and it was egregious, appalling and it prompted him to pick up the phone or the chief of staff to pick up the phone and expedite an fbi investigation. >> so this morning minneapolis woke up to fires and smoldering buildings in the city's mayor calling for peace but also for criminal charges for the office on his neck. mike tobin back out this afternoon getting ready for an evening later on tonight. mike, what is happening today. >> this is the target store in minneapolis >> summer community volunteers to clean up in the aftermath. and i should say there is a third group. some people going into you can see all the entrances that are breaking out all the way up and down the strip mall,

entrances and windows are broken out and people are coming and going unabated. last night, it was a free-for-all. people had the grocery carts out, loaded up whatever they could inside and ended up in front of the precinct where they became makeshift barriers on the street. you see the chaos that was last night, you see the chaos going on right now, neighbors here say they want something done about it. >> i live six blocks away and i'm very upset that target hasn't boarded up its doors. it's creating chaos in the neighborhood. people are still going in and looting on the loading dock in the front and people are coming in from outside the neighborhood to watch or loot, and it's a dangerous situation. when i see police presence is nearby in st. paul. a target there with the right gear on because the looters are doing their thing at the target

overwrite it, but what is interesting to point out here is that when it comes to that section, the communications decency act, the president has got an unlikely ally in the form of joe biden who back in january said that clause should be revoked immediately. a rare moment of common ground. >> bill: john roberts, north lawn. want to bring in bret baier to talk about what kayleigh mcenany said later going to sign this executive order and then added that could change. let's see what comes of that. what do you think of the fight that is being taken now? >> good afternoon. i think this is bound for legal challenge. i think on a number of funds from a number of different sides that the section 230 if it's adjusted in any way or the interpretation of it by executive order that going around congress is going to create some issues on that front. but it is clearly something that

the president says politically i think he believes is fruitful for him, and there's a number of ways that big tech is under fire for privacy, for making sure that the information is direct, but also the big picture that it is a black hat out there. i think that is going to play in the election. of all the tweets that could've been the fact-checked, the one about the mail-in ballots seemed. >> bill: the communist party of china and on and on the list runs. "wall street journal" writes about this way twitter plays into trump's hands. this is the editorial board advancing one time saying any fact-checking cannot help, but be wildly inconsistent, and it would be an attack is arbitrary and partisan, all this means that ceo jack dorsey is handing mr. trump evidence to prove his point that technology elites are out to get his followers. in that sense, it cuts both wa

ways. >> that's right, it gives him something to swing out. there were plenty of other tweets in the president's twitter feed that could be focused on fact-checking. in i think who is doing the checking, how that plays if it's not black-and-white, it is kind of a softball for the president politically. >> bill: i thought the interview was very interesting. we have a clip of that, listen to this here. >> we have a different policy than twitter on this. i just believe strongly that facebook shouldn't be the arbiter of truth of everything that people say online. i think in general, private companies probably shouldn't be -- especially these platform companies shouldn't be in a position of doing that. >> bill: so my senses is going to play out in some time. will go on for some time.

months if not years. with regard to joe biden, he made some news about the vice president possibility. he says he is going to make a choice by the 1st of august. here view on that as you look on the calendar could be what? >> he said that in a fund-raiser, a virtual fund-raiser wednesday and said that his choice is going to be made then and that would be interesting. obviously just before the convention, whatever that convention looks like, we don't yet know. apparently, his team has interviewed the people on the short-list and it's the names that we have heard out there, it'll be interesting to see if he cuts it down. and just back to the first, if former president obama had tweeted out you can keep your plan if you like your plan, you can keep your doctor if you like your doctor going back to the biden-obama years, would not fall into fact-checking? who knows. we are in a different world now, and i think it's going to be fascinating.

