announcement 60 minutes ago from the d.a. and henneman county -- hennepin county, third degree manslaughter for the officer now arrested in minneapolis and the other three officers the fate of something we cannot ascertain at the moment. attorney general bill barr from the last few minutes said the federal government will look at a civil rights violation. and also added that the state's decision comes first, which it has in the past hour based on wallace facts and they will follow with the state does next. i want to bring in fox news sunday host chris wallace on a rather eventful friday here, chris. >> you have covid-19, you have the riots in minneapolis spreading to other cities and to a much smaller extent let's hope it stays that way. now we have the hammer brought down on beijing on behalf of the white house. it is a busy day. >> i don't think it was much of a hammer, the rhetoric was very

tough towards china both in terms of the coronavirus and the crack down on the, but the president the proposal was surprisingly mild. he talked about ending visas for some foreign nationals from china, entering the country. he talked about securing of various financial companies to make sure they are safeguarded from china. he certainly indicated when it comes to hong kong, that will end preferential treatment based on the idea that it was, part of china, kind of a separate entity, one country, two systems. but some people were expecting that you would see trade sanctions. some reprisals of china and what they have been doing in regards of hong kong and failure to come clean with the coronavirus. you didn't see any of that and so my guess is for instance, marcus reacted very negatively to any fighting with china are

no punishment of china for the fact that they have broken that agreement that as you say 27 years to go. no reprisals for china and the fact that the market is reacting so positively speaks volumes about the fact that people don't want to see us get into a trade war or any other kind of war with china. >> the last hour, the hennepin county attorney mike freeman announced the officer derek chauvin arrested and charged with third-degree murder and manslaughter. how do you think the officials are doing so far today? we heard from the governor. we heard from the mayor and now the d.a. in minneapolis. >> everybody in this highly polarized situation has a different view and obviously the protesters in the street, derek chauvin the officer should have been arrested on day one. the county prosecutor, mike freeman says this happened in four days and that is remarkably

fast for charging law enforcement officers. so it depends on their point of view. what is interesting about the news conference, it was not a news conference, which would have been -- he made a statement and left and i think the reason he left clearly, he knew he would be asked a lot of questions about his response to the situation in minnesota in minneapolis. at the beginning, he talked about what a terrible situation it was and he wanted the fbi to investigate. the justice department to investigate, but very controversial twitter last night in which he called the protesters thugs and use the line when the looting starts from the shooting starts. which a lot of people have been concerned about. and he didn't want to answer questions about that today apparently. >> bill: chris, thank you we will see you sunday. looking forward to your program them. this week cornell west the practice of public philosophy harvard divinity school, one of

your guest. tim scott, also when your cast will check out the local fox station and the tv listings and time for air. chris, thank you for that. make mention of the president did announce there in the rose garden sanctions against the people of china and hong kong officials for suppressing hong kong freedom. this story is not going away. a year ago a protest for days in the streets of hong kong and many are concerned that those protests could come back there in hong kong. back to that in a moment. they fired the minneapolis police officer for the death of 46-year-old george floyd. a state prosecutor saying the case moved with extraordinary speed with charges being brought in less than four days. his comment. >> we have never charged a case in that kind of time frame. we can only charge a case when we have sufficient, admissible evidence to prove the case beyond a reasonable doubt. as of right now, we have that. >> bill: so there is now

coming as protest erupted in minneapolis and in various parts of the country. minnesota's governor tim walz called in the national guard and at stake and ready for more unrest. mike tobin has been there for the start of it. he joins me live in minneapolis, mike hello. >> bill there is some satisfaction with the arrest of derek chauvin but some resentment as well because it took full 4k -- four days. the demonstrators and the charges. also, different scene with hennepin county attorney mike freeman suggesting that the possibility remains open and other officers on the scene will be arrested in the future. >> we felt that it was appropriate to focus on the most dangerous perpetrator. the officers are under investigation. i anticipate charges, but i am not going to get into that. >> what we witnessed last night was that dramatic scene of an

entire police precinct, third precinct being a retreat under pressure from the angry mob. they held him at bay for a time and shortly before 10:00 they mounted up in the parking lot to the website of the third precinct and left mass. some officers on foot, all the vehicles gone and it was soon anarchy, if you will. the mob took over. what followed was rioting, looting, vandalism, and evaded. something from tim walz from minnesota declared was not something he was happy with as far as the operations of the security forces here in minnesota. >> that is an abject that cannot happen. we must restore the order to that. >> and remarkably different scene today with some smolder off in the distance. you have national guardsmen with m-16 and some with poor scum of state patrol troopers and riot gear on and off in the distance. you see the smoldering buildings

as i say every week, though the number one rule of virus economics is the best thing you can do for the economy is slow the spread of the virus period. we have done a terrible job at slumming the spread of the virus. you still have cases maintaining at the same kind of infection rate that we were weeks ago where as an almost other rich countries of the world, they had a peak and they had a dramatic reduction. if we can stop the spread of the virus, we can go back to what we were doing before. we have to take some social distancing, wearing a mask, whatever it is. but i don't think a payroll tax cut at a moment when employers have the lowest number of job vacancies on record is the right idea. and we go through the summer, if you get millions of companies going bankrupt and another wave of unemployment, everybody who is objecting to the relief

