp up.

new york city. all of these regions had a specific criteria. among them a drop in hospitalization and death rates and another requirement is having a minimum of 30% available capacity at hospitals in case there is a surge. the first of four phases does not permit bars, restaurants or hair salons to doors but it does allow customers to pick up items at stores. construction and manufacturing can also resume but businesses must implement measures such as social distancing to keep people safe. >> we are trying to be as cautious as we cannot bring people back to work because we will have over 200 people back in our factory. >> following the lead of new jersey, governor cuomo announced today that several east coast states, new york, connecticut and delaware will reopen their beaches for memorial day. here in new york city authorities are bracing for massive crowds looking for a break in apartment life. authorities are limiting the number of people allowed in two of central park and other

>> bill: a live look at the floor of the house which just got underway a moment ago. lawmakers debating a $3 trillion coronavirus relief bill. expecting about today, senate majority leader mitch mcconnell saying the bill is a nonstarter and minority leader chuck schumer is saying he's hopeful both sides can cut a deal. i want to bring in fox news sunday anchor chris wallace. low to you on a friday or as you said on commercial break, wednesday for you. what's in the bill? >> 900 billion for state and local governments, 175 billion rent and mortgage relief, direct payments up to $6,000 per household, extend the $600 weekly unemployment bonus. it's a lot of money and this is a big lift, chris. well, mitch mcconnell said it's dead on arrival. but it appears that somewhere between the house and somewhere between the senate they will get the president something that he can sign ultimately this summer.

i guess the question then becomes -- >> yes, this is really the first to go at this. this is the democrats, they know this bill isn't going to go anywhere in the senate and certainly wouldn't go anywhere on the president's desk. this is basically the democrat comic democrats, nancy pelosi saying you've complained it wasn't enough, put everything in this bill, it's a marker. you can go back home and say i fought for this and it will be a highly political document because you are going to have democrats saying when the republicans defeated, they wouldn't even give money to cities and states, they wouldn't give money, $1200 to individuals. meanwhile you have republican saying, look. this shows how crazy and left wing the democrats are and this is the platform, the governing agenda for joe biden if he gets into office and has a democratic house and senate. >> bill: because of that, "the wall street journal, their opinion piece, presidential

platform for nancy pelosi, that's joe biden's real agenda for 2021. i guess the question comes back to this. what will we need in june, july and august, what will we need in six months? i think that answer right now is not real clear. >> while he better not be six months. the democrats are saying they need it right now. and at the republicans are saying, we have put so much money into the economy and the fed has put so much money into the economy, let's wait and see how it filters out. but they are talking about june, not next fall. i think you will get a bill passed sometime -- and i suspect certain elements of this will definitely be in it. you will definitely get some aid to states and localities which are really underwater, their tax revenue has cratered. whether you will get another $1200 payment, you know, the republicans are saying that shows that what democrats really

want is kind of a regular income, and earned income credit that everyone would get a government check every month. that's not going to go anywhere. in the big thing that republicans want, the democrats are objecting to is this liability protection. the idea that when a company or business reopens, if a worker gets sick or a customer comes in and he gets sick, they don't want them to be able to sue and save in this place reopened, you gave me the coronavirus and now you have to pay me a million dollars. maybe it's a sign that the crisis isn't quite as pressing because we are beginning to see more politics as usual. >> bill: let's talk about joe biden for a quick minute, he was on msnbc last night. this came up, didn't spend a lot of time on it but it did come up. his answer on michael flynn. >> i was never part or had any knowledge of any criminal investigation into michael flynn while i was in office. not one single time.

