after the president vowed to keep the country open. the second wave of cases hit. so for the virus has killed 95,000 people in the united states. the chief white house correspondent john roberts begins the coverage from the north lawn, john. >> tracy it was a real surprise and we are waiting to see the new cdc guidelines regarding the reopening of houses of worship. they were supposed to be posted at noon. they are not up on the website but uploaded shortly, so we should have a link to them, but the president really surprised everyone when he came out. he said there is a lot of places out here open across the country that are being deemed essential services, but houses of worship are not among them. the president laid down the gauntlet to the governor saying he will change that and challenge them to challenge him. listen here. >> some governor steamed liquor stores and abortion clinics as essential, but have left out

churches and other houses of worship. it's not right. so correcting this injustice, the governors need to do the right thing and allow these important essential places of faith to open right now. this weekend. if they don't do it come i will override the governors. >> trace: there are a lot of states where worship has been opened by other states across the nation where certain stores are open in liquor stores, hardware stores are among them. certainly grocery stores are. but there are restrictions in place on houses of worship. a lot of them have had to get by with doing online services. and the president saying he wants that to change. he's not quite clear on what authority he would override the governor, so that is somewhat in question. one of the other big questions, they are still some areas of the country that are hot spots when it comes to coronavirus disease spread and would open up houses of worship including more people

in the enclosed space to spread the virus further. this is what dr. birx said about all of that, suggesting that prudence may have to rule the day when it comes to reopening houses of worship. listen here. >> i think each one of the leaders in the faith community should be in touch with their local health department so that they can communicate to their congregants. certainly people that have significant comorbidities i know those houses of worship want to protect them. so really ensuring that may be items, maybe they can't go this week if high number of covid cases. maybe they wait another week. but there is a way to social distance like you are here and places of worship. they went there you have the president saying he wants houses of worship to open this weekend, but dr. deborah birx is saying well, let's take it slow in areas where there is high prevalence of the disease. this two statements are not in

odds with each other but certainly a tad more cautionary based on the data which she lives and dies by each and every day. one other point, trace, to make, the cdc morbidity mortality report just came out with a report what people fear most about reopening house of worship. march 6th-march 11th with strict mitigation regulations. there was a church in arkansas where one person came in infected with coronavirus. 35 other people got infected, three of them died and subsequent to that 26 more people in the community got infected and one more of them died. 6-1 cases in four deaths. not to say that wouldn't happen now because people wearing mask and staying further apart from each other but that is a worst-case scenario that everyone wants to avoid as these houses of worship had opened this weekend, trace. >> trace: population means tends to be a little bit on the older side, as well. john roberts live from the north

chris, because i clicked on foxnews.com and the first headline chris wallace, chris wallace said joe biden needs to get out of the basement. but joe biden on that radio show this morning said this about being in the basement, listen. >> all of a sudden, it is hurting me. it is not hurting me. i'm ahead in all states, national polls, and the more he talks, the better off i am. >> trace: he might have a point because you look at the national poll fox news poll shows joe biden is up by eight points over president trump. so when you say he needs to get out of the basement, he is saying, this whole basement thing might be working out pretty well for me. >> yeah, but i don't think he can continue it through november. here is the point i'm making. he obviously needs to be careful like all americans do in terms of social distancing, masts, hand washing and all of that out, but at a certain point you have to think as the country begins to reopen and people are finding some ways, whether going

to the beach or memorial day weekend, you know, coming to a restaurant and staying 10 feet away from others or going into a store curbside service. the country is ready to emerge and at what point is joe biden, not saying he has to go out there and glad to hand in front of crowds of thousands of people, but find some way to get out of his home. you see the president, obviously, he's got a lot more protection. people that have gone up and tested. but in terms of town halls where everybody is 10 feet away from each other to get out in public. whether a press conference or a speech or some kind of town hall situation why biden can find a way to be one, safe and socially distance and follow the guidelines. but on the other hand, get out of the basement. >> trace: good insight, chris, good to see you, thank you, sir.

from the beach in new york, laura. >> hey, trace, we certainly see a lot of people wearing masks. but less foot traffic in years past as new guidelines are implemented coast to coast to help keep people safe, socially distant and hopefully covid free as they get back onto the sand. the name of the game this year will be no before you go with so many different rules from town to town. you will need to check the beach policy where you live. many beaches nationwide are allowing only partial access while others not allowing excess of any kind. no football, no frisbee. no one size fits all for these rules. we mention texas order the reopening of the state beach while in california, as you know, there are no counties. the beaches are fully open. then there are places where people can only walk or sit on the beach like new york city. because of health officials saying they are not out of the wood just yet. these new rules are cool with

>> it is a long time. and the salon should be open. in a safe manner. we do our part to reduce the spread of the virus and to protect her family and communities, but we need to be open. we need to open. >> trace: when you say you are doing your part, zoe, as far as i have heard the government has given no guidance. no guidance how you should reopen and what you should do to keep your clients safe. so what are you doing in the meantime? >> so we are going on zone meetings with all salons across the u.s. there is a lot of ppe that we need to purchase. we were able to get the ppe loans. and does not cover the safety here which really we have learned through our experience and exploring, very, very expensive. so we have two install, you know, the safety everywhere in the salon.

hvac systems, a product to make the air quality safe for those employees and for the salon clients. we have to buy masks and plexiglass, thousands of dollars. thank god we have a little bit saved, me and my partner, christine. but it is expensive. >> trace: i see the slum behind you and it looks fantastic, zoe. i am curious all the things you are doing and preparing to do, what if the state comes in and says we need you to do more? are you prepared to kind of go with the flow and do whatever it takes to get open? >> we will do whatever it takes to get open for sure. the issue is financing sometimes. many of the products are expensive. i mean, i know the stock market is doing very well. i watch your show, but it does not reflect mainstream america. we employ over, you know, 38