actually been declining for the past eight weeks. remember, we had jobless claims close to 7 million at the end of march and another bright spot here is that is are slowly getting better as state start to reopen. we have something called continuing claims, those have been collecting benefits for at least two weeks, that number dropped sharply by 15% in just one week so 4 million coming off jobless benefits, and that is significant and shows workers are being recalled. still, wall street forecast and that includes predicting that the jobless rates will hit levels close and similar to the great depression, close to 25% this quarter, but another interesting prediction they say that unemployment will actually remain elevated here in the u.s. for this year and beyond compare to the rest because benefits are so generous that discouraging workers from trying to find better jobs, but it also suggests that it could be on the cards for the u.s. economy as well. in >> bill: the ceo of bank of america earlier today

saying spending for americans is picking up again. he is seeing that in the data. >> don't forget, second-largest lender in america and millions of clients use their credit cards in their cards and he says spending collapsed in april but now only down five to 10% in the month of may. for those that have bank accounts with less than $5,000, 30 to 40% actually had more money in the bank, so that shows there is pent-up demand in the stimulus check hits and also unemployment benefits and that could actually mean higher spending in the u.s. economy and could also mean a v-shaped recovery because we know the consumer powers are three quarters of the u.s. economy. in >> bill: we can help it i thought it was a very interesting observation of all that stimulus money is still out there ready to be spent, people aren't doing it right now. also, restaurant attendance is up higher than it's been since the 17th of march. not new york city, but other parts of the country. when you are one up from barely

>> bill: here's what we got from the white house, the president is taking questions, and this is what is happening in terms of headlines a moment ago, the president said he's going to hold another event in 20 minutes, so we will keep an eye on that. in addition, he will sign the executive order on social media and about 30 minutes, and then apparently also he will hold a press conference on china tomorrow. so standby for all of that. we can play it to you at home. meantime, action on china continues over its new national security law that targets hong kong, telling reporters this week the following. some u.s. political forces are taking china u.s. relations hostage and pushing our two countries to the brink of a new cold war. the state department spokesperson is back with me today and good afternoon to you,

morgan, thank you for your time. a new cold war, is that where we are in this now? >> i think it's important to put into context the actions at the secretary of state mike pompeo took yesterday. required here at the state department by law to certify each year of hong kong remains autonomous from china. the last time we certified this was march of 2019. we have delayed this report and finally after the actions that were taken by the chinese communist party, secretary pompeo in good faith could not certify to congress that hong kong remains autonomous. this has been going all don mcgahn for over a year now, we saw that law put in place in hong kong, saw thousands of protesters for the past year taking to the streets, those protests were sometimes violently put down, people arbitrarily contained. we've seen the erosion of the rule of law in hong kong and the culmination of course came last week when the chinese communist

party said they would be taking up the supposing national security legislation in congress which they voted for overnight and this is just a complete rejection of basic law that china agreed to not only to hong kong, but i would remind everyone that this was a u.n. agreement that the chinese communist party agreed to as well. they are breaking their word 27 years early. >> trying to exact change out of beijing and i don't know how you get that done, but that foreign minister i just quoted said the same thing in the interview i just talked about and here's what it is. china has no intention to change, it is time for the united states to give up it's wishful thinking of stopping 1.4 billion people in their historic march towards modernization. don't try and change us is what beijing is saying. >> this administration is always going to stand up for the rule of law, and that's what we're doing here. a hallmark of our foreign policy

in the trump administration is recognizing reality of the world. mike pompeo talks about the world not as he wants it to be, not its what we wish it is, but as it is. us of all the many american people love hong kong, students have been there to get an education, many people have worked there, even though we have nostalgia for hong kong, we have to recognize reality, and that is the chinese communist party takes over the largest financial hub in asia. >> bill: 's this event with china tomorrow, do you have much knowledge about this press conference regarding china? i'm seeing it as a headline. >> you are talking about the presidents event. and certainly not going to get out in front of the president, but i would just say he has a number of options at his disposal and encouraging to see that bipartisan consensus and not only the bipartisan consensus. i would remind you that our allies, the united kingdom, canada, australia all signed other statements today with us condemning the chinese communist

party take over all of hong kong as it relates to their autonomy. so this is not about -- i think of the media, we think everything is u.s. versus china. this is not it. our allies around the world are also stepping up and speaking up. this is a pivotal moment in history were everyone who loves freedom and loves democracy is going to have to say whether they stood up to the chinese communist party when they totally eviscerated the rule of law not only when they committed to hong kong but what they committed to the entire world at the united nations. >> bill: how far is your boss willing to go on that if you don't get what you want? >> i think if you are referring to secretary pompeo, he is committed to holding the chinese communist party accountable. in foreign policy, it is not all black-and-white. we work in shades of gray and also have to work on areas of mutual interest with the chinese government. we will continue to do that where we can but again, we are going to call the world as we see it, not as we wanted to be. >> bill: we will see with the