>> bill: it so i was curious to hear leon panetta described this a few minutes ago calling this a diversion. he pretty much dismissed a lot of the questions that came up about flynn and what was going on back then but the question still remains for joe biden, how much of a problem is this for him, do you think? >> while the first thing is, joe biden has to get a straight answer because he was asked about this on "good morning america" by george stephanopoulos. he was asked, do you know anything about the investigation? and he said i don't know anything about it. then george stephanopoulos pointed out he was in a meeting with the fbi director and sally gates on january 25th, 2017, in which they were discussing a counterintelligence investigation into flynn. when stephanopoulos brought that up he said i thought you said -- i don't know anything about a criminal investigation. he needs to get a straighter, better answer about that.

afternoon to you. >> good afternoon bill, thanks for having me on them. look we were proud -- one >> let's go ahead and clear this up. into and kentucky can go to church, or not? >> you can. we were proud to challenge the constitutionality of the had issued to basically ban in person church services which was fundamentally inconsistent with our first amendment rights here in the commonwealth and across the country so we challenged it in court. i will note that we have had to district court federal judges, one appointed by president obama and the other appointed by president george w. bush independently decide that that order was unconstitutional as it applied to in prisons church services. so i was pleased to see that the governor rescinded that order. we obviously want to stand up for the first amendment rights, all of our constitutional rights for our citizens, recognizing that we have to maintain safety here in the midst of this

pandemic. you know just as well as i that general barr a couple of weeks ago noted that even in the midst of a pandemic, the constitution is not suspended. we wholeheartedly agree with that sentiment here in that commonwealth. >> bill: a couple things here. governor beshear says he's okay with people gathering but he wants to make sure people do it safely. >> i think that's his position after two judges found that his order initially was unconstitutional and i think he has changed his tune now. we are obviously pleased to see the rescinding of his order initially that band in-person services and i have always asked that people and parishioners and churches have the ability under the first amendment to make that decision prayerfully with their congregations inside of a faith-based organization and i believe the governor believes that as well.

>> bill: is the governor on what he's seeing in different states and how he is trying to make a decision for the commonwealth in kentucky. >> was i would have been in louisiana and was still happening in new jersey and other hot spots. we had to take decisive action. now weeks and months after that, someone wants to challenge it in court and they can do it for different reasons, that's fine. that's what the court so therefore. >> bill: in the courts, and you are taking them on a significant way. when it comes to reopening, what is your view on what kentucky should do right now? >> basin the most recent numbers, 36% of our workforce has filed for unemployment benefits. we need to get this economy working again. we don't want folks having to stay at home and not able to provide for their families. again we are cognizant and completely aware of the challenges that this pandemic presents but at some point our folks need to get back to work. i recognize that there is a phase plan that's occurring here

across the country but i am for supporting any efforts undertaken that get our folks back out in our communities working again. we have to be able to provide for families here in the commonwealth and you can't live off the government indefinitely. i know people here in kentucky just want to be able to work and get back to work. >> bill: so one last point, can you travel in kentucky or what's the policy now? >> initially the governor issued restriction that wouldn't allow people to travel outside of kentucky. so again, we stand here in kentucky making sure that we are protecting the constitutional rights of our citizens and proud of the balance that we have struck here come proud of the work that are district court judges have done to uphold the constitution and respect the rights and balance that with the safety and responsibility that we have to our citizens.

year was one of the players not wanted by the miramar, florida, police for four counts of armed robbery and four counts of aggravated assault. the same charges will be filed against seattle seahawks cornerback quentin dunbar who was treated by the washington redskins in march. according to witnesses at the poker party at our house wednesday night, the two players and a third accomplice allegedly stole a total of $12,000 in cash from the people at the poker table as well as the watch is on the wrists, expensive ones at that. $61,000 worth of watches including a row rolex, all while yielding a semiautomatic firearm. baker told the unnamed accomplisaccomplice to shoot a o just entered the room. the trigger was never polled so no one ended up getting shot. all three men then sped away in their vehicles. a very short statement from the nfl they wrote, we are aware of the matter but will decline