♪ >> trace: in new york a state directive said more than 4,000 patience recovering from covid-19 to nursing homes according to the associated press. governor andrew cuomo reverse that order earlier this month. the state was following cdc guidelines at the time. more than 5800 coronavirus deaths have been linked to a new york state nursing homes and adult care facilities. bryan llenas reporting outside of queens, new york, ryan. >> trace good afternoon, new york state issued an order requiring nursing homes to accept covid-19 patience discharged from hospitals.

that order also prohibited nursing homes from requiring a hospitalized residence be tested for covid-19 before they were allowed into the home. as a result, according to the associated press come over 4300 recovering coronavirus patients were sent into new york nursing homes at the height of this crisis. now long term care facilities, victims families and lawmakers from both sides say the directive from new york governor andrew cuomo accelerated coronavirus outbreaks in these facilities, leading to preventable deaths. governor cuomo eventually reversed the policy may 10th, requiring hospital patients to now test negative be pouring be sent to the nursing homes. he has defended the orders saying it did not contribute to more deaths. he blames president trump, stating they were simply following cdc guidelines. >> the state followed president trump's cdc guidance. the cdc guidance said nursing

homes cannot discriminate against covid patients. because at that time, the issue was hospital capacity. >> but according to cdc guidelines, this is partially true. while the cdc did say hospital is covid-19 patients could be sent to nursing homes, they strongly recommended testing the patients. and that "they should go to a facility with ability to adhere prevention and control recommendations for the care of covid-19 patients, preferably the patients would be placed in a location designated to care for covid-19 residents." the society for long-term care medicine tells fox news there was wide shortages of ppe and lack of testing back in march when this record was issued and they warned against this directive. the new york state health department tells fox news that under federal guidance, trace, the responsibility of these facilities to send covid-19 patients they could not properly care for two facilities that

every day about this virus. what we are seeing is creating this overwhelming immune response come inflammatory immune response in young adults, 22, 23-year-old. one case in san diego in one case in new york. at first we thought it was just affecting children but now we see it in young adults as well. what is happening, the pirates, likely the coronavirus calling inflammation in the blood vessels, causing inflammation in the heart, lungs, blood clots in the legs. pp, blood clots and strokes, heart attacks because of the inflammation that this virus is causing. even kidney disease. the difference between this and young adults and children, this is a little bit more sudden. some of the patient's presenting fever and rash and vomiting. so we have to look out and be aware for the symptoms if we want our patients to speak medical right-of-way to treat the symptoms. >> trace: just to clarify,

this is still very rare. just a few cases around the country. >> right, exactly. so far it is rare. we are looking to see if anybody is having these symptoms so we can take precautions, not very common but we need to be vigilant and keep an eye so that we can properly treat them. so that the patients don't develop complications like aneurysm of the heart or kidney failure or those kinds of thing. >> trace: i want to move on and hit on this oxford university study about the vaccine. now they have recruited a thousand more people, doctor, and this is encouraging because you move on to the next stage of vaccine, and it is really always pretty much good news, fair? >> yeah, absolutely. this is definitely a positive indicator and we are looking forward to moving back, 1 of 8 vaccines and trial, moderna showing promising results and

now this phase one, phase two with positive results and we are hoping by july, we will have about 30,000 patients enrolled so that we can simultaneously manufacture of the vaccine we tested. lo and behold thank you to operational warp speed, 100 million doses by october. but we definitely want to make sure our priority of safe d and efficacy does it work? does the body introduce an antibody so it protects us? that is the priority to make sure that is happening but simultaneously manufacture the vaccine so we are not wasting time, even though millions of dollars that can potentially save millions of lives at the same time. but we have to establish that to protect the americans that are most vulnerable speed when you mentioned moderna and even dr. pouch he was very preserved on anything and very measured and said hey, this can be a very good thing. so you move on to the next stage, these vaccines, may be july or august we can get

you saying this is emblematic of florida, emblematic what the rest of the country should follow in the opening process? florida was highly criticized how it handled the pandemic as well as opening to early. is this a statement from the administration of some sort? >> no, it is not, although as you look at florida and how the governor has handled things, the data tend to prove that. not an outlier in terms of disease burden. i was in north carolina on the way here. i was able to be in charlotte where governor cooper, of course, doing a great job and today has moved into phase two train of the reopening plans. so really commit to celebrating the governors and the people who have struggled and suffered through this. now we are saying we need to get back to work, in the schools, the community but we can do it in a safe and appropriate way. >> trace: and i lastly very quickly want to -- i know there's a lot of push on and i antibody testing. you are saying some of these have not been approved.

is it safe to say the antibodies might not be factual because of the tests that were not accurate? >> so we wanted to make sure the tests were available in the country without regulatory delay. so we let them come onto the market and forced them all to come in for fda review while in the market. we have approved ten of these and these antibody test through the fda. at that point, we said, you know what, you need to present the data and validated. for the ones that did not submit the data we have ordered off of the market. actually behind me, they have antibody testing. one of the health care workers and responders to get in a body testing, diagnostic testing in the community-based testing center. >> trace: i know it is important. secretary alex azar thank you for your time. we appreciate it. >> thank you for having me. >> trace: in the meantime, full house actor lori locklin and her husband pleaded guilty for their role in the college