allow us to charge a case until it is ready. this case is now ready and we have charged it. >> bill: that is mike freeman. you heard from him 90 minutes ago in hennepin county, where minneapolis is located. the fired police officer facing charges of third-degree murder and manslaughter for the 46-year-old death of george floyd appeared more on the investigation site of this from d.c., julian. >> bill, the former police officer known as derek chauvin is now in police custody. this is the same officer seen on the video pinning george floyd to the ground on memorial day resulting in george floyd's death. this comes as courtesy of commissioner of public safety just a short while ago. now he says despite evidence with footage of the moment of floyd's actual death, he has no information as of yet what specific charges that he is facing. fox news with a new video

reported by nbc news that captures the moment he was detained by the minneapolis police. it appears to show multiple officers on the scene. now the shots captured from across the street where floyd was pinned down by then officer chauvin. the other officers thomas lane, jay alexander, all three have also been terminated. we have also learned that chauvin and sell multiple complaints on the record. chauvin even receiving discipline twice. president trump has called forth the national guard and directed the attorney general to investigate the events surrounding floyd's death. bill barr released a statement and looking into whether state, criminal charges are applicable and whether federal, civil rights laws were broken on memorial day. this comes on the hills of hennepin county mike freeman claiming his office has exculpatory evidence. take a listen. >> that video is graphic and

attorney the detective in d.c. and fox news contributor, judge napolitano with me as well. gentlemen, good day to you. ted you called it on the show yesterday. you said third-degree manslaughter that is what you got. how come? >> yeah my did call it yesterday. i was somewhat apprehensive after watching yesterday afternoon where local, state and federal authorities all came together and had a press conference. in that press conference mike freeman announced there was exculpatory evidence that did not support criminal charges against this guy. i was wondering, what the hell are you looking at mr. freeman? the video in and of itself reported enough for criminal charges to be filed. and i think after last night and what took place, they decided to go ahead and file these criminal charges today. >> bill: judge, why do they go

third-degree? based on the law? why is that? >> if you read the statement of probable cause which accompanied the charge of 30 degrees and by the way third-degree murder is the same thing as manslaughter, which is a reckless indifference to human life. the probable cause statement shows that the knee was on the neck for more than 4 minutes, that the other officer said to him, do you think you should lay off of him? that one of the officers took his polls and there was no polls. and the officers kept his knee on the neck even after there was no pulse. to me that is an attempt to kill which is second-degree murder. what is the difference? one has 25 years as a max and the other has 40 years in jail as a max. so i don't know why they chose this bizarre third-degree murder/manslaughter instead of second-degree, which is what the

evidence seems to show. their own evidence shows it should be. >> bill: the d.a. said they move with lightning speed. that wasn't the word he used but the expression and the impression he gave us. did they four days later move? >> i think four days is pretty quick. again, what was happening in the streets. however, as my colleague and longtime boyhood friend ted williams has just said, the tape is so crystal clear that they probably should have been arrested immediately either by the authorities or by the feds here there is no getting around that tape and the duration of the knee and the poor man begging for the right to breathe. and they mocked him. you can't breathe? how can you talk? their behavior was criminal. >> bill: ted, you have been on all sides of this throughout your career. this man was handcuffed.

how do you defend him? >> defend the officer? you are going to have to say in essence the officer did not intend to kill this guy. that he at the time that he put his foot on his neck, that he wasn't actually intending to harm this guide to the degree that he died. that is going to be a very difficult steep i can tell you. but also, the guy mike freeman, the prosecutor. this guy comes out today in his news conference and says he just got the evidence in his state that led to these charges yesterday. that is utterly ridiculous and rather dis- and genuine. and i think judge napolitano, my good friend would say the same thing. >> bill: judge, i'm testing this right now the family of george floyd calling for first-degree murder charges. can that have an effect on prosecutors at this point were not? >> it shouldn't and there is no evidence for first-degree murder. that means a planned and plotted

i've got a few basic questions. 3:22 on saturday afternoon. crystal ball tells you what? i have a crack at that. >> we are about 50/50 right now. the unique thing about this spacecraft is that it has a lot of capabilities. that makes it safer than a space shuttle because they did not have those capabilities. the challenge is we have to have a notch good weather for the launch complex. we have to have all the way down the entire trajectory to orbit. so that's a little bit more difficult to manage. we are looking at about 50/50 tomorrow. we will ghetto whether brief. sunday is looking more favorab favorable, we might target sunday instead of saturday, but we are looking at all options right now. here's what we know, bill. we are going to launch american astronauts from american soil. that is a promise of president trump, and we are

going to deliver on it. >> bill: amen to that. we will be patient. what is different about this cross, other than the shuttle? you cannot have lightning for a period of 30 minutes or a 10-mile radius aroun around the liftoff area. why is that? >> bill: i would say that's not really different than the space shuttle. what is different is that this is a commercial vehicle. nasa is not purchasing, owning, and operating. we are buying a service, and we are buying it from the age. this is a black private partnership. but nasa wants to be a customer. for space exploration. we want to have numerous -- so this is all about the commercialization of space. >> bill: who makes that call? is that spacex or nassar?

>> both. it's a team. we have said what the limitations are, and of course if those limitations are exceeded, it is a very dispassionate decision. it is either go or no-go. but we are not in the business of making a judgment call. i have heard over and over again, are you going to feel pressure? are you going to launch because the whole world is watching? we have not watched astronauts since 2011. so people are talking about the pressure. i will tell you this, bill. we feel no pressure. we will make the right decisions for the right reasons. that is what we have already done. but make no mistake. whether it happen someday, maybe it happens tomorrow on saturday -- we will get these astronauts launched, but we will only do it with her safety at the highest priority. >> bill: you just said that you are going to know whether saturday is a go or not in short order. when do you make that order?