should this officer have been charged right there on the scene once they looked at the video? and my answer is a resounding yes. he should have been charged. i want you to just think about it, suppose it was a citizen that had his knee on the neck of a police officer and that police officer died. that citizen would be arrested right away. this man should have been arrested right away and i expect in the near future that he will be arrested. >> bill: are police officers taught how to conduct a hold like this that we have seen on the video? >> absolutely, police officers are taught once you've got a person down, and try to remember what we have here. we had a man handcuffed behind his back. he was under the control of the police officer, there was no need for this police officer to have his knee on this man's

neck. and one of the things that i have been able to research and find out is that this police officer is a 19 year veteran of that police department. he has had numerous police misconduct complaints, but he knows the rules and regulations out there on the street. >> bill: so when you have a suspect that is handcuffed, what should have happened here? >> the rule simply on with other officers that you saw in these videos banding around, what they needed to do is immediately got that man off the ground and put him in a car, and that they didn't do. so about 7 minutes, this man is on the ground saying i can't breathe. i can't breathe. and this officer had his knee on this man's neck. >> bill: do you expect murder charges at some point? >> absolutely. >> bill: so what is the

unmasking. in senate judiciary chair republican lindsey graham says they will call former deputy attorney general rod rosenstein as a witness next week. >> the former special counsel walking into the department of justice behind me saying that his investigation was over. had been on a mission to prove the basis for that investigation was misguided. you've been talking a lot about unmasking, it is revealing the identity of someone on an intelligence report or intelligence intersect. attorney general bill barr has appointed the u.s. attorney in texas to take a look at the unmasking. two weeks ago, fox news confirmed a list of former obama administration officials who requested to unmask and may have received general flynn's identity between election day 2016 and the day president trump took the oath of office.

from now regarding the signing of this executive order targeting social media compani companies. with that, we bring in jonathan swan. nice to have you back on the show and good afternoon to you. i also want to add there's another press conference just being announced on china tomorrow. let's take it one step at a time here on the social media executive order. what would you expect from that in a moment? >> a section in the law which protects them from being sued and it basically means they can be moderated but not responsible for what is published on the platforms. conservatives and liberals as well, some on the left as well who have been arguing for some time now that they ought to be treated as publishers, should be held responsible for the information on the platform and

editorializing or politicizing. this executive order my trunk doesn't have the unilateral authority to change, the twitter executives are going to wake up tomorrow and a new world where it is suddenly legally responsible, but what i expect is it will start the process towards that end and that may be in some directions for the federal trade commission to look into some of these issues of bias. there may be some opening for the federal communications commission but ultimately, what i'm told is if you really want to change this, it probably has to be done through congress and an active legislation, very limited amount of action that president trump can take unilaterally. >> bill: makes sense. with regard to china, just reading this now that he will hold a press conference tomorrow on china. the first time we are getting this as well, he will be making certain decisions. he just heard my conversation at the state department, what is part of these discussions now within the west wing?

>> this is such a big deal, so important, and the devil is in the detail. talking about the declaration that mike pompeo made yesterday that hong kong cannot be considered separate from china even what china is doing. the real question is what does president trump and the administration do about it. something that wall street is going to be watching very closely because if they make that decision, exactly the same as mainland china, that is a mark of a new era. the end of major companies feeling comfortable, having headquarters in hong kong, tariffs, sanctions, all sorts of economic measures that would really profoundly change the shape of international problems

the fall. you know why? because it mutated. because it changed. there is no evidence that this virus has done that. that's one good thing. the one thing is all viruses tend to be seasonal. in you see them in the spring and you see them in the fall. it is fall now and south america. but i don't like, and if set on the show, i don't like that it's out of control of brazil right now, over 20,000 cases in the last 24 hours. we have to watch that vigilantly. because it could come back from south america to hear in the fall. that is just us keeping an eye out here. we have to look down to the southern hemisphere. australia is doing great. brazil is not. >> bill: i know you've been on that. did you hear with the governor said, you've got to wear a mask. no mess, no service. what is your view of that now? is that policy effective? is that efficient? will keep us safe from a second

wave? >> that's not the answer, but i like what dr. fauci said about this, it's a sign of respect. it's a social courtesy. is telling people you are aware that there is a problem and here is how masks work. they protect other people from you if you are coughing and sneezing. it's not the biggest answer. i'm very disturbed when people think the mask is all there is.