>> bill: the cdc warning doctors and parents about a mysterious covid-19 related illness found in children. health officials say the disease rare but potentially deadly. let's bring in professor peter lopez, doctor, welcome. i know you are chasing a vaccine as well and we will get to that in a moment. how much have you learned about this mysterious illness affecting kids? >> it looks very similar to what we used to call kawasaki disease which is an inflammation of the blood vessels. we never knew what caused it although everyone expected it was a virus. there's actually some evidence that that kawasaki disease which has been around for a long time could be linked to other coronavirus infections and we can talk about that in a bit. but this new syndrome which has a new name now, pims, pediatric

inflammablinflammatory multisysm disease. hopefully we will come up with a better name. the good news is it's very rare and there have only been about a hundred cases across all different hospitals in new york city. >> bill: the governor was talking about this today and said it's a real thing and it's going to be around for a while. let me get you to comment on this. the symptoms are this, prolonged fever, talking five days or more. severe stomach pain, diarrhea, bloodshot eyes, skin rash. another frame graphic, changing skin color, difficulty eating and drinking, breathing trouble, breathing too fast. you get the idea. are you able to draw on your knowledge and put your finger on some things? >> the bottom line for parents is your kid looks sick so you know your child is sick. i think the other is it's very important. i think it's likely cursed toward the later stages of the disease. in other words not when the kids

the query i have is, can you say whether or not they've been exposed to people with covid-19 or whether or not they been able to pass up to other people? >> that's unknown. i think it will probably turn out towards the advanced stages of covid-19 meeting come you've had the virus for a while and it may even be associated with having an immune response against it so they may not even be contagious. we are still in a steep learning curve about this, brand-new syndrome. we just heard about it for the first time coming out of the u.k. and now we are starting to see cases but it's something we will have to watch very closely. >> bill: let's find some after optimism in this. operation warp speed, apparently 14 possibilities and four or five look promising and you are chasing a vaccine as well. what did you think about what you heard today? >> the president brought in some really good people. the person -- the scientific officer who ate he is getting to head this, he came out of gsk

and i've known him for years. he's visited my lab and he is everything you want to come he's smart and has good interpersonal skills. he knows vaccines like no one else does, he was a really good choice. the other person who has gotten involved in this is it a guy named peter marks was a physician scientist out of sever which is a branch of the fda. he did the right thing getting the best people in charge of this. the truth is, it's not going to be that technically difficult to develop a covid vaccine because you just have to neutralize the spike proteins of the virus. it's not nearly complicated as something like an aids vaccine. the key is there is a lot of different technologies that you got out there and nobody knows what the best one is yet. the hard part will be giving us adequate time to show that these vaccines are safe and effective. so we are hearing the number 14, i think there could even be 20 vaccines going in.

the key is collecting enough information that the vaccines actually work and they are safe, doing that over the next year or so. you know everyone is talking about trying to get it in by the fall. i think we could have a lot of things manufactured by then but whether or not we know it's works like it works or it safe, i don't know how we get that until next year. >> bill: one of the things i saw that looked tricky was how do you figure out what's good for a 20-year-old and what's good for a 70-year-old and that's part of your big challenge and all of this, too. notwithstanding the tone is about time and making sure there is treatment that is efficient. >> you are absolutely right. and what's more is there is not going to be just one vaccine, i predict there will be three or four or maybe more vaccines. the reason is, they use different technologies as a way to ensure that you can scale up manufacturer for the whole u.s. population, number one. number two different vaccines will be used for different population.

one vaccine as you pointed out may be better in older individuals, others health care providers or adolescents. those with underlying conditio conditions, we don't take time to figure out which is of best vaccine for each group and there may be some overlap there as well. so it's going to be a little bit complicated. good news is i'm pretty confident we are going to have a vaccine in the communication of that vaccine will be very important. because as you know we had this pretty awful anti-vaccine movement, and they go after me as well, because i wrote a book that says vaccines did not cause aprils problem. there will be a lot of messaging around that to give confidence to the american public that these vaccines are going to be adequately tested for safety and if they work. >> bill: i think you doc, thanks for being available to us.
