>> reporter: they have received 3 to 8 inches of rain in mid-michigan over the last week or so and flash flood warnings are in effect for midland and sterling where we have two rivers reach major flood stage so that is an issue throughout the day and flooding is the main story not only for michigan but as we go southward across the ohio valley and the mid-atlantic western portions of north carolina and south carolina because we have a cutoff low. that means we have an area of low pressure that isn't moving. it is just stationary because it has nothing to push it offshore. you have arthur's remnants, tropical moisture at a low that will spin for several days in some of these areas, we could see 6 to 12 inches of rainfall
